Abstract This study explores two different destination membership card models with the aim of developing a comprehensive framework for understanding this aspect of elite travel. Through a comparative analysis of the different types of destination membership cards, we develop a model that situates tourism knowledge and suggests areas of further research in this under-explored area. Two important destination membership card models are identified: state supported and private sector based. The state-supported agent offers privileged membership, consolidates resources, and creates exclusive experiences. Conversely, the private-sector-based agent tends to amass the resources offered by destination businesses to create exclusive services and provide special access to resources. Both types are significant agents that channel and empower travellers in the high-end segment, thereby creating further differentiation in products and services in the context of market segmentation.

ABSTRACTCivil society remains the most challenging and all-pervading of concepts, yet too rarely is it examined empirically. The potential of civil society is that it better allows understanding of local political structures as well as cross-class associational activity. Its alternatives, while many, are principally ‘public life’ and ‘influence’, both of which have their own highly respected traditions. It is argued here that civil society offers a powerful analysis of structure and action in the urban world, and that it is one mediated by municipal government. To operationalize this definition, this article will introduce three further concepts: ‘enshrinement’, ‘empowerment’ and ‘legitimacy’. Each of these is linked to the relationship of the municipal state with that at Westminster, the formal mechanism through which the stability of civil society in nineteenth-century Britain was negotiated.

Coastal spaces (including land areas and sea areas) in Japan are managed by the state or local governments, and their private use by individuals was not allowed unless contribution to public interest was ensured. Since the Designated Manager System for public facilities was established in 2003, management of an increasing number of public facilities based on the Local Autonomy Laws has been consigned to private sectors (called “designated managers”) nominated through the decisions of the local councils, rather than to public bodies based on the conventional “Management Commission System.” Regarding marinas including land areas and sea areas, we conducted a comparative analysis of their convenience, comfort, serviceability, and so forth before and after introduction of the Designated Manager System from the viewpoint of marina users to discuss how the private sector should manage coastal regions.

Since late 2010 and early 2011, the Arab region has witnessed mass protests in Tunisia, Egypt, Libya, Syria, Yemen, Iraq, Bahrain and other countries that have been referred to in the political, media and other literature as the Arab Spring. These movements have had a profound effect on the stability of the regimes Which took place against it, as leaders took off and contributed to radical reforms in party structures and public freedoms and the transfer of power, but it also contributed to the occurrence of many countries in an internal spiral, which led to the erosion of the state from the inside until it became a prominent feature of the Arab) as is the case in Syria, Libya, Yemen and Iraq.

One of the main criteria for economic development is the size of the public debt and its dynamics. The article considers the impact of public debt on the financial security of Ukraine. The views of scientists on the essence of public debt and financial security of the state are substantiated. An analysis of the dynamics and structure of public debt of Ukraine for 2014-2019. It is proved that one of the main criteria for economic development is the size of public debt and its dynamics. State budget deficit, attracting and using loans to cover it have led to the formation and significant growth of public debt in Ukraine. The volume of public debt indicates an increase in the debt security of the state, which is a component of financial security. Therefore, the issue of the impact of public debt on the financial security of Ukraine is becoming increasingly relevant. The constant growth and large amounts of debt make it necessary to study it, which will have a positive impact on economic processes that will ensure the stability of the financial system and enhance its security.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.
