<p><em>Indonesia responds to the urgency of the threat of food crisis by </em><em>developing</em><em> national food estate. According to reports released by FAO and United Nations, the Covid-19 pandemic has the potential to threaten more than 50 million people towards extreme poverty. This has an impact on the global food crisis that threatens other countries if they do not take the right steps immediately. Food crisis is one of the non-traditional threats because it has significant impact on lives of many people in a country. Non-traditional threats are defined as security threats that hit a country non-militarily, it can be in the form of issues of climate change, economy, limited resources, disease outbreaks, or food security. Food security can be achieved when access to food can be easily achieved by all elements of society and meets the domestic needs. However, when access to food cannot be easily accessed by public, it creates a potential for a food crisis. This is because food is the primary need of every individual which must be fulfilled at any time so it is a national security issue. Through these problems, the availability of national food security must be guaranteed by the government. Along with high population growth and a pandemic outbreak, national food security and stability is on the verge of limitations. This article aims to explain the development of food estate as Indonesia’s strategy in facing the threat of food crisis in the next few years. This research used qualitative analysis method to understand the urgency of the development of food estate as a way for Indonesia to face the threat of food crisis by using the theory of threats, food security, and food estate. In this case, Jokowi responded to the threat of the food crisis by building national food estate in Central Kalimantan. The development of national food estate is considered to be able to meet Indonesia’s food reserves in the next few years, especially after the pandemic period. The results of the research in this article show that the government sees the potential for the food crisis as a national threat, so it needs measurable steps that can overcome these problems and pay attention to the sustainability aspect in its implementation. Needs realization of the food estate concept partially in strengthening food security in the agricultural sector cannot be done by the government and society, but also involves corporations. One form of corporate involvement in this research is a program from BNI in the form of farmer cards. The farmer card program is expected to provide efficiency for farmers so that they can receive the distribution of government support in the right amount, the right type, the right time, the right place, the right quality and the right price. This study aims to measure the implementation of the BNI farmer card implementation to provide a pattern of relationship to the potential development of the food estate concept in Pulang Pisau. implementation of BNI farmer cards in the Pulang Pisau community through indicators of understanding and compliance (X1), behavior and culture (X2), economic conditions (X3), policy issues (X4), facilities and infrastructure (X5), and stakeholder support (X6) for Realization food estate concept. The research design was carried out in a cross-sectional manner using a quantitative approach through smart PLS. The results show the value of the six factors measured through the implementation of the BNI farmer card, which later on this value will become a basis for sustainability and policy adjustments in the realization of food estate in the region itself through government, community and corporate cooperation in realizing food security against global food crisis.

This chapter narrates the saga of the Right to Food Security. Briefly pointing out various prior food movements, the chapter dates the movement to 2001 in Rajasthan with a writ petition at the Supreme Court. The SC took up the issue with surprising enthusiasm issuing order after order to force the government to comply with reports and action. The government, while not antagonistic, was apathetic. Encouraged by the court orders the activists gathered under a single banner of Right to Food Campaign in 2004 and built on the campaign in court as well as on the ground. Political support finally came when the issue entered UPA’s election manifesto in 2009. Post UPA victory, the NAC submitted its draft bill in 2010 but a substantially altered bill finally got enacted in 2013. The movement reflects a combination of Punctuated Equilibrium Framework and Advocacy Coalition Framework.

National Food Security Mission (NFSM) scheme is one of the flagship schemes for the development farmer’s livelihood. The objective is to achieve self-sufficiency in foodgrains production to improve livelihood, particularly in rice, wheat and pulses. It is providing the modern machinery, farm management and pest management. The article intends to analyse the trends in area, production and productivity of rice in the NFSM and non-NFSM districts in Tamil Nadu. This article is divided into four sections. The first is introductory in nature; the second deals with review of literature. The third section describes the rice production in Tamil Nadu, and the fourth section describes the government spending to the NFSM scheme in Tamil Nadu. Finally, it provides concluding remarks and policy suggestions from the study.

<strong>Indonesian</strong><br />Tujuan penulisan paper ini adalah mendeskripsikan status ketahanan pangan nasional, kebijakan stra-tegis terkait dalam pengentasan kemiskinan, dan kebijakan pembangunan pertanian dalam rangka peningkatan kesejahteraan petani. Dalam satu dasa warsa terakhir ini, terdapat indikasi instabilitas ketahanan pangan yang ditunjukkan oleh adanya peningkatan ketergantungan impor pangan. Peningkatan kinerja pembangunan pertanian dan pedesaan diyakini akan memberikan kontribusi positif terhadap perbaikan aksesibilitas dan ketahanan pangan rumah tangga. Sedikitnya terdapat empat program pemerintah terkait dengan pengentasan kemiskinan, yaitu pengadaan beras bersubsidi, program padat karya, program pemberdayaan usaha mikro/ kecil/menengah, dan dana kompensasi kenaikan harga bahan bakar minyak untuk golongan miskin. Dalam rangka penguatan ketahanan pangan dan pengentasan kemiskinan, kebijakan pembangunan pertanian berikut ini perlu dipertimbangkan, yaitu : (1) Perluasan spektrum pengembangan irigasi dengan sasaran peningkatan produktivitas lahan beririgasi; (2) Pembaharuan arah kebijakan sebelumnya dalam rangka mengatasi kendala penawaran/produksi pertanian; (3) Reformulasi kebijakan proteksi harga melalui pembatasan impor, penegakan hukum, dan mengkaitkan program beras untuk  masyarakat miskin dengan program pengadaan gabah oleh pemerintah; (4) Mendorong diversifikasi pertanian dengan menjamin ketersediaan, akssessibilitas, dan perbaikan faktor pendukung pengembangan komoditas non-beras; dan (5) Ratifikasi perlakuan khusus (special product) bagi komoditas pertanian strategis, dan kembali kepada regulasi awal AoA-WTO berdasarkan pada komitmen dan Skedul XXI.<br /><br /><br /><strong>English</strong><br />The objectives of the paper are to describe the state of national food security, related strategies for poverty eradication, and the respective policies on agricultural development for the benefit of the people. Over the last decade, the achievement of national food security depended on imports, indicating the instability of food security. The improvement of agricultural and rural development will contribute greatly to better food accessibility and a higher food security status of the population. There are at least four main government programs aimed at helping the poor, i.e. the provision of subsidized rice, public work programs, the empowerment program for micro-small-and medium enterprises, and low-income assistance funds to alleviate the burden of the poor. To strengthen food security and to eradicate the poverty, the following agricultural development policies should be taken into account, i.e.:  (1) The widening of the irrigation development spectrum with the main objective of improving irrigation productivity;  (2) To complete reversing the previous policy direction in order to eliminate agricultural supply constraint;  (3) The reformulation of price support policy implementing rice import through prohibition, strong law enforcement, and to integrate the rice program for the poor with the government procurement floor price policy;  (4) To enhance agricultural diversification through the availability, accessibility, and improvement of the supporting factors for non-rice commodities; (5) The ratification of special products for agricultural strategic commodities, in addition to return with the initial AoA-WTO regulation based on the commitment and Schedule of XXI

<p align="center"> </p><p><em>Analysis of strengthen strategies of food rice security in Ogan Komering Ulu Regency is a</em><em> bundle</em><em> strategy to improve food security in dimensions of availability, stability and food access. This research </em><em>was </em><em>historical research.It use</em><em>d</em><em> time series data, during 26 years period. Technique in collecting data used questionnaires. Data analysis use</em><em>d</em><em> multiple regression analysis and SWOT matrix. Data presents in tables andpicture, as well as narration to interpret the data.The results of research showes that food security conditions in OKU regency still can meet the needs of rice. Adequacy of food availability, stability and access to food in OKU regency has a surplus of rice along 26 years period. This also shows that OKU regency is able to meet the needs of food rice. The factors that affect food security are (1) the availability of food with a variable land area, production and productivity, (2) stability with variable food consumption, food availability and food access, and (3) access to food that is variable income, the price of rice, the price of corn.Strategies undertaken to improve food security are doing expansion field and farming intensification, applying a single policy basic price of grain, local government policy to apply the regulation about land use, developing of farming with institutional concept, diversifying crops, reducing consumption rice, stabilizing food prices, and improving food reserves. It can be concluded thatstrategy of strengthening food security can be improved by implementing capabilities, minimizing shortage, maximizing opportunities, and overcoming the threats. This study suggest that government should follow the concept of food securitydevelopment and implement the strategy.</em></p><p><em> </em></p><p align="center">ABSTRAK</p><p align="center"> </p><p>Analisis strategi penguatan ketahanan pangan beras di Kabupaten Ogan Komering Ulu adalah suatu strategi yang berfungsi untuk meningkatkan ketahanan pangan dengan dimensi ketersediaan, stabilitas dan akses pangan. Penelitian ini adalah penelitian bersifat <em>historical</em> (sejarah), menggunakan data runtun waktu (<em>time series</em>) yaitu selama kurun waktu 26 tahun. Teknik mengumpulan data menggunakan panduan kuisioner. Untuk analisis data menggunakan analisis regresi berganda dan matrik SWOT. Data disajikan dalam bentuk tabel dan gambar serta narasi untuk menginterpretasikan data tersebut. Hasil penelitian menunjukan bahwa kondisi ketahanan pangan di Kabupaten OKU masih dapat memenuhi kebutuhan beras masyarakatnya. Kecukupan ketersediaan pangan, stabilitas dan akses pangan yang ada di wilayah Kabupaten OKU mengalami surplus beras selama kurun waktu 26 tahun. Hal ini juga menunjukan bahwa Kabupaten OKU mampu mencukupi kebutuhan pangan beras masyarakatnya. Faktor-faktor yang mempengaruhi ketahanan pangan yaitu (1) ketersediaan pangan dengan variable luas lahan, produksi dan produktifitas, (2) stabilitas pangan dengan variable konsumsi, ketersediaan pangan dan akses pangan, serta (3) akses pangan variable yaitu pendapatan, harga beras, harga jagung. Strategi yang dilakukan untuk meningkatkan ketahanan pangan di Kabupaten OKU yaitu melakukan areal ekstensifikasi dan intensifikasi usahatani, menerapkan kebijakan tunggal harga dasar gabah, kebijakan pemerintah daerah untuk mengeluarkan peraturan tentang alihfungsi lahan, pengembangan usahatani dengan konsep kelembagaan, melakukan diversifikasi tanaman pangan, menurunkan tingkat konsumsi beras, menjaga stabilitas harga pangan, serta penguatkan cadangan pangan. Dapat disimpulkan bahwa strategi penguatan ketahanan pangan dapat ditingkatkan dengan menerapkan kemampuan, meminimalkan kekurangan, memaksimalkan peluang yang ada serta mengatasi ancaman yang menantang. Saran penelitian ini hendaknya pemerintah menindaklanjuti konsep pengembangan ketahanan pangan serta mengimplementasikan strategi tersebut.</p>

<p>There has been refurbished interest in food security related issues in many developing countries of the world. In fact, the concern about the eradication of poverty and hunger form a major objective of the Sustainable Development Goals (SDGs). Yet poverty and hunger still persist due to food shortage and insecurity as a result of increased global food demand, diminishing global food reserves, erratic climatic condition, and increased cost of transportation among others. Before now, various agricultural policies measures have been formulated to curb food security challenges in Nigeria. Unfortunately, these policies have not produced the desired results of the increase in food production. This study examined the factors impeding food security in Akutupa-Kiri, Nigeria. A structured and self-administered questionnaire using systematic sampling technique was used to collect data from a total of 194 (one hundred and ninety-four) household heads farmers representing 2% of the entire population in the study area. The data were presented using descriptive statistics in the form of frequency and percentages. Weighted means were used to determine the predominant factors impeding food security in the study area. Findings revealed that poverty (M.W=5.00), poor road transportation (M.W=5.00), inadequate social amenities (M.W=5.00) and lack of government support and assistance (M.W=5.00) were the most significant factors impeding food security in Akutupa-Kiri. The study recommends that there is a need for improvement in sustainable food security in the study area and Nigeria at large through the provision of adequate road transportation. Effort should be made by the government to render substantial support to the peasant farmers and as well ensure that agricultural policies formulation target these peasants farmers and their rural environments for the purpose of sustainable food security in the nation.</p>

Indonesia is one of the largest agricultural countries in Southeast Asia, but it is also struggling with food security issues. The government's challenge is to ensure that domestic food needs are fulfilled. The covid-19 pandemic exacerbated this challenge, where countries faced the threat of food shortages due to limited movement of goods. Thus, Indonesia should focus on increasing the production and productivity of strategic food commodities. One of the alternative solutions is through the transmigration program. This research focused on how the transmigration program can contribute to food security. The study was carried out through a descriptive qualitative method. The result shows that transmigration contributes to food security because of its similarity to the food production process. However, this program faces five main challenges to support food security. Therefore, this study shows several pre-conditions that the government needs to fulfill to overcome these challenges.

Present article follow up the recent debates that is being discussed in the country with respect to the National Food Security Act – 2013. Present article is based on the secondary sources of information collected through various books, magazines, journals, newspapers, government and non-governmental reports. The purpose of the article is to trace the discussion among various economist, planners, researchers and policy makers in order to analyse whether National food Security Act is a triumph for those who are in desperate need of it (poor and destitute), or a tragedy for those officials speaking against the Act. The main emphasis of the article is to discuss the cost of implementation of NFSA because it was believed that after its implementation it will put heavy burden on the government exchequer due to subsidies provided under it.  Article also examines the challenges related to Food Corporation of India with respect to procurement, storage and distribution of foodgrains. Moreover, article also discusses the NFSA with respect to the Integrated Child Development Scheme, its affect on small and marginal farmers of the country, challenges related to public distribution system.


Significance Harvest performance so far supports optimistic predictions that it can repeat the record harvest and export volumes achieved last year. Grain crops account for about 40% of agricultural exports, which with ferrous metals are the key sources of foreign revenues. Impacts Oilseeds will remain another lucrative export item: Ukraine is the world's largest exporter of sunflower oil. Bread prices will rise in response to shrinking domestic supply amid growing exports of flour. The government is likely to seek a new accord with exporters to define how much can be exported while ensuring national food security.

Cereals is one fundamental factor about people's livelihood. Relatively abundant food production, to maintain a certain number, variety and quality of food reserves, directly related to national security, social stability and economic development. Maintain a certain amount, variety and quality food reserves, which is essential to ensure national food security measures. Cereals reserve and quantity monitor is a key element for food security strategy. However, most of the granaries were built many years ago, outdated facilities, technical means backward in China and many other countries. Access depends on the number of grain of experience and estimation. As different varieties of grain, place of origin, degree of packing, texture, moisture content and shelf life of different, the estimated cereals quantity data using traditional methods and real data usually have a large deviation. This restricts the development and implementation of national food security strategy. Fortunately, with the rapid development and wide application of modern information technologies, they are rapidly penetrated all aspects of grain fields and applications. Food safety system has been extended to modern technology, management and information technology and network support integrated system, and gradually developed into a warehouse as the mainstay and the main form of processing and production, related to transportation, storage, processing, circulation and consumption the whole process of information systems. Modern information technologies improve accuracy and reliability of cereals weight measure. In this paper, a cereals weight measure system combining of the new types sensors and communication technology is used in food granary. Vibrating wire pressure sensor is deployed in the bottom grain storage in advance, and then began to store grain silos. The sensor signals are sent to collection device or monitoring the background. Background calculates the weight of grain storage silos by the received data. Pressure sensor can accurately obtain the food and the weight of cereals can be scientifically obtained.
