The paper investigates the value paradigm of Ukrainians and their peculiarities by means of the theory of spiral dynamics, analyzes the index of perception of corruption in different countries of the world and identifies the relationship between high level of corruption and low level of income, and designs inclusive growth and development of Ukraine. Object of study – the processes of inclusive growth and development through the prism of the valueoriented approach of the theory of spiral dynamics. Purpose of the study – to substantiate the prerequisites for the formation of a model of inclusive development based on the theory of spiral dynamics, which will allow to involve all members of society in socio-economic processes, taking into account their values, needs and opportunities. Method of the study – methods of economic, systemic, comparative analysis. Results and innovation of the study – in the paper investigates the influence of the system of values of society on its socio-economic development with the help of the theory of spiral dynamics, peculiarities of its evolution and influence on the socio-economic development of the country. The mental features of the Ukrainians, their evolution and prerequisites for mental modernization through the change of the paradigm of thinking through the construction of an inclusive state are analyzed. The article proposes a design for inclusive growth and development based on four main pillars: rules, institutions, a well-informed society, and political leadership. Modern IT technologies will become a tool for implementing this model. The modern paternalistic ideology that underlies the state centralization of financial resources with further redistribution should be changed to the ideology of promoting entrepreneurship and private initiatives, which will undoubtedly improve the well-being of all citizens and make our country competitive in the global arena. Forecast assumptions about the object of study – a value-oriented approach can give a powerful impulse to build an inclusive state, which by its perfection did not yet exist in the world, because it allows to involve all citizens in socio-economic processes due to modern technologies. The paper formulates the basic concepts of inclusive development of the country. The complex indicator of inclusive growth and development of the country, its level and meaningful components are analyzed. The content components of the complex index of inclusiveness of economic development are characterized and their importance is substantiated. The state of protection of social interests and the resolution of poverty issues in the implementation of industrial automation and innovative business processes of Industry 4.0 has been analyzed. The place of Ukraine in inclusive productivity of development and interpersonal trust of the countries of the world is determined.

The dissimilation of the social functions of commercial banks is a phenomenon that the function of commercial banks deviates from the economic development and the people's livelihood. Such phenomenon, which can be seen all over the world, impedes the socio-economic development and affects the well-being of the people to some degree. After investigating and analyzing the dissimilation of the social functions of Chinese commercial banks, it was found that their social functions play a significant role, and the booming development of these banks has made great contribution to the economic growth and improved people's livelihood in China. China should also have special experience in preventing and handling this dissimilation.

The pathways of Nepal's inclusive development date long back. Since the inception of periodic economic development plan in the middle of the fifties, the country has been enduring goals for reforming just and equitable society. In the successive periodic plans, the objectives sharpened further. Yet, the country endorsed inclusive strategies and policies in par with global trends since the tenth plan (2002-2007). In this respect, this paper shortly reviews the concept of inclusive growth and inclusive development and juxtaposes these to elucidate factors causing Nepal's inclusive development. It analyses the country's macro-economic indicators to scrutinize them for their role in ensuring inclusive growth and development. The paper concludes that the country's fluctuating, polarized growth and weakening macro-economic indicators have been posing challenges to the inclusive development.

The paper is devoted to examining of theoretical and practical aspects of introduction of the Regions’ Inclusive Development Index. At current stage, the works of contemporary foreign and domestic scientists are focused on the research of inclusive development and inclusive growth, where they more or less outline substantial misbalances of global economy growth models – GDP volumes growth is accompanied by inharmonious distribution of income between the entities, leading to stratification of population and aggravating poverty – and suggest a new balanced model of economic growth of socio-economic systems with growing involvement of all residents in economic growth processes and fair distribution of their results. Growing gaps in regions’ development, low credibility of GRP per capita in terms of estimation of socio-economic development of territories, their competitive ability and problematic nature objectively cause the need to introduce a new aggregated index to systemically and complexly make constructive managerial decisions to overcome negative tendencies, to conduct efficient state regional policy and to provide state financial assistance. The author’s approach to introduction of «Region’s Inclusive Development Index» in Ukraine at the level of regions, which is an analogue to international «Inclusive Development Index», which should show the growth (fall) of residents’ welfare in the region more comprehensively and promote achievement of European standards of the quality of life, which correspond to the principles of inclusive growth. The results of calculations of suggested Region’s Inclusive Development Index and comparative analysis by the rate of GRP per capita in followup of socio-economic development of Ukrainian regions in 2016-2017 show the reasonability of introducing this criterion as far as it reveals the advantages and defects of each region’s socio-economic development.

The publication explores the problem of happiness as a common, universal indicator of socio-economic development. The factors influencing the subjective, individual estimation of happiness are defined. The relationship between the level of happiness and the pace of economic growth is characterized. A relatively new direction of economic theory – the economics of happiness – is considered; the object and subject matter of its research are determined; the main issues that fall into account of the scholars working within terms of this direction are listed. A number of experimental studies on happiness were considered, which used primarily psychological methodology and relied on the results of mass opinion polls in different regions of the world. The global happiness index (The Happy Planet Index) and the World Happiness Report are paid the major attention. The methodology for carrying out these studies is described. The leaders of these ratings are identified according to the data for 2019 and 2020. Ukraine’s place in these ratings is determined. The need to clarify the links between the objective indicator of economic well-being (GDP per capita) and subjective estimates by the population is substantiated. The essence, purpose, main tasks and directions of the State policy on the formation of happiness are considered. The main components and priorities of the State policy in this context are characterized. It is concluded that the main goal of the State policy focused on achieving happiness is to create conditions under which timely, complete and qualitative satisfaction of various needs of both the lower and the higher levels is possible for the population, i.e. ensuring material and spiritual satisfaction with life. It is specified that traditional objective indicators of economic well-being retain their importance when assessing the level of socio-economic development of a certain country, however, they are not sufficient to have the problem fully studied, and it is necessary to take into account subjective assessments of the population. These subjective indicators are necessary because they allow a better choice of the right directions of economic and social policy.

The article highlights the necessity of inclusive growth and development concept implementation in times of economic and social instability as it is widely recognized as the one that can and should tackle the common long existing problems like poverty, inequality, and insecurity. Thus, the subject of this research is to compare the patterns of inclusive growth and development across economies of Central and Eastern Europe (CEE); and to investigate the driving policies and institutions to countries’ inclusive growth and development. The research objective is to highlight policies that would increase equality, economic well-being, and as a result, the competitiveness of CEE countries. Methods. For this purpose, the comparative analysis of CEE countries’ inclusive growth and development patterns was done; and the empirical evaluation was done to observe relationship between the Inclusive Development Index and indicators that described economic policies and institutional factors relevant to inclusiveness. In a comparative analysis and a cross-country regression model (for both dependent and independent variables), a recently developed by World Economic Forum performance metric was used. Results. The main findings suggest that the Czech and Slovak Republics are the best performing among CEE countries in inclusive growth and development patterns. On the contrary, Ukraine, Moldova, and Russian Federation are the worst. Economic growth of these countries has not transformed well into social inclusion. Still, there is a great potential for all CEE economies to improve their social inclusiveness in comparison with EU-28 and Norway (the most inclusive economy in 2018). Results of the empirical research indicate that redistributive fiscal policy has little influence on inclusive growth and development. Nevertheless, it should create a public social protection system that is engaged in decreasing poverty, vulnerability, and marginalization without hampering economic growth. Besides, an effective and inclusive redistributive state system of CEE economies should accentuate on supporting human economic opportunities. According to the results of the regression model, positive strong influence on inclusive growth and development is associated with the employment and labour compensation policy that allows people to directly increase their incomes and feel active and productive members of society; the basic services and infrastructure policy which is a necessary ground for present and future human and economic development; the asset building and entrepreneurship policy provides diminishing inequality and rising economic opportunities by fostering medium and small business creation and enlarging possibilities of home and other asset ownership. Altogether these policies would increase broad-based human economic opportunities and consequently both equality, economic well-being, and CEE economies’ competitiveness in the long run. The counter-intuitive effect observed in the regression model between education and skills development policy and country’s inclusive growth and development needs further investigations, as education is important for social mobility and decrease in income and wealth inequality.

The paper deals with a topic relating to the economic growth, development and general welfare of a national economy, a wider region, or even the entire world, through indicators that differentiate growth from development. It is a complex subject that contains numerous aspects of the life of a community in a certain space, which, because of its complexity, cannot be limited exclusively to economic aspects, so because of that cannot be limited exclusively to economic or monetary indicators. Life in a community besides the economic includes also legal, sociological, philosophical, psychological and other aspects, from which it logically results that measuring the development and welfare is a complex process that can hardly be limited to one indicator. In that sense, the paper addresses issues relating to production, distribution, fairness and equality, employment, unemployment, poverty, productivity, economic stability, sustainable development, human development, a sense of well-being and happiness, etc., in the direction of the thesis for the use of complementary development indicators. The complexity of the process of harmonizing the numerous indicators is further complicated by the need to calculate the degree of their mutual correlation, especially if it concerns divergent indicators or indicators that are mutually exclusive or have a negative correlation. The issue of welfare has been the subject of economic science interest since its very beginnings, even from the time of the first ancient thinkers when it was not singled out as an independent science, through the utopians, to contemporary economic thought. The economic operation and the rational use of limited resources in order to meet unlimited human needs is the heart of the economy. The basic indicator used to measure economic growth is undoubtedly the GDP and GDP per capita. But one has to take into account the distinction between quantitative growth and qualitative development, whereby GDP is an indicator of growth. Development is a broader concept that covers growth, but also technological and any other kind of advancement of the social community. Development as a qualitative feature means the advancement of the qualitative characteristics of society and the well-being of individuals, and the well-being is not only the increase of GDP, but the subjective sense of the people in the community that they live better, a sense of improving the quality of life. Growth and development together make the progress of the community. In this sense the paper elaborates just a few indicators of growth and development that are used parallel, such as GDP, Human Development Index, and the World Happiness index, that do not exclude each other and whose interwoven use gives a fuller picture of growth and development although the ranking of countries around the world according to one of these indicators may be quite different with respect to the ranking according to the other indicator. This only confirms the thesis of the need for a more comprehensive analysis of the analyzed issues and suggestions for a more comprehensive indicator that would be a complementary set of several alternative and complementary ones that would eliminate the shortcomings of its constituent parts, thereby obtaining a relevant indicator of economic development and welfare, without any intention to propose a concrete solution.

Introduction. The middle of 2000 years witness the shift in traditional economic development models to the concept of inclusive growth. The significant stratification of society and the growth of the share of the poor population due to financial and economic crises are the prerequisites for changing the paradigm of economic development of countries. According to the index of inclusive economic development (IDI) of 2018, published on the website of the World Economic Forum, Ukraine ranks 43rd among 74 developing countries. The introduction of the latest financial technologies in the banking system in recent years has significantly improved the qualitative characteristics of financial inclusiveness. The financial services market has radically changed. The boom of Finteh-startups is supported by smartphone population and penetration into all spheres of society of the fast Internet society. The purposeof the article is to assess the impact of financial technologies on the inclusive development of Ukraine in terms of banking sector cooperation with startup companies on the financial services market. Results. Concepts on the further development of the world economy in the long-term perspective are considered. Based on the analysis of modern economic literature, key points of inclusive growth are identified. In this context, the focus of the study is on financial inclusiveness. The emphasis is on strengthening the financial inclusiveness of the population in the adopted Strategy of the NBU by 2020. The most current trends of FinTeh in the world are described and the factors of development of FinTeh in Ukraine are analyzed. The given feature is the latest types of Finteh start-ups, challenges for the development of the FinTeh-market in Ukraine. Conclusions. The development of scientific thought and understanding of the transformation of social processes led to the transition from the concept of economism growth to the concept of inclusive development. The concept of inclusive development of the country is only part of the scientific discourse. Financial inclusiveness has not only financial but also social orientation. In Ukraine, FinTeh is in its infancy, the development of which is supported by a variety of initiatives and activities of the NBU. Given the current market demand, FinTeh solutions that are focused on financial inclusiveness and the mass market have the greatest potential for growth.

The paper investigates theoretical aspects of inclusive growth and development, we determined the level of inclusive development in Ukraine, analyzed the strengths, weaknesses, prospects and risks of inclusive development in modern conditions of the economy developed a mechanism for constructing a model of inclusive development of Ukraine. The object of the study is process of inclusive growth and development. Purpose of the study is to summarize theoretical and methodological foundations for inclusive growth and development conduct research and create a model of inclusive growth and development of Ukraine. Method of the study - methods of economic, systemic, comparative analysis and modeling. Results and innovation of the study - in modern conditions of economy of inclusive development of Ukraine is currently ranked 49th place in the rating of the IDI with the index of 3,42, which is significantly lower than it was in 2017, when IDI was 3,67 and the country ranked 47th position. According to the WEF Report, Ukraine has a high position in the categories «Education and skills» IDI of 5,86, «Employment labor and social payments» IDI 4,78, «Basic services and infrastructure» has the IDI of 4,75. The category «Levels of corruption and rent» occupies the last place in terms of 2,81 IDI, this is a weakness of the Ukrainian economy. The paper presents a SWOT analysis of the inclusive development of Ukraine in modern conditions of the economy, which included strengths, weaknesses, prospects and risks. Having considered each key separately and analyzing them as a whole, was the mechanism of constructing a model of inclusive development, based on principles such as accessibility, self-regulation, trust, transparency, integration capabilities and security. Forecast assumptions about the object of study - the implementation of the model for inclusive development of Ukraine can be a powerful impetus for change at the legislative level in our country, attracting foreign investors and moving Ukraine to the leaders on the world stage.
