The article is devoted to the insufficiently studied in the theory of land law the issue of land division into categories, in particular the disclosure of the content of the concept of land category and its qualifications, which underlie such division, and which distinguish categories from each other. There is disagreement with the inconsistent and insufficiently substantiated proposals of some scientists to abandon the categories of land as a post-Soviet remnant of the application of the principle of land use for its intended purpose. It is stated that the refusal to divide land into categories at the current stage of development of land relations will require the simultaneous replacement of all land legislation. It is noted that the concept of "category" in various guises is used in more than four hundred laws of Ukraine. Lexical and legal interpretation of the concept of «category» made it possible to bring its features with their further differentiation into general and special. On the basis of a special feature of land properties (natural and social), a conclusion was made about the inconsistency of the category of lands of industry, transport, communications, energy and defence enshrined in the Land Code of Ukraine with the concept of land category. Research is dedicated to institutional capacity development of property relations towards ecologization of economic relations in recreational land use of urban agglomerations. The priority task on the way of ecologization is formation of the perfect institutional basis for recreational land use. Analyzing the current trends in the institutional framework in the system of ecologization of recreational land use, one can conclude that its deeper �haracter, which should be considered from a variety of aspects: natural resource systems, transaction transactions, contractual relations, legislative and regulatory frameworks and governance institutes. The purpose of the study is to substantiate the need and to develop proposals for transformation of the existing institutional basis for recreational land use, based on the formation of the principles of balanced ecological and economic development of these territories. It is proved that in the conditions of the current ecological and economic state of recreational lands, there are certain obstacles on the way to sustainable development of the respective territories. At the present stage of development, sufficiently tense economic relations have been formed and they require reorientation of the institutional basis of the land use process of urban agglomerations, taking into account the socio-ecological and economic aspects of the development of territories. In the article subjects and institutions of ownership of land resources were formed and systematized. Proposals on the transformation processes of property relations on the way to ecologization of recreational land use were made in four directions: basic, normative-legislative, social-informative and market-oriented. So, perfect institutional environment for recreational land use should be a mutually coordinated activity of state, business and public institutions regarding transactions and other types of land relations. This is the most important condition for balanced recreational land use.

It is proposed to develop principles for formulation taking into account that the recommended list of issues in forensic land-technical or land appraisal, specified in scientific and methodological recommendations is not exhaustive. The normative basis for the implementation of the investigated land technical examination is the entire sphere of land legislation, primarily the Land Code of Ukraine, state and industry standards, norms and rules in the field of land relations, land use and protection. In this regard, the difficulty of comparing the actual land management process in the course of the examination with certain legislative and regulatory acts is due to the lack of most standards in the field of land management, land Cadastre and land protection. The concept of “evidence” in the field of forensic land technical expertise is a legal construction that accumulates the main characteristics and requirements inherent in evidence as a system of interrelated elements (land management process documents, cadastral information, borders, area, cost).

Efficient land use has always been the key direction of Russia’s national policy. Land is the main source of wealth for any country. The idea of efficient land use has been perceived differently depending on a country and historical period. The authors of this paper assume that there are some blank spaces in modern understanding of land use efficiency in Russia. Start, development and termination of land relations are often hampered by the lack of conceptual and categorical framework, which is supposed to be the basis of the land law theory. The present study focuses on searching for weak spots in the land law of the Russian Federation and possible reasons of land misuse. The authors suggest several solutions for advancing the national policy in land matters.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

Interest in land-use changes (LUC) research has been growing rapidly in recent years. This topic has already become the subject of a separate scientific discipline – land use science (or land change science). In order to formulate relevant future policy and develop appropriate land-use management tools, it is crucial to know how the LUC шьзфсе the environment and society condition. For Ukraine, where the structure of land use and the system of land resources management have significantly changed during the years of post-socialist transformation of land relations, the study of the LUC on a modern methodological basis is especially actual. The paper, based on a critical analysis of publications in leading international journals over the last thirty years, identifies key directions of LUC studies and analyzes their methodological features. There is a significant increase of the number of works based on the results of meta-studies and the use of a wide range of methods for modeling the LUC processes, their causes and possible consequences. The great "synergistic potential" of integration of the selected directions is noted, which makes it possible to accelerate the development of the general theory of land use and increase its use efficiency in substantiation of management decisions in the sphere of land use and modernization of the mechanisms of state land, spatial and ecological policies with consideration of existing and potential globalizing challenges. In this context, the key role of the land use integrated planning methodology at regional and local levels is emphasized. This methodology would require close cooperation between government, business and the public in developing a common vision for the implementation of specific land use plans and projects based on the principles of subsidiarity, participativity and shared responsibility.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.

The article presents an analysis of current information on the etiology, pathogenesis, laboratory diagnosis of human papillomavirus. It is shown that at the current stage of development of laboratory diagnostics there is a reliable screening test — cytological examination of smears taken from the ecto- and endocervix. To diagnose HPV, a combination of microscopic (cytological studies) and molecular genetic (PCR) diagnostic methods is used.
