The article states that the reform of contemporary vocal education based on the principles of civilization integration of different, sometimes quite distant from each other, musical cultures, traditions and practices on the one hand, and the necessity for free access to the world vocal-performing and vocal-pedagogical experience on the other. In this regard, information and communication technologies (ICT) are becoming one of the most effective components of the educational process in primary specialized artistic educational institutions in the context of non-classical contemporary vocal. In the article, this issue is considered from the attitude of activity and culture appropriate approaches to learning. Based on the analysis of scientific and pedagogical sources on contemporary vocal pedagogy in the context of the use of ICT, the following methods and their respective means are separated: the methods of familiarization (3D technology, animation technology, audiovisual ICT); methods of work on vocal techniques (audio, visual and audiovisual ICT, computer, synthesizers, dictaphone, etc.); methods of work on the features of musical language and improvisation (audio, visual and audiovisual ICT, computer, video content, synthesizers, iReal-Pro, etc.); methods of preparing vocal repertoire (software for downloading, editing and storing information, notes and audio editors, etc.); methods of preparation and implementation of public performance (3D technology, animation technology, graphic and audio editors, video camera, voice recorder, dictaphone, video content, computer, mobile devices, etc.); methods of communication (computer, mobile devices, e-mail, instant messaging technology, social networks, messengers, video and audio conferencing systems, Internet, etc.), monitoring methods (video camera, dictaphone, memory cards and storage devices, etc.) The conclusions state that the methodological findings regarding the use of ICT in teaching of contemporary vocal are fragmented and do not constitute systematic methodological knowledge, what actualizes the problem of further research on the use of ICT and protection from artificial intelligence threats in the process of formation a contemporary non-classical vocal-performing thesaurus at pupils of specialized art educational institutions and institutions of non-formal art education.

The article investigates cloud technologies and features of their use in educational institutions. The essence of cloud technologies in education is determined. It is noted that the modern institution of higher education provides usage of information and communication technologies, and in particular, cloud technologies. The main characteristics (features) which characterize cloud services are described here. It is noted that usage of cloud services has benefits and problems as well. There are such mandatory characteristics of cloud computing as self-service on demand, universal access to the network, resource pooling, elasticity, consumption accounting. Four models of deployment of cloud technologies are revealed in the article. They are corporate, public, group and hybrid. It is admitted that the most appropriate model of deployment of cloud technologies in the infrastructure of higher education institutions is hybrid. Cloud technologies support such activities as: communication, collaboration and co-operation, which determines certain areas of their usage. The architecture of cloud technologies is presented in three levels: software as a service (SaaS), platform as a service (PaaS), infrastructure as a service (IaaS). The most popular cloud services which are used in various spheres, including educational institutions, are analyzed here. Office 365, Microsoft Planner, Microsoft SkyDrive, Google Drive, Google Talk, Google Docs, these are the common cloud services which are selected in SaaS. Popular software platforms which are presented in the PaaS segment are Windows Azure, Google App Engine, Cloud9 IDE, Ideone IDE. Each of the cloud platforms that is described in the article has its own peculiarities. Possible areas of application of cloud technologies in the educational process are identified. They are free access to the programs and services used in the educational process, planning activities, implementation of the working regime of teachers and employees, the organization and conduct of scientific online conferences, seminars, forums, round tables, trainings, joint project work of students, individual independent work of students, electronic interaction with entrants.

Informatization of postmodern society is a promising path to economic, social and educational development. The informatization of education is aimed at the formation and development of the intellectual potential of the nation, the improvement of the forms and content of the educational process, the introduction of computer teaching and testing methods, allows solving problems at the highest level, taking into account world requirements. One of the important directions in the development of informatization of education in the context of a pandemic is new computer technologies. Interactivity, intensification of the learning process, feedback - are the real advantages of these technologies, which necessitated their application in various fields of human activity, primarily in those related to education and professional training. Now, in a pandemic, the number of studies has noticeably increased, the subject of which was the use of information and communication technologies in the educational process. The article deals with the problem of psychological and didactic aspects of the introduction of information communication technologies in the process of teaching students of higher educational institutions. An analysis of the problems and prospects of using information communication technologies in higher educational institutions was carried out, as a guarantee of building an intensive process of assimilating knowledge, skills, and abilities of students of higher educational institutions.

The introduction of information and communication technologies in the educational process of teaching various disciplines is becoming increasingly important. Accordingly, the issue of application of these technologies in the teaching of chemical disciplines is relevant, namely the study of the possibility of using virtual laboratories in Chemistry as an interactive learning tool to improve the learning process and provide opportunities for professional and research skills. The purpose of the article is to study the possibilities of using virtual laboratories in the process of teaching chemical disciplines and to determine the opinion of students on the effectiveness of this type of activity. The following research methods are used in the article: theoretical – analysis of scientific publications on the research problem; systematization and generalization of information; empirical – questionnaires and analysis of its results. The article considers the advantages and disadvantages of using virtual Chemistry laboratories in the educational process. The article analyzes the concept of «virtual laboratory» and gives the definition of a virtual laboratory of Chemistry as a software environment that allows to form practical skills by conducting laboratory experiments, simulating the sequence of actions of the researcher in real laboratory (or managing chemical plants by robotic means) with use of computer models or contactless (remotely) with real equipment and reagents. We consider the virtual Chemistry laboratories available on the Internet, which provides free access to the educational resources and explores their didactic and methodological opportunities to increase the level of formation of practical skills and abilities during chemical experiments. It is established that the use of a virtual laboratory in Chemistry contributes to the formation of practical skills in conducting interactive laboratory classes with further consolidation in real conditions; provides an individual pace of mastering the skills of chemical experiment; allows students to explore processes that require special conditions; increases the motivation to master new material by working in a virtual environment that is familiar and interesting for the modern student; provides realization of its independent preparation for performance of experiments in real laboratory conditions. It is substantiated the use of virtual laboratories in Chemistry cannot substitute the traditional performance of laboratory work, but is only a supplementary form.

One of the priority areas of modernization of the educational system in Ukraine is decentralization. That indicates the development of the industry on a democratic basis. As a result, educational institutions today have a high level of autonomy in various aspects of activities - from the preparation, adoption and implementation of internal documents that regulate the educational process and guide the vector of institution`s development (charter, development strategy, regulations of the educational process, etc.) to self-assessment activities.Today educational institutions have managerial and financial autonomy, that allows to create a democratic space in the field of education, where decisions are made by those who directly influenced by its consequences. In such circumstances, the head of the educational institution has the key role in the process of implementation of educational reforms in school, he is a translator of modernization changes in daily work. Not only the autonomy and expansion of the powers of the head of the educational institution increased, but also requirements for professional training of managerial staff, their knowledge, skills and competencies are strengthened. The introduction of new strategies and concepts, the needs for educational, financial management, planning and monitoring of activities in market conditions, the introduction of information and communication technologies, the use of distance-learning technologies require the head to acquire new professional competencies. The challenges faced by the education manager when organizing work in a pandemic, the need to respond quickly to changing and unpredictable external conditions require flexibility and speed of management decisions. Modernization of education during the independence of Ukraine has necessitated special training of managers and directed the focus of academic educators and managers to study the training of managers in the field of education.In the context of globalization and European integration, it is important to study the approaches and experiences of foreign countries. Because of similarity of historical conditions and culture, experience of Poland as our closest European neighbor is interesting for pedagogical analysis. As the process of decentralization in Ukraine is still in its becoming and the education system in Poland is already successfully implementing that, the object of study of the article is the training of managers in the field of education in Poland. The article considers the scientific and normative principles of educational management in Poland, defines the legal requirements for applicants for managers positions in educational institutions and analyzes the basic course plan for education management. Одним із пріоритетних напрямків модернізації освітньої системи в Україні за часів незалежності є децентралізація, що свідчить про розвиток галузі на демократичних засадах. Як наслідок, сьогодні заклади освіти мають високий рівень автономії стосовно різних аспектів діяльності – від підготовки, прийняття та виконання внутрішніх документів, які регулюють освітній процес та спрямовують вектор розвитку закладу (наприклад, статут, стратегію розвитку, положення по освітній процес тощо) до проведення самооцінювання діяльності. Наразі заклади освіти мають управлінську та фінансову автономію, що дозволяє створити демократичний простір в освітній галузі, де рішення приймають ті, кого безпосередньо стоються його наслідки. У таких умовах роль керівника закладу освіти є ключовою у впровадженні освітніх реформ на місцях, він є транслятором модернізаційних змін у щоденну роботу. Підвищується не тільки автономія та розширення повноважень керівника навчального закладу, а й посилюються вимоги до професійної підготовки управлінських кадрів, їхніх знань, умінь та компетентностей. Впровадження нових стратегій і концепцій, необхідність здійснення освітнього, фінансового менеджменту, планування і моніторингу діяльності у ринкових умовах, впровадження інформаційно-комунікативних технологій, застосування технологій віддаленого навчання вимагають від керівника набуття нових професійних компетенцій. Виклики, з якими стикається менеджер освіти під час організації роботи в умовах пандемії, необхідність швидкого реагування на мінливі та непередба-чувані зовнішні умови потребують гнучкості та швидкості управлінських рішень. Модернізація освіти за часів незалежності України зумовила потребу у спеціальній підготовці керівних кадрів та направила фокус вчених педагогів й управлінців на вивчення питання підготовки менеджерів освітньої галузі. У контексті глобалізації та євроінтеграції актуальне вивчення підходів і досвіду зарубіжних країн, зокрема найближчого європейського сусіда – Польщі, але не скільки через територіальну близькість, скільки через подібність історичних умов, які проходили системи освіти у двох країнах на зламі ХХ–ХХІ століть. Оскільки процес децентралізації в Україні фактично ще знаходиться на етапі становлення, а система освіти в Польщі вже успішно реалізовує таку політику, об’єктом дослідження статті є підго-товка управлінських кадрів у галузі освіти Польщі. У статті розглянуто наукові та нормативні засади освітнього менеджменту в Польщі, визначено законодавчі вимоги до претендентів на керівні посади закладів освіти та проаналізовано базовий план курсу з управління освітою. The emerging range of personal mobile devices, due to their advanced technical characteristics, has made it possible to widely use them at enterprises, offices or educational institutions almost in any place. This has led to the introduction of a new concept of BYOD (Bring Your Own Device), when a personal device (phone, tablet) is used for work or study. One of the serious problems encountered by teachers on the way of implementing BYOD into the educational process is the insufficient level of information competence and the lack of educational manuals for such classes. The aim of the research is to investigate the relevance of implementing BYOD approach in teaching Computer Engineering students and to consider the possibilities of using mobile devices for didactic purposes directly in the classroom and in distance learning. Within BYOD, the use of learning support mobile systems in the learning process gives its participants access to training materials, services and models adapted for the use in a mobile environment. The teachers effectively manage the learning process, in particular, focus the students’ attention on the sources of information that give the most correct and complete answers within the relevant disciplines. The research presents learning outcomes of two groups: control, with the traditional method of teaching and the equipment provided by the educational institution, and experimental, when students use their own mobile devices (tablets and smartphones) in the educational process, which gives a possibility to learn in any place convenient for a student and remotely send progress reports. The results showed that the students of the experimental group outperformed their groupmates from the control group in academic progress. The implementation of BYOD elements has led to the increase in students’ motivation and interest in their own learning. The main positive aspects of using BYOD technology in the learning process have been identified, such as convenience and flexibility, reducing the expenses of educational institutions, simplifying work with the network services, interactivity of learning, and applying multimedia format in the presentation of educational material during lectures, laboratory and practical classes, effectiveness of work with information and the presentation of results.

The article presents the stages of implementation of complex automation of colleges in the Chuvash Republic. The regulatory framework for the use of information technologies and automation processes in educational institutions is described, in particular, the “Concept of regional automation”, approved by the Government of the Russian Federation on December 29, 2014, which sets the main goals and areas of activity for the use of information and communication technologies in the subjects of the Russian Federation. The article provides information on the inclusion of the Chuvash Republic in the all-Russian process of automation of organizations of secondary vocational education, which was determined by the order of the Ministry of Education and Youth Policy of Chuvashia “On the implementation of a set of measures for the development and implementation of an automated information system in state professional educational organizations of the Chuvash Republic” dated September 11, 2014. The process of automation of the educational process in the system of secondary vocational education of the Chuvash Republic based on 1C is traced. Provides information on the implementation of the software 1C:College in educational institutions of the republic; creation of an information and analytical system of secondary vocational education of the Ministry of Education and Youth Policy of the Chuvash Republic, through which reporting information is collected and aggregated; development of the module “Personal web account of an applicant for 1C:College” for receiving documents from applicants on the basis of the Novocheboksarsk Chemical and Mechanical College.

The study aimed to map the critical success factors for the adoption of information and communication technologies (ICTs) in the educational process of educational institutions. Problems related to the adoption of ICT in the educational system stem from the need to adapt to the use of new technologies in the internal processes of institutions and in teaching and learning processes, common to different profiles of educational institutions including of engineering courses with them specificities. To meet the objective, a review of the existing bibliography in the Scopus database was carried out to highlight articles relevant to the topic. Based on the review, 31 articles identified the main factors and effects that influence and impact the process of implementation and continued use of ICTs. The survey generated a broader view of the challenges faced in different dimensions, from SWOT framework, involving different stakeholders. It is suggested in future studies to engineering analyze deeper the complex scenario that involves the theme.

The article reveals the peculiarities of forming preschool children’s ideas about professions in the process of interaction of educators of preschool education institutions with families. The modern scientists’ research analysis gives the chance to emphasize that a kindergarten teacher needs to constantly improve the level of the pedagogical skill and to carry out a creative search of methods and forms of families’ involvement in the educational process of preschool institutions.Peculiarities of realization of modern forms of interaction of preschool educational institutions teachers with families in the process of formation of ideas about professions are covered. Various methods and forms of pedagogical education and cooperation with parents are considered, namely traditional one, which are widely and long used in the practice of preschool educational institutions, and innovative, non-traditional one.It is determined that during the formation of ideas about the profession it is necessary to follow the stages in working with parents. At the first stage, parents acquire theoretical knowledge. At the second stage, the objectives are to form parents’ pedagogical skills and abilities, to provide actualization of a family’s pedagogical potential, to help parents in education, training, and development of the child by disclosure of the maintenance, forms, methods, means of training and education. At the third stage, the analysis of efficiency of the offered system of interaction of preschool educational institutions with a family is provided.The implementation of traditional and non-traditional forms of interaction, in particular modern ICT technologies, is characterized. There is networking technology (feedback technology); educators’ personal blogs about the organization of the community of users (members of the children’s family), dissemination of educational information for children through social networks (the Facebook, the Instagram); instant messaging (Viber, WhatsApp, Skype, ICQ, Telegram); sms-mailings for informing about a certain event (for example, about the planned event) of those parents who do not have access to e-mail; online meetings of the parent committee (family club, parent conference) in the format of a Zoom conference.The effectiveness of non-traditional forms of interaction is determined. They are the following: weekend excursions, excursions into the profession during which preschool children get acquainted with new professions.

The relevance of the material presented in the article is caused by the system implementation of modern information and communication technologies into the educational process of higher educational institutions, that induces the appearance of new kinds and forms of its organization, such as blended learning. Today, there is no single view of the content of this phenomenon among scientists. Based on the analysis of scientific literature and practical developments of pedagogical community the author has analyzed the content and features of the concept of "blended learning", highlighted two approaches to its understanding: narrow and wide. There is presented a generalized classification of blended learning models, as well as proposed strategic stages of its implementation in activities of educational institutions.

Statement of the problem. In the context of digitalization of education, the main prerequisite is creation of a digital educational environment that opens up new opportunities: learning at any convenient time, continuous education, the ability to design individual educational routes, transfer from digital resource consumers to digital resource creators. Various digital educational resources, distance learning platforms, cloud technologies, and the use of mobile devices help realize these opportunities. The pedagogical community is developing modern formats to introduce mobile devices into the educational process. Mobile technologies arouse students’ increased motivation and interest in learning, help expand the horizons of knowledge acquisition and build an individual learning roadmap – all this leads to the improved quality of education. Today we see the need to introduce mobile technologies into the educational process and at the same time we see insufficient knowledge about the didactic potential of using mobile devices and services in the learning process, as well as issues of training personnel for organizing mobile learning for schoolchildren. The purpose of the article is to determine the content and structure of future mathematics teachers’ preparedness to organize mobile learning for schoolchildren. Methodology (materials and methods) includes analysis and synthesis of the works of Russian and foreign researchers on the problem under study, as well as the experience of training teachers in the field of information and communication technologies. Research results. An essential prerequisite for the performance effectiveness is the person’s preparedness for its implementation. In this study, we examined the preparedness of future mathematics teachers to organize schoolchildren’s mobile learning as a personality education that has a systemic, complex structure and acts as a set of motivational, personal, theoretical, activity-related and reflective components. In the structure of the activity component, we identified three levels of preparedness of future mathematics teachers to organize schoolchildren’s mobile learning (basic, creative, and professional). Conclusion. The maturity of these components helps future teachers of mathematics to organize schoolchildren’ mobile learning in line with the requirements of modern education, thereby preparing the younger generation for study, life, and work in a dynamically changing world.
