Innovation and scientific and technological progress are one of the key factors of economic growth. Innovative economic growth is determined by the dynamics of economic development and the level of welfare of the population, national security, the possibility of equal integration into the world economy, mainly the country's ability to use scientific and technical achievements in practice. Today, the countries of the world are experiencing a pandemic crisis that has arisen in connection with the COVID-19 pandemic. The pandemic crisis is characterized by the fact that, unlike other crises, it is a three-way crisis. In particular, the pandemic crisis is also characterized by demand, supply and, at the same time, a liquidity crisis. It should be said that the pandemic crisis has shown the need to improve the quality of the human factor and the associated human capital in order to achieve sustainable development. The article deals the problems of innovative development, primarily those of accumulation of human capital that occupies the central position of the world economy of XX century. Its priority is based on revolutionary character of scientific and technological development of recent decades. This not only triggers the major breakthroughs a number of leading branches of knowledge but makes the innovations permanent. At the same time under the conditions of globalization the issues of moral and ethical norms and universal solidarity come to forefront. This makes more and more urgent the change of the developmental priorities.

The purpose of this study is to identify and describe the trans-boundary economic interactions and crossborder development of the regions in various organizational forms of cooperation as a direction of globalization of the regional economic systems. Study of transformational processes in the national economy from the perspective of regionalization of social development opens up a list of scientific problems that are already urgent today and in the future will require new or additional justification. First and foremost, they include justification of the content and essence of economic regions, which operate outside the common market of the state and which are open for other national systems of the world economy within the framework of the interregional cooperation. Practice shows that territorial and economic systems are not limited to political and administrative boundaries but are able to function beyond their borders. This tendency needs scientific and theoretical justification in the meaning of a new paradigm of regional development. Methodology. The methodological basis for the study of theoretical and practical aspects of the functioning and development of regional economic systems in the conditions of interregional cooperation is the modern theories and concepts of regional development, including transborder cooperation. Practical implications. Modern publications do not adequately and deeply consider the issues of the nature of emergence and organization of regional communities’ international interactions, peculiarities of the forms of organization and economic feasibility of their existence. The essence of the research lies in justification of the scientific concept of development of the regions’ cross-border interaction as the objective tendency synthesis of the state and regions in the implementation of the extended economic reproduction. The article deals with the theoretical and practical issues of the regional economic communities’ development in the trans-boundary space of Ukraine. The terminological concepts “national economy” and “economy of Ukraine” are distinguished. And the necessity of promoting for Euroregions creation, expansion of cross-border cooperation was established. Value/ originality. It is established that the modern development of the world economy is based on the interaction of the border regions, which in total provide the cross-border movement of goods and services in the globalized economy.

Subject. This article discusses the issues related to the distance employment of workers. Objectives. The article aims to highlight the issue of business transition to a distance operation option during force majeure events in the world economy. Methods. For the study, I used a statistical analysis. Results. The article offers certain recommendations to extend distance employment and presents two models for its development in the post-crisis environment. Conclusions. A widespread model of social and labor relations on the principle of distance-based cooperation and communication can be used extensively both in force majeure circumstances and during the normal functioning of economic systems. The proposed model of spatial allocation of economic resources would help maintain the resilience of enterprises to force majeure. However, this would involve changes in the behavioral patterns of workers.

AbstractThe present paper focuses on the role of the Ottomans and Dutch in the early commercial integration between the Levant and Atlantic in the seventeenth century. As an expanding trading nation in the world economy, the Dutch Republic played an important role in the commercial integration between the provinces of the Ottoman Empire and Western Europe. The growth of Ottoman-Dutch economic relations in the seventeenth century followed the growth of economic relations between the provinces of the Empire and Western Europe.Therefore, the two world economic systems, the Ottoman and Western European economy increasingly opened to each other. Le présent article examine les rôles respectifs des Ottomans et des Néerlandais dans le début de l'intégration commerciale entre le Levant et l'Océan Atlantique au XVIIème siècle. Nation commerciale en expansion dans l'économie mondiale, la République hollandaise a joué un rôle important dans l'intégration commerciale des provinces de l'Empire Ottoman à l'Europe Occidentale dans la même période. La croissance des relations économiques entre le monde ottoman et la Hollande au XVIIème siècle a suivi la progression des échanges entre l'Empire et l'Europe occidentale. En conséquence, les deux systèmes économiques du monde se sont de plus en plus ouverts l'un à l'autre.
