This paper outlines the main approaches to understanding the concept of "innovation" and "innovation policy", and defines that today in scientific practice, two main models of innovation are identified: "innovative" and "catching up". We have determined that nowadays, it is important for Ukraine to move to an "innovative" model as soon as possible and to develop its own capacities. In order to achieve this, it is necessary to be on the same level with technically more developed western neighbors to function effectively in the new European political realities. This is extremely important for the further effective economic development of the state, on which its social sphere depends. That is why, the study and improvement of the state's innovation policy is being highlighted and updated today. For a better understanding of their own development opportunities, it is suggested to study the experiences of other countries that have already undergone similar stages of formation. In particular, the focus is on economic and technological development, which is the basis for innovation in all other areas. The paper presents a classification for the main types of state innovation policy of various countries according to Y. Kharchenko; defines the main features of the innovation policy in Ukraine and outlines the main guidelines for its further development. As a result of scientific literature analysis, it has been found that much has already been done for effective innovation development in Ukraine. Nevertheless, it is necessary to continue the work in this direction, including studying the experience of other countries, improving the regulatory framework, stepping up scientific and technological progress, economic development and reviewing the main strategic goals of the state's innovation policy. Institutional and legal support of innovative activity in Ukraine is at the stage of formation, at the moment its main elements are created. However, the legal framework for regulating innovation processes in Ukraine requires expansion and improvement. The need to adopt a legislation on state regulation of technology transfer activities can be emphasized. The main effective mechanism for implementing the innovative model of economic development in Ukraine is the system of technological parks. The practice confirmed the high contribution of technological parks to the promotion of innovation activity at the regional level. All the above facts point to the rapid development of the state innovation policy in Ukraine, which is due to the relevance of this sphere of public administration for the countries that are still undergoing a transformational period.

The features of state regulation of innovation in Ukraine at the present stage are investigated. The directions of innovation policy in Ukraine are analyzed, the features of investment and innovation in the Kharkov region are highlighted. The role of entrepreneurship in introducing innovations is clarified. The state of innovation in Ukraine is analyzed by international indices: Global Innovation Index, Bloomberg Innovation Index, Global Competitiveness Index. It is emphasized that in the current environment technological development should provide a set of measures, including targeted support for priority areas of innovation, creating a favorable economic climate, stimulating interest in the implementation of scientific and technological achievements, and the inflow of investment into fixed capital through a powerful legislative base. It is noted that in the modern economy, a noticeable and relatively quick success in the technological as well as socio-economic development of the regions can only be achieved by ensuring high market competitiveness of the manufacturing sector of the regional economy based on its innovative, structural and technological restructuring. Attention is focused on the fact that the process of innovative development in Ukraine is increasingly characterized by the increasing role of the regional component, and regional innovation policy is becoming an important factor in the economic and social development of the country. It is proved that the innovation activity carried out in any society and leading to the creation of an innovative product that represents the latest achievements in the field of technology, technology, organization and management cannot occur in the economy without attracting investments in the production potential of societies. Structural adjustment processes taking place in Ukraine should not bypass the scientific and industrial potential of the regions. That is why the strategy of innovative development of the national economy should include the development of each individual region. Each region should have its own priority development areas in accordance with its own scientific and industrial base, based on the potential of the region’s production capabilities, focusing on available resources and market needs.

The importance of innovation in ensuring the development of a modern economy has been recognized in Kazakhstan not only in the works of specialists, but also in the position stated by the state. However, from understanding the importance of innovation in the context of economic development to understanding its real significance in the economic development of the country, and even more so - to develop an effective policy that ensures the active use of innovation to ensure economic and social progress, a very difficult path runs. Regulation of innovation in a modern market economy is a complex system of state, public and corporate institutions that serve and regulate innovation processes in order to ensure the fullest use of their potential. A set of institutions and organizations that cover all stages and areas of the innovation process, and currently forms a national innovation system in developed market economies. The trend of transition to an innovative way of development and the formation of a national innovation system is currently an important direction in economic science. This makes it particularly important to theoretically understand the essence of the innovation process in the economy and ways to improve the effectiveness of state regulation of innovation. Thus, the development of a mechanism for activating innovation activities within the framework of the state regulation system is one of the most acute socio-economic problems. The obvious relevance, great practical significance and lack of development of the indicated problem led to the choice of the topic of the dissertation research, its goals and objectives. In the scientific article, the conditions for effective innovation activity of economic entities are identified and based on them, recommendations are developed to improve the mechanism for increasing innovation activity within the system of state regulation of innovation activity of the Kazakh economy.

The article considers the issue of stimulating innovative activity in construction. The purpose of our investigation is to study influence of state regulation on innovation activity in construction. The role of construction participants in the innovation process and the reasons for low innovation activity in construction are determined. The tasks of the policy of innovative development, levers of state stimulation of innovative activity were discussed. Counterfeit tenders and corruption have been identified as an important factor hindering innovations in construction. A macroeconomic model of the state's influence on the process of stimulating innovation in construction and a model of logistical relations between organizations for innovation in construction have been developed. The necessity of active realization of organizational, financial, tax, budgetary, legal, information levers of the state policy as the tool of the state stimulation of innovative development in the building sphere is substantiated.Key words: state innovation policy, construction, public policy, project organization, building contractors, innovative activity.

Innovative development is a prerequisite for the long-term sustainable functioning of agro-industrial enterprises. Activation of the innovation process, considered as a prerequisite for economic growth, is constrained by the lack of formalized decision-making apparatus and the assessment of its consequences. In order to manage the innovative development of agroindustrial enterprises in contemporary conditions, it is necessary to study the theoretical and methodological foundations of modeling and forecasting of their innovation activity, which has become a characteristic tendency of the economic situation in agriculture in recent years. The complexity of agricultural production and its specificity determine the peculiarity of approaches and methods of managing innovation activity, combining different types of innovations, strengthening the role of the state in their promotion. The agrarian sector of the economy is practically completely dependent on foreign manufacturers of technology, which, of course, also reduces the level of food security of our country. The existing innovative potential in agriculture in Ukraine is not used in full. The meaning of state innovation policy is that, while maintaining the accumulated scientific and technical potential to the maximum extent, and develop mechanisms that stimulate not only the development of innovative processes, but also the development of their results. The main directions of innovation policy in agriculture include: provision of legal regulation of innovation development and protection of the interests of its participants; implementation of direct and indirect support of agricultural producers in the creation and development of innovations; definition and implementation of the priority development of agrarian industrial complex; development of effective forms of partnership and cooperation, formation of appropriate organizational and economic structures; training of personnel in the field of innovation activity; priority development of material and technical base; development of international cooperation in the field of innovations. The state, based on the recommendations of science, should be called in a timely manner to send agribusiness clear and clear signals about the most promising areas of production activity, to orientate and direct its business activity in the necessary direction for society, to indicate ways to overcome the lag of our agriculture from the level of highly developed countries of the world.

Problem setting. The state of regulatory and legal support in the field of innovation has long been of concern to many scientists, who emphasize the need to systematize innovation legislation, bringing it into a single system. Modern legislation governing innovation has more than 300 regulations. Such a large array of norms, their excessive number and "scattering" in various branches of law cause problems in the legal regulation of innovation relations. But not only quantitative but also qualitative indicators of the state of the legal framework, substantive and terminological content of norms, harmonization of the provisions of various acts leave much to be desired. Analysis of resent researches and publications. Certain aspects of improvement and codification of innovation legislation of Ukraine have been the subject of research by such scientists as: Atamanovа Yu. Ye., Bryntsev V. D., Heits V. M., Hlibko S. V., Davydiuk O. M., Yefremova K. V., Zadykhailo D. V., Znamenskyi H. L., Liubchych A. M., Simson O. E., Fronchko V. V., Shapovalova O. V. and others. Separately it should be noted the leading scientist Atamanova Yu. Ye., who made a significant contribution to the development of basic and applied research on the formation of innovation law and improvement of innovation legislation. Target of research. Research of the process of unification of innovation legislation of Ukraine in the theoretical plane, namely: search for forms of unification of legislation and determination of the structure of innovation legislation as the basic properties of legislation. Article’s main body. The research examines the problematic issues of unification of innovation legislation of Ukraine in the theoretical plane, in particular, the search for forms of unification of legislation and the definition of the structure of innovation legislation as the basic properties of legislation. It is concluded that the implementation of the tasks of unification of the legal framework governing innovation is most appropriate through codification. As a result, the effectiveness of legislation should be significantly increased. Regarding the structure of innovation legislation, according to the author, the structure of the draft Code Atamanova Yu. Ye. іs more appropriate, as it is carried out on the basis of existing laws of Ukraine and bylaws. It can be taken as a basis and supplemented taking into account the emergence of new forms and participants in innovation relations. The results of the study of these issues can be the basis for practical application. Conclusions and prospects for the development. The issue of unification of legislation in the field of innovation is relevant and needs to be addressed as a matter of priority. The study gives grounds to claim that the optimal and most effective form of unification of innovation legislation is the adoption of a single legal act - the code. Regarding the structure of innovation legislation, the following groups of norms should be: general provisions, state regulation of innovation relations and state innovation policy, subjects of innovation activity, objects of innovation relations, legal bases of organization and implementation of scientific and scientific-technical innovation activity, economic obligations. binding of innovative character, contractual innovation law, special modes of innovative activity.

Topicality. The article is in accordance with the classification of administrative territories adopted in the EU, in Ukraine there are officially 27 administrative territorial units corresponding to the scale of the second level, namely, NUTS-2. However, since 2014, this number has actually dropped to 25 units. NUTS-2 level administrative units or regions in Ukraine are represented by administrative regions and the city of Kyiv. They all differ significantly in terms of socio-economic development. Indicators that characterize the level of innovation activity in each region are not an exception. This is notwithstanding the unity of the regulatory framework in the state and the obligation to comply with the provisions of the law. In particular, the provisions of the Law of Ukraine "On Innovation Activity" emphasize that the main goal of the state innovation policy is to create socio-economic, organizational and legal conditions for the effective reproduction, development and use of scientific and technical potential of the country, ensuring the implementation of modern environmentally friendly, safe, energy - and resource-saving technologies, production and sales of new products that are competitive in the world markets. Possible reasons for this situation may be differences in the conditions of formation of innovative potential of administrative territories, in particular, uneven placement of educational institutions, scientific institutions and, as a consequence, scientific staff within each region. This situation creates conditions for significant imbalances, both within and outside the administrative territories in terms of innovation activity, as well as the socio-economic status of the regions as a whole. Aim and tasks. The purpose of the article is to determine the conditions of formation of innovative potential of administrative territories in Ukraine Research results. In order to confirm, or to refute, the assumption that a possible reason for the uneven development of innovation activity in the regions of Ukraine may be the unequal placement in their territory of educational and scientific institutions, which are the basis for the formation of the innovative potential of the administrative territory, the tools of statistical analysis are used. The results obtained are an improvement of the methodological support of the process of formation of innovative potential of administrative territories in Ukraine. Conclusion. Confirmation is received that the reason for uneven development of innovative activity in the regions of Ukraine is, first of all, uneven placement on the territory of educational establishments and scientific institutions. It is the uneven distribution of highly qualified scientists and their concentration in the capital region that leads to significant differences in the volume of innovative products relative to the population in the regions of the country. The formation of innovative potential should become a strategic objective of the plan of implementation of the strategy of socio-economic development of each administrative territory of Ukraine. Such a task is impossible without clear parameters for assessing the current state of innovation by the criteria for the production of innovative goods, works and services, the amount of funding for research and project work and the quantitative characteristics of the scientific elite of the region.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.
