The article reveals the concepts of innovative development and digital economy and defines their categorical correlation. The main modern trends in the development of the world economy in the context of globalization are highlighted, which implies that the digital transformation of national economies is becoming a key factor for sustainable economic growth, allowing to ensure strong competitive positions in the global space. Expert assessments of cross-country ratings in terms of the global competitiveness and innovativeness of the national economy demonstrate that the leading role in the development of the world economy belongs to the developed and rapidly developing countries at the top of these ratings. However, the leading positions some countries in the ratings are not the result of simple evolution of economic development, but a purposeful strategy of innovative development implemented through a set of public policy measures. The analysis of the state innovation policy of the USA, EU countries, Sweden and Norway, which occupy leading positions in the Digital Economy and Society Index (I-DESI) rating, made it possible to identify the main directions of economic growth that are important to consider in the Russian state policy of digitalization. As part of the study of the current state of the Russian digital transformation, the achieved success is highlighted and the constraints are identified, the elimination of which will determine the success of the development of digital technologies and their implementation in government bodies, public organizations and business structures. The successful result of Russian digitalization is the adoption of a strategic document (National Program "Digital Economy of the Russian Federation"), which defines the goals and institutional conditions for its implementation for all subjects of the national economy. Critical analysis of national programs helped to highlight some of the contained flaws, including the lack of: - economic objectives that concern system development of national industry 4.0 and the withdrawal of Russian digital technologies on global markets;- the indicative indicators of the pace of development of e-Commerce, the share of high-tech jobs in the total employment structure, growth of high-tech exports, and others; incentive mechanism for businesses to transition on the numbers; - ways to increase investment in research and development. In addition, the need for its adjustment is due to the selected seven limiting factors of Russian digitalization, which demonstrate the low efficiency of the national program in the transition from the stage of formation to the stage of development of the digital economy in Russia.

Thus far, digital transformation had a strong impact on business and society. The large-scale adoption of digital technologies changed social relationships and opened up to new opportunities for higher education. Currently, the interplay between innovation and digitalization become are among the most important assets for the educational system. In this light, this chapter aims to explore how digital skills and competencies modify the issue of co-creation in higher education. The authors use the case study analysis to explore such theme. The Little Genius International case is presented and discussed: an international alternative school in English for digital natives recognized as the best benefit corporation for the world. The main contribution of the chapter is that it outlines what are the new digital skills and competencies enabling a better understanding of the concept of students' co-creation in HEIs.

The purpose of the study is to evaluate innovation activity in the countries of the world. Based on the use of statistical, comparative, systemic and logical methods, an analysis of indicators of innovative activity was carried out, as a result of which it was concluded that Russia lags behind other countries in terms of innovative development. Using methods of economic and factor analysis, a factor model was formed in the work, which included groups of global, national, industry and corporate factors, the management of which will ensure a sustainable transition to innovative technologies of the national economy. In the ending of the study the main conclusions and results of the work are presented.

The transition from mass higher education to universal access globally marked by the creation of a series of higher education institutions (HEIs) has pushed countries to undergo reforms, rearrangement of higher education system. The wave of merger, consolidation, or alliance between HEIs may stem from the need of the schools themselves who gave proposal or from the administrative orders of the administrative authorities to fulfill the policy objectives. Countries in the world have continued the process of reforming and reorganizing the higher education system and have achieved certain successes and inevitably some mistakes. These are valuable lessons for the following countries. This paper is aimed at showing the experience of nations and some lessons learned. It is composed of four parts. The first part gives an overview of the current global higher eduction reform, the definition of concepts used herein and distinguishes some types of mergers, consolidations and alliances in terms of the number and the status of founding institutions. The second part analyzes the results of the process such as changes in system size, student size, performance, impacts on stakeholders after the merger. The third part summarizes the current status of Vietnamese higher education with outstanding issues which required the reorganization and the reform of the system for the purpose of enhancing efficiency and regional and global competitiveness. In the final section, the paper provides some recommendations for Vietnamese higher education, which were drawn from the successes and failures of the process of reforming higher education systems around the world.

Neo-banking as one of the most important directions of development of modern financial technologies has been considered. The aim of the paper is to study the fundamental prerequisites, advantages and prospects of neobanking development in the Russian Federation. By the methods of retrospection, analysis, comparison and graphical research, characteristics of foreign and domestic neobanks, such as: Tinkoff Bank, Rocketbank, Touch Bank, Tochka have been given and also their detailed comparative analysis with traditional banking institutions is carried out. Based on the results of the study, the conclusion about the dominant role of neobanking in terms of the modern digital transformation of the world economy has been made.

Introduction. One of the priority tasks for our country is to activate the innovative activity of domestic enterprises. The most important modern tool for increasing the activity of innovative development is digitalization. To achieve high efficiency of digital transformation processes in the context of innovation, it is necessary to determine the most promising option for implementing digitalization processes in order to activate and maintain a high level of efficiency in the development and implementation of innovations at domestic enterprises. Theoretical analysis. Existing theoretical approaches to the concept of digitalization define it as a driver of innovative development. The transition to digital technologies transforms the innovative activity of the enterprise, providing a wide range of opportunities, both by improving the efficiency of processes, and by developing and launching new products or services to the market. While there is a lack of scientific interest in issues complementing the digital transformation of the management system, whereas the concept of balanced digital transformation of production and management systems of the enterprise is not considered that determines the low performance of the initiated change processes of innovation. Empirical analysis. It has been revealed that currently the transition to “digital” is carried out mainly in the production sector. At the same time, there is no relationship between digital technologies used in the management system and the production system, which negatively affects both the effectiveness of current and innovative activities, while research by foreign authors shows an increase in profitability as a result of the synergistic effect of simultaneous digital transformation of the management system and production. Results. A conceptual approach to digitalization of innovative activities of domestic enterprises has been proposed, based on synchronous, dynamic, complementary digital transformation of the production and management spheres. It will ensure the achievement of the goals set.
