DYNAMICS OVER 50 YEARS OF AREA OF LANDS BY CATEGORIES OF THE INVENTORY OF THE VOLGA MUNICIPALITY OF THE REPUBLIC OF MARIY EL

The waves of dynamics for 1970-2020 are revealed. by categories of land cadastre in the Volzhsky region of the RME. The first two terms out of eight forms Weibull's law, showing a decrease of 3292 hectares in the area according to Mandelbrot's law. Since 1970, the decline has been 3.60%. For 50 years, there have been two leaps in the reduction of the total area. After the first jump, 20 years have passed from 1978 to 1998, and after the second jump - 21 years from 1999 to 2020. For agricultural lands, the trend shows a steady decrease in area. This trend is noticeable for the country's municipalities. The first component of exponential growth reflects the desire to expand the habitat. And the second term, according to the law of the power function, gives the counteraction of nature to people. This fact shows that there is no ecological balance between agriculture and nature. In territorial planning and forecasting in the conditions of the Russian Federation, arrays of tabular data are urgently needed for all municipalities of the country since 1970. Agricultural lands have especially strong dynamics in 18 components in the form of fluctuations. In Finland, an ecological balance has long been formed, even at the farm level. In Russia, in the legalized minimum territorial unit (municipality) in the total area, strong fluctuations have occurred. A sharp surge in the land fund of the Volzhsky region occurred during the socio-economic crisis from 992 to 2005. This proves the lack of awareness of decision-makers in land policy. Next, you need a conscious behavior in the distribution of the land fund of municipalities of the Russian Federation by categories and types of land.

The aim of the article is to analyze and characterize the influence of the Russian Federation on the security of Moldova through cooperation with the nonrecognized Pridnestrovian Moldavian Republic (PMR). My research hypothesis is that the Russian Federation, through its multifaceted (time-varying) support to Transnistria, strengthens its pro-Russian character, thus making it an effective instrument for influencing Moldova's security. The research used methods characteristic for qualitative research, such as analysis and interpretation of documents of the Republic of Moldova and statements of leading Moldovan and Transnistrian politicians. The results of the research indicate that the Russian Federation's support of Transnistria with military and nonmilitary means in order to exert pressure on Moldova. The para-state is a convenient tool for influencing the shape of security policy created by Moldovan decision makers in order to undermine Moldova's aspirations to participate in Euro-Atlantic structures, for example, the European Union, and maintain it as part of Russia's traditional sphere of influence. The measures taken by the Russian side reduce Moldova's security, while posing a challenge to maintaining regional security in the long term.

One of the main sources of health care financing in Russia is the means of compulsory medical insurance. Accumulation of financial resources of obligatory medical insurance occurs through functioning of Federal Fund of obligatory medical insurance, and direct management of them in the territory of subjects of the Russian Federation is carried out by territorial funds of obligatory medical insurance. At present, there are 86 territorial funds of compulsory medical insurance, but only 85 operate on the territory of our country. There is also a fund outside Russia - a territorial Fund of compulsory medical insurance of the city of Baikonur. The city of Baikonur is an administrative-territorial unit of the Republic of Kazakhstan, which is under lease and is endowed for this period with the status that corresponds to the city of federal importance of the Russian Federation. The article discusses the gaps in the legal regulation of budgetary relations between the Russian Federation and Baikonur city, especially the recognition of international treaties as sources of financial law and financial legal regulation of the compulsory health insurance, as well as issues of ensuring the rights of citizens of the Russian Federation in the process of legal regulation of financial providing of free medical care on the territory of Baikonur.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.


We studied the medical and demographic indicators in the Republic of Sakha (Yakutia) for the last 20 years (1998–2018). A decrease in the population by 4,7 % (р<0,01) was revealed in the Russian Federation in the period 1998–2008, 3,4 % decrease, followed by its growth by 2,8 % (р<0,01); a decrease in the number of rural population in the republic and an increase in the urban population were observed. By the beginning of 2019, in comparison with the 2003 data, an increase in the population by 1.9% (р<0,01), a decrease in the number of able-bodied people in the Republic of Sakha (Yakutia) at the beginning of 2019, as compared to 1998, were revealed, by 8,2 %, in the Russian Federation – by 4,7 % (р<0,01). In the Republic of Sakha (Yakutia) the birth rate remains high, the mortality rate is relatively low, and the natural population growth is maintained.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.

The analysis of fiscal policy on the example of the subject of the Russian Federation (Republic of Dagestan). The article outlines the problematic issues of the tax policy of the Republic of Dagestan and suggests ways to overcome the identified problems.
