The dissimilation of the social functions of commercial banks is a phenomenon that the function of commercial banks deviates from the economic development and the people's livelihood. Such phenomenon, which can be seen all over the world, impedes the socio-economic development and affects the well-being of the people to some degree. After investigating and analyzing the dissimilation of the social functions of Chinese commercial banks, it was found that their social functions play a significant role, and the booming development of these banks has made great contribution to the economic growth and improved people's livelihood in China. China should also have special experience in preventing and handling this dissimilation.

The review examines the results of the December 2020 official census of the population of China, the most populous country in the world. It is noted that the Chinese government is seriously concerned about the low rate of population growth. The authorities fear that a slowdown in population growth and its aging while the size of the labour force is decreasing may seriously slow down economic growth. The opinions and statements of analysts on the prospects of the demographic situation in China in the context of its socio-economic development are presented.

Today people all over the world live in a multilingual environment. Our country did not stay away from this global process. One of the priorities of the socio-economic development of the Republic of Kazakhstan is the possession of three languages ​​by the people of Kazakhstan. Since independence, we have focused on establishment of political, social, economic and cultural ties with many countries of the world. The importance of language for the effectiveness of these relations and the development of the unity of the country and people is growing day by day. Multilingualism is one of the most important needs of today, allowing the younger generation fly freely in the educational space, explore the secrets of world science and show your ability. Therefore, the role, prestige and scale of the three languages ​​in the implementation of the trilingual policy in the country require close attention. Otherwise, there may be confusion in the positioning of each language. This is confirmed by the fact that criticisms are already being introduced into the implementation of this language policy. Multilingualism has emerged in accordance with modern requirements for teaching and working in English.

The article discusses the objective need to use the world experience of forecasting and planning in the process of developing a "welfare state" as an effective model for the modern development of a socially oriented market economy. The denial and lack of planning and forecasting of the economy on the scale of the country can lead to such negative consequences as uncertainty of the benchmarks of social and economic development of society for the long term and the development of chaos in the country; priorities of the decision short-term and current problems before strategic tasks on which the future development of society depends; preservation of playback modes; incomplete and inefficient use of resources; the emergence of crisis situations, etc. The practice of the leading countries of the world and the results they get prove that planning and forecasting are objectively necessary tools for the development of the modern market economy. The experience of many countries of the world testifies to the effectiveness of the use of these tools of state regulation of national socio-economic development. Features of forecasting and planning are considered in the representative countries of three existing systems of planning and regulation in the world: North American (USA and Canada); Asian (Japan and South Korea); European (France and Sweden). The forecasting and planning tools are based on the intersection balance model, which involves the inclusion of market impact (equilibrium prices) to determine the proportions of the plan and reflects the dynamics of production links (processes of public reproduction) of the national economy for several years. In the 21st century, strategic planning for the effective development of the state's economy is a prerequisite for sustainable economic growth and the formation of a national model of "welfare state" on this basis. Today, developed (post-industrial) countries use planning and forecasting, which have established themselves as an objective and natural tool for the modern market economy, where the role of the state is based on indicative planning, which ensures the achievement of sustainable economic growth to improve the well-being of the nation.

Crime is as old as man and it exists in every society in respective of its level of development. The rate at which criminals operate unhindered in most societies especially in developing countries around the world is worrisome. Crime creates fear and untold suffering among people. Crime often stands as a barrier to socio-economic growth of society, discourages investment, increases the cost of transactions and ultimately fuel migration which eventually creates economic development disparities around the world. The aim of this study is to analyze the manifestation of crime the world over with a view to intimating government of all countries to have a firm control of all criminal activities in their respective countries for a better society. The approach methodology is based on a literature review of scientific journals and reports. Secondary data were sourced from both published and unpublished works as the study applies descriptive method. The main results showed various manifestations of crimes such as banditry, kidnapping, rape, stealing and murder among others. Therefore, crime fuels corruption and destabilizes development of any society.  In conclusion, crime knows no boundary nor personality as it affects people at all levels. This sad activity will continue to be a major factor of lack of socio-economic development if no strong action is taken by governments to effectively tackle the activities of criminals, terrorists and bandits around the world.   Received: 14 May 2021 / Accepted: 5 August 2021 / Published: 5 September 2021

The current socio-economic development of the Siberian village and its arrearage from the standards of the population’s life quality require rural territories to change over to the sustainable development. This change assumes the depth and consistency of the innovative structural, organizational and economic, and legal transformations that are forthcoming in the economy and social area of rural territories. It is impossible to carry out such modernization simultaneously and everywhere. The authors of the study substantiate the methodology of a phased approach based on the theory of “poles” or growth “areas”. The methodology has been offered to form rural growth poles. It has been developed by using the cartographic method based on the principles of identifying growth centers and developing adjacent areas as economic satellites whose socio-economic development is related to the “poles” development. During the study, the authors have offered to single out seven rural poles of the social and economic growth in the Novosibirsk Region as promising centers of development, concentration of economically active population where it is possible to form territories of advanced development.

The realization of Ukraine's European integration aspirations and integration into globalization processes exacerbate the challenges and threats to the national economy in the segment of protection of social interests and especially in the context of the pandemic caused by SARS-CoV-2. This raises several issues aimed at studying the theoretical and methodological, and applied aspects of the formation and development of social security at the level of the state and society, and at the level of the individual. In particular, the paper analyzes the essence and content of the concept of "social security", its types and forms of manifestation. Particular attention in the study is paid to determining the factors influencing the level of social security of the state, including through the prism of interaction on indicators of socio-economic development. A system of principles was defined on which the concept of sustainable economic growth through the prism of social security should be based, namely: the level of socio-economic development of the state, territorial integrity and inviolability of borders, improving the welfare of the population, compliance with state standards and social guarantees in the field of finance, patriotic education, completion of financial and administrative-territorial decentralization, implementation of gender-oriented policy at all levels of government, creation of appropriate working conditions, etc. Based on this, the main indicators that determine the state of social security were analyzed: level of education, level of welfare, the share of the working population, mortality rate, population growth rate, real GDP growth rate, and GDP per capita, etc. According to the results of the analysis, the problems of social security in a pandemic was identified and a set of recommendations aimed at forming a safe and progressive development of the country, increasing its competitiveness in the world economic arena, which will generally increase social guarantees and well-being as an individual and society as a whole.

Relevance of the research topic. Socio-economic development, which is the main task and simultaneously an instrument for ensuring the effective functioning of the country and increasing the well-being of its population, is directly dependent on the effectiveness of fiscal policy. The choice of forms, methods and models of budget regulation allows to achieve the achieved results by allocation and redistributing the gross domestic product according to the priorities of ensuring economic growth. However, at the present stage, the danger of destructive influence on the budget system of endogenous and exogenous factors of influence increases. Thus, the analysis and characterization of the main approaches to the formation of the state budget security and determination of its increase the directions in the conditions of the country's transformation fiscal system and the limited financial resources are relevant. Formulation of the problem. The aim of the study is to reveal the methodological and practical provisions of the formation Ukraine budget security in the context of the institutional modernization of the economy and to determine the directions of its increase by means of fiscal regulation. Method or methodology for conducting research. The country's budget security is one of the main indicators of the level of development of the financial system. Providing long-term sustainability of public finances, balancing social and economic development is a priority task of state authorities. The main indicators of Ukraine's budget security show that there are destabilizing factors, but effective budget regulation will minimize their negative impact on the pace of economic growth. It is advisable to increase the level of budgetary discipline, improve medium-term budget planning and forecasting, form an effective strategy for managing public debt and budget deficit.

AbstractEducation is commonly heralded as one of the key policies for fostering future progress and well-being. Hence, education policy can be conceptualized as a social policy as it enables individuals to acquire skills for living an independent and fulfilled life while also providing states with a toolkit to stimulate economic growth and social cohesion. In this chapter, we first map the population of education International Organizations (IOs) to describe the organizational field in which the social policy discourse in the sub-area of education takes place. The assessment of what types of IOs deal with education is summarized in a typology to identify different clusters of IOs and provide accounts of both their characteristics and the different niches they have populated in the organizational field of education policy. Second, the ideas IOs hold regarding education are analyzed and it is shown how the discourse on education has developed over time within the population of IOs.
