The expansion of global higher education is convincingly beginning to seep into higher education connections in Indonesia. Foreign universities access into Indonesia will be a kind of ‘contestational’ and ‘exotic’ journey heavenly for business profits of ‘global education capitalists’ networks which mainly focus on two main objectives: ‘teaching’ and ‘research’. On the contrary, it becomes a momentum for us to stimulate the development of domestic campuses in order to be more dynamic in welcoming opportunities and challenges to create and innovate relevantly to the demands and the needs of the people of Republic of Indonesia through solid coordinations and supervisions in encouraging and accelerating national development through the sense of Nusantara characters. Sooner or later, the expansive academic infiltration of global higher education is beginning to drive our higher educations to compete among the superiors. Thus, the government of Republic of Indonesia has to endorse the capability, credibility and accountability of higher education institutions through the common sense on the basic values of higher education as non-profit organization being mandated by our national constitutions and laws in intensifying community service and welfare. Make everything closer to the community, not by adopting randomly all commercial motives of global higher education which are capitalist and liberal sensed. To sum up, a set of pro-public rules, controls and policies must be strategically prepared with adequate supports based on scientific truths, benefits, reasonings, justice, virtue, affordability, honesty, sustainability, and religious responsibilities and social diversities.   Keywords: Dynamics, Tri Dharma, Academic Community, Motivation and Academic Expansion, and Globalization of Higher Education Abstrak Perluasan pendidikan tinggi global secara meyakinkan mulai meresap ke dalam koneksi pendidikan tinggi di Indonesia. Akses universitas asing ke Indonesia akan menjadi semacam perjalanan 'kontroversial' dan 'eksotis' surgawi untuk keuntungan bisnis dari 'jaringan kapitalis pendidikan global' yang terutama berfokus pada dua tujuan utama: 'mengajar' dan 'penelitian'. Sebaliknya, itu menjadi momentum bagi kita untuk merangsang pengembangan kampus dalam negeri agar lebih dinamis dalam menyambut peluang dan tantangan untuk menciptakan dan berinovasi secara relevan dengan tuntutan dan kebutuhan masyarakat Republik Indonesia melalui koordinasi yang solid dan pengawasan dalam mendorong dan mempercepat pembangunan nasional melalui rasa karakter Nusantara. Cepat atau lambat, infiltrasi akademik yang luas dari pendidikan tinggi global mulai mendorong pendidikan tinggi kita untuk bersaing di antara para atasan. Dengan demikian, pemerintah Republik Indonesia harus mengesahkan kemampuan, kredibilitas dan akuntabilitas lembaga pendidikan tinggi melalui akal sehat pada nilai-nilai dasar pendidikan tinggi sebagai organisasi nirlaba yang diamanatkan oleh konstitusi dan undang-undang nasional kita dalam mengintensifkan pelayanan masyarakat dan kesejahteraan. Jadikan segalanya lebih dekat dengan komunitas, bukan dengan mengadopsi secara acak semua motif komersial pendidikan tinggi global yang bersifat kapitalis dan liberal. Singkatnya, seperangkat aturan, kontrol, dan kebijakan pro-publik harus dipersiapkan secara strategis dengan dukungan yang memadai berdasarkan pada kebenaran ilmiah, manfaat, pertimbangan, keadilan, kebajikan, keterjangkauan, kejujuran, keberlanjutan, dan tanggung jawab agama dan keragaman sosial.

Due to the increasing number of intensified extreme events, post-recovery has become a serious challenge worldwide. The common issues faced during the recovery process are fragmentation and coordination problems, the lack of capacity and commitment and the variations in recovery. This study explores the conflicts between various stakeholders via NVivo, based upon the recovery process in Typhoon Morakot. A qualitative analysis was conducted with the software NVivo 10; the findings showed the following: the stakeholders include the government t, the non-profit organisations (NPOs) (mainly charity funds) and the people. For short-term sheltering and long-term settlement, the government plays the leading role in the rebuilding work, supported by NPOs. However, this study discovers that people are disappointed with the government’s rebuilding efforts. As a result, people opt to self-rescue management. Furthermore, the supplementary NPOs sometimes play leading roles in the rebuilding, resulting in conflicts between people. Overall, the government does not take quick and proper actions, resulting in the delay of the rebuilding progress and the dilemma of role misallocation of various stakeholders. As a whole, post-disaster recovery should take the local victims’ preferences into consideration and this might be helpful to speed up the recovery process.

The diminishing financial resources and the growing demand for participation remain the biggest threat to higher education in Ghana. Cognizant of these quagmires and realizing the impact of higher education on national development, the National Union of Ghanaian Students proposed and the government established a special education trust fund called the Ghana Education Trust Fund bill (GETFund) in 2000. Despite these challenges, the GETFund is making significant contributions toward higher education development in Ghana in infrastructure, student development, faculty research, and staff support.

Community service (PKM) is an integral part of the Tri Dharma of Higher Education which in its implementation is inseparable from the other two dharmas, and involves all members of the academic community: lecturers, students, education staff and alumni. Through PKM the academic community can be present in the midst of the community.The location of Nurul Ihsan Foundation is sufficient to enter the village, so that not many people know of its existence. Even though the Foundation has been established since 1994. Besides educational activities (pesantren), Nurul Ihsan Orphanage also organizes skills training for foster children and the surrounding community to cultivate talents and provide them with certain skills for the future. The number of activities above, the need to continue to develop skills is a matter that has always been championed by the management of the Nurul Ihsan Orphanage Foundation and other institutions. To meet these needs, strategic marketing management counseling is carried out so that the name Nurul Ihsan Foundation is increasingly known to the wider community. It is hoped that more donors will continue to help fulfill the education of the students and orphans at the Nurul Iksan Foundation. One solution that resulted from this outreach was about marketing media and marketing personnel that must be owned by the Nurul Iksan Foundation. PKM with the title: "Counseling Strategic Marketing Management in the Development of the Nurul Iksan Foundation" in general went smoothly and impressively. The students and the foundation's management were very enthusiastic in listening to the explanation of the material provided. This is illustrated by the many questions raised and two-way discussions that occur. The enthusiasm continued when the session reviewed cases related to marketing media.Keywords: Marketting Management, Promotion Media ,Development.

Malaysia is a country that since its independence has endeavored to practice democratic governance. In line with this, it seeks to ensure that the Malaysian government is representative of the will of the people. To achieve this, there must be in place numerous mechanisms to ensure accountability and transparency while also ensuring that it has an ‘ear to the ground’ so to speak. Dato’ Sri Mohd Najib believed that transformational leadership posts the leader in the role of mentor whereby he able to designate responsibilities to his followers as a means to achieve self-actualization which is a positive means of promoting team-building efforts. To achieve the goals shared between him as a country’s leader and Malaysian peoples as his followers, he believed that inspirational motivation is needed, as it provides meaning to achieving this shared vision on ‘ how to make Malaysia as a high-Income Nation by 2020’?. PM Mohd Najib has been successful in articulating a compelling vision of the Malaysia’s future and tied a high-income nation’s vision to Malaysians citizen values, and ultimately he is capable of being a ‘transformational leader’. It is to this end that this paper is committed, namely to analyzing the important role played by PM Mohd Najib towards outlining a clear vision of national development and whether this is in line with the objective of maqasid shar’iyyah. For this, PM. Mohd Najib appears to have opted to pursue ‘The Government Transformation Programme (GTP)’ to address seven key areas concerning Malaysia’s interest in realizing Malaysia’s vision to become a high-income nation by 2020. =========================================== Malaysia adalah negara yang sejak kemerdekaannya telah berupaya untuk melaksanakan tata kelola pemerintahan yang demokratis. Sejalan dengan ini, ada usaha untuk memastikan bahwa pemerintah Malaysia merupakan perwakilan dari kehendak rakyat. Untuk mencapai hal ini, harus terdapat banyak mekanisme untuk menjamin akuntabilitas dan transparansi sekaligus juga memastikan bahwa ia memiliki 'telinga ke tanah'. Dato’ Sri Mohd Najib yakin bahwa kepemimpinan transformasional mengganggap pemimpin sebagai mentor yang mampu menunjuk tanggung jawab kepada anggotanya sebagai sarana untuk mencapai aktualisasi diri yang merupakan sarana positif dalam mempromosikan upaya pembangunan tim. Untuk mencapai tujuan bersama antara Dato’ Sri Mohd Najib sebagai pemimpin negara dengan bangsa Malaysia sebagai pengikutnya, ia percaya bahwa motivasi inspirasional diperlukan sebagai makna untuk mencapai visi bersama tentang 'bagaimana membuat Malaysia sebagai negara berpenghasilan tinggi pada tahun 2020’? PM Mohd Najib telah berhasil dalam mengartikulasikan visi yang menarik dari masa depan Malaysia, dan berhasil mengikat visi pendapatan nasional yang tinggi untuk kepentingan warga Malaysia, dan akhirnya ia mampu menjadi 'pemimpin transformasional'. Ini adalah tujuan penulisan jurnal, yaitu untuk menganalisis peran penting yang dimainkan oleh PM Mohd Najib terhadap penguraikan visi yang jelas dari pembangunan nasional dan apakah ini sejalan dengan tujuan shar'iyyah maqasid. Untuk itu, PM Mohd Najib tampaknya telah memilih untuk mengejar 'Program Transformasi Pemerintah Program ' untuk menyelesaikan tujuh bidang utama mengenai kepentingan Malaysia dalam mewujudkan visi Malaysia untuk menjadi bangsa yang berpenghasilan tinggi pada tahun 2020.

The article examines the basic legal and regulatory documents, legislative acts in the field of higher education and international agreements signed by Ukraine within the process of creation of the Common European Education Space. It presents and analyses the principal documents which gave rise to the Bologna process and the creation of the Common European Education Space, and those signed and embodied by Ukraine on the way towards the implementation of the European education standards. It as well investigates the legal and regulatory documents within the system of the higher education of Ukraine during the 154 process of its reforming, inter alia the principal regulatory acts, decrees and orders of the Government and the Ministry of Education and Science of Ukraine, which were aimed to reform and modernize the system of the higher education of Ukraine, as well as to implement the European education standards, to promote the improvement of academic cooperation, international recognition of the academic documents and the participation of Ukraine in the European educational programs and projects.

In the struggle sustained from time immemorial by the people with the haciendas, I shall be on the side of the people, once I obtain power.— Porfirio Díaz, 1876Given the importance of rural unrest in the destabilizing of Porfirian Mexico, it seems at least ironic to find these words attributed to Díaz during his Tuxtepec revolt. And, given the attention paid to the repressive elements of the Díaz dictatorship, one might easily argue that Díaz never intended to fulfill that promise, vague though it may be. A number of works seem to blame Díaz personally for the land problem which lead to his overthrow. Others maintain that Díaz remained aloof and was isolated from the common people; but by far the greatest number of works employ such amorphous or monolithic concepts as the “State,” the “Díaz regime,” “porjirismo,” or simply “the government” and focus exclusively on evidence of repression in Porfirian Mexico. Repression has attracted attention in part because it has been important in explaining dissatisfaction which lead to the Revolution of 1910 and in part because violence attracted a great deal of attention from contemporaries. This interest provides historians with more accessible sources while evidence of a more conciliatory attitude has remained hidden in the collection of Porfirio Díaz's presidential papers.

This article discusses several legal and economic problems in the process of globalization of higher education in Kazakhstan. To date, the Government of Kazakhstan has issued a resolution on the transformation of 25 national and state universities into non-profit joint-stock companies, as well as amendments to the Civil Code and other current legislation. As a result of this study, it has been found that the concept of a non-profit joint-stock company was first used in Kazakhstan and contradicted the institution of legal entities in civil law. Such changes and amendments in civil law are an unprecedented phenomenon in the legal systems of the Commonwealth of Independent States (CIS) countries. There is also a risk that the transfer of higher education institutions to non-profit joint-stock companies may become the legal basis for the illegal privatization of public universities. The authors suggest that the privatization of higher education institutions has been detrimental to the state, and that reform should be addressed based on administrative and legal considerations and through improved university governance models. The modernization of the governance model of public universities according to modern requirements is beneficial to the state and society. The study analyzes the relationship between the university and its stakeholders based on Freeman’s Stakeholder theory. It also identifies deficiencies in legislation that impede the establishment of partnerships between the university and industrial companies and suggests ways to address them.

The study of the vernacular languages of India is every day becoming a subject of more and more importance. The Government, yielding to the voice of reason, has decreed, that in every province the language of the people shall be the language of their rulers. Christians and philanthropists, in every district of the country, are preparing books and communicating the elements of learning to the native inhabitants, in their own dialects. Grammars and dictionaries of the principal vernacular tongues, exist either printed or in manuscript; and the speech of the common people instead of being despised as a jargon, is every where cultivated as a language.

For social reformers in nineteenth-century Ireland, science had an important role to play in national development. Non-denominational or secular education was targeted by the government as a possible panacea for the Irish problem, submerging sectarian and political differences. In order to promote this secular ethos, the government established agencies such as the Board of National Education (B.N.E.) in 1831 and the Queen’s Colleges of Belfast, Cork and Galway in 1845. Science seemed to be an area of discourse particularly appropriate to the promotion of economic prosperity and social harmony through the common cause of education. The rhetoric of cultural transcendence was long associated with the advancement of science — from the Royal Society of London (1660) to the British Association for the Advancement of Science (1831) — and took root in nineteenth-century Ireland.

This article was a descriptive qualitative research. The discussion conducted with descriptive analysis. Basic analysis of the study used observation, seminar, and literature review from the web, book, and journal. The study focused on the national development, tax amnesty, and repatriation. It finds that the most important thing for the people, especially under the economic development, is the public welfare and prosperity that are achieved by tax conducted by the government. The making of tax policy, repatriation, and tax amnesty need to be preceded by the academic paper earnestly and profoundly as a basic philosophical, social, and cultural that can be accepted by the people of Indonesia.
