The article is devoted to the application of economic and mathematical models of business planning management based on the use of the feedback principle. As the objective function (evaluation toolkit) of the task, the value of the execution time of the entire business project, which must be minimized, is considered. To solve this problem, it is proposed to form a class of admissible strategies for optimal adaptive control of the implementation process; as well as a specific business project using network economic and mathematical modeling is worked out. Within the limits of these strategies, the method of achieving optimal self-adjusting control of business planning processes is determined, the optimal execution time and the optimal timetable for the implementation of the project are determined. The main feature of the proposed new method is the ability to take into account the real conditions for the implementation works of the concrete project, which makes it possible to timely adjust the process of management of business planning and prevent disruptions in its implementation. This method also serves as the basis for constructing numerical algorithms for the development and creating the automated systems for realization of optimal adaptive control of business planning processes. The results obtained are illustrated on a specific business project for opening a public catering enterprise and show a high degree of efficiency in using the new method.

The processes of integration of Ukraine into the European Economic Community, the presence of powerful competitors in the European markets encourage the formation of a set of measures with the distinction of tools to ensure the competitiveness of the agro-industrial complex of the state. The necessity of ensuring the competitiveness of Ukraine's agro-industrial complex on the basis of determining the competitive advantages dictate the urgency of scientific search for new methods, forms, tools for its enhancement, which will further promote the market relations in Ukraine and will have a direct impact on the wellbeing of the population. The aim of the work is to develop an innovative economic-mathematical model for assessing and forecasting the grade of competitiveness of the agricultural sector of Ukraine based on fuzzy sets, which will allow acceleration of the process of Ukraine integration into the European market. The object of the research is the process of ensuring the competitiveness of the Ukrainian agricultural sector. The subject of the research is methodological aspects of economic and mathematical modeling of the competitiveness of the agrarian sector of Ukraine. The methodology of the study is based on the principles and mathematical provisions of fuzzy sets, which allows to use both qualitative and quantitative indicators of influence on the process under study. As a result of the research, based on fuzzy set theory, which allows taking into account both quantitative and qualitative factors of influence on the level of competitiveness, an innovative economic-mathematical model of valuation and forecasting of the grade of competitiveness of the agricultural sector of Ukraine has been developed. The classification of factors influencing the level of agrarian industry competitiveness has been formed. The forecast of the grade of competitiveness of the agricultural sector of Ukraine in 2025 has been made, which will allow formulating a strategy of development of the agricultural sector of Ukraine.

This study aimed to establish baseline data for performance concerning the business planning function of agricultural small-, micro- and medium-sized enterprises (Agri-SMMEs) in the Eastern Cape Province, South Africa. It also endeavoured to investigate the extent to which Agri-SMMEs that had adopted total quality management (TQM) had improved their business planning performance. An action research design and mixed methods, which included the internationally recognised South African Excellence Model (SAEM), were used to collect qualitative and quantitative data from Agri-SMMEs in the Western Eastern Cape (WEC) that had adopted the TQM philosophy, as well as from WEC and Eastern Eastern Cape (EEC) Agri-SMMEs that had not adopted that philosophy. Whether or not they had adopted TQM, the Agri-SMMEs studied were performing poorly relating to the business planning function when benchmarked against world-class standards. Hence, Agri-SMMEs that had implemented the TQM process did not necessarily have a performance advantage over those that had not adopted the process. With respect to practical implications, the use of the SAEM for continuous performance improvement of the business planning function should be promoted and interventions should be provided for the identified shortcomings relevant to this function. It is the first study of its kind to be conducted in the agricultural sector in South Africa. Therefore, the findings should provide a useful guide to enterprises contemplating implementing a TQM programme.

The article describes the functionality developed by the authors of an intelligent software system for optimizing adaptive control of business planning processes in the face of uncertainty. The results are based on a new method for optimizing adaptive project management using network economic and mathematical modeling. Based on this method, a methodology has been developed for solving the problem of optimizing adaptive control of business planning processes, which in the proposed intelligent software decision support system uses a block containing an adaptive control optimization model. As the objective function (evaluation functional) in the method used, the value of the length of the time period for the execution of the business plan, which needs to be minimized, is considered. The method used allows you to create a class of acceptable strategies for adaptive control of the implementation process for the business plan in question. Within the framework of this class of strategies, an optimal adaptive control strategy for the implementation of business planning processes is formed, the optimal time for its implementation and the optimal schedule for implementing the business plan as a whole, and the corresponding optimal adaptive control strategies are calculated. Application of the proposed new method in an intelligent software system allows for feedback and optimal time for the implementation of the business project as a whole. The developed intelligent system is designed to automate the modeling of business planning processes and optimize adaptive decision-making control during their implementation on the basis of network economic and mathematical modeling, as well as methods and tools for developing intelligent soft systems. The created system takes into account the existing specific technical and economic conditions and information support. The results obtained in this work can serve as the basis for creating intelligent instrumental systems for supporting managerial decision-making in the implementation of business planning processes in the face of information uncertainty and risks.

The article shows that mathematical disciplines are the foundation for the formation of research competence of students of agricultural universities. It was found that the willingness to use knowledge in mathematics is a prerequisite for obtaining a high-quality professional education, carrying out research activities. The definition of research competence of a specialist in the agricultural industry is given and the purpose of its formation among students-agrarians is indicated. It is proved that the formed research knowledge, abilities, skills, the acquired initial research experience in the mathematical plane should become the basis for the effective professional activity of a modern agrarian. It is shown that the content of the mathematical training of future agricultural specialists should be adjusted, and the knowledge of agricultural students in mathematical disciplines and the ability to use them in practice should be integral. The necessity of using the method of mathematical modeling in the process of forming research competence is substantiated, which provides for a balanced use of methods and teaching aids, forms of organizing students’ educational activities. The essence of mathematical modeling is considered, which is a set of all possible mathematical relationships that describe the main patterns, properties of the process, object or system under study, as well as tasks of mathematical modeling that appear when solving professional problems arising in the agricultural sector. The prerequisites for the use of mathematical models in the management of agricultural production are determined. The principles and requirements for mathematical models are generalized. The stages and methods of constructing mathematical models are highlighted. An example of applying the method of mathematical modeling in the course «Higher Mathematics» when studying the topic «Differential Equations of the 1st Order» is given. Conclusions are made on the application of the method of mathematical modeling to the formation of research competence of students-agrarians.

Introduction. The efficient land use remains an important issue for the development of Ukraine's agricultural sector. The formation of modern land relations, on which the efficiency of the economy depends, requires the creation of an effective mechanism that would stimulate the efficient use and preservation of land. Methods. The following methods are used to achieve this goal, theoretical generalization, system analysis and synthesis; logical and historical method; institutional approach; abstraction and formalization, economic and mathematical modeling, optimization. Results. The executed research of prospects of development of ground attitudes in Ukraine is determined in given article. Determined the main directions to solve problems of land relations and their development. Genesis of development of the land lease relations in the agrarian sector of the economy of Ukraine is studied. We showed that lands lease is the main direction of land shares' (pay) using in Ukraine by persons, who have received the certificates of title under the land transfer act now; it also takes the main place in the system of agricultural lands' human activity. Discussion. The perspective directions of further research are the formation of the agricultural land market and the impact of state financial support on the land price and rent. Introduction. To date, the high turnover of staff, their aging and declining productivity in enterprises of the agricultural sector of the economy are studied. There is a need to assess the effectiveness and feasibility of the existing system of intangible incentives in terms of its importance to stabilize personnel policy, as well as identify areas for improvement of this system, offer tools for diagnosing staff motivation, build an econometric model, substantiate recommendations for improving intangible resources. Purpose. The aim of the article is to analyze publications that consider methods of motivating personnel of enterprises, the use of mathematical apparatus to calculate the integrated assessment of motivation of personnel of enterprises, construction and analysis of econometric model of intangible methods of motivating labor resources of agricultural enterprises of Dnepropetrovsk region. Method (methodology). The article uses the results of a survey of employees of agro-industrial enterprises; methods of correlation-regression analysis are used for the calculation of results as one of the main methods of scientific research; methods of mathematical modeling. Results. An econometric multifactor regression model of the indicator of integrated assessment of labor resources motivation of agro-industrial enterprises is constructed as a result of the research. There is a direct relationship between the state of the indicator and the assessments of employees on the components of intangible methods of motivation. The results of the calculations allowed us to conclude: an increase in the assessment of employees on the possibility of professional training by 1 point indicates an increase in the integrated assessment of the indicator by 0.998; the rise of the assessment of the possibility of career growth by 1 point enlarges the integrated assessment on 0.846; an increase in the score on the provision of soft loans by 1 point provides the going up in the integrated score by 0.587; increasing the assessment by the method of leisure incentives leads to the grow of the integrated assessment by 0.518; the rising assessment of employees for the provision of discounted meals by 1 point increases the integrated estimation by 0.605; increasing the scores on transport support and the possibility of recovery at the expense of the company by 1 point also brings up the integrated score by 0.471 and 0.603, respectively. The calculated correlation coefficients between each of the factors and the integrated indicator demonstrate a significant correlation and the influence of each factor on the integrated indicator. In this regard, it is necessary to continue to apply the methods of mathematical modeling, which allow to estimate not only the level of motivation, but also to develop and implement an effective mechanism for further development of labor resources in agricultural enterprises.

В статье изложены результаты исследований в рамках выполнения стратегических направлений деятельности Инжинирингового центра технологий цифровой среды для обеспечения комплексной безопасности телекоммуникации, средств связи и энергоэффективности Орловского государственного университета им. И.С. Тургенева. Рассмотрен актуальный для аграрного сектора вопрос функционирования периферийных сельскохозяйственных объектов в условиях ограниченных энергоресурсов. Предложен научный подход с использованием математического моделирования. The article presents the results of research in the framework of the implementation of the strategic directions of the Engineering Center for Digital Environment Technologies to ensure the integrated security of telecommunications, communications and energy efficiency of the Oryol State University named after I.S. Turgenev. The issue of the functioning of peripheral agricultural facilities in conditions of limited energy resources, which is relevant for the agricultural sector, is considered. A scientific approach using mathematical modeling is proposed.
