During the Dutch East Indies there were several Chinese-Christian communities characterized by the existence of the Chinese church. The Liberal Democratic period of Chinese-Christian development is experiencing rapid development. The developments are supported by government policies regarding religious identity issues for the people of descent. After the fall of democracy guided by the birth of the New Order, the development of the Chinese-Christians increased sharply. The politics that the new Order period is ' ' political assimilation ' ' by trying to remove cultural elements in a particular society. This is marked by the new Order government policy that prohibits the practice of Confucian teaching on Chinese descent as a form of propaganda in Chinese communism. During the new order Mas Chinese descent did a massive religious conversion. Another impact for the people of descent is the name change by the name of Indonesian people in general. This research gave birth to problem formulation of 1) how early social development of Chinese descent society?, 2) How the Indonesian Chinese community response to the government policy of time Sukarno and Suharto?, 3) How is the effort of reconciliation in the effort to preserve the values of culture and philosophy for the Society of Chinese descent?.

This paper discusses the discourse about the complexity of ethnic and religious identity monism in Mataram Lombok West Nusa Tenggara; Sasak ethnic is Islam, while Balinese ethnic is Hindu. The question is then does religious conversion also include ethnic conversion? Methodologically, this paper is library research. Several notes related to this discourse are as follows: (1) Increasing conflict escalation occurs during the Reformation era. Identity politics emerge and strengthen. In several conflicts at Mataram, the ethnic and religious identity is thickening. (2) There is a complexity between democracy and diversity. Democracy demands unity, while multiculturalism emphasizes particularity. Balancing them is easy in theory but difficult in practice. (3) It must be distinguished between politics and politicization. In the case of Indonesia, ethnic and religious issues are often politicized by some people to achieve their own group goals. (4) Relying on ethnicity is a natural instinct in self-defense and affirming identity. This is not necessary to be troubled and blamed. (5) These problems are like a Pandora's box, a box full of diseases. It was the reform era that opened the box which had been closed or covered by the New Order. What happened in the Reformation Era is the emergence of various ethnic and religious problems which were not recognized during the New Order era.

Abstrak. Pesatnya pertumbuhan penduduk dan tingginya perkembangan pembangunan, menyebabkan banyaknya kawasan yang beralih fungsi menjadi kawasan yang bukan peruntukan yang sesuai yang telah ditetapkan oleh pemerintah termasuk ruang terbuka hijau (RTH) yang berfungsi untuk menunjang kualitas hidup masyarakat di dalam suatu kota baik dari segi lingkungan maupun kesehatan. Pesatnya perkembangan suatu kota tentu banyak menarik minat masyarakat untuk pindah menuju kota tersebut, semakin meningkatnya jumlah penduduk tentu juga meningkatkan kebutuhan akan oksigen. Untuk itu Kota Bireuen dituntut mampu menyediakan RTH untuk mengimbangi kebutuhan oksigen masyarakat kota itu sendiri. Penelitian ini bertujuan untuk menghitung ketersediaan RTH yang direncanakan di dalam RDTR Kota Bireuen. Metode yang digunakan dalam penelitian ini ada lah metode deskriptif dengan teknik survai. Sedangkan analisis kecukupan RTH menggunakan rumus berdasarkan luas daerah dibagi dengan RTH yang tersedia. Hasil perhitungan analisis RTH di dapat bahwasannya RTH Kota Bireuen sebesar 46,96%.Kata Kunci: Bireuen, RTH, RDTR Abstrack. The rapid growth of population and the high development of the developmental, causing the number of areas that switch functions to areas that are not appropriate designation established by the government including green open space (GOS) that serves to support the quality of life of people in a city both in terms of environment and health . The rapid development of a city would attract many people to move to the city, the increasing number of people of course also increases the need for oxygen. For that Bireuen City is required to provide GOS to compensate for the oxygen needs of the people of the city itself. This study aims to calculate the planned GOS availability in the DSP of Bireuen City. The method used in this research is descriptive method with survey technique. While the analysis of GOS adequacy using the formula based on the area divided by the available GOS. The calculation result of GOS analysis can be that the GOS of Bireuen City is 46.96%.Keyword: Bireuen, GOS, DSP

Democracy provides a place for us to learn to live with the enemy because only democracy allows tension and paradox, which comes from freedom, to occur in society. In contrast to the New Order era, we can now enjoy freedom of opinion and association. This freedom can in turn produce tension. The relationship between elements of society with one another, or the relationship between the state and elements of society, can be tense because of differences in interests in regulating social and political order. Meanwhile, Indonesian society witnessed the paradox which also originated from freedom. This, for example, is shown by the emergence of intolerant groups such as the Islamic Defenders Front (FPI) and Hizb ut-Tahrir Indonesia (HTI). Even organizations such as HTI are of the view that democracy is not in accordance with the teachings of Islam in terms of sovereignty in the hands of the people, what should determine that is the preogrative right of Allah SWT. The government in the view of HTI only implements sharia and determines administrative technical issues.

Law enforcement without direction and not based on the three pillars of the justice of law, legal certainty and the benefits to society can break the law anyway even violate human rights. As one of the policies of the government that are not considered mencerminakan the values of justice and disturbing for the people, the government policy that acts of omission or delay in the application of the death penalty. This research is a normative legal normative juridical approach. The data collected is secondary data were analyzed using qualitative methods juridical analysis. Based on these results it can be concluded that in the application of the death penalty there are serious legal issues, this is due to government policies that commit omission or delay in the execution of the death penalty is a violation of human rights as stipulated in Article 28 of the 1945 Constitution. The movement of people from one area to another can improve the structure of community settlements and socio-economic structures. This paper aims to determine the background of the settlement of the Bajo people from Masudu Island to the coast of Liano Village, the process of relocating the Bajo Community from Masudu Island to the coast of Liano Village, the settlement pattern of the Bajo Community, the socio-economic life of the Bajo community. Data collection consists of three types of study documents, interviews, and observations. The collected data is verified by two stages, namely: verification of internal data, and verification of external data. The next stage is the stage of interpretation which consists of analysis and synthesis. The results showed that the background of the movement of the Bajo people in Liano Village was a factor in the damage to houses due to strong winds and tides, the government policy of inadequate Bajo community income. The process of moving the Bajo community was carried out in stages, starting with the people who lived in the western part of Masudu Island in 1999, by crossing the sea and some people carrying home tools on Masudu Island. The pattern of settlement of Bajo people in the neighborhood Liano village is linearly following the highway with the distance between houses close together. The socio-economic life of the Bajo community in Liano Village is the creation of interactions with other communities on the land and the availability of infrastructure for the Bajo people so that they facilitate activities. ABSTRAK Perpindahan penduduk dari satu daerah ke daerah lainnya dapat memperbaiki struktur pemukiman masyarakat dan struktur sosial ekonomi. Tulisan ini bertujuan untuk mengetahui latarbelakang perpindahan pemukiman Masyarakat Bajo dari Pulau Masudu ke pesisir pantai Desa Liano, proses perpindahan pemukiman Masyarakat Bajo dari Pulau Masudu ke pesisir pantai Desa Liano, pola pemukiman Masyarakat Bajo, kehidupan sosial ekonomi masyarakat Bajo. Pengumpulan data terdiri dari tiga jenis yaitustudi dokumen, wawancara, dan observasi. Data yang telah dikumpulkan tersebut dilakukan verifikasi yang terdiri dari dua tahap yakni: verifikasi data internal, dan verifikasi data eksternal. Tahapan selanjutnya adalah tahap interpretasi yang terdiri dari analisis dan sintesis. Hasil penelitian menunjukan bahwa latar belakang perpindahan masyarakat Bajo di Desa Liano adalah faktor kerusakan rumah akibat angin kencang dan pasang air laut, kebijakan pemerintah penghasilan masyarakat bajo yang kurang mencukupi. Proses perpindahan masyarakat Bajo dilakukan secara bertahap yang diawali masyarakat yang tinggal di bagian Barat Pulau Masudu pada tahun 1999, dengan menyebrangi laut dan sebagian masyarakat membawa perkakas rumah yang ada di Pulau Masudu. Pola pemukiman masyarakat Bajo di Lingkungan Desa Liano berbentuk linear mengikuti jalan raya dengan jarak antara rumah saling berdekatan. Kehidupan sosial ekonomi masyarakat Bajo di Desa Liano adalah terciptanya interaksi dengan masyarakat lain yang ada di darat serta tersedianya prasarana bagi masyarakat Bajo sehingga mempermudah mereka dalam berbagai aktivitas.

Buru Regency is one of the rice suppliers in Maluku Province.The achievements of Buru Regency as Maluku rice supplier cannot be separated from its history as a place for people who were exiled in 1969. The presence of these former people has an influence on social change in Buru Island. Located in Waeapo district, Buru regency, this qualitative research was conducted to explain social change in Waeapo, Buru by the former exiles. The results showed that before the former exiles arrived at Buru Island, the Waeapo was dominated by forests, where the local people practiced swidden agriculture. The presence of former exiles in 1969 changed the landscape of Buru from forest to paddyfields by means of forced labor. The forced labor and introduction of new agricultural system are patterns inherited from the colonial government. Nevertheless, in Buru, the harvest was consumed by the exiles instead of handed over to the government as a custom enforced by the colonials. The change in land use eventually changed the shifting cultivation system to permanent agriculture with the lowland rice farming system which is commonly practiced in Java. Ex-exiles were the people used by the New Order government to carry out development in remote areas in the 1969-1979 era until the change of Buru’s landscape, source of staple food, and cultural diversity exist in Waeapo..

The Indonesian nation, which has undergone its independence for more than 70 years, experienced two major changes, namely in 1966 and 1998. 1966 gave birth to the New Order. The New Order period which lasted 32 years with a full orientation to pursue economic growth which was supported by security stability which killed democratic values. We have also gone through the reform era that was rolled out in 1998 which later gave birth to the state order as we feel today. During the 20 years or so of reformation, Indonesia's condition can be said to be more democratic even though it is still procedural which is marked by an election celebration party and post-conflict local election. However, economic orientation and development have almost no fundamental correction, no significant changes. The strategic economic policies taken by the government have not been in favor of the people. Potential economic resources are still held hostage by the interests of foreign countries. Both in the banking sector, insurance, capital markets, state-owned enterprises (BUMN), oil and gas mining and other economic sectors. The government only relies on the amount of economic growth, which does not contribute much to the real economy of the people. As a result, poverty and unemployment rates have not been significantly reduced. The quality of life of the people becomes low. In this paper, the author tries to study the economic growth which is always glorified by the ruling regime in the perspective of Islamic political economy. However, economic policies are inseparable from government political interference. Therefore, questions such as how is the political economy of Islam in view of economic growth amid the high poverty rate of the Indonesian people? Then what is the solution that Islamic political economy can provide in overcoming policies that are deemed not to benefit the people? From the discussion, the writer can provide some things that according to the authors are important to conclude. Islamic political economy is only one area of ​​science that will be built based on the tauhid paradigm. Basically, all existing science needs to be built within the framework of the monotheistic paradigm. The emergence and development of Islamic civilization for more than a thousand years is always based on the Tawhid paradigm. At that time, all science was built on the basis of monotheism. The problem of economic development can be solved by tauhid paradigm.

The article examines the situation of the Tatars and other Muslim minorities in Bulgaria during the communist period. The policy of the state in relation to Muslim minorities after the proclamation of the People`s Republic of Bulgaria and the establishment of socialism in the state according to the Soviet model, when the political, economic and social models of the USSR were imported and introduced without taking into account the national characteristics of Bulgaria, are analyzed. As in the Soviet Union (especially in the early stage of its formation, religion was banned and this applied to all confessions without exception. The Bulgarian Communist Party (BCP) made every effort eradicate religious identity and, in particular, Islamic identity. It was planned to replace the religious ideological fragment with a socialist one, and then, on its platform, form and stimulate the development of the national, modernist and Soviet identity of Muslims. Moreover, the emphasis was also placed on improving the way of life and the material situation of the Muslim population, which, according to the Marxist theory of culture, should have contributed to a more effective formation of socialist consciousness. The ruling party saw in the Muslim religious consciousness and rudiments of the Ottoman past, an obstacle on the way of socialist progress and formation of socialist consciousness. Emasculating elements of the religious worldview from the mind of people, the BCP set itself the task of creating a modern, secular, socialist personality. To this end, in 1946–1989 the government implemented a number of economic, educational and cultural establishments.

Indonesia is one of the countries that adheres to the concept of the state law which is closely related to the principle of legality as a guarantee of legal certainty for the people and the country. However, there is often a legal vacuum due to the rapid development of human needs. This problem is certainly not all can be arranged in detail in legislation in writing, because it will cause over regulation. Therefore, discretion must be a solution to fill the legal vacuum in line with the development of human needs. Discretion is certainly not necessarily without the burden of accountability. Maladministration often occurs in the implementation of discretion which results in criminal liability for corruption and legal liability for state administration. To find out the concept of discretion and place it in appropriate judicial competence, it is necessary to review the history of the concept of discretion and the history of the element of abusing authority which is closely the case with the concept of discretion. In this research, we will discuss the history of the concept of discretion in Indonesiay And the history of abusing authority in Indonesia is divided into 3 periods, namely the period before independence, the new order and reformation.

Objective - This research was aimed at firstly, uncovering how people in Mount Merapi meet their daily needs without government aids and secondly, finding the solutions to narrow the gap between regulations and the implementation of the people's ECOSOC rights. Methodology/Technique - The research conducted in 2012 showed that based on local wisdom values, hundreds of households rejected the government's policy related to the relocation. The policy was issued by the government for disaster risk reduction. Their villages were categorized as disaster-prone areas and banned to be inhabited. Because of their refusal, as a consequence, they did not receive any government aids. Findings - On one hand, the government is constitutionally required to protect and fulfil its citizens' ECOSOC rights; but, on the other hand, the government may not provide aid due to the existence of regulation prohibiting people living in disaster-prone areas. As a result, people rely on social capital and local wisdom to fulfil their daily needs, and to narrow the gap, the government should implement the concept of living in harmony with disaster. Based on the discussion in the previous sections, it can be concluded as follows: First, regulation and its implementation, which were based on positivism doctrine, had led the government to not fulfilling the ECOSOC rights of the people who rejected to be relocated.
