Topicality. The article is in accordance with the classification of administrative territories adopted in the EU, in Ukraine there are officially 27 administrative territorial units corresponding to the scale of the second level, namely, NUTS-2. However, since 2014, this number has actually dropped to 25 units. NUTS-2 level administrative units or regions in Ukraine are represented by administrative regions and the city of Kyiv. They all differ significantly in terms of socio-economic development. Indicators that characterize the level of innovation activity in each region are not an exception. This is notwithstanding the unity of the regulatory framework in the state and the obligation to comply with the provisions of the law. In particular, the provisions of the Law of Ukraine "On Innovation Activity" emphasize that the main goal of the state innovation policy is to create socio-economic, organizational and legal conditions for the effective reproduction, development and use of scientific and technical potential of the country, ensuring the implementation of modern environmentally friendly, safe, energy - and resource-saving technologies, production and sales of new products that are competitive in the world markets. Possible reasons for this situation may be differences in the conditions of formation of innovative potential of administrative territories, in particular, uneven placement of educational institutions, scientific institutions and, as a consequence, scientific staff within each region. This situation creates conditions for significant imbalances, both within and outside the administrative territories in terms of innovation activity, as well as the socio-economic status of the regions as a whole. Aim and tasks. The purpose of the article is to determine the conditions of formation of innovative potential of administrative territories in Ukraine Research results. In order to confirm, or to refute, the assumption that a possible reason for the uneven development of innovation activity in the regions of Ukraine may be the unequal placement in their territory of educational and scientific institutions, which are the basis for the formation of the innovative potential of the administrative territory, the tools of statistical analysis are used. The results obtained are an improvement of the methodological support of the process of formation of innovative potential of administrative territories in Ukraine. Conclusion. Confirmation is received that the reason for uneven development of innovative activity in the regions of Ukraine is, first of all, uneven placement on the territory of educational establishments and scientific institutions. It is the uneven distribution of highly qualified scientists and their concentration in the capital region that leads to significant differences in the volume of innovative products relative to the population in the regions of the country. The formation of innovative potential should become a strategic objective of the plan of implementation of the strategy of socio-economic development of each administrative territory of Ukraine. Such a task is impossible without clear parameters for assessing the current state of innovation by the criteria for the production of innovative goods, works and services, the amount of funding for research and project work and the quantitative characteristics of the scientific elite of the region.

This paper outlines the main approaches to understanding the concept of "innovation" and "innovation policy", and defines that today in scientific practice, two main models of innovation are identified: "innovative" and "catching up". We have determined that nowadays, it is important for Ukraine to move to an "innovative" model as soon as possible and to develop its own capacities. In order to achieve this, it is necessary to be on the same level with technically more developed western neighbors to function effectively in the new European political realities. This is extremely important for the further effective economic development of the state, on which its social sphere depends. That is why, the study and improvement of the state's innovation policy is being highlighted and updated today. For a better understanding of their own development opportunities, it is suggested to study the experiences of other countries that have already undergone similar stages of formation. In particular, the focus is on economic and technological development, which is the basis for innovation in all other areas. The paper presents a classification for the main types of state innovation policy of various countries according to Y. Kharchenko; defines the main features of the innovation policy in Ukraine and outlines the main guidelines for its further development. As a result of scientific literature analysis, it has been found that much has already been done for effective innovation development in Ukraine. Nevertheless, it is necessary to continue the work in this direction, including studying the experience of other countries, improving the regulatory framework, stepping up scientific and technological progress, economic development and reviewing the main strategic goals of the state's innovation policy. Institutional and legal support of innovative activity in Ukraine is at the stage of formation, at the moment its main elements are created. However, the legal framework for regulating innovation processes in Ukraine requires expansion and improvement. The need to adopt a legislation on state regulation of technology transfer activities can be emphasized. The main effective mechanism for implementing the innovative model of economic development in Ukraine is the system of technological parks. The practice confirmed the high contribution of technological parks to the promotion of innovation activity at the regional level. All the above facts point to the rapid development of the state innovation policy in Ukraine, which is due to the relevance of this sphere of public administration for the countries that are still undergoing a transformational period.

There is a difficult economic and social situation, especially in the formation and functioning of the small business sector at the present stage of development of the state in rural areas. Insufficient consideration the specificity of rural areas during economic reforms exacerbated their labor relations, unemployment has led to a significant scale. Implementation of the socio-economic and cultural development programs of communities in these cities did not provide financial resources. The importance of economic mechanisms determining future development of rural areas is increasing due to the role of local authorities in connection with the transfer to the regions many functions and powers of the management of socio-economic development that strengthens the influence of local communities on the formation of the town-forming base and the scope of employment. The study used general scientific and special methods groupings, logical analysis, strategic management, economic modeling, systematic and comparative analysis. It was shown that activation of participation of rural areas in business allows for socio-economic development of territories and surrounding rural areas, increase employment, reduce the amount of mass migration and outflow of active population abroad, suspend the process of reducing the level of quality employment capital. Proved that the development of small businesses in rural areas is a significant reserve for further business development in Ukraine and bringing it closer to the performance level of the developed countries. It was established that the level of entrepreneurship in rural areas is low, increase excessive imbalances in the distribution of economic potential of the regions between the regional centers and rural areas and districts, imperfect is the branch structure of the economy and low innovation activity of enterprises of rural areas and districts which negatively affects the socio-economic development of regions and the state as a whole. Based on the relevance and timeliness of small businesses in small towns, and later in rural areas, the strategic objectives of the state policy of small businesses in rural areas of the world experience. In further studies attention should be paid to the problem of implementation of government programs and strategies for the development of small business in foreign countries for their effective implementation in Ukraine, as well as problems of efficient funding of such programs through the budgets of different levels.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

The article presents a methodology for assessing the impact of spatial environment on the socioeconomic development of municipalities. It relies on existing tools for assessing the state and potential of the geographical location of municipalities. An integrated approach allows to determine the potential of the interaction of the municipality with the neighbors of the first and second order. The methodology was tested on statistical data on the Blagovarsky municipal district.

В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

Recognizing the special role of innovations in ensuring the economic development of Russia, the state authorities have been intensively looking for ways and means to strengthen innovation activity in Russia over the past decade. The main document proclaiming the goals and main directions of innovation policy is the Strategy of innovative development of the Russian Federation for the period up to 2020. Due to the fact that the implementation period has expired, the author analyzes the achievement of the goals and indicators defined in the strategy, and also draws some conclusions about the outcomes obtained by the analysis of the development of innovation activity in Russia.

The article considers the features and nature of changes in modern challenges in rural areas. Destabilizing trends of socio-economic development of rural areas have been identified. It is confirmed that despite the new opportunities for rural areas, strengthening the cohesion of rural communities, there are significant obstacles to their development, in particular, the state can not provide the necessary funds for projects or other measures to address social problems. Rural areas are significantly deprived of state support and financial and resource provision, and it is justified that in this aspect is very relevant fundraising activities, as it is focused on finding sources of funding for programs and projects of socio-economic development of rural areas. This encourages the development of fundraising in rural areas. The state of elaboration of problems of formation of financial and economic potential of territorial communities is defined, namely concerning use of fundraising activity as the innovative tool of formation of financial and economic potential of development of rural territories in the conditions of decentralization. The organizational and legal aspects of fundraising, factors of development of fundraising activity and influence of these factors on domestic realities are investigated; the characteristic features of fundraising in rural areas are determined, the priority directions of its development are revealed. Taking into account the peculiarities of rural areas, an algorithmic model of fundraising activities from the origin of ideas to the implementation and establishment of feedback from the donor has been developed. The methodological basis of the article is the fundamental provisions of economic theory, regional economy, inclusive development of rural, local finances and inter-budgetary relations. A set of both general scientific and special methods of economic research was used to solve the set tasks, which created a basis for a comprehensive analysis of the process of rural development on the basis of fundraising activities.

AbstractIn Canada, Treaty 1 First Nations brought a claim against the Crown for land debt owed to them since 1871. In 2004, Crown land in Winnipeg became available that, according to the terms of the settlement, should have been offered for purchase to Treaty 1 Nations. Similarly, in New Zealand, the Waikato-Tainui claim arose from historical Crown breaches of the 1840 Treaty of Waitangi. In 1995, a settlement was reached to address the unjust Crown confiscation of Tainui lands. Despite being intended to facilitate the return of traditional territory, compensate for Crown breaches of historic treaties, and indirectly provide opportunity for economic development, in both cases, settlement was met with legal and political challenges. Using a comparative legal analysis, this paper examines how the state continues to use its law-making power to undermine socio-economic development of Indigenous communities in Canada and New Zealand, thereby thwarting opportunity for Indigenous self-determination.
