The paper attempts to conduct a comprehensive study of legal education as a legal category. Modern scientific approaches to the definition of the concept of legal education are considered, a distinction is made and the relationship between the legal phenomenon under study and related legal categories is determined. The author comes to the unequivocal conclusion that legal education as a legal category has an independent legal significance. Based on the analysis of modern scientific legal literature and current legislation, the author identifies features of legal education that clarify and supplement the existing concepts. Today, legal education is an independent direction of state policy. The measures implemented in the system of legal education act as a kind of tool for the formation of a legal culture and stimulate the active lawful behavior of individuals. The purpose of legal education is to ensure the full legal socialization of a person, and the final expected result is the formation of a high legal culture of society.

The goals of sustainable development, outlined in the final document of the UN Summit «Transforming our world: the 2030 agenda for sustainable development», continue to be the main model of development for all countries. Sustainable development is formed and provided by various determinants, among which legal values are not the last. They provide legal identification of objects recognized as benchmarking guidelines for sustainable development, and form the value and legal orientations of entities which activities are aimed at performing these tasks. The lack of a common system of legal values leads to the deformation of the legal consciousness of the population, the dominance of nihilistic trends, makes it impossible to achieve sustainability and stability in society. Therefore, the existence of a single value-legal paradigm is a consolidating factor of Ukrainian society, forms a positive attitude of the subjects to the political and legal life of the country, promotes their legal socialization and the development of a proper legal position. This allows to achieve social justice, build the foundations of inclusive development, ensure the rule of law, eradicate corruption and restore trust in the state and its institutions, strengthen social cohesion, ensure the interaction of public authorities with the public and self-organize the activities of citizens. Among the legal values that contribute to the achievement of sustainable development goals and form the foundation of legal culture, a special place is occupied by human, justice, freedom, responsibility, equality, patriotism, religious tolerance, etc. Keywords: life choice, legal culture, legal position, legal values, value and legal guidelines, sustainable development, value and legal attitudes

At the beginning of the 21st century mankind was confronted with such global challenges in various spheres of life as environmental problems, starvation and impoverishment of the majority of the world population, degradation of morality, increasing regional and interethnic conflicts, terrorism and others. The idea of sustainable development is the answer to these challenges today. Legal culture is one of the conditions for sustainable development of Ukrainian society. It allows to rethink the role and importance of state and legal institutions for ensuring sustainable development both at the ordinary and scientific level. This role is revealed by the tasks performed by the legal culture. The formation of the philosophy of sustainable development of the population, an understanding of the values and needs of stakeholders, the involvement of individuals in the system of legal values, and legal support for all activities aimed at achieving the sustainable development goals defined in the final document of the UN Summit on Sustainable Development “Transforming our World: The 2030 Agenda for Sustainable Development” are among them. Carrying out legal socialization of various subjects of public life, developing an appropriate legal position for them will allow achieving social justice, building the foundations of inclusive development, ensuring the rule of law, eradicating corruption and restoring confidence in the state and its institutions, strengthening social cohesion, ensuring the interaction of state bodies with the public and self-organizing activities of citizens. The proposed article describes the role, functions and competencies of families and educational institutions in the legal socialization of youth in Kazakhstan. Scientific works and opinions of self-experts were presented to determine the role of the family and educational institutions in the dissemination of legal education, legal education, legal protection, which is the main institution of modern legal education and legal socialization. Family and educational institutions act as the basis for legal education of young people. The main factor in informing young people about offenses and their prevention is the legal capacity of the family and school, university, which contributes to the formation of legal awareness, raising the level of legal culture. The main requirement for the legal education of young people through the family and educational institutions, the formation of a legal culture, the building of the state and civil society.

На сегодняшний день в условиях низкого показателя правовой культуры российского общества проблема правовой социализации молодежи становится настолько актуальной, что затрагивает интересы многих специалистов в различных областях деятельности. Прежде всего такое повышенное внимание объясняется такими факторами, как социальная трансформация личности и модификация образовательной системы, которые в первую очередь способствуют определенным трудностям в процессе правовой адаптации подрастающего поколения к новым реалиям окружающего мира. В данной работе анализируются новейшие тенденции в развитии методики преподавания правовых дисциплин в высших учреждениях профессиональной системы образования. Кроме того, представлено влияние правовой культуры на поведение человека при реализации творческого потенциала в процессе правовой деятельности и социального взаимодействия. Today, in the conditions of a low indicator of the legal culture of Russian society, the problem of legal socialization of young people is becoming so urgent that it affects the interests of many specialists in various fields of activity. First, such increased attention is explained by certain factors such as the social transformation of the individual and the modification of the educational system, which, first of all, contribute to certain difficulties in the process of legal adaptation of the younger generation to the new realities of the surrounding world. This paper analyzes the latest trends in the development of methods of teaching legal disciplines in higher institutions of the professional education system. In addition, the influence of legal culture on human behavior in the implementation of creative potential in the process of legal activity and social interaction is presented.

The article deals with variants of the correlation of legal socialization and legal education. An understanding of legal education as part of legal socialization is offered. The main features of the elemental and purposeful (legal upbringing) legal socialization are highlighted. Special attention is paid to the analysis of the strategic goals of these phenomena. It is concluded that if the purpose of legal education is the formation of a legal culture, then the purpose of legal socialization of the individual, its key task is the formation of individual legal experience.

This article, in earlier versions presented as a paper to the Edinburgh Roman Law Group on 10 December 1993 and to the joint meeting of the London Roman Law Group and London Legal History Seminar on 7 February 1997, addresses the puzzle of the end of law teaching in the Scottish universities at the start of the seventeenth century at the very time when there was strong pressure for the advocates of the Scots bar to have an academic education in Civil Law. It demonstrates that the answer is to be found in the life of William Welwood, the last Professor of Law in St Andrews, while making some general points about bloodfeud in Scotland, the legal culture of the sixteenth century, and the implications of this for Scottish legal history. It is in two parts, the second of which will appear in the next issue of the Edinburgh Law Review.
