The article presents a new approach to the development of educational and technological clusters as an eff ective way of the professional selfdetermination formation of students. The theoretical substantiation and description of the process of educational and technological cluster development with the participation of General educational organizations as obligatory links of continuous professional education are considered. Separate forms of the interaction of educational and technological cluster subjects are presented.

The quality of programs in library and information activity offered by various advanced professional training centers are discussed along with the issues and vectors of advanced training of the RNPLS&T staff. The RNPLS&T has to choose between expensive courses when new knowledge and skills are guaranteed, and online express courses (fast, easy, cheaply) where no new competences are guaranteed though employees get standard certificates. This trend facilitates establishing more and more online training centers that are just making money due to the demand for standardized certification. The double standards of education programs evaluation influence the quality of knowledge, though documented and certified. The authors argue that the above mentioned educational organizations have to be controlled, the more so, as the libraries are to accomplish their staff appraisal.

The issues of the participation of students of professional educational organizations in the WorldSkills Russia championships are considered through the prism of quality indicators for training specialists.A systematic analysis of theoretical sources of information devoted to the integration of the movement "Young Professionals" (WorldSkills Russia) into the vocational education system, the problems of forming competencies among students in the process of introducing WorldSkills Russia standards has been carried out.The method of direct observation is used, with the help of which empirical material was collected about the experience of participation of the Volgograd Technical School of Railway Transport — branch of the Rostov State Transport University, in the development of new competencies in WorldSkills Russia; polls of teachers; comparison; generalization.The key problems of practice-oriented activities of students are identified, the experience of the participation of students and teachers of the branch in the WorldSkills Russia championship movement is summarized.The effectiveness of the participation of students in the WorldSkills Russia championships for the period 2017-2021 has been analyzed.The positive effects of involvement in the championship movement have been determined: improving the qualifications of teachers, strengthening the material base of the educational organization in accordance with the requirements of the infrastructure competency sheets. It is shown that the involvement of students in the WorldSkills Russia championship movement provides an opportunity to popularize and increase the prestige of the profession, motivate them to professional education and improve their qualifications.

<p>The article is devoted to the organization of inclusive education on the basis of the principles of permanency and continuity. Тhe author considers the experience of inclusive education in the educational organizations of Krasnodar Krai. The author has analysed problems of realization of inclusive education, such as insufficient availability of professional education for students with health limitations or physically challenged students and insufficient social and information availability of vocational training.</p><p>The author points out a long-felt need for inclusive education for all people with health limitations on all education levels. The organization of inclusive education on the basis of the principles of permanency and continuity will be possible only if a regional legislation of general and professional education for people with special needs is developed. Other requirements include creation of barrier-free environment in the educational organizations and ensuring social and information availability of vocational training. Тhe author emphasizes that it is necessary to develop a system of vocational guidance for children with special needs and physical challenges.</p>

The author analyzes the periods of origin, formation and development of the military education system. The problems of military education in general and the training of officers in particular, which cannot be solved without the integration of military professional education and education in military training centers at civilian universities, are touched upon. Using the example of M. A. Bonch-Bruevich St. Petersburg State University of Telecommunications, a new approach to the formation of the personnel potential of the Armed Forces – officers’ training at a civil educational institution is shown.

The article gives an overview of the All-Russian scientific-practical conference held in April 2017 “Inclusive processes in educational organizations of higher and secondary vocational education: experience, problems and perspectives". The conference was devoted to the organization of inclusive education in institutions of professional education of Krasnodar Krai and regions of the Russian Federation. During the plenary session and work of thematic sections various questions were discussed: the current state and tendencies of development of inclusive education in Russia and abroad; readiness for realization of inclusive education of the teacher of the higher school; models of inclusive maintenance in the system of “school-university"; formation of inclusive culture of students in the conditions of higher education; training of specialists and teachers of secondary professional education institutions and institute for work with disabled students with disabilities and students with limited opportunities of health; professional competence of teachers in the conditions of inclusive education; professional self-determination and employment of person with disabilities; designing of the adapted educational programs for students with disabilities and students with limited opportunities of health; the educational technologies used in teaching students with disabilities and students with limited opportunities of health; educational work with disabled students and students with limited opportunities of health; features of the organization of tutorship support of students with disabilities and students with limited opportunities of health; art therapy as a method of socialization of students with limited opportunities of health. The principal provisions of conference are reported in the article, as proposed resolution, worked out by results of the discussion.

The purpose of the research. The purpose of the article is to determine the essence of the synergistic effect and to develop a common method for evaluating the phenomenon for further possible use in the analysis of the innovation cluster effectiveness. Methodology. In the course of the research, there were used general scientific theoretical methods: system analysis – to clarify the main categories of research; abstract-logical method – for realization of theoretical generalizations and conclusions about the essence of synergistic effect and peculiarities of its evaluation; graphical method – for visual presentation of theoretical and analytical material for the reflection of the main characteristics of synergetic effect in innovation clusters. Results. The article outlines the main characteristics of the innovation cluster and defines its role in formation of the competitive advantages for the national economy. The essence of the synergistic effect that arises in the process of interaction of innovation cluster participants is investigated. On the example of the functioning of large and small enterprises in the cluster the author illustrates schematically the positive synergistic effect of their interaction, and describes the main specific features of this effect. A general methodology for evaluating the synergistic effect in an innovation cluster is proposed based on grouping of the indicators system that will allow to evaluate the effectiveness of interaction processes between the innovation cluster participants. Practical meaning. The proposed general methodology for evaluating the synergistic effect in an innovation cluster can be used by its participants in the process of determining the effectiveness of their integration and developing appropriate measures to regulate the activity of the cluster. Prospects for further research. Carrying-out of the theoretical substantiation of the choice and calculation of certain indicators for the evaluation of the synergistic effect in the innovation cluster. Development of alternative forecasts for the innovation cluster development based on the results of the evaluation.

The authors discuss the main vectors of RNPLS&T’s educational activities, in particular the program system of advanced professional education on the premises of the Library’s Learning and Educational Programs Division, specialized seminars and workshops for college lectur ers and students, graduate and post-graduate students of Moscow State Institute of Culture, webinars for librarians, research and educational organizations. The RNPLS&T’s material and technical resources used for these events are described. The results of RNPL&STs divisions (including those within the framework of the State Task Order) independent activities, and those achieved in collaboration with interested organizations and aimed at upgrading the skills of specialists in education, science and culture, are analyzed. The authors also focus on the projects held jointly with the National Library Association “Libraries of the Future”. The plans are to develop online educational programs and to cover pressing themes. Special attention is given to secondary schools and colleges, regional boarding schools, orphanages and organizations for children without parental support.

The major purpose of the system of training and continuous professional development is training of competent professionals capable to adequate response to challenges of health care. In health care, the system of training and continuous professional development of administrative and managerial personnel is to be implemented through competence approach. The employer determines working functions and working conditions. The educational organizations determine level of knowledge and skills. The competences are to be a connecting link between them. The successful process of formation and development of competences is needed in designing model of key and professional competences and upgrading actual trajectory of supplementary professional education of health care administrators. The training of health care administrative personnel is to be targeted to mastering integrated standard professional competences which are to be come the basis of educational programs of supplementary professional education in all educational organizations. The development of each competence requires different approaches, means and methods of training which are to be selected by educational organizations independently with observance of main principles of adragogics. The selection of the most effective technologies of education for development of each competence plays an important role in the system of training of health administrative personnel. The practice of common programs of supplementary professional education for health administrators with different set of working functions is to be eradicated. It is appropriate to return to successful national practice of differentiated programs of supplementary professional education addressed to every administrative position. The purpose of concluding qualifying evaluation is to become estimation of level of mastering of competences required in administration activities. The concluding qualifying evaluation is to be carried out by educational organizations conjoint with professional community. The subsequent “monitoring” of administrators is to become as an obligatory component of continuous professional development of health administrators. The consulting by educational organization is an effective form of continuous professional training.
