Vocational training for employees is one of the important tasks in order to create a human resource capable of adapting to the rapid changes of the labor market, meeting the requirements of international integration part of rapid and sustainable development of the country. In the process of international integration, technology training for workers in Vietnam has always been the concern of the Government, not only thriving in both size and quality to meet growth but also create sustainable jobs firmly, contributing to ensuring social security for employees in the new context. However, in the integration process and in the context of the industrial revolution 4.0, vocational training for Vietnamese workers is faced with challenges such as quality not meeting the requirements of socio-economic development. Therefore, it is necessary to have a system of solutions to contribute to vocational training institutions to improve the quality of training for workers in the direction of approaching regional and world levels.

The government supports vocational training in order to improve social security for specific population groups, such as the ethnic minority youth. However, there exists information asymmetry among the stakeholders in vocational training, including the ethnic minority youth, local authorities, training institutions, enterprises and state management agencies, leading to adverse selection, moral hazard and principal-agent problem. Cities need continual improvements as they grow, and the government needs to create the means to meet this demand. To assist in sustainable development for communities, ISO 37120 was created to focus on cities, with indicators for urban services and quality of life. This article seeks to understand if Indicators for Sustainable Cities can help Governance make more assertive decisions and improve the residents’ quality of life.

Teacher is always a key factor which determines training quality in general and vocational training quality of the Vocational Education System (VES) in particular. In face of strong influences from the fourth industrial revolution (IR 4.0), teacher is getting more important in training of human resources, especially qualification level and capacity to apply technology and innovate teaching methods. Based on the analysis for impacts of the IR 4.0 on VES, requirements for capacity of teachers and the reality on vocational education teachers (VETs) today, this article suggests some solutions to develop VETs to adapt to the IR 4.0 as a basis for development of teachers at vocational education institutions in Vietnam.

<p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>

The Fourth Industrial Revolution (41R) era requires industries to adopt the use of technology and specialised study accomplished with digital knowledge. This has contributed to the high rate of unemployment and job loss of people, especially the youths without digital knowledge. The objective of this study is to understand how ICTs can be used for the sustainable development of youth employability. The youths are among the low-income populations that require access to information on industry requirement for improved employability and the provision of digital skills training will allow them to have the knowledge to use ICTs to access information on the relevant job skills needed in the labour market. The sustainable livelihood theory was used to guide the study. Recommendations for the study will allow the government, ICT policymakers, and stakeholders to use ICTs for the sustainable development of youths and improve employability.

Since 2010, an advanced regionalization project has been initiated by Morocco, which plans to consolidate the processes of decentralization and deconcentration by extending the powers of the regions and other local authorities. This project, institutionalized in the 2011 Constitution, defines the territorial organization of the Kingdom and reinforces decentralization according to a model of advanced regionalization. Through advanced regionalization, Morocco aims at integrated and sustainable development in economic, social, cultural and environmental terms, through the development of the potential and resources of each region. However, in order to honor this commitment of advanced regionalization, local authorities must be assisted in adopting a local strategic planning approach, allowing them to develop territorial plans for sustainable development in accordance with the national legal framework, specifically the Framework law 99-12, and international commitments in terms of environmental protection. This research deals with the issue of environmental governance in relation to the role and duties of local authorities. Thus, the main goal of our study is to present the guidelines to be followed by the local authorities to improve the quality of the environment integration process in the local strategic planning with the aim of putting it in a perspective of sustainable development.

Sustainable development constitutes a paradigm which is to respond to the risks of our times (environmental, social and economic ones). It is based on the necessity to use resources in a way which will not deprive future generations of them. Such a development seeks to improve the quality of life of the community while maintaining social equality, diversity and the wealth of natural resources. It can be perceived as a broader social change which Jeremy Rifkin called “the third industrial revolution”, and whose symptoms can be seen today. Within the scope of this concept, there is the social entrepreneurship that, through the market activities, focuses on the social mission. Such a mission may concern a number of issues, such as social re-integration, fighting exclusion, or environment protection. Taking into account the importance of human resources, the social capital and economic efficiency of these enterprises and simultaneously focusing on environmental efforts, constitute a practical dimension of the sustainable development in local communities. One of the social cooperatives operating in the Opole voivodship is a good example here.

Reveals the prerequisites, the process of development and structure of the National qualifications system in modern Russia, its significance for managing creation and appliance of qualifications in the labor and education fields and development of their dialogue. The author shows the role, main stages of activity and future tasks of the National Agency for the development of qualifications as an operator and methodological hub of this system, coordinator of interaction between business and education. Presents the key projects implemented by the National Agency: monitoring of the labor market, support for sectoral boards in order to form qualification structures, and build of the independent system of qualifications assessment. Since 2017, in accordance with the decree of the Government of the Russian Federation, the National Agency has been performing the functions of a Basic center for training, retraining and advanced training of workers. This function is particularly in demand today, since the promotion of new professional standards, new qualification requirements, and a new system of recognition of qualifications in the field of vocational training, secondary vocational and higher education is a guarantee of the quality of training.

Water as an engine for development. Water is the key to socio-economic development and quality of life, and therefore an essential factor to be properly linked to other development factors. Water was also one of the five priority issues at the 2002 World Summit on Sustainable Development in Johannesburg. Reaching the Millennium Declaration's ambitions to halve, by 2015, the number of people suffering from poverty, hunger and ill-health cannot be accomplished unless water and sanitation services are organized in a manner that effectively improves livelihood security, including food security.

The goal of sustainable development has to be achieved so as to maintain not only rate of economic growth but also the quality of life in terms the relevant environmental parameters. The realization of the dangers of pollution of all types, across the countries, made the human kind to think of alternatives. Towards this the international orgranisations like UNO have convened a number of Meets, Summits, Conferences, Conventions, Protocol and Accords. A brief analysis of the relevant international conventions was done to bring home the point that achievement of sustainable goals was not an easier task. Then a description of each of the 17 SDGs and the policy initiatives taken by the Government of India were taken up. It was found that among the 28 states of Indian Union, ve states namely Kerala, Himachal Pradesh, Andhra Pradesh, Tamil Nadu and Telangana took the rst three ranks in the SDG Index (2019).
