The article analyzes the current state and prospects of financial development of labor potential in Ukraine. The comparative analysis of financial support of labor stimulation in the leading countries of the world is carried out, the factors of stimulating and limiting influence on a condition of labor potential of the country are grouped. It is determined that the key problems hindering the development of labor potential in the country are the low level of development of the national economy, associated with a significant backlog of technological capabilities, moral and physical depreciation of fixed assets, the inability to create an innovative product with high added value. It is substantiated that in order to develop the national economy, the key condition is the creation of high-tech production that can ensure the competitiveness of its own products on the world market, which can be done only with adequate financial support to stimulate labor potential. It is proved that adequate financial support for labor incentives should be a key condition for the generation and preservation of labor potential necessary for the effective functioning of the national economy.

The role of cultural heritage in the socio-economic development of regions and communities is shown in the paper, namely, its importance for potential development opportunities of the tourism and recreational industry. The model of using cultural heritage at the regional and local levels with the purpose of creation of tourist and recreational cluster "Nevitsky Castle" is proposed. The methodology of attracting internal investments in the form of remittances of migrant workers, budget assignments of all levels, and small business resources for the development of the territory has been elaborated. The current state and features of the territorial organization of Zakarpatska Oblast tourist potential are analyzed. Tourism is proven to be one of the most profitable sectors of the world economy, which is developing most dynamically and is among the most important factors of socio-cultural development that contribute to improving the level and quality of life of the population. That is why attention is paid to the priority of the tourism and recreational industry in the economy of the region. Specific proposals for the implementation of public-private partnership based on the example of the tourist and recreational cluster "Nevitsky Castle" are developed in such a way that everyone gets their own benefit – an investor does not need to buy the land, the state guarantees the permitting and documentary support, creates an infrastructure component, and participates in the restoration of a cultural heritage object, while a private partner invests his own money and entrepreneurial experience, effectively manages his own project, involves modern technology, creates jobs and fills the budget. The creation of appropriate conditions in the real sector of the economy for the return of migrant workers and productive use of their savings and for the implementation of the President of Ukraine initiative "Come back and stay" and the Government Program of micro and small business lending is scientifically substantiated. The systemic use of cultural heritage as an important factor for the social, economic, and cultural development of territories of different administrative levels is recommended.

Organization’s social responsibility as a factor of labor potential development is considered in this article. In such a case the formation and realization of organization’s social and responsible activity shall have complex character. The subject of social responsibility of Russian business is analyzed in a context and taking into account the developed world practice. The author assigns a key role in increasing of organizations’ social responsibility to formation and development of labor potential and its separate elements.

The essence of labor potential of Kyiv region and its taxonomic levels is revealed. There are 4 thematic blocks of development of labor potential: environmental, demographic, economic and cultural blocks. 13 indicators of formation and use of labor potential in the district dimension were calculated. The integral rank of development of labor potential for each district is calculated. The ranking of the districts of the Kiev region by the values ​​of block indexes. The spatiotemporal framework of the development of labor potential is substantiated. Cluster analysis was performed using the Vard and K-means methods. The existence of hierarchical clustering of districts in the selected three clusters by the level of development of labor potential is established. Clusters are identified: outsider areas and buffer areas. The existence of the core of the development of labor potential of Kyiv region is substantiated. The presence of a fixed space-time frame of labor potential is established. Three types (groups) of districts were identified according to the studied indicator. The field of differentiation of districts of Kyiv region by the magnitude of the basic increase of the integral rank of development of labor potential is revealed. The level of polarization of labor potential development or the gap between the maximum and minimum value of the integral rank of labor potential development is established. A centre-peripheral model of labor potential development has been constructed. The dynamics of the integral rank of development of labor potential in the section of districts is analyzed. Four are identified:1) central or core / central areas; 2) districts of semi-peripheral type or semi-peripheral areas; 3) peripheral or peripheral areas; 4) lacunar type areas or lacunar areas (areas that are exceptions to the rules of center-peripheral spatial distribution). The specifics of formation, functioning of districts are revealed and the main problems and perspective directions of their development are highlighted.

The scope of the research is the assessment of labor potential of the municipal civil service of Saratov region. This researchs methodology combines three methods for different purposes: cost method, quantitative method and the qualitative research.The results showed that the application of the program-target approach provides foundations of formation of the state and municipal initiatives for the education of the municipal civil servants and enhances the comprehensive development of the labor potential of municipal civil service. The approach will stimulate systematic and on-going evolution of labor potential of municipal civil service based on assessing its current state and level of development. The authors conclude that the lack of state and municipal initiatives for vocational training of municipal civil servants (especially retraining and further education programs for them), does not allow for the comprehensive education of municipal civil servants, which may lead to decrease their effectiveness in the future.

The purpose of this article is an attempt to explain the contemporary Polish-New Zealand economic relations, as well as potential development of the further cooperation. The relatively new diplomatic relations between Warsaw and Wellington are not enough studied and therefore they require more research. Legal framework is an obvious factor, which can be seen both in the methods of soft and hard law. Understanding history and characteristic marks of this relation would allow developing economic cooperation but also establishing it in the branches of national economy where such collaboration does not exist yet. Both countries perceive one another as an important, trust-based representative of appropriately the Central-East Europe and the South Pacific. Cooperating with each other, Poland and New Zealand might not only increase their bilateral trade exchange, but also become a key economic associate within the partner region.
