scholarly journals The Influence of Government Policy on Individual Decision to Migrate Across the Border between Timor Leste and Indonesia

Cross-border migration between Timor Leste and Indonesia continuously occurs and becomes an important public problem, although the government of Indonesia firmly implements policy to restrain it. This research examined the influence of government policy on individual decision of Timor Leste people to migrate across the border to enter Indonesia. It used quantitative method to analyse causal correlation between government policy and individual decision to migrate across the border of the two countries. Research subjects amounted to 165 including Timor Leste migrants, immigration and security officials in the cross border points. Data obtained from questionnaire were analysed through descriptive statistic, Pearson correlation and simple linear regression techniques. This research found that passport/visa service is very expensive, the implementation of regulations on immigration services is very strict, while the providing of safe atmosphere, fair security and immigration service to migrants is at high level. Social, cultural and economic benefits being obtained in Indonesia are very important criteria, while clarity of objective, commitment to attain the objective, expenses of migration, security assurance, availability of transportation tools and infrastructures are important criteria that determine individual decision to migrate across the border of the two countries. This research also found that government policy has weak correlation, but have positive influence on individual decision to migrate across the border of the two countries, and its influence is 12.9%. The government of Indonesia needs to improve the quality of its public policy to manage the cross-border migration effectively and efficiently.

Although the government of Indonesia and Timor Leste have conducted a number of policy decisions and actions to manage border conflict between Indonesia and Oecusse District, Timor Leste, the conflict remains unresolved and has the potential to continue. This study examines the influence of government policy on the management of border conflict between the two countries. Data obtained from questionnaires were analysed statistically descriptive, and through Pearson correlation and simple linear regression. The findings show that Indonesian government policy decisions and actions are slightly slow and less equal in acting on managing the border conflict, and less clear in implementing border line regulation between the two countries, but has high ability to prevent the conflict escalation. Customary figures who live in the border conflict region highly agree with and suggest to the government of both sides the use of customary law/oath as policy alternative in managing the conflict but the suggestion remains less responded well. This study also reveals that Indonesian government policy positively and moderately correlates, however, its influence on management of the border conflict is 33.5%. The government of Indonesia needs to improve its policy decisions and actions to manage the border conflict so that can prevent well the potential of the conflict continuation.  


Subject Cross-border e-commerce in China. Significance Cross-border e-commerce allows consumer goods companies outside China to sell directly to Chinese consumers without a formal legal presence in China. Government policy has supported the rapid growth of this industry while cracking down on unofficial channels. Impacts Consumer goods that cannot otherwise be sold in China can be sold through the cross-border e-commerce channel. Chinese e-commerce companies are increasing emphasis on their cross-border e-commerce platforms. Sales to overseas Chinese who resell products in China will become less important to well-known brands.

The operation strategies are key points that can influence the annual total energy efficiency, energy saving efficiency and economic benefits of BCHP systems. This paper mainly aims at establishing the model about how to realize several typical operation strategies of BCHP systems based on gas engines, such as operation following the power load and operation following the heating load. Also, in a specific project, operation strategies always depend on the load feature and the government policy and the price of power and etc. This paper includes methods about how to choose the operation strategies reasonably.

The subject of interest of this paper is a project Via Militaris, the Corridor for the sustainable tourism development of the Regional Development Agency Jug from Nis within the Interreg -IPA programme of the European Union related to the cross-border cooperation of Serbia and Bulgaria. Through support within the accession negotiations, this programme of the European Union offers assistance to the citizens of the border area of Serbia and Bulgaria. Using the former significance of the route of the ancient military road Via Militaris which passed through the border area of today's Serbia and Bulgaria, Regional Development Agency Jug plans to form a critical mass that will contribute to improving of tourist exploitation of the natural and cultural heritage of Via Militaris area which will in turn enable economic benefits to the people living in the cross-border region. The paper also gives a brief overview of the historical facts related to the origin and use of this road which was the main route for the flow of people and goods between Europe and Asia. This road which was used for military campaigns finally got the opportunity to help in its virtual form the region with all specific characteristics, natural wealth and cultural heritage and be at the service of the citizens on both sides of the border.

The objective of this research is to analysis of job motivation which gives influences to the teachers’ performance of Catholic Secondary School of Municipio Dili, Timor-Leste to test and analyze the job satisfaction give the influence to the teachers’ performance. The hypothesis of this research tested using an analysis instrument, Smart-PLS 3.0. The result showed that the job motivation has a positive influence and significant to the teachers’ performance with T-statistic values is 5.993 and also, P-values are 0,000. Relationship between job satisfaction and the teacher's performance t-statistics values (0.153) and p-values (0.879), the test result showed that job satisfaction didn't give a positive influence and not significant to the teachers' performance. Relationship between leadership style and teachers' performance, T-statistics values (3.098), and P-values (0.002) showed that the leadership style of the school director gave a positive influence but not significant to the teachers' performance. This study can contribute to the government to develop the education policy which quality in Timor Leste, and plan the program of Education Ministry at the curriculum sector and the regulations. Therefore it can help the school director to understand better their function as the school director, as well as help the teachers to understand their job as educators.

The purpose of this article is to identify the management model of ecotourism in the village of Beloi. This research was conducted in the village of Beloi using survey method. Data collection is conducted in-depth interviews and observations to the respondents. Method of sampling is random with interviewees interviewed related parties among others, head of Atauro Island, village chief Beloi, representatives of local communities, and investors. The data collected is analyzed using the concept of ecotourism. These results indicate that the involvement of local communities in tourism activities in the village of Beloi still minimal. Ownership of tourism facilities which are dominated by the Government and investors because the local people can not feel the Beloi Village economic benefits. In addition Management Model of ecotourism in the village is still dominated by Government Beloi and investors. Local communities as the owners of the attraction still rarely involved in tourism activities.   Keywords: Model, Ecotourism, Participation, Local Community

With globalization, the cases of Chinese enterprises’ cross-border mergers and acquisitions (M&A) are increasing rapidly. The institutional environment of the host country has become an important factor influencing M&A performance, which has a profound impact on the success or failure of cross-border M&A. Based on this, for our study, we selected cases of cross-border M&A of listed companies in China from 2007 to 2018 as research samples to empirically test the impact of the host country’s governance capacity on the cross-border M&A performance of acquirers. It was found that the host country’s governance capacity has a negative effect on the M&A performance in the short term, but in the long term, it can effectively improve the cross-border M&A performance of acquirers. At the same time, specific to the relationship between the governmental governance capacity of six different dimensions and long-term M&A performance, the government effectiveness, regulation quality, and rule of law have the most significant promotional effect on long-term M&A performance. This implies that acquirers should focus on the long-term impact of governmental governance capacity on M&A, and consciously lean toward countries with strong governance capacity in order to obtain long-term value growth when arranging overseas M&A activities. The conclusion of this paper provides a reliable basis on which for companies to achieve sustainable growth in complex economic activities.

AbstractCross-border surrogacy transactions [CBST] entail several risks for the participants and the resulting child and, consequentially, for their states. In the absence of clear standards or coherent legal rules, the global industry depends on private contracts, the result of negotiations between parties from different countries with unequal bargaining power, which distributes risks and benefits unfairly. In this article I suggest a Fair Trade model as an instrument for the regulation of these transactions.The Fair Trade model addresses market failures and the externalization of risks. The basic principles of Fair Trade include trading process according to proper standards of quality and ethics based on a certification mechanism, a minimum price to producers, direct purchasing, transparent rules and fair distribution. In addition to quality and ethics, Fair Trade is a developmental tool, ensuring more of the economic benefits to producers in the global south.Applying these elements on the cross-border surrogacy market can be fruitful for the regulation of risks entailed in CBST. Certification of surrogacy services can ensure proper medical standards and fundamental rights, and decrease health risks; direct purchasing through democratically elected surrogates’ co-operatives could improve the surrogates’ power of negotiation and decrease contractual risks; a minimum price could guarantee a greater income to surrogates, and social premium could be used to fund communal projects and help surrogates to improve their social position. Finally, transparency can address administrative risks and ensure that children’s rights are not violated.

Abstract This work describes and assesses the implementation of the Cross-border Healthcare Directive in Spain. Although implementation has not yet taken place, the Government has already adopted a draft implementing regulation, on which this article is based. In addition, this article deals with a number of other rules that have been adopted in Spain, which are not strictly aimed at the implementation of the Directive but which are expected to facilitate its implementation and to help cement its effectiveness.
