Labor Potential

The article analyzes the current state and prospects of financial development of labor potential in Ukraine. The comparative analysis of financial support of labor stimulation in the leading countries of the world is carried out, the factors of stimulating and limiting influence on a condition of labor potential of the country are grouped. It is determined that the key problems hindering the development of labor potential in the country are the low level of development of the national economy, associated with a significant backlog of technological capabilities, moral and physical depreciation of fixed assets, the inability to create an innovative product with high added value. It is substantiated that in order to develop the national economy, the key condition is the creation of high-tech production that can ensure the competitiveness of its own products on the world market, which can be done only with adequate financial support to stimulate labor potential. It is proved that adequate financial support for labor incentives should be a key condition for the generation and preservation of labor potential necessary for the effective functioning of the national economy.

The article investigates the process of formation of competitive advantages in the context of transformation of the structure of the national economy. One of the main priorities of economic policy of modern countries is to build a competitive, socially oriented economy that can successfully integrate into the world economic space. To ensure sustainable development and counter negative external influences, strategies are developed and implemented aimed at creating competitive advantages and, consequently, increasing the country's international competitiveness. The issue of transforming the structure of the national economy is urgent, as the level of lagging behind the development of the domestic economy from neighboring countries is similar and the country's raw material specialization is consolidating in the world market, which in turn preserves low living standards. Indicators of economic development show that without radical changes in economic policy, the lag in the development of the Ukrainian economy will only increase. The formation of competitive advantages in the context of the modern structure of the economy inherent for a large European country should be based on the economic specialization of the country in industries and activities that create greater added value, such as processing industry, chemical, engineering, IT, green energy, pharmaceuticals and other high-tech industries, industries of higher technological modes. The role of public-private partnership in the formation of effective economic policy aimed at forming the competitive advantages of the national economy is important.

The article discusses the current problem related to the innovative development of our country’s economy under the influence of globalization. The transition to a higher level of economic development will increase the competitiveness of the Ukrainian economy as a factor of economic growth in the context of globalization. Sustainable economic growth of any state requires favorable conditions for business development and active intervention of innovative factors in economic life, which involves an increase in competitive advantages over other countries of the world. Therefore, the problem of competitiveness of Ukraine's economy is extremely relevant in the context of globalization. Key approaches to assessing the competitiveness of the national economy in the current environment are also being considered. A system of indicators of competitiveness of the national economy is being formed, as well as the factors influencing it. The article defines the essence of the concept of competitiveness of the national economy as a factor of economic growth in the context of the integration of the world economic space and the formation of a global market. Among the main methods that were used in the process of analytical research, the following should be highlighted: analysis and comparison – to determine the concept of competitiveness and the factors affecting it. Methods – for processing statistical data when assessing the analysis of factors affecting competitiveness; strategic analysis – identifying Ukraine's place in the world ranking. To strengthen and increase the competitiveness of the national economy in the context of globalization, further modernization and diversification of industry is required by transferring it to a qualitatively new level, aimed at the advanced development of high-tech processing industries, primarily in the production of finished products (production of dietary supplements and organic food) with high added value based on deep processing of raw materials; continuation of the policy of stimulating the localization of production and import substitution, primarily of consumer goods and components, expansion of inter-industry industrial cooperation; liberalization and simplification of export activities, diversification of the structure and geography of exports, expansion and mobilization of the export potential of economic sectors.

The article analyzes the current state and prospects of development of the financial potential of the agricultural sector of the Ukrainian economy. The analysis of existing approaches to the interpretation of the definition of "financial potential" revealed their diversity, which was a prerequisite for the disclosure of the author's approach to the interpretation of the definition of "financial potential of the agricultural sector". It is proposed to consider the financial potential of the agricultural sector of the economy in the context of its important role not only in ensuring its own process of expanded reproduction, but also ensuring food security of the country. Factors of stimulating and limiting influence on the state of financial potential of the agricultural sector of the economy are grouped. It is substan-tiated that in order to ensure the dynamic growth of financial potential of the agricultural sector of the economy, the key condition is the development of its own high-tech production capable of meeting technological, technical and other needs of the agricultural sector. It is proved that the formation of the financial potential of the agricultural sector of the economy is an important tool for ensuring food security of the state, a key condition for the generation and preservation of the financial potential of the national economy. The mechanism of diag-nostics of financial potential of agar sector of economy is offered, and its role in maintenance of its effective functioning is substantiated. It is substantiated that effective application of the mechanism of diagnostics of financial potential of agar sector of economy should be based on the corresponding institutional maintenance, system of indicators of diagnostics of financial potential of agrarian sector, active introduction of innovative tools of technical and technological updating of this sector.Keywords: finances; financial resources; financial support; potential; financial potential; agricultural sector, formation of financial potential of the agricultural sector of the economy.У статті проаналізовано сучасний стан та перспективи розвитку фінансового потенціалу аграрного сектору економіки Укра-їни. Узагальнено фактори стимулюючого та обмежуючого впливу на стан фінансового потенціалу аграрного сектору економіки. Визначено, що ключовими проблемами, що виступають загрозою формування фінансового потенціалу аграрного сектору еко-номіки є низький рівень функціонування національної економіки, пов'язаний зі значним відставанням технологічних можливос-тей, моральним та фізичним зношенням основних засобів, неможливістю створення інноваційного продукту з високою доданою вартістю, що спричиняє значну залежність аграрного сектору від зовнішніх партнерів. Обґрунтовано, що з метою забезпечення динамічного зростання фінансового потенціалу аграрного сектору економіки, ключовою умовою є розвиток власного високотех-нологічного виробництва, здатного задовольнити технологічні, технічні та інші потреби аграрного сектору, що можливо здійсни-ти лише за умови системного розвитку національної економіки. Доведено, що формування фінансового потенціалу аграрного сектору економіки виступає вагомим інструментом забезпечення продовольчої безпеки держави, ключовою умовою генерації та збереження фінансового потенціалу національної економіки. Запропоновано механізм діагностики фінансового потенціалу агар-ного сектору економіки, та обґрунтована його роль у забезпеченні результативного функціонування аграрного сектору економіки. The features of the fintech market and the prerequisites for its development are analysed. The factors that influenced the development of the industry on the world market are considered. The regulatory framework of fintech in Ukraine is analysed. Legislative initiatives for the development of the financial technology market in Ukraine, which are important for creation of fintech ecosystem, are analyzed. The importance of use of new regulations based on the experience of European countries but only if considering the current state of the economy and national interests is noted. The main tendencies on the market of financial technologies in the world and Ukraine are analyzed, the expediency of application of new technological decisions in the conditions of post - pandemic recovery of national economy is substantiated. Exports of Russian cereals have been growing for five years. In 2017, exports of Russian cereals came to the second rate in the world, and wheat exports came to the first rate. In near future, Russia intends to increase its export potential and maintain its leadership in the global cereals market. The authors have put forward the hypothesis that increasing exports of Russian cereals are not just the result of a favorable combination of weather, economic and political conditions, but it is an expected result of the development of Russian cereal farming. The purpose of the study is to examine the factors that could increase the volume of exports of Russian cereals, and elaborate perspective ways to develop the export potential to strengthen the Russian position in the world cereals market. Using the methods of theoretical analysis, the authors have revealed the peculiarities of Russian and world market development. Economic and statistical methods of analysis have allowed to determine the trends and the conditioning factors in the cereals market development. The authors have come to the conclusion that increasing exports of cereals are caused by growth in cereals production and changes in the expense side in the Russian cereals balance, as well as an active foreign economic activity to expand cereals supplies, and state exports support. Russia is able to increase the volume of food exports, augmenting not only exports of cereals, but also derivative products, which are characterized by high added value, that is the most promising way to develop the export potential.

The level of economic development of entrepreneurship in any country in the world is crucial in increasing the competitiveness of the national economy in the world market of goods and services. The activities of economic entities are the driving force for the sustainable development of regions and their suburban areas, and they also impact the welfare of population. The article dwells on the analysis of scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. The article analyzes the scientific approaches to the regulation of economic development of enterprises in suburban areas of the region. According to the well-known classics of the fundamental economic theory of entrepreneurship development (A. Smith, D. Ricardo, V. Laungard, A. Loria) the peculiarities of economic development of entrepreneurship in suburban territories of the region are determined by the possibility of distribution of surplus production, minimum production costs per unit of production, availability of labor resources. In modern economic theory (M. Weber, A. Pre, S.M. Kimelberg, E. Williams, C. Vlachou, O. Iakovidou, J. van Dijk, P. Pellenbarg) the development of entrepreneurship in suburban areas of the region can be determined by institutional, innovation, technological, social, ecological and other features of the economy at the regional, state or world levels. The complex and comprehensive generalization of the features of economic development of entrepreneurship in suburban areas is proposed. There are (1) the type of decision taken by an enterprise to carry out business activities in the relevant suburban area of the region, and (2) the influence of internal and external factors on economic activity. The article argues that large enterprises are guided by more objective decision-making reasons, attaching the most importance to the physical and innovative environment. Medium and small enterprises are mainly focused on getting benefits for the entrepreneur in the short-term time period and location in the nearest geographic area. The attention was paid to the tools of ensuring economic development of entrepreneurship in suburban areas of the region, taking into account institutional changes in the national economy and the experience of developed countries of the world.

Research background: The products of the arms and military equipment market create the material basis for the country’s military security. The most important segment of this market is the market of naval equipment. The acquired competencies have naturally led Russia to the role of the most important exporter in this market. The authors have repeatedly addressed the topic of Russian shipbuilding and the role of Russia in the world market of naval equipment and military ships. Purpose of the article: The main goal of the research is to analyze the current state of the market of naval equipment, the positions of its main participants and, especially, Russia. To determine the future prospects of Russia’s presence in this market, it was necessary to identify the main problems of Russian shipbuilding and consider the impact of external factors on the state of the industry. Methods: Generalizations of the research are based on processing and systematization of data obtained from available information sources. Analyzing the statistics, the authors were able to deduce the trends of the current moment and determine the prospects. Findings & Value added: The analysis of key market indicators, as well as the problems of Russian shipbuilding, allowed the authors to build possible scenarios for its future development, from optimistic under favorable external factors to pessimistic, in which the loss of not only military security, but also the position of the largest exporter in the world market of naval equipment and military ships is inevitable.

Introduction. This article addresses the question of existing problems of development of construction industry in agriculture. Outdated old construction technologies and building structures give a reason for optimization and introduction of modern technologies in agricultural production. The outdated technologies of agricultural construction have a negative impact on the position of agricultural industry in the world stage of trade and economy of countries, while optimization and inevitable modernization of agricultural production and construction allow securing a foothold in the world market. Aspiration to take the lead in the world market is one of the most important tasks of agricultural industry. The agricultural industry also plays an oversize role in human life and the health, efficiency, development and activity of citizens depend directly on the quality of products delivered to the shop windows. This scope of research of this article is a comparison of traditional, temporary, field vegetable storehouses operating in winter time with modern technology of construction of these facilities in terms of technology, efficiency, environmental friendliness, mobility, availability, functionality and profitability. Materials and methods. In the course of this work, the following research methods were used: familiarization with the relevant statutes and regulations related to the study area, comparison of traditional and modern methods of vegetable storage in the field environment during the winter period and identification of the main advantages and disadvantages. Results. The positive and negative sides of the design and methods of construction of modern and traditional outdated technology have been revealed, as well as optimization of construction solutions necessary to ensure conditions for maintaining the quality of products in due form. Conclusions. Modern construction concepts and development of agricultural construction is an important area that allows provoking the trend of economic growth of countries, to take a leading position in the world market, to improve the quality of life of citizens, to improve the ecological system of the area and develop business activities.

Introduction. Lack of direct investment has recently forced entrepreneurs to resort the other forms of investment, which makes it relevant to study one of these forms – leasing. The rapid development of leasing activities in foreign countries is due to the fact that it is an advanced method of logistical support of business activity. Due to its advantages, leasing gives wide access to advanced technologies and technologies to business entities. Influencing the macroeconomic dynamics in the country, it activates the process of investment and renewal of fixed assets, creates new jobs, promotes the development of the national economy. The purpose is to study the trends of leasing development in the world and to offer the basic directions of introduction of foreign experience in domestic practice. Methods. The historical, analytical, empirical, inductive-deductive, comparative research methods to implement the principle of objectivity of scientific presentation have been used. Results. The article examines foreign experience and legal support for the development of leasing services. Revealed, globalization, specialization, consolidation, the formation of strategic alliances are the modern tendencies of dynamic development of the world market of leasing services. Conclusions. Suggestions have been made on the need to introduce the foreign experience of leasing development in Ukraine through the improvement of the legislative base, its harmonization with international norms, the creation of infrastructure of the leasing services market, the development of the guarantees system and insurance. Leasing items, that increase banks’ interest through the system of long-term loans, are substantiated.
