Transnistria as an Instrument of Influence of the Russian Federation on the Security of Moldova in the Second Decade of the 21st Century—Selected Aspects

The aim of the article is to analyze and characterize the influence of the Russian Federation on the security of Moldova through cooperation with the nonrecognized Pridnestrovian Moldavian Republic (PMR). My research hypothesis is that the Russian Federation, through its multifaceted (time-varying) support to Transnistria, strengthens its pro-Russian character, thus making it an effective instrument for influencing Moldova's security. The research used methods characteristic for qualitative research, such as analysis and interpretation of documents of the Republic of Moldova and statements of leading Moldovan and Transnistrian politicians. The results of the research indicate that the Russian Federation's support of Transnistria with military and nonmilitary means in order to exert pressure on Moldova. The para-state is a convenient tool for influencing the shape of security policy created by Moldovan decision makers in order to undermine Moldova's aspirations to participate in Euro-Atlantic structures, for example, the European Union, and maintain it as part of Russia's traditional sphere of influence. The measures taken by the Russian side reduce Moldova's security, while posing a challenge to maintaining regional security in the long term.

The aim of the article is to analyze and characterize the use of cooperation with the unrecognized Pridnestrovian Moldavian Republic by the Russian Federation to strengthen its position in the competition for power with the states of the euoratlantic space. During the initiated research, research methods and techniques characteristic of qualitative research were used, e.g. analysis of documents and statements of leading political decision-makers from Russia and Transnistria. The results of the research unequivocally show that strengthening the statehood of the parastatal state is one of the instruments of the Russian Federation, thanks to which it pursues its strategic goal - maintaining the position of a hegemon in the post-Soviet area, which strengthens its adaptability in strategic competition with the West for power. The functioning of the pro-Russian Transnistria in the composition of Moldova enables Russia to influence the policy of this country, exerting pressure and preventing it from dynamising the process of integration with Euro-Atlantic structures (primarily with the European Union), while retaining it in its traditional sphere of influence.

The article examines the issues of counteracting the hybrid aggression of the Russian Federation in the countries of the Eastern Partnership. It is stated that European Union has been implementing the Eastern Partnership policy for more than ten years. This implementation has been a resounding success for all, without exception, the six target states. Ukraine, the Republic of Moldova and Georgia have advanced much more in their European aspirations. However, this does not stop the Russian Federation from further positioning all the states that were once part of the USSR as a sphere of its ultimate influence. Russia is also producing rivalry with the EU for influencing all, without exception, the Eastern Partnership states and even the EU. An overview of academic research analyzing the resilience of the EU in the face of Russia in the context of its impact on the Eastern Partnership countries is set out in this article. Some approaches have been used to define the EU as a “normative power” and Russia’s controversial policy towards neighbouring countries. The examination of the works described in the article concludes that the Russian Federation continues to regard neighbouring states as its sphere of influence, particularly Ukraine, Moldova, and Georgia. Moscow considers any attempt by a third party to interfere as an intrusion on its unique field of power. As can be observed from the investigated sources, Russia’s activities are scarcely diplomatic or focused on global democratic norms. In its Eastern Partnership strategy, the EU, on the other hand, utilizes values as a guideline. Simultaneously, Ukraine, the Republic of Moldova, and Georgia must demand immediate modifications to the Eastern Partnership policy. The potential of EU membership, in particular, must be appropriately explained by Brussels.

Objective is to analyze the incidence of Siberian tick typhus (STT) in the Russian Federation over the period of 2010–2020, Astrakhan spotted fever (ASF) and Mediterranean fever (MF) since the official registration, and to forecast the development of the epidemic process for endemic rickettsioses for 2021. The analysis of the incidence of STT, ASF and MF in Russia for the period of 2010–2020, 2013–2020 and 2014–2020, respectively, has been carried out. The forecast of endemic rickettsioses morbidity in the European and Asian parts of Russia for 2021 has been made. The average long-term incidence of STT for 2010–2020 in the Russian Federation as a whole was 1.04 (CI95 1.02÷1.05) 0/0000, with no tendency to change. The maximum relative incidence of STT is typical for the Siberian Federal District (SFD), where the average long-term incidence rate for 2010–2020 was 6.20 (CI95 6.08÷6.31) per 100 thousand of the population. The Far Eastern Federal District (FEFD) – 4.70 (CI95 4.53÷4.87) 0/0000 came in second place, the third place was taken by the Ural Federal District (UFD) – 0.08 (CI95 0.07÷0.10) 0/0000. When assessing the 11-year dynamics of the relative incidence of STT by the Federal Districts, we have detected a tendency to its stabilization in the SFD and the FEFD. In the UFD, a significant downward trend was revealed. The upward trend in the incidence of STT remained in the Altai Republic. Major decline in STT incidence was observed in the Kurgan Region, Trans-Baikal Territory, Krasnoyarsk Territory, and the Republic of Khakassia. There was a declining trend in the incidence of Astrakhan spotted fever in the Astrakhan Region and the Republic of Kalmykia. In the Republic of Crimea and the city of Sevastopol there is no trend to increase the incidence of Mediterranean fever.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

The issues related to the analysis of export and import of goods between two neighboring states: the Republic of Poland and the Russian Federation have been examined. Relations between the EU countries and Russia to date have been in a significant crisis. Cooperation in the economic field is reduced in the context of mutual sanctions. According to the authors, for the Russian Federation in the near future the main task should be set – economic rapprochement with the countries of the European Union and further negotiations on easing mutual sanctions, since these and other reasons significantly complicate the countertrade in goods and services and impede European integration. It is obvious, that European companies are also interested in normalizing commercial and economic relations. The limitations of non-tariff regulation in foreign trade have been considered also in the paper. It has been concluded on the need to gradually mitigate restrictive measures. And efforts in this direction should be made by both the Russian Federation and the member States of the European Union, including the Republic of Poland.

The article considers the dynamics and structure of foreign trade of the Russian Federation and the Republic of Serbia, as well as the impact of tariff preferences on foreign trade between two countries. The analysed measures were: dynamics of the Russian Federation’s exports to the Republic of Serbia, dynamics of the Russian Federation’s imports from the Republic of Serbia, tariff preferences applied between countries. The article provides statistical data on the dynamics and structure of foreign trade of the Russian Federation and the Republic of Serbia for 2010–2019 and their dependence on the application of tariff preferences, as well as indicators of trade between the EAEU and the EAEU member states with the Republic of Serbia for 2017–2019. The paper analyses the possible directions of Serbia’s participation in the EAEU and the European Union, assesses the benefits of creating a free trade zone between the EAEU and Serbia, as well as the costs of Serbia’s integration into the European Union. The importance of tariff preferences in the development of foreign trade relations between Russia and Serbia is shown.

The purpose. With the rapid development of the information society and information technologies executive authorities of the Russian Federation feel the need for high-quality, prompt, objective coverage of their activities, and for the information support of all areas of public policy, through traditional communication channels and modern media. In this sense, issues of information support of the state policy of the Russian Federation in the field of physical culture and sport occupy a special place. Research methods and organization. The paper focuses on comparative analysis of the most significant authorities in the field of information activities of the Ministries of Sport of Russia and the Republic of Tatarstan. Research results and discussion. The study demonstrated a high level of information coordination between federal and regional executive bodies carrying out state policy in the field of physical culture and sports. At the same time, the study revealed abundance of structural departments responsible for information activities, and the lack of the central body for processing and distribution of information. Conclusion. It is necessary to develop social understanding of a long-term program for modernization of the infrastructure for physical culture and sports in Russia. At the same time, the Ministry of Sport of the Russian Federation and other executive bodies representing state authority should demonstrate their willingness to continue this activity. Today, the Ministry should deliver a wide information anti-crisis campaign in mass media.

Статья посвящена вопросам прогнозирования развития субъектов Российской Федерации. Рассмотрен прогноз динамики валового регионального продукта Республики Башкортостан на средне- и долгосрочную перспективы, а также ряд взаимосвязанных параметров. Проведен анализ показателей в текущих и сопоставимых ценах, их динамики и соотношения. Выявлен ряд противоречий, указывающих на наличие рассогласованности представленных значений. Раскрыты отдельные противоречия другим документам стратегического планирования. Результаты могут быть использованы для повышения эффективности управления региональным развитием. The article is devoted to the issues of forecasting the development of the subjects of the Russian Federation. The forecast of the dynamics of the gross regional product of the Republic of Bashkortostan for the medium - and long-term prospects, as well as a number of interrelated parameters, is considered. The analysis of indicators in current and comparable prices, their dynamics and correlation is carried out. A number of contradictions are revealed, indicating the presence of inconsistency of the presented values. Some contradictions with other strategic planning documents are revealed. The results can be used to improve the efficiency of regional development management.

Currently, the Russian cities are involved in the marketing of territories and competition for various types of resources. This aspect determines the relevance of issues related to building a strong image of the city, including its toponymic component. The category of regional identity is one of the significant tools for managing the image of a city. According to the author, it can be used in municipal toponymic policy to build a long-term strategy for toponymic designation. The author analyzes the current toponymic policy in the city of Kazan, the capital of the Republic of Tatarstan of the Russian Federation, in terms of the manifestation of regional identity. The directions for the correction of the urban toponymicon in the post-Soviet era are considered. The dominant components of regional identity, explicated in the modern toponymy of Kazan, are revealed. The role of regulatory documents in the implementation of the municipal toponymic policy of the contemporary period is characterized.

Materials and methods. The analysis of the incidence of STBT, ASF and MF in the Russian Federation over the period of 2010–2019, 2013–2019 and 2014–2019, respectively, in relation to the results of zoological-entomological monitoring. Results and discussion. The average long-term incidence rate of STBT for 2010–2019 in the Russian Federation on the whole was 1.1 0 /0000 (DI95 1.05÷1.08) without trends towards change. The maximum relative incidence of STBT is typical for the Siberian Federal District (SFD) where the average long-term incidence rate for 2010–2019 amounted to 6.28 per 100 thousand of the population. In the second place is the Far Eastern Federal District (FEFD) – 5.17 0 /0000, in third – the Ural Federal District (UFD) – 0.1 0 /0000. When assessing the 10‑year dynamics of the relative incidence of STBT, we have revealed a significant tendency to increase in the FEFD, a tendency to stabilize in the SFD and a significant downward trend – in the UFD. A reliable increasing trend in STBT incidence was detected in the Altai Republic and in the Khabarovsk Territory. Major decline in STBT incidence was observed in the Trans-Baikal territory, Krasnoyarsk territory, Kurgan Region and the Republic of Khakassia. There is a marked tendency to increase in the incidence of MF in the Republic of Crimea. In the Astrakhan Region and the Republic of Kalmykia, there is an expressed tendency towards the reduction in the ASF morbidity rates.
