The article discusses the main advantages and disadvantages of using and developing IT outsourcing in the Russian Federation. The analysis of its essence and the dynamics of the relevant indicators that characterize the state of the studied sector of the economy. It is also proved its importance for both the private and public sectors of the economy. However, it is noted that the implementation of the main actions to digitalize the business processes of organizations has become an urgent area only in the last five years, and the main constraint affecting the achievement of the set goals of state development is the problem of the lack of IT specialists, which is being traced at the moment. Moreover, the implementation of managerial impact on this sector of the economy is complicated by the presence of freelance in the IT sector. In particular, its use contributes to an increase in the outflow of IT specialists to other countries for a number of significant reasons. This indicates the need to take appropriate steps on the part of regional authorities on the functioning and development of the IT sphere of both cities and the territories adjacent to them, in order to stimulate the employment processes of the studied category of specialists at Russian enterprises. As the main proposal for solving this problem, it is proposed to organize a dual education system in the IT sphere. Its effective implementation will help to create the human potential of the studied sector of the economy relevant for the Russian labor market in the region, thereby ensuring the employment of graduates at existing enterprises and stimulating the creation of new IT organizations.

Managing inflation is a major problem for monetary and economic policy, as it is difficult to simultaneously combat inflation and to develop a permanent mechanism of its control. At the moment Russia is in crisis, because foreign means of payment replace the national currency, which leads to the deterioration of the national economy. Each state strives for stable and low inflation. Anti-inflation regulation uses deflationary policy, income policy and exchange rate policy as the advanced methods. A state may apply the adaptive policy, when the population adapts to the increased prices and the government reduces tax rates and payments. The analysis of inflation processes and inflation expectations showed that in Russia the primary devaluation effect (2014-2015) was weakened by 2016 due to the drop of market demand andgradually exhausted. Consequently, the Russian economy in 2016 reached the historic lows and amounted to 5.4% - the lowest level over a quarter of a century. According to the conducted research, it can be inferred that the development of economy of the Russian Federation develops under a conservative scenario. In terms of this scenario, during the period from 2018 to 2023 inflation will be slightly higher than in the innovation scenario and will make on average 4.8%. In the future, much will depend on the scenario of the development of the global economic crisis. There are possible various inflationary excesses, but their nature will be very limited in time and scope and won’t become a serious problem for the population and economy of the country.

The growing issue of attracting private investment in the Russian economy from year to year gave rise to the development of new measures of support from the state in relation to organizations implementing an investment project, which also form the most favorable investment climate in the country. Such preferences, which consist in a stabilization clause, are contained in the new Federal Law No. 69-FZ of 01.04.2020 “On Protection and Promotion of Capital Investments in the Russian Federation”. However, based on the conducted research, it is concluded that there are a number of legal imperfections, which are expressed in a number of conditions, non-compliance with which entails the inadmissibility of concluding an agreement on the protection and promotion of investment between a private and public person. At the same time, those provisions are so unattainable, infringing and limiting that the question of the expediency of the analyzed investment law will be justified. That is why proposals were made to adjust the rules, which would allow widening the range of persons entitled to state support and thereby attract their capital as an investment in the Russian economy – that is, to achieve the goals originally set.

The digital economy brings both substantial positive results and many problems. The article shows main advantages and disadvantages of the introduction of the digital economy and the conclusion about the necessity of their joint consideration in the implementation of digital projects in the Russian economy to ensure the economic security of the state.

The article analyzes the content of the new Article 75.1 of the Constitution of the Russian Federation through the prism of economic and political doctrines of solidarity based on the social division of labor, codependency, and mutual assistance. The relevance of the problem of social solidarity in the implementation of economic activity by citizens is due to the entry into force of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of March 14, 2020 "On improving the regulation of certain issues of the organization and functioning of public authorities." Concluded that Article 75.1, fixing new principles of balancing private and public interests based on mutual trust in society and the state, integrating the Russian economy into the global community based on universal principles of economic development set out in the Concept of Sustainable Development of the United Nations.

: The development of the digital economy and the modernization of education in Russia necessitate the automation of business processes in the education. The research features the management of educational activities in university. The paper describes the process of creating a single automated information system for university management. The research objective was to identify the main elements of a single automated information system related to the management of educational activities in university and their compliance with legislation in the field of education of the Russian Federation. To provide a systematic approach to the solution of the problem, the authors used the following research methods: analysis, synthesis, formalization, and modeling. The article introduces aninformation systems based on different approaches, their advantages and disadvantages. It describes the subsystems that automate the main business processes related to the management of educational activities in the Altai State Technical University. The case can help to solve similar problems in other educational organizations.

The purpose of this article is the systematization and critical analysis of existing approaches to assessing the economic security of the region. The author reveals the advantages and disadvantages of theoretical and methodological concepts of the regional economic security assessment presented in the works of domestic and foreign scientists, as well as the system of indicators of economic security of the relevant strategy of the Russian Federation. Based on the results of the study, it is proposed to build a methodology for the analysis of regional economic security of Russian regions on the basis of the synthesis of economic and statistical methods, in particular, multi-purpose optimization, and subjective methods (discourse analysis). The main directions of improvement of the method of assessment of economic security of the Russian Federation established in the corresponding Strategy are defined. The article is of interest to representatives of federal and regional authorities, economists specializing in theoretical and regional issues.

The article is devoted to software bitsliced implementation of the Kalyna cipher using vector instructions SSE, AVX, AVX-512 for x86-64 processors. The advantages and disadvantages of different approaches to efficient and secure block cipher software implementation are shown. It is noted that bitslicing technology combines high speed and resistance to time and cache attacks, but its application to the Kalyna cipher is not available at the moment. The basic approaches to data representation and bitsliced encryption operations are considered, special attention is paid to the effective implementation of SubBytes operation, which largely determines the final performance. Existing methods for minimizing logical functions have been shown to either fail to produce the result in bitsliced format in the case of 8-bit non-algebraic SBoxs, or far from optimal. A heuristic algorithm for minimizing logic functions describing Kalyna SBoxes using the operations of AND, OR, XOR, NOT available in the instruction set of low- and high-end processors is proposed. The results show that a bitsliced description of one SBox requires about 520 gates, which is significantly less than other methods. Possible ways to increase performance by regrouping data into bitsliced variables before and after the SubBytes operation are indicated, which results in more efficient use of vector registers. The bitsliced implementations of Kalyna cipher were measured using C++ compilers from Microsoft and GCC for the Intel Xeon Skylake-SP processor. The results of the bitsliced Kalyna implementation can also be transferred to processors that do not support SIMD instructions, including low-end, to increase resistance to attacks through third-party channels. They also enable switching to ASIC or FPGA-based bitsliced implementation of Kalyna.

The appearance of estate of honourable citizenship in Russian Empire in the end of XVII century played an important political role allowing the Russian ruler to solve several urgent tasks. Among these challenges, one can note the removal of social tensions, the problem of integration of new subjects of the various religion and ethnic groups in the Russian state, the allocation of citizens and granting them special privileges, so they could benefit for the benefit of the state. The ranks of eminent citizens were inherited, which made them class groups. The title of honorary citizen was abolished by decree the Central Executive Committee of 11 (24) November 1917 on the destruction of estates and civil ranks. At the moment there is a discussion of the draft law on the introduction of this form of promotion in the Russian Federation. Historically the creation of new titles not only helped to solve different problems of national scale, but also pushed the development of philanthropy, culture, science and the system of state management in the entire Russian economy.

The repot considers the current state of the Russian economy, analyzes the drawbacks of the functioning export-raw materials model of its development. The necessity of its changing on the basis of improving the investment climate on the regional level is noted. Corresponding measures on behalf of federal and regional authorities are formulated as well as the directions of innovation policy aimed at modernizing the Russian economy. The conclusion is made that private non-raw materials business should become the main agent of modernization in our country.
