The article is aimed at determining the opportunities of the regions of Ukraine for self-sufficiency in energy resources, improving energy security and energy efficiency, as well as forming a methodological approach to determining regional ratings by the level of energy efficiency and energy security. The indicators of energy efficiency and energy security, proposed in the article, is advisable to use as a base for a further system of indicators, applied to determine regional ratings of energy efficiency and energy security. The proposed indicators allow to comprehensively assess the level of energy security in the region, are relevant and can be easily calculated using data from the State Statistics Service of Ukraine. To assess the level of energy efficiency and energy security of the regions of Ukraine, it is advisable to use the author’s own methodology, which also allows to assess the availability and quality of energy resources use. The application of the proposed two-level system of indicators and the method of their calculation allows solving the problem of informing different categories of users about energy efficiency and energy security of the regions in order to determine the need for control influences in conditions of limited information. Based on the results obtained, both the State and regional administration bodies together with local self-government bodies will be able to assess the results achieved, compare them with the achievements of other regions and develop a system of measures to improve the energy efficiency of the regional economy and ensure energy security in the future. Further researches of the author will be aimed at calculating on the basis of the formed methodological approach of the rating of energy efficiency and energy security of the regions of Ukraine, carrying out a comparative analysis of the regions and developing proposals for solving identified problems, based on the rating results obtained.

Energy Security of the state: Comparative analysis and Improving the Regulatory frameworks for energy, resource efficiency of buildings in Ukraine and in the EU. The article was the analysis and compare existing regulatory frameworks for energy and resource efficiency of various buildings in Ukraine and in the EU. The main assignment of the present research is studying the current situation and trends towards improvement of the Ukrainian regulatory framework concerning energy saving in the construction engineering sector. With the aim of ensuring energy security of the state determined approaches to effectively addressing the problem of high energy consumption. Efficient solution of the high energy resources consumption problem in the field of industrial and civil engineering is only possible with an integrated approach. It is necessary both to control heat losses by means of walling and to reduce energy consumption for conditioning buildings, ventilation air transporting, etc. To successfully solve the problem of high energy resources consumption, it is necessary to improve the total costs of producing electricity, heat/cold, to minimize losses on their way from the energy manufacturer to the consumer. The article presents: energy classification houses by European standards, proved the need to develop the existing regulations energy efficiency in Ukraine; the experience of European countries for energy certification in order to introduce in Ukraine; the structure of the legislative framework of Ukraine in the sphere of energy efficiency of buildings; implementing European practices energy conservation in Ukraine; development of recommendations on adaptation of Ukraine standards to EU; the formation of proposals for  deepening energy cooperation between Ukraine and the EU. Introduction. In the conditions of dependence on the imported energy resources there is a problem of ensuring stability of the energy industry with counteraction to changes of the ambient and a possibility of reacting to actions for providing competitive positions and advantages of the state. A number of problems in energy industry need a support of necessary level of the energy security on the basis of providing own extraction with volume reduction of imported energy resources, increasing of the national products’ competitiveness in the world markets, development of innovations and investments into energy efficient technologies. In such conditions, it’s important to apply actions for ensuring economic security of the energy sector through the creating of an efficient program for the protection of the national interests in the energy sector, which will contribute to the national economy development. Aim and tasks. The purpose of article is a researching of energy security and developing actions for state regulation of energy security. Research results. The article outlines the priority directions of the state policy on ensuring the energy sector development which are identified as a main risks and adverse factors of influence on functioning of energy industry of Ukraine. And the necessity of energy security systems formation at the state level is grounded. The perspective increasing directions of energy security are the establishment of more adapted to transformations system of state regulation with market self-regulation elements. The state regulation of energy security in conditions of high level internationalization of national economy should be aimed at the harmonization of its technological and institutional aspects which influence the development and implementation of energy technologies and projects related to renewable energy sources. The state regulation requires further active development of institutional conditions for use of alternative energy resources and energy saving based on renewable energy. Conclusion. To provide energy security it is necessary to improve the complex program of its development which will involve wide use of state regulation methods as well as public-private partnership development so the support of the implementation of investment projects will be provided. The important aspect in development of energy engineering is ensuring its economic security which will allow to level possible threats of the industry and to provide requirements of fuel and energy complex and industry for a long term. Energy security should be directed towards increasing energy efficiency which will promote reducing imports and depending on the supply of energy resources by other countries. State regulation of energy security should ensure the rational use of the energy sector potential and stable functioning of the energetic supply system which includes: implementation of energy efficiency and energy saving policies; increase of investment in energy engineering; reduction of environmental impact and emissions.

The fuel and energy complex is the basis for the development of the national economy. Computer simulation of the development proces­ses of the fuel and energy complex is of great theoretical and practical importance as an effective method for studying large and complex systems. The purpose of this study is to develop a methodological approach for conducting energy-economic analysis, identifying factors affecting the energy efficiency of the economy. Research methods are economic and mathematical modeling, system and statistical analysis, balance and indicative methods. The article presents the results of the analysis of the fuel and energy complex of Russia and Mongolia based on a combined fuel and energy balance. The conclusion is made about the need to improve the energy efficiency of the countries’ economies. The use of energy-saving technologies and equipment will reduce the cost of production and consumption of fuel and energy resources, reduce losses at all stages of their life cycle, while the planned indicators of socio-economic development can be achieved with less energy and financial costs, which will positively affect the economy and improve the quality of life of the population.

Urgency of the research. Forming the energy policy of the national economy on the basis of the energy security concept will ensure making balanced management decisions concerning the future energy development of the country. Target setting. Both in the world and Ukrainian practices, the most common approach to forming a model of energy security is based mainly on sources of energy supply. However, such approach does not reflect the aggregation of the complexity of the relationship in energy systems. Actual scientific researches and issues analysis. Problems of studying national energy security are highlighted in works of such scientists as J. Jewell and A. Cherp, A. Kachynskyi, B. Kruyt, A. Mikhalevych, B. Sovakul, A. Shevtsov, A. Smenkovskyi, as well as of different international organizations. Uninvestigated parts of general matters defining. The concept of energy security requires further consideration in the context of a systems approach and its operationalization at the methodological level. The research objective is the conceptualization of energy security on the basis of a systems approach and its operationalization using the 4E model. The statement of basic materials. The article studies the features of functioning of energy systems and proposes a system concept of energy security. The authors suggest considering the subsystems of energy supply, energy conversion and energy consumption as its components, the assessment of energy security of which at the methodological level is performed using the corresponding system indicators: energy dependency, energy efficiency and energy conservation. The stable existence of an energy system is ensured by such a component of energy security as energy self-sufficiency. In the work, the approbation of the proposed methodological approach to the assessment of energy security in Ukraine has been carried out. Conclusions. Energy security should be considered as a system category, and its concept based on a systems approach. The operationalization of energy security is based on its assessment by means of the methodological approach using the 4E model: energy conservation, energy efficiency, and energy dependency, as well as energy self-sufficiency.

The paper is an overview of the themes selected for the main topic of the issue, their relevance and the validity of the research conducted in the journal for the legislation and law enforcement practice in the context of the industrial revolution and the need for greening modern business. In addition, the author explains the editorial board’s choice of the main topic of the next issue of the legal journal of Volgograd State University “LegalConcept = Legal paradigm” under the title “The right to protect human health and an environmentally friendly business environment”. The objective need for the technology development of the intensive involvement of the potential of Russian environmental entrepreneurship in the industrial revolution processes is substantiated. The most important tasks are identified, which are addressed by the developments in the legal regulation of the digitalization processes of environmental entrepreneurship in Russia. The author lists a set of measures that, in the author’s opinion, are of primary importance for ensuring these processes. It is noted that the topic proposed for development is closely related to the formation of scientific and technological foundations that ensure the economic growth and social development of the Russian Federation. The state of scientific and technological progress achieved by modern society is manifested by the widespread use of digital technologies in various areas of production, business management, the provision of services in medicine, the banking sector, and the social sphere. It is proved that comfortable life, the security of the processes through qualitatively new regulatory approaches, the state security, including cybersecurity, overcoming the adverse effects due to natural disasters, as well as the introduction of biotechnology, entailing the appearance of unknown infectious diseases and viruses, preventing man-made disasters – these and many other goals and objectives can’t be achieved now or get a solution without the use of digital information technologies. It is also impossible to ignore the studies of the society and nature interaction, the cross-sectoral impact of modern technology in the field of renewable energy, the turnover of energy resources and energy efficiency improvement on the environment, the life and health of citizens, the public and state institutions designed to participate in the protection of the environment which corresponds to the solution of the specific objectives set in the Strategy for Scientific and Technological Development of the Russian Federation. According to the author, the studies of the dynamics of interaction between the economic and legal institutions in the field of renewable energy development, the turnover of energy resources, and energy efficiency improvement will contribute to the expansion in renewable energy as one of the “green” sectors of the economy.

An important component of the ensuring the security of the states of the Central Asian region is the energy security because the energy resources are critically significant for the improving the quality of life and the expanding the opportunities for all countries in this region. Kazakhstan, Turkmenistan and Uzbekistan are those countries which energy resources is an area of deep interest of extra-regional forces. In fact, energy security is a priority area of foreign policy of countries in the region that are trying to get the maximum benefit from the sale of their own oil and gas reserves. The energy resources Central Asia, primarily Turkmenistan and Kazakhstan, step up cooperation with countries such as China, Russia, USA and many others. Authors considers the peculiarities of energy policy of Kazakhstan, Turkmenistan and Uzbekistan, peculiarities of cooperation with external partners, as well as the problems that exist in the energy sector.

The act of dominating energy resources undoubtedly permeates the conquest of territories and their respective societies. Energy and geopolitics have always walked conjointly in the process of economic and social development in which societies have been based over the time. The multiplicity of issues that geopolitics gathered helped broaden the spectrum of analysis of geopolitical turning it more complex. This paper has the main objective to contribute for a discussion about the transition from the geopolitics based on the physical space to the geopolitics based on sustainability in which renewable energy has consolidated in the international scenario.  The final considerations highlight the quest for energy security requires more than the quest for energy self-sufficiency itself. In addition, the sustainable paradigm introduced in the geopolitics of energy new challenges as the insertion of renewable energy in a context dominated by traditional sources of energy that provokes a reflection on how the challenges related to geopolitics will be dealt with. In that way, China and India appears as a global players. The choice of cooperative dialogues appears as an essential element in the balance of the energy system.

Exploitation works at the North Pesteana Quarry is located in areas with mineral energy resources, and contributes to ensuring the country’s energy security, based on an efficient system of supply of primary resources, production, transport, distribution and supply, to ensure food of all consumers in terms of accessibility, availability and affordability of prices, taking into account the evolution of the quality of the environment. The exploitation surface is isolated from the protected area Jiu Corridor ROSCI0045 through the neighborhoods from the eastern limit-the regularization channel of the river Jiu and the villages Balteni, Peșteana Jiu, Cocoreni, Olari and the neighborhoods from the western limit - the villages Valea cu Apa, Pesteana de Jos, Hotaroasa, Urdari. Lignite mining works do not affect the integrity of the protected natural area; by carrying out the works, the artificial barriers between the natural and the anthropic terrain are not created. The paper presents the results of the research undertaken in 2019 through the technical expertise in File no. 14666/3/2017*, Archive of the Bucharest Tribunal [1]. Measures are proposed to prevent, reduce and, where possible, offset significant adverse effects on the environment, including: measures for the protection of water quality, air quality, protection against noise and vibration, in the field of soil and subsoil quality, biodiversity and measures for the rehabilitation of the land for its subsequent use, etc.

The article gives the analysis of resource saving and energy efficiency of the enterprises of water supply and waste water services of the State Unitary Enterprise “St. Petersburg Vodokanal”. There has been evaluated the consumption of electrical energy by the enterprise. The main methods of energy resources management (creating a system of rational consumption and saving of energy resources, using energy-efficient materials, equipment and technologies, identifying the potential of energy-saving measures at operating facilities) have been determined. The priority directions for reducing the production energy intensity in the water supply processes have been defined. An algorithm is proposed that includes the processes of collecting, modeling, structuring information, as well as developing an optimal solution for an enterprise. A model for optimizing work in water supply processes is presented, software products are considered that allow to control the processes of energy saving and energy efficiency. The most promising software products for their introducing them into practice of the enterprise have been identified, including General Electric Intelligent Platforms CSense. A plan for the sequential implementation of the software product into operation at the enterprise is presented. The dynamics of electricity consumption at the enterprise, the structure of energy consumption are illustrated. It is noted that the most significant contribution to the amount of energy consumption is made by the technological processes of water intake and supply. It has been substantiated that the most energy-consuming process for the enterprise (Water Supply Branch of the State Unitary Enterprise St. Petersburg Vodokanal) is replacement or maintenance of pumping equipment. The components of energy conservation of the enterprise under study are the partial regulation and automation of processes.

Rapidly increasing global energy demand has raised concerns about the exhaustion of energy resources and the consequent heavy environmental impact. Improving energy efficiency in cities comprises an initial measure for addressing these phenomena. Within the current context of globalization, EU initiatives and policy targets have been proposed in order to revise urban development strategies and motivate its member states (MSes) toward “zero-energy objectives”. Providing a methodological approach with a simulation district analysis, the present article summarizes how this challenge was analyzed in an existing district in Belgium. This study contributes to the scientific discussion by analyzing the applicability of a holistic approach to zero-energy objectives on a larger scale.
