Problem statement. The accelerated development of the digital economy involves making proactive decisions to minimize the risks and threats of the new business format to the efficiency of the agricultural industry. Purpose of article. Specify key directions of development of digital technologies in the management of material resources and financial flows, to justify the risks and threats when implementing a digital control models, identify key factors in the transition moving to digital. The object of research is the management of material resources in the context of the development of the digital economy. Methods used in research. The theoretical and methodological basis for research was the work of scientists on the development of the digital economy and the management of material resources in agriculture. In the course of re- search, the following methods were used: monographic, abstract-logical, synthesis and system analysis, etc. The hypothesis of the study. The development of electronic and digital systems and models of material re- source management in comparison with traditional ones has a wide range of features, barriers and opportunities. Presentation of the main material. The development of digital technologies in agriculture is fragmented. The implementation of effective digital systems for managing material resources involves responding to and anticipating risks and barriers at the stage of transition from traditional to electronic models. Originality and practical value. The scientific novelty of the research is to systematize and supplement the scientific basis for the development of digital models of material resource management in agriculture, which subsequently contributes to the development of the concept of "Intellectualization of agribusiness in the Republic of Belarus" in terms of material resource management. Conclusions. The implementation of an effective system for managing material resources in agriculture in Belarus in the context of the digital economy is possible by drawing up road maps for parallel digitalization of all sectors of the national economy, which contains opportunities, risks, and barriers to implementing electronic business models.

The article examines the positive effects and negative consequences of the digital transformation of the national economy in terms of waves of technological progress and the spread of innovation. It is determined that the development of the digital economy is the most obvious result of the wave-like nature of digitalization. A three-sector model of the digital economy is proposed, where the primary sector is its core and includes fundamental innovations (semiconductors, microprocessors), basic technologies (computers, telecommunications devices), stimulating infrastructure (Internet and telecommunications networks); the secondary sector includes services based on basic digital technologies, including digital platforms, mobile applications, and electronic payment systems; tertiary – a digital economy based on a wide range of digital products and services, including e-commerce and new activities or business models that are transformed as a result of digital technologies. A system of indicators has been formed that provides a quantitative interpretation of the economic and social consequences of the process of the digital transformation of the national economy. Such an assessment will help to understand the potential impact of digital transformation on economic growth, which is often uneven, both within the country and between countries with different levels of socio-economic development. This impact was considered in several parameters, including labor productivity, gross domestic product, value-added, employment, as well as for various components of the digital economy. Emphasis is placed on the fact that the net impact on the overall economy is difficult to assess mainly due to the imperfection of existing methods of assessing the digital economy. It was found that the most threatening consequences of the digital transformation are labor displacement, as the exponential change in technology leads to the use of robots, autonomous vehicles, sensors, artificial intelligence, the Internet of Things, changing the workflow towards greater flexibility with the predominant use of temporary labor. The types of work organizations that are likely to be part of the working ecosystem for at least the next 10 years are described.

The article provides an overview of trends in the digital economy that affect the professional training of a modern specialist. The essence of the concept of digitalization and its main components are determined, the author's interpretation of this concept is given. Particular attention is paid to the signs of a digital economy: the presence of a high-tech IT infrastructure, processing of big data based on modern digital technologies, the creation of digital solutions (products, platforms), the design of new business models. A theoretical analysis of scientific literature was carried out and a list of competencies that a specialist in the digital economy should possess was identified. To confirm the results obtained, an analysis of the opinions of employers was carried out, on the basis of which the most significant competencies and professional qualities of a specialist in the digital economy were identified. Based on the results of the analysis of employers' requirements for modern specialists, the tasks of vocational education for the training of a specialist in the digital economy were identified.

The article addresses application of digital technologies in inspection activities. The article describes the scope of use of advanced technologies in practical inspection activities demonstrating a high degree of digitalization and wide range of inspection tasks. Opportunities, restrictions and risks of use of digital systems are analyzed. The article also clarifies unacceptability of “total digitalization” of inspection activities and infeasibility of inspectors’ replacement with digital systems without involvement of qualified personnel.

Over the years, researchers have presented different concepts regarding business models. There is no unanimity, but there is a general agreement that a business model is the representation of how a company conducts its business. Subsequently, interest in the topic has increased and has come to be considered by companies that, driven to incorporate a positive contribution to sustainability into their values, began to face economic development that considers social and environmental aspects instead of worrying only about profit for the shareholders. The general objective of this research is to identify how the merger of two Brazilian logistics companies with different customer segments can positively contribute to the defense of sustainability, considering social and environmental aspects. As a methodology, a literature review on business models, conceptual business models, and sustainable business models was used to legitimize issues relevant to the themes. The case studies allowed for a measurement of the productivity of the areas of the chosen companies, and a survey of used business processes and technological systems, in addition to diagnosing the level of maturity of these areas. An analysis of the strengths and weaknesses in these areas, within the studied companies, resulted in a solution that allowed for the optimization of processes and savings in human and material resources, and the identification of qualitative benefits arising from mergers, improvements in productivity and services, the standardization of processes, and the implementation of innovative digital technologies.

The chapter deals with the methodology of creating a unified information educational environment, providing the implementation of continuing education, the development and implementation of educational models, programs, environments, implemented with the use of digital technologies. The concept of “open educational system” was determined. The necessity of system analysis at the macro and micro levels with views of subsystems, which are its elements, was sufficiently justified. The notion of “system of continuous education” was determined. The related problems were analyzed and the solutions for the management of system of continuous education in the market economy and in terms of accession to the digital economy, were proposed. Were classified digital learning technologies in order to implement them in the open education systems. The paper shows that shaping of creative potential of future specialists can be performed through the introduction of digital technologies on the basis of educational technology and information and telecommunication technologies.

Problem setting. Digital technologies are one of the most current trends, with the help of which new models of interaction between the state, business and citizens are being formed. New methods of doing business involve constant work with data, which entails significant changes in traditional sectors of the economy. It should be emphasized that the development of digital processes leads to a significant increase in financial flows that are outside the scope of legal regulation. It seems that in order to adapt to the challenges of digital technologies, there is a need to develop its own (national) digital ecosystem, which will cover the field of tax regulation. Analysis of recent research. The study of some aspects of digitalization in the field of taxation has been the subject of scientific research by such scholars as O. Dmytryk, M. Kucheryavenko, D. Kobylnik, V. Ryadinska, K. Tokarіeva, and others. At the same time, the above direction is developing rapidly, and this in turn requires appropriate timely regulation and reflection in the law. In view of the above, the purpose of the article is to analyze the legal regulation of taxation in the digital economy. Article’s main body. The article discusses the features of legal regulation of the sphere of taxation in the conditions of building a digital economy. It was emphasized that the introduction of digital technologies into tax regulation has both positive (implementation of the principle of taxation convenience, the formation of a service model of interaction between authorities and obligated participants in tax relations) and negative aspects (fragmentary legal regulation, the need to implement mechanisms for protecting tax information included in the corresponding electronic services, bases). Based on the analysis of a number of acts of promising legislation of Ukraine: the introduction of a special legal (including tax) regime of Diya City was subjected to a critical analysis; the legislator's approach to the regulation of taxation relations for the delivery of electronic services to individuals by non-residents was positively assessed. Conclusions and prospects for the development. The formation of a service model of the tax authorities provides for even broader interaction of tax authorities with taxpayers in electronic form. It should be noted that the interaction of taxpayers with the tax authorities through "digital channels" can be both positive and negative, which largely depends on the ease of use of the service (thus increasing the convenience and efficiency of interaction between taxpayers). In addition, the analysis of the legal regulation of taxation in the digital economy in Ukraine indicates the need for comprehensive development of effective mechanisms for each specific tax (or even legal regime) and data protection mechanisms provided by the subjects of tax relations to the relevant electronic databases, registers, offices, etc.

Recently, the number of businesses using digital technologies has increased. The service sector is no exception. The article is devoted to the use of digital technologies in the service sector. The authors reviewed the advantages and threats of digitalization. As a result of the analysis, the concept of “digital economy” and “service sector” is clarified, and the need for digitalization is justified. The advantages obtained through the use of innovative technologies, both for the industry and for individual enterprises, are indicated. In relation to the industry, this will include: the use of new business models and forms of doing business; increasing the availability and promotion of services on the market up to the world; the emergence of new types of services; the use of control systems that replace humans. As a result of the analysis, the concept of “digital economy” and “service sector” has been clarified, and the need for digitalization is justified. For a single service enterprise, the benefits of implementing digital technologies can be expressed in: reaching the optimal consumer segment; determining the customer’s need for certain services; designing more flexible services; improving the quality of service by improving control of business processes; minimizing the time for services to enter the market; reducing costs by accelerating business processes; minimizing costs; increasing the availability of services through the dissemination of information in social networks; eliminating intermediaries in the delivery of services to the consumer and reducing costs, reducing the number of personnel performing routine operations. Digitalization provides not only the benefits but also pose a threat. These include various types of fraudulent schemes, an underdeveloped regulatory framework, a reduction in the number of employees, and changes in the labor market. As a result, there are increasing requirements for planning at the strategic, tactical and operational levels. Otherwise, the benefits of implementing digital technologies may be lost

Aim. The presented study aims to develop conceptual approaches to the formation of infrastructure for the innovative transformation of entrepreneurship in the digital economy, which would make it possible to optimize the management system of regional economic entities aimed at creating a favorable climate for the generation, development, and implementation of innovations in the Russian socioeconomic system.Tasks. The authors analyze conceptual approaches to the formation of a system of infrastructural support for the innovative transformation of business structures based on a comprehensive analysis of the parameters of its subsystems; substantiate priority directions for the development of regional infrastructure with a view to ensuring sustainable operation of economic entities; propose scenarios for the formation of regional infrastructure based on digital technologies for the transformation of innovation activities of companies.Methods. This study is based on the classical corporate life cycle theory, which includes mechanisms and organizational structures that facilitate the sustainable development of business structures in the digital economy. Theoretical and practical recommendations for innovation management and system analysis of the formation of competitive advantages of regional economic entities are used with allowance for current trends in the world economy and geopolitical risks.Results. Infrastructure support for the innovative transformation of business structures in the digital economy should allow for the reloading of the logistical, technological, financial, economic, informational, personnel, and communication units of the company’s integrated functioning system. Digital technologies transform system-wide, strategic, marketing, information, and communication methods of development and implementation of management decisions within regional socio-economic systems.Conclusions. Infrastructure support for the innovative transformation of business structures largely depends on the use of digital methods that allow for the implementation of information and communication platforms making it possible to optimize the organizational management structures of companies. The effectiveness of innovative transformation can be increased by accelerating and simplifying business processes; increasing the level of transparency and reliability of procedures performed on the web and implemented in business applications; structural transformations of forms of interaction with customers based on modern interfaces and access to complete information about consumer preferences; ensuring the availability of services provided on a cloud platform; achieving a high level of security of the knowledge base. Digital technologies have made the effectiveness of company management more dependent on the parameters of economic security and indicators of the quality of the information and communication infrastructure used at all stages of the functioning of the regional socio-economic system. Business communications in the global market of goods and services are accelerating and simplifying.

Introduction: modern society involves the creation of legal mechanisms aimed at the introduction of digital systems in all legally significant public interests. At the same time, modern federal programs and strategy for the development of the information society in Russia are the basic elements of the country’s economic development. The aim of the study is to identify the main legal components of the modern digital economy of the Russian Federation. Using the methods of scientific knowledge, especially the method of system analysis, it is found that the complexity of the problem involves the use of both law-making and law-realization “vision” of the main directions and forms of the legal adaptation of the digital systems of the modern economy support. Results: the noted shortcomings in the rule-making development are identified on the basis of the analysis of the data from the electronic banks, which allowed justifying the need for the legal regulation of digital relations in terms of improving the rules of law and the law enforcement practice in the country and proposing a number of measures to eliminate them. Conclusions: it is necessary 1) to create the normative conditions of the digital rights adaptation for the subjects of entrepreneurial activity; 2) to introduce a uniform approach to the concept of digital relations; 3) to justify the most significant advantages of the introduction of digital relations and information technologies covering the whole society.

Subject. The article addresses the transition of industry to the digital economy. It is extremely urgent, as the industrial complex is systemically important. Objectives. I consider the most important trends affecting the balanced and efficient functioning of the industrial complex. The aim is to assess and highlight barriers to its development in the digital environment, to devise comprehensive methodological tools to assess the level of industrial complex in the digital economy. Methods. The modules of diversification indicators are used as methodological tools for evaluating the industrial complex. The integral indicator of industrial complex development is calculated, using an additive model, and the distribution of intervals is specified, using the Sturges' rule. Results. In the industry, current trends in the digital economy dictate the need to improve innovative programs, introduce smart technologies to production processes. However, despite the activation of transformational processes of business models of industrial complexes engaged in manufacturing, the specifics of the technical base does not enable to move to digital technologies at the proper level, due to low adaptability. Conclusions. Using the considered methodological tools in practice will improve the reasonability of measures for introducing digital technologies, and, accordingly, enhance the efficiency of economic development of the industrial complex. The paper reveals the role of digitalization in improving the competitiveness of industries. It observes an increase in digital activity of the oil and gas industry.
