Factors that have the most significant impact on the innovative development of the regions of Ukraine were identifies in the article, taking into account the current trends of globalization and regionalization. The region is a complex socio-economic system. Its functioning determined by external environment factors. Moreover, these factors determine the opportunities and prospects of the regional further development. Nowadays the sustainable development of the region, the regional economic complex and economic entities possible only with sufficient resourcing and the implementation of various kinds of innovations. This requires adoption of the latest tools and effective management of all aspects of economic activity, creating opportunities for innovation. The assessment of the innovation development factors for region made based on the systemic and evolution approaches. The general analysis of the trends in the innovative development of the regions of Ukraine, carried out in the article, indicates significant regional differentiation and downward dynamics indicators (namely, the number of performers of scientific and scientific-technical works and the number of innovatively active enterprises) However, the number of implemented innovative technological processes increased. The construction of a matrix of connections between factors of regional innovation and resource clusters carried out using the method of Quality Function Deployment. Data, obtained as a result of the analysis of the factors of innovative development of the region, grounded that substantiate the strategic importance of information and technological clusters of resources for ensuring such development, as well as the competitiveness of the region in conditions of permanent dynamic changes in the external environment. Besides, innovative development as an effective direction for modernizing the economic complex of the region. It should be carried out based on mobilizing endogenous factors – the available internal resources, among which clusters of information and technological resources are the most significant.

The article is aimed at analyzing and systematizing the approaches to determining the smart priorities of the regions of the European Union, which are leaders in innovative development, to develop recommendations for improving the process of formation of regional strategies for smart specialization in Ukraine. Smart priorities of the top 10 innovatively active regions of the EU according to the Regional Innovation Board were studied using the information provided by the European platform for smart specialization. Certain methodological problems and limitations for the analysis of regional smart specializations related to certain changes in the NUTS classification and different periods of adoption of regional strategies are identified. It is noted that smart priorities in many regions are based on the innovative development of traditional types of economic activity. It is displayed that the processing industry is most involved in the formation of regional smart specializations, also widely involved are the sectors of scientific-technical activities, information and telecommunications, transportation, and education. It is defined that a large proportion of priorities are of complex nature. This is connected with the cross-sectoral cooperation, as well as the use of horizontal-type instruments (digitalization, increasing the value of knowledge, spread of advanced technologies, focusing on the Sustainable Development Goals, social innovations). It is emphasized that the leading regions most often choose digital transformation, sustainable innovations and KETs for the goals of their smart specialization policies. The strategy of smart specialization of the Western Netherlands, which is the result of the collaboration of a number of research institutions, public and private companies and local authorities, is considered. It is concluded that when determining the priorities of Ukrainian regions, it is necessary to focus on the fore-mentioned EU goals and deepen the analysis of scientific-technological specializations of territories, as well as to formalize the role of science and education in regional strategies of smart specialization.

Currently, one of the priorities of the country's development is the transition of the economy to an innovative path of development. Analysis and evaluation of innovative development at the regional and national levels, quantitative assessment of regional innovation activity, and development of methods for evaluating the effectiveness of interaction between science and business that allow choosing the right strategies for solving management problems are of particular relevance. The subject of the research is the indexes of innovative development of regions. The purpose of the study is to compare the indexes of innovative development of regions and identify indexes that do not have significant differences. Eight indexes describing the innovative development of Russian regions are compared. We use four of the author's indexes, published earlier: the index of technical efficiency innovative space for international patent applications TEMPZ, the index of technical efficiency innovative space for patent applications TEPZ, the index of technical efficiency innovative space issued patents TEPV and the index of technical efficiency innovative space developed for new technologies TETECH. Along with the author's indexes, four other indexes with a similar applied focus are considered, published by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) in National Research University — Higher School of Economics (HSE), RIA rating, and Association of Innovative Regions of Russia (AIRR). In the course of the study, a comparative analysis of the indexes of innovative development in the space of expert-defined characteristics of regional differentiation was made. Analysis of the cosines of the angles between the indexes constructed using the beta coefficients of the regressions of these indexes on the differentiation characteristics allows us to refine the results of correlation analysis and identify a subset of indexes that are not distinguishable when solving control problems parameterized using the differentiation characteristics.

Subject. This article discusses the development of a differentiated strategy of innovative development taking into account the distinguishing features of Russia's regions. Objectives. The article aims to improve the effectiveness of innovative development strategies for Russian regions, which vary in the level of science, technology, and innovation capacities. Methods. For the study, we used statistical, and economic and mathematical methods, normalization principle, the methods of comparative, and expert and sociological analyses, foresight techniques, and original region assessment techniques. Results. The article presents certain criteria for differentiation of Russia's regions, taking into account the level of development of scientific and technical activities, and it proposes three modifications of the regional innovation strategy, corresponding to the main types of Russian regions by scientific and technological development. Conclusions. A differentiated approach to a regional innovation strategy development can improve the efficiency and targeting of government innovation policies by making better use of available resources.

The continuing build-up in the speed of deepening of the global economic crisis, driven by just as fast drop in quantity of the external resources calculated per inhabitant of our planet, forces us to refer to internal resources in order to prevent the irreversible losses, to overcome the crisis and ensure the sustainable development. Beginning from the second half of the 20-th century, the hopes for efficient deployment of internal resources have been laid on the development of the human-capital theory. However, despite the intensive change in perception of the very concept of "human capital" and a wide scope of innovative models of its practical application, aimed at bringing the economy out of stagnation, the desired outcome is not achieved. The trend of transferring of the bulk of investments to human capital, at the expense of the share of investments spent on increased production, has proved insufficient. The analysis of causes of ultra-high risks of investments in increase of human capital has helped to determine that the models, which are used currently, do not take into account some of the fundamental patterns, which ensure the high efficiency of investment in human capital. Most of the models are based on application of the methods of situational governance, which, at best, have a short-term positive effect. This trend results from the insufficient awareness of managers of the fundamental patterns of human capital development, which deprives the investors of the possibility to benefit from the optimal combination of the situational governance with relevant long-term programs, which can steadily increase human capital. The researches of the fundamental patterns of human capital development have shown, that the main factor for achieving the high efficiency of investment in human capital is the correct organization of the processes of value determination of the subjects of economic activity and the transition from the value determination to value-semantic determination, thus ensuring guaranteed attainment of goals along with high dynamics of resources. The work presented here is dedicated to the method of managing the quality of human capital, which is hereafter referred to as value-semantic economy.

The aim of the article is to present the regional differentiation of indicators characterizing the economic development of Polish regions in the context of the progress made in the implementation of the concept of sustainable development in 2010 and 2017. The authors focused primarily on determining the position of Lubuskie Province on the economic map of Poland. The article proposes a set of indicators monitoring one of the areas of sustainable development - economic development, which also take into account other areas of sustainable development, i.e. social development, environmental development, and institutional-political development. The main criterion for the selection of indicators were substantive premises and their completeness and accessibility across the regions. The analysis and evaluation of the proposed indicators (explanatory variables) were conducted within five thematic areas which mark the economic development of the regions and which are important from the standpoint of the sustainable development concept: 1) Potential of the economy 2) Innovativeness of the economy 3) Economic activity of enterprises, 4) Production and transportation, 5) Economic activity of households. The article consists of two sections. In the first section, based on literature review, the most important issues regarding the concept of sustainable development and the state of scientific research on the indicators of sustainable development at regional level are presented. The second section addresses the concept of indicator analysis on the basis of which an assessment of economic development of 16 Polish regions was carried out and the position of Lubuskie Province was determined against the backdrop of the other regions. The findings prompted an answer to the question concerning the economic development of Polish regions, and in particular of Lubuskie Province, in the context of the concept of sustainable development.Keywords: indicator analysis, region, sustainable development, economic development, Poland

The article is devoted to technological innovations, problems of their implementation at the industry level and at the level of construction organizations. The factors hindering the introduction of innovations in the investment construction complex are identified. Measures of state support for this process are proposed. Recommendations are given for improving the mechanisms for introducing innovations in the investment construction complex. Technological progress determines the pace and strategic directions of construction development. Since the construction industry sets the pace of economic development and is an important sector of the economy of many countries of the world, there is no doubt about the relevance of the problem under study. The introduction of technologies has contributed to the dynamic development of construction services in the last few years in developed countries. The purpose of the study is to analyze the prerequisites for the strategic development of construction based on scientific and technical development, as well as to identify growth restrictions in the regions of the country. The following research methods have been used by the author - system, situational, network approaches, modeling of socio-economic processes. In the course of the study theoretical approaches to the development of construction in the conditions of scientific-technical progress were considered; a model of strategic development of the industry was presented, including legal documents, in particular the draft Strategy for construction until 2030. The transition to an innovative development path is a complex process that requires a unified policy at the regional and local levels. The article reveals the problems of the construction complex innovative development and substantiates the factors that stimulate its transition to a new technological structure. Despite certain difficulties, the construction sector has many prospects for further development, but there are restrictions related to financing, risks, and methodological support for evaluating innovations
