The economic behavior of business structures in agriculture directly depends on the organization of their cooperation in the economic activity process. The aim of the article is to study the features of modern economic behavior of agricultural producers in Ukraine. To do this, the author identified the distribution factors of organizational and legal forms of agricultural production by economic behavior type, as well as organizational and legal features of individual models of economic behavior of agricultural production in Ukraine. Materials of thematic scientific publications, as well as empirical methods (observation and comparison) and theoretical methods (analysis and synthesis, modeling) were used to highlight the features of the object of study. The influence of the oligarchic model of the national economy of Ukraine on the structural transformation of agricultural production entities in the form of subordination of the interests of the state to the interests of individual social groups and the low effectiveness of antitrust legislation is investigated. The author found that in Ukraine the dual structure of agricultural entities was formed, in which two models of their economic behavior were simultaneously developing. The corporate model is represented by large commodity production of agricultural products based on utilization of the resource potential of the reorganized collective agricultural enterprises. Individual small-scale model is presented in agricultural production using the resource potential of private households and farms. The author found out that the organizational and legal forms of agricultural business entities will be determined by their participation in the contract system, the feasibility of cooperation or their integration. Prospects for further research in this area are a comparative analysis of the role of behavioral economy in the economic growth of organizational forms of agricultural producers in Ukraine, as well as assessing the impact of innovative technologies on the evolution of management approaches in the agricultural sector.

Agriculture is an important sector in South Africa, and the impact that education and human development would have made in this sector via non-white small scale farming was limited through biased policies of the apartheid era. Due to apartheid laws, South Africa found itself with high levels of unskilled labour force. This study seeks to find the impacts of literacy rate and human development indices on agricultural production using Auto Regressive Distributed Lag (ARDL) Bounds Test approach to co-integration. A long run relationship among the variables, agricultural production (agriculture GDP), literacy rate and human development indices were found. Literacy rate has a positively significant effect on agricultural production in the long run while Human Development Index has a positive and significant impact in the short run. This indicates that the apartheid regime fell short in recognizing the positive effect of education in the agricultural sector by denying a descent education to the majority of non-whites which were farm labourers or small scale farmers. This study provides some policy recommendations.

In the article, the proposition is substantiated that the current development of the agricultural sector is possible on condition of harmonization of environmental, social and economic factors based on the principles of consistency, balance and social justice. The paper examines the impact of the intellectual component of labor potential on economic growth in the agricultural sector. The study of the main types of production functions for macroeconomic analysis is conducted. The advantages of using the Cobb-Douglas production function in determining the levers of agricultural production growth in the context of sustainable development are substantiated. The present-day priority of activities intellectualization in the agricultural sector is proved. It is proposed to particularly focus on the use of intellectual assets of human potential for agricultural production intensification. The accomplished modeling of the agricultural sector sustainable development gives grounds for an optimistic forecast as to increasing the resource potential of agricultural production due to a growth in the quantitative and qualitative indicators of labor potential.

The article is devoted to the development of agricultural production in terms of institutional reforms in the economy. The results of the reforms in the agricultural sector, the level of material and technical development of agricultural production were considered, the trends in the resource potential of agricultural producers were identified, measures to break the current negative state of the agrarian economy were suggested.

The article considers changes in the legislation on the circulation of agricultural land, which are aimed at stimulating the development of property institutions and land leases, as well as modern trends in the organizational and legal relations between owners and tenants of agricultural land. The contribution of the resource potential of agricultural production cooperatives to the development of the resource base of agriculture has been assessed using the example of the Udmurt Republic. Factors of organizational and legal order have been identified, which affect the level of development of internal production cooperation. The impact of organizational and legal factors concerning the registration of land plots on the effectiveness of agricultural production cooperatives has been analyzed and assessed. The factor that characterizes the relationship between the level of legal registration of land and the efficiency of land use is justified. It is recommended to apply this factor to adjust various estimates of land turnover. There is a weak relationship between the organizational and legal forms of land management and the profitability and current liquidity of cooperatives in relation to the municipal districts of the Udmurt Republic. Conclusions are drawn on the state and trends of development of intra-industrial cooperation.

In this paper it is noted that the important problem of the existing economic relations in the agrarian sphere is the choice of forms of management. The practice of reforms in agriculture has shown that more than 80% of gross output in Kazakhstan is currently produced by "households" and peasant (farmer) farms which provides further increase in the production of agricultural products namely crop production and increase its economic efficiency. Currently the agricultural sector has a tendency to small-scale production. As the situation has shown one of the main factors negatively influencing investment activity is financial instability of the majority of agricultural producers, low level of its profitability and significant risks.  Factors of low profit growth of the agricultural sector are related to the peculiarities of demand for agricultural products and seasonality of production in this industry. The analysis of the structure of gross agricultural production of the Republic of Kazakhstan by categories of farms, the returnability of agricultural production for 2012-2016 shows the impact of the price and yield of grain on the level of farm income. Proposals for further improvement of grain pricing are given.

China’s agricultural structure has undergone significant changes for the past four decades, mainly presenting as the fall of sown proportion of grain crops and the rise of vegetables, as has its energy consumption. Employing the panel data on 30 provinces during 1991–2016, this paper empirically explores the impact of agricultural structure changes (ASC) on the energy intensity of agricultural production (EIAP), direct energy intensity of agricultural production (DEIAP) and indirect energy intensity of agricultural production (IEIAP) in China. Besides, the regional heterogeneity of such impact is examined. The results show that: (1) ASC increases EIAP and IEIAP significantly, while ASC decreases DEIAP, which is explained by the structural effect and different planting modes of different crops; (2) the impact in the three administrative regions is similar to national situation, except the impact of ASC on DEIAP in the West Region, which is explained by regional differences of vegetable mechanization; (3) the result of the six vegetable production regions reveals greater regional heterogeneity, and this is attributed to the scale economy effect and the incremental effect of vegetable mechanization; and (4) fuel price, income, agricultural labor, old dependency ratio, and fiscal expenditure have different but significant impacts on EIAP, DEIAP, and IEIAP. Finally, some policy implications are given.

Less favoured area (LFA) payments and organic farming (OF) payments represent a third of all public funding available for RDP 2007–2013 in Latvia and are used by about two- thirds of all farms. The aim of the study is to assess the economic impact of LFA and OF payments. The data from Rural Support Service, FADN and statistics of agricultural sector were used to conduct the study. A group of farms receiving support payments was compared with a group without this kind of support, in order to evaluate the impact of support payments. The results show that LFA payments have facilitated a significant income growth, especially for small farms. They have also contributed to more intense use of the land. Since OF support has not contributed enough to the agricultural production, direct payments to production will increase economic impact of support payments.

Современная трансформация сельскохозяйственного производства, обусловленная переходом к цифровым технологиям и масштабным обновлением материальнотехнической базы, влечет за собой необходимость разработки научно обоснованной методики планирования потребности аграрного производства в рабочей силе и ее адаптации к новым вызовам. Статья посвящена разработке методики планирования кадрового потенциала аграрного сектора экономики в условиях цифровых технологий. Разработан алгоритм планирования кадровой потребности отрасли на среднесрочную перспективу. Ключевыми показателями плановой работы по определению потребности в кадровом обеспечении согласно методике должны выступить контрольные цифры приема в образовательные учреждения и создание условий по обеспечению трудоустройства выпускников. С целью обоснования прогноза ежегодной дополнительной потребности аграрного сектора экономики в кадрах предложен расчетно-аналитический инструментарий с применением технологий стратегического форсайтинга, который позволяет в условиях формирования аграрной экономики инновационного типа сформировать новую парадигму прогнозирования кадровой потребности для сельскохозяйственного производства, демонстрирующую переход от сценарного (вариативного) подхода к подходу «тройная спираль». Подход «тройная спираль» не только позволит прогнозировать качественную динамику кадрового потенциала сельского хозяйства, учитывающую изменение условий труда, тенденции масштабной модернизации производственных фондов, применение современных технологий, достигнув максимального соответствия между ресурсным потенциалом отрасли и ее ежегодными кадровыми потребностями, но и будет способствовать созданию системы объективного государственного регулирования общего профессионального и дополнительного аграрного образования на региональном уровне. Практическая значимость исследования заключается в разработке организационно-экономического механизма государственного регулирования вопроса кадрового обеспечения на основе проектных методов управления в сельском хозяйстве, позволяющего сбалансировать ситуацию на аграрном рынке труда. The modern transformation of agricultural production, due to the transition to digital technologies and large-scale modernization of the material and technical base, entails the need to develop a scientifically based methodology for planning the needs of agricultural production in the labor force and its adaptation to new challenges. The article is devoted to the development of a methodology for planning the personnel potential of the agricultural sector of the economy in the context of digital technologies. An algorithm for planning the personnel needs of the industry for the medium-term perspective has been developed. The key indicators of the planned work to determine the need for personnel support according to the methodology should be the control figures for admission to educational institutions and the creation of conditions for ensuring the employment of graduates. In order to justify the forecast of the annual additional demand for personnel in the agricultural sector of the economy, a calculation and analytical tool is proposed with the use of strategic foresight technologies, which allows, in the conditions of the formation of an innovative agricultural economy, to form a new paradigm for predicting the personnel need for agricultural production, demonstrating the transition from a scenario (variable) approach to the «triple helix» approach. The «Triple Helix» approach will not only predict the qualitative dynamics of the human resource potential of agriculture, taking into account changes in working conditions, trends in large-scale modernization of production assets, the use of modern technologies, achieving maximum compliance between the resource potential of the industry and its annual human resource needs, but will also contribute to the creation of a system of objective state regulation of general professional and additional agricultural education at the regional level. The practical significance of the study lies in the development of an organizational and economic mechanism for state regulation of the issue of labor security on the basis of project management methods in agriculture, which allows to balance the situation in the agricultural labor market.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.
