The article reveals the theoretical foundations of the system of financial and economic regulation of agricultural production, based on domestic practice and best foreign practices. Various author's approaches to the structuring of the components of financial and economic regulation of agricultural enterprises are considered. It is established that improving the efficiency of support for national agricultural producers depends on the rate of real economic growth, which, on the one hand, will increase the state's ability to subsidize agricultural enterprises, and on the other - increase domestic sources of investment in agricultural projects.

The theoretical and practical directions of development of ecological agriculture in the country are justified, based on the idea of closed cycle, which corresponds to ecological and economic principles. The works of domestic and foreign scientists on this issue were studied. The main economic indicators of agricultural production on the example of Pavlodar region were analyzed: dynamics of gross output of agricultural sector; the number of operating agricultural enterprises and peasant (private) farms; distribution of the land fund by land categories. Information on violation of environmental legislation in the field of land resources protection and on the volume of waste in the industry is provided. The problems that hinder the implementation of the main provisions of greening of production activities in agro-industrial complex are identified. Summarizing the arguments of domestic and foreign scientists, the need to develop and implement the mechanism of functioning of agricultural entities is shown, which is based on the use of secondary resources, implementation of which in the future will allow, using comprehensive analysis of the used technologies, to modernize the production capacities of processing enterprises, implementing the principle of minimizing waste, ensuring expansion of the market for environmenttally friendly products. Models of rational production are shown: outsourcing and in sourcing. Measures of public support for the use of environmental innovations, environmental insurance, public-private partnership instruments, strengthening control over compliance with the principles of rational environmental management, economic incentives for agricultural producers are proposed.

The agricultural sector is most subject to the influence of risk factors. This might be explained by the fact that the efficiency and the output of agricultural production depends not only on invested labor and funds, but also on climatic, weather, environmental conditions, natural disasters. In this regard, the development of theoretical foundations of operational risk management in agriculture is highly relevant. The objective of our study was to develop measures to improve the methods of risk assessment and operational risk management at the level of agricultural enterprises, taking into account the requirements of environmental management and environmental protection. The article discusses the conditions and features of agricultural production at the present stage of economic development, gives a comparative description of various sectors of the economy by the presence of risk factors and proposes methods for operational risk management in the agro-industrial complex. An risk management algorithm for agricultural enterprises has been developed.

Agricultural production is of particular importance in the country’s economy, determines the conditions for maintaining the life of society, so the possibility of minimizing tax risks on the part of the state in relation to taxpayers in this industry is important. The importance of conducting a balanced tax policy in relation to the agricultural sector is determined by the fact that in 2010 The decree of the President of the Russian Federation approved the Doctrine of Food Security of the Russian Federation and its implementation should be promoted by the tax policy. Since agricultural enterprises have the opportunity to choose a tax system, they have tax risks that can be minimized by clearly following the postulates of tax legislation. The introduction of ESKHN taxpayers into the number of VAT payers determines the complexity of the formation of the tax base, so it is important for them to determine the contingent of contaminants that should have a stable status of bona fide taxpayers.

The article is devoted to the state of the economy of the subject of the agricultural sector – the Toktogul region of Kyrgyzstan, as well as the formation of a land division, which is impossible without an influx of investments and ensuring the availability of monetary resources for agricultural producers. In our time, innovation is becoming the main means of increasing the benefits of economic entities by better meeting market demand and reducing production losses compared to competitors. Despite repeated attempts by the country to create a system of lending to agricultural companies, only a small percentage of them use credit resources. Various state aid schemes support a competitive environment in the money markets and guarantee relatively equal access to them for financial institutions and agricultural enterprises.

Despite the growing acceptance that entrepreneurship facilitates national economic growth there has been a lack of research in diverse international contexts. This paper assesses relationships between contextual work setting properties and three personality characteristics that have been identified in the Western literature as being associated with entrepreneurial motivation. Responses from 410 Australian and Singaporean entrepreneurs and non-entrepreneurs demonstrate on the one hand there was systematic entrepreneurial variation between the two countries, but on the other hand, the influence of personal attributes on entrepreneurship were not hampered by geographic boundaries. The findings are discussed in terms of challenges for international entrepreneurship.

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.

The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

Shifting agricultural era to the era of industrialization left many problems, especially in the agricultural sector. Populist policies have on one hand brought the country many industrial investments that force economic growth, but on the other hand reduced the partisanship of country in agricultural sector. Agriculture as the basis for mass production of most Indonesian society has became casualties as part of the green revolution that is full of developing countries‘s propaganda which brings benefit and lead to dependency on developing countries. The downturn actors of agricultural field increased in line with growth of food-estate program to attract foreign investors to explore the agro sector. The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.
