This study analyzes the implementation of the Village Fund Program and the cause of the delay in absorption of the fund in 2015 in Pacitan District. The Village Fund Program as a central government program was implemented at the first time in 2015. The Civil Society and Village Empowerment Board (BPMPD) was investigated with regard to a sample of seven villages in Pacitan District. The research method is descriptive qualitative analysis, with data collected by conducting interviews and collecting documentation. The results reveal that the delay in absorption was caused by deficient regulations, which were subsequently revised in April 2015 to improve the implementation of the Village Fund Program. As a result, the Program implementation timeline is shifting from the initial plan. On the other hand, the BPMPD of Pacitan District faced difficulties in interpreting the regulations regarding the implementation of the Program from three line ministries.

This research describes, analyzes and interprets the implementation of the Village Fund Cash Direct Assistance Policy for the community in Sidorejo village, especially the poor community during the Covid-19 outbreak. The research method used is a qualitative method with a case study approach. The results of the research are that (1) the implementation of policies in the decision mentality approach from the village government is related to the determination of residents who are entitled to receive BLT Village Funds based on the results of village deliberations involving the Village Head and BPD. In addition, it is also based on provisions from the central government that BLT DD recipients are not PKH participants, but the reality on the ground is that there are still many PKH recipients who receive BLT DD. This attitude shows that there is a mentality that shows that the village government is less careful in data collection and on the other hand the mentality of the people who like to take advantage of this momentum to increase personal benefits. (2) the implementation of the policy in the system approach approach shows that the flow and mechanism of data collection have been carried out in accordance with applicable regulations, where the phase I distribution system of village funds has been running well. (3) the implementation of the policy in the collaborative network approach shows that there is still a lack of understanding between the Village Government as the implementer of the BLT DD policy and the community as the recipient of the BLT DD, where there are still people who are participating in the PKH program who in fact still receive BLT DD. This shows a lack of awareness from the community and on the other hand the lack of a validation process from the village government.

Al-Qusayr is located 40 km south of modern al-Wajh, roughly 7 km from the eastern Red Sea shore. This site is known since the mid-19th century, when the explorer R. Burton described it for the first time, in particular the remains of a monumental building so-called al-Qasr. In March 2016, a new survey of the site was undertaken by the al-‘Ula–al-Wajh Survey Project. This survey focused not only on al-Qasr but also on the surrounding site corresponding to the ancient settlement. A surface collection of pottery sherds revealed a striking combination of Mediterranean and Egyptian imports on one hand, and of Nabataean productions on the other hand. This material is particularly homogeneous on the chronological point of view, suggesting a rather limited occupation period for the site. Attesting contacts between Mediterranean merchants, Roman Egypt and the Nabataean kingdom, these new data allow a complete reassessment of the importance of this locality in the Red Sea trade routes during antiquity.

1. In their fundamental paper of 1949, Higman, Neumann and Neumann proved for the first time that a countable group can always be embedded in some 2-generator group: [1], Theorem IV. Two kinds of improvement of this result have recently appeared. In [4], Theorem 2, Dark has shown that the embedding can always be made subnormally. On the other hand, in [2], Theorem 2.1, Levin has shown that the two generators can be given preassigned orders m > 1 and n > 2; and in [3], Miller and Schupp prove that the 2-generator group can also be made to satisfy several additional requirements, such as being complete and Hopfian.

This paper uses the mathematical software Maple as the auxiliary tool to study the differential problem of four types of rational functions. We can obtain the closed forms of any order derivatives of these rational functions by using binomial theorem. On the other hand, we propose four examples to do calculation practically. The research methods adopted in this study involved finding solutions through manual calculations and verifying these solutions by using Maple. This type of research method not only allows the discovery of calculation errors, but also helps modify the original directions of thinking from manual and Maple calculations. For this reason, Maple provides insights and guidance regarding problem-solving methods.

The article examines the struggle of the Qatari- Turkish alliance for regional leadership in the Federal Republic of Somalia. The analysis revealed that the foreign policy activity of Turkey and Qatar in Somalia began during the events of the Arab Spring. Ankara and Doha used diplomatic, military and fi nancial instruments to strengthen their infl uence in the country. Moreover, Qatari money played an important role in promoting pro-qatari candidates to power during the 2012 and 2017 presidential elections. However, the eff orts of the Turkish- Qatari alliance to strengthen its position in Somalia have clashed with the interests of the Saudi- Emirati bloc seeking regional dominance. On the other hand, the inability to close the main cooperation with the central government in Somalia forced the UAE to support such autonomous regions as Somaliland, thereby intensifying the destabilization processes in the country.

This article gives an analysis of Foucault’s studies of civil society and the various liberalist critiques of government. It follows from Foucault’s genealogical approach that “civil society” does not in itself possess any form of transcendental existence; its historical reality must be seen as the result of the productive nature of the power-knowledge-matrices. Foucault emphasizes that modern governmentality—and more specifically the procedures he names “the conduct of conduct”—is not exercised through coercive power and domination, but is dependent on the freedom and activeness of individuals and groups of society. Civil society is thus analyzed as fundamentally ambivalent: on the one hand civil society is a field where different kinds of technologies of governance meet the lives and wills of groups and individuals, but on the other hand it is a potential field of what Foucault called ‘counter-conduct’ – for both collective action and individual political action.
