Whether or not a government institution runs well or poorly provided services depends on the leadership policy in its management. The purpose of this study was to determine public governance and financial performance at the Wanea District Office. The analytical method used is qualitative analysis with Primary data. The results showed that (1) the implementation of transparency in the Wanea District Office was good. (2) The implementation of accountability in the form of the ability to present government information openly, (3) quickly and accurately to the public,(4) the ability to provide satisfactory services to the public, the ability to provide space for the community, the ability to explain and account for any public policy proportionally and (5) the provision of facilities for the public to assess government performance . So the implementation of the principle of accountability in Wanea District is good. Financial performance in the Wanea District Office is good.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

The objective of this research is to study the use of information and communication technology on fish net enterprise at Eris Village Minahasa Regency. This research is conducted for three months from July, 2015 to September, 2015. This research uses census method with primary data taken directly by using questionnaire to interview 47 fisherman and secondary data regarding socioeconomic condition taken from government institution: Eris Village Office and Eris sub-district Office. The research result showed that only 55,32 percent of fisherman at Eris Village that use information and technology especially internet. The majority fisherman farmers are accessing internet via hand phone, smartphone, and tablet. The majority of fishermen using internet 80,77 percent have used to look for information related with fishing net business. The most dominant use of internet is for tool in buying product/need for fish net enterprise, followed by looking for information about the way/technique of fish net culture. The major constraint in using of internet at Eris Village is the still not good of internet connection (signal) and the low of farmer ability in accessing internet.

Public service is one of the important tasks that can not be ignored by the localgovernment. As an institution, the public service Kenjeran District of Surabaya ensure thesustainability of the State administration involving policy development and resourcemanagement services that come from and to the public interest or the public. The purposein this study to determine the effect of service quality to satisfaction of the people in theDistrict Office Kenjeran Surabaya. The data used in this study are primary data (from thequestionnaire) with samples taken 100 people. While the analytical techniques used is byusing multiple linear regression. The test results showed the influence of variablessimultaneously consists of physical evidence, reliability, responsiveness, assurance andempathy affect the satisfaction of the people in the District Office Kenjeran Surabaya.These results are supported by the acquisition of the correlation coefficient of 71.5% wasobtained, indicating that the correlation or relationship between these variables to thesatisfaction of the people have a close relationship. Partial test results show the variablequality of service consisting of variable physical evidence, reliability, responsiveness,assurance and empathy positive and significant impact on the satisfaction of the people inthe District Office Kenjeran Surabaya. Sedagnkan variables that have a dominant influenceon people's satisfaction at the District Office Kenjeran Surabaya is responsiveness byhaving the partial determination coefficient than other variables.Keywords: Physical Evidence, Reliability, Responsiveness, Assurance, Empathy andCommunity Satisfaction

The purpose of the study was to determine the public perception of the Bahowo mangrove forest. This research was conducted in Bahowo, Tongkaina Sub-District, Bunaken District, Manado City. The study lastedfor 3 (three) months from August to November 2018 starting from preparation to writing the final report. The selection of respondents was done purposevely.This study used primary data and secondary data. Primary data was obtained through direct interviews with 20 respondents based on a list of prepared statements. Secondary data was obtained through documentation from agencies related to this study, among others, at the Tongkaina District Office in Bunaken District, Manado City, local bookstore and the internet using a google search engine to access scientific journal articles and thesis from others universities regarding people's perceptions of mangrove forests. This research showed that the community has positve perceptions of mangrove forests. Bahowo in Tongkaina Sub-District, Bunaken Sub-District, Manado City as a whole stated that he agreed with a total score of 1,714 judgments from the statements conveyed by the community through direct interviews and by calculating the overall score to determine the community's perception of mangrove forests. The community argued that mangrove forests play a very important role for local communities such as protecting from the dangers of high waves and tsunami hazards.*eprm*

Coronavirus (COVID-19) is one of the defining policy challenges of an era. In this article, we sketch some possible ways in which the public policy and administration community can make an enduring contribution about how to cope with this terrible crisis. We do so by offering some elements that delineate a tentative research agenda for public policy and administration scholars, to be pursued with epistemic humility. We outline the contours of seven analytical themes that are central to the challenges presented by COVID-19: policy design and instruments, policy learning, public service and its publics, organisational capacity, public governance, administrative traditions and public sector reforms in multi-level governance (MLG). The list is neither exhaustive nor exclusive to COVID-19. The knowledge we can generate must speak not only to the daunting challenge of COVID-19 itself but also to policymakers, and indeed humankind, trying to cope with future unexpected but high impact threats, by leveraging better public policies and building administrative capacities to enable more resilient, equitable and effective public services.

The purpose of this research is to know about bureaucratic pathology study in the Population administration services in Jekan Raya Sub-district office. The method used in this study is qualitative. The primary data in this research is the employee who provides service and community in Jekan Raya Sub-district office. Secondary Data of materials, including books, articles, scientific papers, newspapers, and scientific journals. Based on the research on the pathology of bureaucracy that appears in Jekan Raya district office seen from the complaints of some people in Jekan Raya subdistrict office still there is a convoluted service and existence of bureaucracy also still Very low. To be able to overcome bureaucracy pathology structured in Jekan Raya subdistrict, which must be done by Jekan Raya subdistrict, namely for low serving culture should perform quality public services, where the pattern of service implementation From the re-oriented government as a provider of service-oriented to the needs of the community as a user. Advice on the need for improvement of population administration services to improve the optimal service to the community, such as efforts to add facilities and infrastructure, should the government of Jekan Raya subdistrict can disseminate brochures on Service operational standard for the public to know the procedures of its treatment, the government of Jekan Raya subdistrict can provide information to the public to convey or provide a letter if there are complaints in the box/counter that has been Provided.

This article examines what impeded programme evaluation from being embedded in the Australian Public Service (APS), being relevant to the Australian Government’s current priority of embedding evaluation in the APS. It draws on a case study of evaluation as the major element of the 1980s APS ‘Managing for Results’ (MfR) reform and the reasons for evaluation’s later demise. During MfR, evaluation was intended to demonstrate the effectiveness of APS programmes. Although evaluation was incorporated into APS practice by 1992, after 1997, evaluation was no longer required. Currently, agencies must demonstrate their annual non-financial performance over 4 years under the Public Governance, Performance and Accountability Act 2013, with evaluation being recommended to support this requirement. It is pertinent to current Government consideration of a National Indigenous Evaluation Strategy, which supports the creation of an independent Evaluator-General to embed APS evaluation practice.

Performance of the National Treasury is of critical importance since it affects service delivery of other public entities. Low performance levels posted by the National Treasury has drawn a lot of attention from the citizens and corporate stakeholders especially with the ever increasing public debt, challenge in policy formulation and the challenge of adapting to information technology dynamics. Through Employee engagement, both public and private organisations attempt to improve organisational non-financial performance. Employee engagement includes practices such as job design, communication, leadership and rewards. Although many organizations have made efforts to enhance organizational performance, the measures of organizational performance they have adopted have not been appropriate especially for public and non-profit making organizations, for instance; relying on financial performance measures. The general objective of this study therefore was; to establish the effects of employee engagement and non- financial performance of National Treasury in Nairobi, Kenya. The findings of this study would be of great benefit to the National Treasury, Kenya and to all organization in the public. The study was guided by the following specific objectives; to assess the effects of job design, leadership, communication and rewards on organizational performance in the public sector in Kenya. This study was anchored on the Work Adjustment Theory, Stakeholder Theory, Social Exchange Theory and Vroom’s Expectancy Theory. This study adopted a descriptive research design. The target population was made up of 876 staff of the national treasury and using stratified sampling technique, a sample of 269 was included in the study. Primary data was collected using a questionnaire. Analysis of data was done using descriptive analysis and inferential analysis. A positive and significant effect was established between job design, leadership, communication and rewards on performance. The study concludes that the job design specifies the contents and procedures of performing the task in the organization. Hence, it helps in designing organizational structure. Leadership is vital for both in building the strength and power of the organization and in helping to manage relationships and resources. When managers and senior staff are good communicators themselves, they can expect to bring out each individual’s best skills and increase performance and through reward systems the employee will feel more motivated to work harder by having a reward system in place the employee will feel more committed to their work and their productivity will increase. The study recommends that through reward systems the employee will feel more motivated to work harder by having a reward system in place the employee will feel more committed to their work and their productivity will increase. The organization should the organization should establish its leadership standards and define the areas where managers need to excel in terms of directing the work of others. The organizational management should create a job description that eliminates ambiguity by clarifying the responsibilities and expectations for each member of your organization. The management of the organization magnify employee recognition by publicizing employee accomplishments across multiple forums such as company newsletters, dashboards and in team meetings.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure.
