Pakistan is said to be at the brink of being a water-scarce country current per capita water availability is 1090 m3 per year. This point to the water governance issues in Pakistan. Given these problems, a debate among scholars and policymakers is what governance model should Pakistan adopt to manage its water resources effectively. A few of them are a proponent of privatization of water, while others argue that traditional warabandi can still be an effective way to manage the water if certain loopholes in the system can be addressed. In this paper, we discuss both models and analysis with institutional theories of (water) property rights and relations, state authority, and neoliberalism to analyze the pros and cons of both models. In conclusion, we enlist the problems that persist in both models and provide recommendations for better governance of water in Pakistan.

ABSTRAK Secara perhitungan teknis, antara ketersediaan air dan kebutuhan air per kapita mencukupi di Kabupaten Timor Tengah Selatan (TTS) Provinsi Nusa Tenggara Timur, namun permasalahan aksesibilitas yang menyebabkan terjadinya kekeringan dibeberapa wilayah. Penelitian ini dilakukan di Kecamatan Kolbano dan Kualin, Kab. TTS bertujuan pembuktian teori Homer-Dixon dan Gleick tentang konflik berbasis sumber daya alam. Hasil penelitian menunjukkan bahwapertama, ketidakadilan akses terhadap sumber daya air tidak menimbulkan konflik antar masyarakat, dan kedua, tidak terjadi migrasi besar dari wilayah langka air ke wilayah lain. Faktor yang melandasiadalah adanyanilai-nilai budaya yang masih dipercaya dan dijaga, sehingga mampumenciptakan harmoni sosial. Temuan empirik ini menjadi sebuah penemuan teori baru dari pengembangan teori Homer-Dixon dan Gleick yang menyatakan bahwa kelangkaan sumber daya alam/air menimbulkan konflik, namun tidak terjadi dalam konteks masyarakat di Kec. Kolbano dan Kualin, dan wilayah lain di Kab. TTS.   Kata kunci: Kelangkaan air, konflik, sumberdaya air, sumber daya alam ABSTRACT In technical calculations, between water availability and water demand per capita is sufficient in Timor Tengah Selatan (TTS) East Nusa Tenggara province, but the problem of accessibility caused drought in some areas. This research was conducted in the District Kolbano and Kualin, Kab. TTS aims at proving the theory Homer-Dixon and Gleick about natural resource-based conflicts. The results showed that the first, inequality in access to water resources does not generate conflicts between communities, and second, there was no major migration of water-scarce region to region. Factors underlying is their cultural values ​​are still believed and guarded, so as to create social harmony. Water resources management requires an interdisciplinary approach to meet the challenges posed by ever increasing water demand and pollution. This paper discusses in which way appropriate institutional arrangements are complementary to technical interventions that aim to increase more efficient water use and allocation. Specific emphasis is given to water property rights as one of the determining factors in regard to the institutional framework. Issues such as the range of flexibility in designing property rights to water, the implications for pricing, enforcement and sanctioning mechanisms as well as for water trading and information needs are highlighted.

This study globally analyzes the nonlinear relationship between cereal import dependency and total renewable water resources per capita by testing for potential thresholds in water resources. Data are from the Food and Agriculture Organization (FAO), and consider the years of 2002, 2007, and 2012. The results show evident ceiling effects with a threshold of 1588 m3/(capita/year) in the multiple predictor model. Above this value, the total renewable water resources per capita no longer have a considerable effect on cereal import dependency. Importantly, we found that if integrated water resource management improves, cereal import dependency will increase for countries with total renewable water resources per capita between 1588 m3/(capita/year) and 5000 m3/(capita/year), but not for countries below or equal to the threshold of 1588 m3/(capita/year). Water-scarce countries above the threshold use cereal imports as a coping strategy to save limited national water resources. This strategy might be suggested to extremely water-scarce countries below the threshold to increase their water use efficiency. Global solidarity of grain exporters with water-scarce countries is required to guarantee their food security, while water-scarce countries need to overcome their skepticism of foreign dominance through food imports.

Peningkatan jumlah penduduk, laju pertumbuhan ekonomi dan pengembangan wilayah berdampak pada kondisi sumber daya air. Keterbatasan prasarana tampungan air menjadi penyebab pentingnya distribusi sumber daya air secara berkelanjutan. Penelitian ini bertujuan mengetahui kondisi neraca air dan prasarana tampungan air yang ada di DAS Ciujung. Metode yang digunakan adalah menghitung kebutuhan dan ketersediaan air, Neraca surplus-defisit, Indeks Pemakaian Air (IPA) dan Indeks ketersediaan air per kapita berdasarkan metode SNI 6728.1.2015 serta indikator tampungan air. Ketersediaan air dihitung berdasarkan debit andalan 80% (Q80). Kebutuhan air dihitung dari kebutuhan rumah tangga, perkotaan, industri (RKI), irigasi, peternakan, perikanan dan pemeliharaan sungai. Prasarana tampungan air dihitung melalui indikator tampungan bangunan konservasi air yang ada. Hasil analisis menunjukkan bahwa kebutuhan air di DAS Ciujung sebesar 37,52 m3/detik sedangkan ketersediaan airnya sebesar 36,57 m3/detik. Hal ini mengindikasikan adanya defisit air sebesar 0,95 m3/detik. Indeks Pemakaian Air sebesar 1,03 (kategori jelek). Indeks ketersediaan air per kapita sebesar 623,05 (indikasi kelangkaan air). Sedangkan indikator tampungan air sebesar 31,34% (kategori baik).  ABSTRACTThe population growth, the rapid rate of economic growth and regional development will have an impact on the condition of water resources. Limited water storage infrastructure is the importance cause of allocating water resources. The objective of study is to know the water balance and water storage infrastructure in Ciujung Watershed. The analysis methods was used to calculate the amount of water supply and demand, to calculate the surplus-deficit balance, Water Consumption index (IPA), Water Availability Index per Capita refers to SNI 6728.1.2015 and water storage indicator. Water supply calculation based on the mainstay discharge of 80% (Q80). Water demands calculation from the demand of households, cities and industries (RKI), irrigation, livestock, fisheries and river maintenance. Capacity of existing water conservation storage used to predict the water storage infrastructure. The results of analysis show that the water demands in Ciujung Watershed is 37,52 m3/second, while the water supply is 36,57 m3/second. This indicates there is a water deficit of 0,95 m3/second. According to calculation, Water Consumption Index is 1,03 (bad category), It resulted that Water availability index per capita is 623,05 (water scarcity indicator). On the other hand, Indicator for water storage is 31,34% (good category).

Abstract. From the analysis of rainfall data available at about 5000 stations, this paper is prepared to provide comprehensive assessment of water availability in different states of India as well as for the country as a whole. Changes in water availability per person are occurring mainly as a consequence of changes in population. The water availability per capita in India was over 6000 m3 per annum in 1951, it now stands at about 1900 m3 per capita. Nevertheless, this amount is nearly twice the water need by the people of developed countries. The developed countries require about 1000 m3 of freshwater per capita per year. The increasing demand for water is in the 4 states of Haryana, UP, Bihar and West Bengal in the face of increasing population and possible changes in climate, the water available in these states is to be used most economically and judiciously so that the vagaries of nature do not put any severe strain.

Water governance and management are important challenges for the River Indus Basin in Pakistan. Water governance refers to social, political and economic factors that influence water management. The water scarcity and water security are a major concern for the state to control its water resources. The study aims to give Sindh water policy by exploring the challenges to Indus Basin in managing water resources and to identify opportunities Indus Basin can look to improve water management. Interviews were conducted from water experts and analysts having 5 years’ experience or more in the water sector of Pakistan through a semi-structured self-developed questionnaire using purposive sampling technique and transcripts were analyzed using thematic content analysis. The findings show that increasing population, climatic change and rising demand of water are major challenges Indus is facing and Indus with time is getting water-scarce therefore need strong institutions, civil society and legislatures to ensure equitable distribution of water and maintain the ecosystem. The study emphasizes that water governance and management are necessary for sustainable use of water. Pakistan, the water stress country needs to address ‘governance’ at a wider scale to solve problems in the Indus Basin for the livelihood of people. The research will benefit the state, water experts, institutions as well as civil society to promote efficient use of water in Indus Basin.

The article examines the problem of fresh water, since in terms of water supply from its own resources per capita and per 1 km2, the republic is 8 times behind Georgia, 2 times behind Armenia. Significant water consumption in Azerbaijan is caused by its arid territory with a predominance of active temperature and a lack of precipitation, which leads to intensive irrigation of crops. At the same time, artificial irrigation is used on 70% of the cultivated land.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. Climate and land use and land cover (LULC) changes will impact watershed-scale water resources. These systemic alterations will have interacting influences on water availability. A probabilistic risk assessment (PRA) framework for water resource impact analysis from future systemic change is described and implemented to examine combined climate and LULC change impacts from 2011–2100 for a study site in west-central Texas. Internally, the PRA framework provides probabilistic simulation of reference and future conditions using weather generator and water balance models in series—one weather generator and water balance model for reference and one of each for future conditions. To quantify future conditions uncertainty, framework results are the magnitude of change in water availability, from the comparison of simulated reference and future conditions, and likelihoods for each change. Inherent advantages of the framework formulation for analyzing future risk are the explicit incorporation of reference conditions to avoid additional scenario-based analysis of reference conditions and climate change emissions scenarios. In the case study application, an increase in impervious area from economic development is the LULC change; it generates a 1.1 times increase in average water availability, relative to future climate trends, from increased runoff and decreased transpiration.
