The article provides a detailed analysis of the most significant technological factors that determine the investment climates of Belarus and Poland. According to the authors, the main technological determinants influencing investment decisions include: Global Innovation Rankings, R&D financing, level of introduction of advanced technology, digitalization of the economy, development of e-services and maturity of technology transfer mechanisms. The research shows, that among the factors of technological development there are both positively and negatively affecting the investment climate of the studied countries. The authors proved that despite the similar past and the commonality of a number of trends in the development of the technological environment of investment activity, Belarus fails to keep pace with Poland in the level of innovation development. This suggests that Polish investments are beneficial for Belarus not only from a financial, but also from a technological point of view.

The article analyzes the theory and practice of strategic planning, since increasing the welfare of the region is directly dependent on investments in the means of production, infrastructure development and technological development, and investments are needed for these purposes. The effectiveness of the implementation of the regional development strategy is provided by the comprehensiveness of the measures that form the investment environment, which can provide a certain socio-economic effect for the region, while increasing its competitiveness. With this aim, an important methodological task of choosing methods and tools for analyzing and evaluating the use of investment resources is determined. An assessment of strategic planning in the region was made on the example of the Republic of Crimea (hereinafter referred to as the region) on the formation of an attractive investment climate. Positive and negative factors of development of investment activity for the formation of a favorable investment climate have been identified. Investment indicators are used to more fully substantiate and comprehensively characterize the state of regional investments. All indicators correspond to a consistent system, determine the interconnectedness and interdependence of the development of investment activities. An assessment of investment activity in the region was carried out using an indicative method for estimating values by groups of indicators, followed by a comparison of the actual values of the indicators to assess the effectiveness of investment activities in the region. The dynamics of integral indicators in investment activity, investment resources are determined; investments in fixed capital are also analyzed for three groups of indicators: investment climate, investment resource potential, investment efficiency of the resources used. From the point of view of practical applications, the indicative assessment method helps to identify weak points in the formation of a favorable investment climate and eliminate the imbalances. A functioning system of analysis with the use of a project management system makes it possible to shorten the time needed for the approval of investment projects, to increase the efficiency of resource and time use.

Currently, the Russian regions apply a vast array of tools for regulating the investment process, including tax incentives. Active use of tax preferences is dictated by the fact that in the conditions of regional budget deficit, tax incentives, unlike subsidies, do not require direct budget expenditures for stimulating investment activity. However, the world experience demonstrates that tax incentives do not fall under the group of factors that strongly affect investment decisions. For determining the degree of preference of tax incentives in relation to other measures of regional support, a survey was carried among Chinese investors, who implement investment projects on the territory of Zabaykalsky Krai. The survey was based on a method of hierarchical analysis based on the special matrices by filed in by the investors. The acquired results displayed that out of ten measures of state support, tax incentives hold the eighth place. The calculated coefficient of the significance of tax incentives testifies to the low attractiveness of fiscal stimuli for the Chinese investors. The authora attempted to find the reasons for tax incentive not being in demand. The scientific novelty of this work consists in conducting the analysis of regional legislation that regulates the order of granting investment tax incentives based on the concept of behavioral economics. In the course of application of the provisions of behavioral economics, emphasis was made on the subjective aspect of the mechanism of preferential taxation. The reasonableness of considering such peculiarities of human mind as cognitive inertia and relativity is substantiated with regards to arranging the structure of tax incentives that would allow increasing the importance of tax incentives in formation of investment climate on the territory of Zabaykalsky Krai. The authors make recommendations on increasing the attractiveness of tax incentives among Chinese investors based on the concept of reference point and the effect of loss aversion.

Abstract The article explores whether sociotechnical imaginaries of digitalization as inevitable accelerating development can be traced in Denmark’s official policy papers concerning digitalization 2015–2020. It identifies imperatives of speed, acceleration and agility equal to what has been described as a corporate data imaginary as well as tropes of an imaginary of the fourth industrial revolution and inevitable exponential technological development and disruption. The empirical analysis discovers a shift in the studied period mid-2018, before which inevitabilism is prominent and after which the focus on non-economic values increases and the aim of influencing the development, instead of adapting to it, emerges. The article then addresses how imperatives of acceleration and narratives of inevitabilism may be considered problematic from a democratic point of view employing Hartmut Rosa’s critical diagnosis of the acceleration society and the notion of discursive closure. Finally, it discusses the empirical findings in light of technological determinism and constructivism inherent in the notion of sociotechnical imaginaries and introduces a sociotechnical selectionist theory allowing both for human agency in technological development while also providing a mechanism for explaining the emergence of law-like technological trends, as Moore’s Law, at macro level.

Here we consider the results of experimental studies of the method of removing scale from the surface of steel sheet products. We propose a new method and device for cleaning the surface of rolled sheets from scale by cutting plates rotating around an axis moving translationally along the treated surface. The plates are tilted in the direction of the rotation vector at an angle of up to 10 degrees and are elastically pressed to the treated surface. This makes it possible to reproduce the macro-dimensions of sheet metal during the surface cleaning process. We present the results of experimental studies. We constructed mathematical and graphical dependences describing the influence of process factors on the efficiency of cleaning the rolled surface. We show that the most significant influence on the optimization parameter is exerted by the force of the tool's impact on the surface of the workpiece. Moreover, this influence is realized in a directly proportional relationship. Other factors studied, namely the angle of inclination of the plate, its rotation speed and feed, have a much smaller impact on the degree of cleaning of rolled products. These studies were necessary from the point of view of determining the design parameters of the power elements of both the technological equipment implementing this method and the technological installation as a whole. We adopted the experimental plan based on the real production capabilities of the industrial partner and corresponded to the classical concepts of the cutting theory. The described results make it possible to plan further experiments to study the directions of using the method

The article examines the relevant issues related to the investment projects, the creation of investment programs and to carrying out the investment policy on the municipal and regional levels. Any municipality has to solve a lot of problems concerning a decent level of economic and social development of the area and the life standard of their residents. In conditions of the constant shortage of financial resources needed to solve the objectives, the investment policy becomes the major tool. Its main aim is not only to attract extra resources but also to distribute them properly. It requires both some certain legal conditions which allow correct evaluation of the social and economic situation in the municipalities, investment climate, conditions for the investment activities infrastructure development and the properly developed business, investment and corporate culture of the population. For most of the Russian territories the problem of attracting investments into the real production sector remains urgent. The solution of this problem requires rational approach to the determination and selection of the most appropriate investment directions and the evaluation of the perspective investment projects development – suggestions and activities aimed at the achievement of the particular economic, social, ecological and other objectives requiring capital funds. The relevance of the examined problem leads to another important issue connected with the training of a highly skilled personnel capable of giving proper evaluation of the political situation in the country, specific features of tax policy, microeconomic indexes of the certain area and other factors essential for the investment activity.

It is analyzed the essence and structure of economic category "investment climate" in view of modern visions of investors and according to the requirements of national and international legislation. A conceptual approach to the improving of favorable investment climate, on the example of Ukrainian Black Sea, through tax levers of regulation in a decentralized budgets areas is designed. It is proposed to introduce the norm of the exemption from profit tax of a financial result that is invested in the economic activity of a domestic entity for the implementation of an investment project, but onle when provided wage level of employees in this project is at least twice more than the amount of the average wage by such type of economic activity where the project is implemented or should be. The implementation of this proposal will require the amendment of Tax Code of Ukraine and as a result will be a powerful tool for stimulating of the development of investment activity in the community without the need for approval of the special legal status of individual territories. This approach corresponds to the principle of observance of the general economic conditions and rules of the conducting of economic activity on the conditions of equal competitive advantages and opportunities. Also, the method of this tax exemption will not only stimulate the growth of wage payments, which will increase social standards in the territories, but will allow to implement a project approach to the stimulating of investment activity, when the object of the benefits is a specific investment project and not an economic entity. The proposed in the article approach is characterized by economic efficiency and is determined to minimize the political and other risks that would occur when using traditional instruments the introducing of special modes of business activity conduction.
