The publication explores the problem of happiness as a common, universal indicator of socio-economic development. The factors influencing the subjective, individual estimation of happiness are defined. The relationship between the level of happiness and the pace of economic growth is characterized. A relatively new direction of economic theory – the economics of happiness – is considered; the object and subject matter of its research are determined; the main issues that fall into account of the scholars working within terms of this direction are listed. A number of experimental studies on happiness were considered, which used primarily psychological methodology and relied on the results of mass opinion polls in different regions of the world. The global happiness index (The Happy Planet Index) and the World Happiness Report are paid the major attention. The methodology for carrying out these studies is described. The leaders of these ratings are identified according to the data for 2019 and 2020. Ukraine’s place in these ratings is determined. The need to clarify the links between the objective indicator of economic well-being (GDP per capita) and subjective estimates by the population is substantiated. The essence, purpose, main tasks and directions of the State policy on the formation of happiness are considered. The main components and priorities of the State policy in this context are characterized. It is concluded that the main goal of the State policy focused on achieving happiness is to create conditions under which timely, complete and qualitative satisfaction of various needs of both the lower and the higher levels is possible for the population, i.e. ensuring material and spiritual satisfaction with life. It is specified that traditional objective indicators of economic well-being retain their importance when assessing the level of socio-economic development of a certain country, however, they are not sufficient to have the problem fully studied, and it is necessary to take into account subjective assessments of the population. These subjective indicators are necessary because they allow a better choice of the right directions of economic and social policy.

The dissimilation of the social functions of commercial banks is a phenomenon that the function of commercial banks deviates from the economic development and the people's livelihood. Such phenomenon, which can be seen all over the world, impedes the socio-economic development and affects the well-being of the people to some degree. After investigating and analyzing the dissimilation of the social functions of Chinese commercial banks, it was found that their social functions play a significant role, and the booming development of these banks has made great contribution to the economic growth and improved people's livelihood in China. China should also have special experience in preventing and handling this dissimilation.

The realization of Ukraine's European integration aspirations and integration into globalization processes exacerbate the challenges and threats to the national economy in the segment of protection of social interests and especially in the context of the pandemic caused by SARS-CoV-2. This raises several issues aimed at studying the theoretical and methodological, and applied aspects of the formation and development of social security at the level of the state and society, and at the level of the individual. In particular, the paper analyzes the essence and content of the concept of "social security", its types and forms of manifestation. Particular attention in the study is paid to determining the factors influencing the level of social security of the state, including through the prism of interaction on indicators of socio-economic development. A system of principles was defined on which the concept of sustainable economic growth through the prism of social security should be based, namely: the level of socio-economic development of the state, territorial integrity and inviolability of borders, improving the welfare of the population, compliance with state standards and social guarantees in the field of finance, patriotic education, completion of financial and administrative-territorial decentralization, implementation of gender-oriented policy at all levels of government, creation of appropriate working conditions, etc. Based on this, the main indicators that determine the state of social security were analyzed: level of education, level of welfare, the share of the working population, mortality rate, population growth rate, real GDP growth rate, and GDP per capita, etc. According to the results of the analysis, the problems of social security in a pandemic was identified and a set of recommendations aimed at forming a safe and progressive development of the country, increasing its competitiveness in the world economic arena, which will generally increase social guarantees and well-being as an individual and society as a whole.

Relevance of the research topic. Socio-economic development, which is the main task and simultaneously an instrument for ensuring the effective functioning of the country and increasing the well-being of its population, is directly dependent on the effectiveness of fiscal policy. The choice of forms, methods and models of budget regulation allows to achieve the achieved results by allocation and redistributing the gross domestic product according to the priorities of ensuring economic growth. However, at the present stage, the danger of destructive influence on the budget system of endogenous and exogenous factors of influence increases. Thus, the analysis and characterization of the main approaches to the formation of the state budget security and determination of its increase the directions in the conditions of the country's transformation fiscal system and the limited financial resources are relevant. Formulation of the problem. Budgetary security as a component of the country's financial and economic security reflects the ability to effectively use financial resources accumulated in centralized and decentralized funds to ensure the country's financial stability, opportunities for expanded reproduction and social development. That is why it is expedient to determine the main threats to budget security, the degree of their impact on economic dynamics and possible options for their minimization. Analysis of recent research and publications. Theoretical and practical contribution to the assessment of the budget regulation role of the socio-economic development and ensuring a sufficient level of its budgetary security of domestic scientists was made by O. Vasilik, V. Geyts, V. Gorbulin, A. Gritsenko, L. Lysyak, I. Lukyanenko, V. Oparin, S. Pirozhkov, V. Fedosov, I. Chugunov, S. Yuri and others. Selection of unexplored parts of the general problem. Highlighting issues become relevant in the face of increasing integration processes and financial globalization. It is important to develop the institutional framework for budget security, the expansion the system factors and indicators that characterize it, in accordance with international requirements and standards. Setting the task, the purpose of the study. The task of the study is to analyze the budget security characteristics. The aim of the study is to reveal the methodological and practical provisions of the formation Ukraine budget security in the context of the institutional modernization of the economy and to determine the directions of its increase by means of fiscal regulation. Method or methodology for conducting research. The article uses a set of methods and approaches of scientific knowledge, among which it is worth noting: systemic, structural, comparative, statistical, analysis and synthesis, synthesis and scientific abstraction. Presentation of the main material (results of work). The features of the formation of the country's budget security are determined. The main indicators of the functioning of the budget system of Ukraine are characterized and the degree of their influence on the level of budget security and socio-economic development is determined. The directions of increasing budget security in the context of institutional modernization of the economy are substantiated. The field of application of results. Organization and conduct of research on the formation and improvement of the budget security. Conclusions according to the article. The country's budget security is one of the main indicators of the level of development of the financial system. Providing long-term sustainability of public finances, balancing social and economic development is a priority task of state authorities. The main indicators of Ukraine's budget security show that there are destabilizing factors, but effective budget regulation will minimize their negative impact on the pace of economic growth. It is advisable to increase the level of budgetary discipline, improve medium-term budget planning and forecasting, form an effective strategy for managing public debt and budget deficit.

Today social values aimed at achieving profit, which causes a negative change in public attitudes due to their continued dominance over such qualities as justice, honesty, trust, love. Eventually, it becomes clear that such an economy has no prospects. As the only possible alternative is "Economics of happiness", in which it will be possible to equitable socio-economic development that will create opportunities to meet both material and spiritual aspects of life. The article summarizes the manifestations of social responsibility of economic entities and employees in trade as a tool of state policy for the implementation of social dialogue in the context of socialization. Social dialogue in trade is a means of state policy of forming a favorable systemically and structurally balanced environment in the social and labor sphere of the industry, focused on improving the quality of working life, implementation of socio-economic development programs, providing preconditions for natural sustainable socio-economic development. interests of all subjects and participants of social dialogue. Obviously, social dialogue is a prerequisite for creating a new conceptual model of social and labor relations, based on the development, adoption and implementation of partnership socially-oriented management decisions. Also, social dialogue allows by achieving a balance of interests, opinions and positions to find mutually acceptable solutions for the parties. Social responsibility is defined as independent, proactive, systematic activity of business entities to form relationships with society, government, the public, partners in order to coordinate and / or meet the social, economic, financial, ethical interests of all groups of interested users on mutually beneficial terms to achieve both economic and social results. The necessity of socialization in trade, the influence of psychological factors and the satisfaction of employees’ needs on the formation of the institutional system of social responsibility are substantiated. The concept of social dialogue and social responsibility in trade are determined, and that the result of social dialogue of its subjects, which are the state, trade unions and employers, is a balanced achievement of goals of staff, management, the state in particular on social responsibility. The relationship between the concepts of social dialogue and social responsibility in trade is specified. It is proposed to strengthen the work motivation and social protection of employees through collective bargaining regulation of the use of such an institutional tool as the “social package”. An effective mechanism for the implementation of social dialogue in the form of collective bargaining has been developed.

The paper investigates the value paradigm of Ukrainians and their peculiarities by means of the theory of spiral dynamics, analyzes the index of perception of corruption in different countries of the world and identifies the relationship between high level of corruption and low level of income, and designs inclusive growth and development of Ukraine. Object of study – the processes of inclusive growth and development through the prism of the valueoriented approach of the theory of spiral dynamics. Purpose of the study – to substantiate the prerequisites for the formation of a model of inclusive development based on the theory of spiral dynamics, which will allow to involve all members of society in socio-economic processes, taking into account their values, needs and opportunities. Method of the study – methods of economic, systemic, comparative analysis. Results and innovation of the study – in the paper investigates the influence of the system of values of society on its socio-economic development with the help of the theory of spiral dynamics, peculiarities of its evolution and influence on the socio-economic development of the country. The mental features of the Ukrainians, their evolution and prerequisites for mental modernization through the change of the paradigm of thinking through the construction of an inclusive state are analyzed. The article proposes a design for inclusive growth and development based on four main pillars: rules, institutions, a well-informed society, and political leadership. Modern IT technologies will become a tool for implementing this model. The modern paternalistic ideology that underlies the state centralization of financial resources with further redistribution should be changed to the ideology of promoting entrepreneurship and private initiatives, which will undoubtedly improve the well-being of all citizens and make our country competitive in the global arena. Forecast assumptions about the object of study – a value-oriented approach can give a powerful impulse to build an inclusive state, which by its perfection did not yet exist in the world, because it allows to involve all citizens in socio-economic processes due to modern technologies. The main problem of territorial development is increasing the level of socio-economic well-being of the population and ensuring the safety of life. The assessment of the state of law enforcement and the threat of criminalization of society arouse concern all over the world. The main global trends in law enforcement are the rise in the level of economic crimes and the growth of threats related to international terrorism and extremism. Among the most significant Russian trends in this area are a reduction in the number of registered crimes for serious and particularly serious crimes, a decrease in the number of crimes committed by minors, and an increase in the number of crimes committed by certain categories of persons under the influence of alcohol and drugs.

The article describes the methodological approach to the development of strategies of socio-economic development created by the authors on the basis of the analysis of the best practices of sustainable development strategies in the world. The methodology involves the use of ecological and economic (the solid core of the ecological economics, projects with integrated efficiency) and humanistic (indicators of “true well-being”, human experience at the center of change) principles, as well as the use of direct democracy tools (residents are co-authors of strategies, in-depth interviews, online polls with alternative scenarios). The use of this methodology while producing strategies for socio-economic development, including conducting surveys of the population in Kerch, Simferopol and Tolyatti, showed that residents choose the solutions that are laid down in the sustainable development strategies of the leading cities of the world. Surveys regarding the image of the desired future, sustainable city, sustainable mobility and sustainable urban environment showed that residents respond not only progressively and professionally, but also in a consolidated manner choosing the sustainable development path as the only desired vector for long-term development. The main party uninterested in the implementation of the sustainability agenda is a conservative bureaucracy focused on familiar and simple measures and decisions.

It is established that the technologies of artificial intelligence determine the state of implementation of digitalization and socio-economic development of the state. In view of this, it is proved that it is necessary to study the peculiarities of the legal regulation of digitalization and the state of public policy. With this in mind, the greatest attention is paid to the analysis of the provisions of the Concept of Artificial Intelligence Development in Ukraine (2020). It was found that the Concept contains a number of terms that require clarification, namely: "artificial intelligence industry", "state policy in the field of legal regulation of artificial intelligence industry", "public administration" and so on. It is reasonable to consider "industry" in the context of "sphere", and "public policy" as a component of "public administration". In addition, it is recommended to bring the legal terminology (defined in the Concept) in line with its scientific and theoretical characteristics.

The article defines the place of the state’s microeconomic policy in the general socio-­economic policy. A tiered approach to the formation of state policy in developing the population of economic entities is substantiated. The microeconomic policy of the state at a new stage of the country’s socio-­economic development should be singled out as an independent subsystem inside the general economic policy. Within that, this subsystem should be based on the system approach, evolution, ecosystem viewpoint, balance, and sustainability of the development of the microeconomic sphere. Finally, the principles of the state’s microeconomic policy are formulated.
