In recent years, Russia has shown a high interest in Soviet economic history, which is largely due to the critical understanding of state economic policy in the post-Soviet period. In this regard, this article is relevant from the point of view of expanding the theoretical and methodological base of the historical and economic analysis of the USSR. This article provides a rethinking of the economic development of the USSR on the basis of calculations of personal savings and the share of household consumption in GDP and comparisons of these indicators with Western ones.

The article is devoted to the study of the party model of Russian parliamentarism in post-soviet period. The focus is on the issues of party representation and its correlation with the distribution of the managerial positions and introduction of collective legislation at State Duma. These issues are examined from the point of view of reaching cross-party consensus and implementation of fair parliament party representation principle. According to the author Russian parliamentarism model aims at reaching full-fledged party consensus that corresponds better to the principles of popular representation than strict parliament polarization along the line of “authority-opposition”. Understanding of those issues by the majority of the players was noted from the very start of the State Duma activities, in spite of the acute conflicts in the 1990-ies.The author draws the conclusion that the equation of party representation continues to grow at the level of managerial positions in the parliament that allows to improve cooperation of the parties and to reduce authority and opposition conflicts. Thereby the Russian parliamentarism model makes an important contribution to the stabilization of socio-political situation of the country.

The article examines the results of market reforms in Kazakhstan in the post-Soviet period, comparing the past and present. For 30 years, the market economy has decided only some of the most pressing issues of the economy. The full transition to private ownership, which began in the 1990s, is already in its infancy. To get out of the current crisis in Kazakhstan, it is necessary to change the direction of economic development. The state must take responsibility for these changes. The result in the country should be a model of mixed economy, offering different forms of ownership. At the same time, the state must control the spheres that facilitate the lives of people and play a key role in the security of the country.

The article deals with the issues of socio-economic development of Ganja as one of the major cities of Azerbaijan and the main directions of local social policy related to the social problems of post-Soviet development. It is determined that there are positive changes in the improvement of the city, the expansion of its administrative borders, consistency in addressing issues of enhancing the quality of education and health, the development of tourism, services, and social assistance to vulnerable segments of the population. Meanwhile, the issues of providing jobs for various segments of the population, improving infrastructure, and regulating internal migration, including one as a result of the Nagorno-Karabakh conflict, are still to be resolved.

The article examines the state policy in relation to the collectivization of the Kazakh ASSR in the late 20s and early 30s of the XX century and the reasons for the uprisings in the East Kazakhstan region. In the region of East Kazakhstan historiography of the Soviet period and the Soviet government on the reasons for the peasants‘ revolt against the collectivization policy envisaged in the post-Soviet period. The author’s research assesses the direction of research on the causes of the uprisings of the Soviet period, its reliability and influence on state policy. Currently, the directions and features of modern research are analyzed in detail, and the goals are clearly defined. After analyzing the works published after the 90s of the XX century, they were not published during the Soviet period, used new archival documents, expanded the field of research, and made conclusions of new quality. The study identified the political, social, economic, and cultural causes of the uprisings against mass forced collectivization in the late and early 30s of the twentieth century. The article analyzes the relationship of collectivization policy with uprisings in the modern East Kazakhstan region and in other regions.

The article is devoted to the place of the shortened (protocol) form of criminal proceedings on misconduct cases. It says that in connection with the ongoing judicial reform in the Kyrgyz Republic, the Code of Criminal Offenses was developed and adopted. Misdemeanor offenses include offenses of minor gravity. The point of view of scientists of the post-Soviet period on the possibility of being an abbreviated form of criminal proceedings in the criminal process, as well as some of them in its denial, is given. An analysis is given of the fact that at present, such a form of criminal proceedings as abridged (protocol) in the current Code of Criminal Procedure of the Kyrgyz Republic cannot be. In substantiating this argument, the authors believe that misconduct is a crime. In this regard, they argue that it is impossible to simplify various procedural forms and institutions, eliminate certain procedural actions provided for in the current Code of Criminal Procedure of the Kyrgyz Republic, and reduce certain procedural guarantees.

The economic history of Ireland in the late seventeenth and eighteenthcenturies unfolded in an age marked by considerable legislative interference by the British parliament in Irish affairs. The impact of this interference was all the greater because the executive in Dublin was, from the point of view of an Irish colonial nationalist, constitutionally irresponsible, answerable to the king's ministers in London rather than to the Irish legislature. It is not surprising that against this background colonial nationalism emerged at an early date. The interpretation of economic issues fell inevitably under the shadow of constitutional controversy and rising colonial nationalism. In the eyes of contemporaries, and subsequent Irish historians who have borrowed largely both their facts and interpretation of events from the writings of the period, economic development was subsidiary to political issues; not only subsidiary but its achievement or negation a product of policy.

The article considers the politicization of the Islamic Ummah in Russia in the post-Soviet period, from the point of view of analyzing the assessment of this process, identifying its main trends and proposed measures to optimize them. Despite the debatable nature of this issue in Russian science, the author comes to a clear conclusion about the politicization of the Islamic Ummah in Russia. The main trends and factors of politicization are considered, as well as the consequences of this process for Russian society. It is concluded that in order to optimize the main trends of politicization, it is necessary to provide for the implementation of changes to improve the system of Islamic education: both in the country as a whole and in its “Muslim” regions.

The story is a small volume type of prose, compact, easy to read. At the present stage, the reader's interest in the small genre of prose, which can be seen in the Tom-Tom novels, is especially in demand. Therefore, the study of modern stories is relevant. The main purpose of the research article is to identify the features of life phenomena and author's ideas that make up the content of modern stories. The research was based on stories published in the newspaper” Kazakh Adebieti " over the past five years. The life situations that served as the basis for the conversations were grouped depending on the thematic specifics. The author's views on the topics are systematized and defined. One of the main tasks of the writer is to introduce national interest to the work. The modern story reveals the writers ' position on the causes of various changes in society, the market, scientific progress, contradictions in the correlation of political and social events with the system of national values. One of the main tasks of the research is also to differentiate the features of reflecting the reality of life in synchronous conversations that were censored or written on historical, environmental topics about the abuses of the Soviet government to the Kazakh people during the Soviet period. Behavioral changes and the influence of social aspects on human psychology are analyzed from the point of view of human science. The thematic sphere and actual ideas of modern conversations are discursively analyzed.
