The authors characterize the collections of the Russian National Public Library for Science and Technology, the structure of traditional and digital information resources being developed to provide information support of education and science. Special attention is given to inhouse digital resources, i. e. e-catalogs of various types, e-library including electronic archive, specialized bibliographic databases, as well as open access digital resources and licensed resources of other organizations and resources being accessed in test mode. The authors examine the issues of access organization and availability of information resources for various user groups. The authors analyze the use of library collections and the subject scope of demanded documents. The rate of traditional and digital information resources in user services is specified, the relation between the user audience structure and resource relevance is demonstrated. The role of exhibitions in collection use and new users attraction is emphasized; the significance of educational, scientific and popular seminars to promote the system of information resources, technologies and services is shown. The need for comprehensive strategy to balance efficient traditional and digital information resources in library services is substantiated.

Library collection development principles have been changing due to intensive introduction of digital resources. The authors examine the processes of library and information development and acquisition of printed and digital resources at of RNPLS&T which adds new possibilities for user information services. The increasing role of digital resources is determined by the appropriate services advancement. The use of licensed full-text digital resources is also discussed. The role of mandatory copy as a powerful, reliable and free source of collection development with domestic printed documents is revealed. The collection is also growing due to the remote access to national digital resources, and among them Russian State Library’s Theses Library holds a particular place. The high rank and importance of the centralized/national subscription are emphasized: RNPLS&T provides access to the leading foreign information resources. The significance of open resources for users information support is demonstrated.The main task in the collection development strategy is seen as balancing various types of documents and providing the possibly complete information demanded by users.

The system of information support of agrarian science of Siberia, created by the Siberian scientific agricultural library, based on its information resources and intercommunications with agricultural libraries of the region, is analyzed. The results of the study of organizational and structural transformations in the management and information support for scientists in the modern period and the analysis of the status of libraries of research institutes are presented. The role of SibSAL as an interlink in maintenance of the united information space of agrarian science of Siberia is shown.

Despite the scientific and technological development, libraries of Jordanian universities suffer from an obvious lack of digital information resources, because for many reasons, the most important of these is the non-application of intellectual property legislation (IPL) related to these resources. This study investigated the reality of the application of intellectual property legislation related to digital information resources at the libraries of public universities in Jordan. The population study consisted of all employees of departments of digital information resources. The study sample was (74) employees. Texts of regulations for the intended libraries and the Jordanian copyright law No. (22) for the year (1992) were reviewed and analyzed. In addition, a questionnaire was developed regarding the actual application of intellectual property legislation relating to digital resources at the university libraries in Jordan. Results revealed that the application of IP legislation relating to digital resources at the libraries of public universities in Jordan was moderate and that the supervising to the libraries of universities from the National Library regarding the protection of intellectual property rights of digital resources was moderate. The study recommended the application of intellectual property legislation related to digital resources in the intended libraries, this could be achieved through including intellectual property legislation in the regulations of public services in the intended libraries, to provide for the terms of protecting IP rights for digital resources, improving the legislation, developing of the Jordanian copyright law to be compatible with digital information resources, providing the necessary support for these libraries, and emphasizing the role of the National Library.

Digital information resources are fetching more and more imperative for the academic community. The increase of technical colleges in Andhra Pradesh are quiet noteworthy and in advance of various states of India. Digital resources are measured as imperative resources of teaching, research and training. Consequently, digital resources play a important role in academic libraries as they are mostly jingle for the support of academic brilliancy and research. For these research questionnaires were distributed to the faculty members of 10 selected engineering colleges in East Godavari district of Andhra Pradesh. Accordingly, 400 questionnaire distributed amongst the faculty members of 10 engineering colleges. Out of 400, only 336 questionnaires were received back that is the overall response rate is 84%.. 27.98% of the faculties are utilize digital resources for bring up to date Knowledge. It is also found from the study that preponderance of the faculty members were satisfied with available digital resources.

RNPLS&T’s experience in providing open access and developing open archives is discussed. RNPLS&T’s heterogeneous information resources are evaluated; the structure of the inhouse digital resources in 2018 is described, including digitized books in RNPLS&T’s Electronic Archive, employees’ articles, articles in journals published by the Library, articles in the Library conferences proceedings, all hosted by the E-library, and the RNPLS&T’s information systems. The technologies of access to RNPLS&T’s digital resources are characterized, including in-house and commercial ones: access with Summon federated search system, access using Z39.50 and SRU/SRW protocols and access via the National Electronic Library access to the RNPLS&T’s resources, access to RNPLS&Ts E-library metadata using OAI-PMH protocol, etc. Integrated search external services are described. The technology of remote users access to individual subscriptions and licensed databases is specified. The current state of software solutions for server modules of the RNPLS&T’s open archive based on IRBIS64+ ILS is characterized.The goal is to provide users with the extended set of instruments for information retrieval and access to demanded full-text publications, including the external ones.

Currently, without the effective information support of scientific research and the educational process, the innovative development of higher education isn’t possible. But the databases of leading publishers such as Springer Nature, Wiley, Elsevier, Oxford University Press and others are very expensive for universities in developing countries and countries with economies in transition. It is necessary to conduct researches to analyze the demand for digital information resources of publishers to determine the most popular sources for each university. The article is devoted to the results of research on the demand for electronic scientific and educational resources in 63 universities of Uzbekistan, as well as their impact on publication activity. Interviewed more than 1200 respondents from among doctoral students, applicants for academic degrees, teachers and researchers. Based on the results of the survey, the most frequently used sources of information for scientific research, problems they face when writing scientific articles, and information resources they often use are identified. Such researches were conducted in the republic for the first time. The results of the survey made it possible to get a clear picture of the state of information support of universities, to develop recommendations to improve of acquisition funds of academic libraries, on organizing and conducting thematic trainings for doctoral students, teachers, and researchers.

This article discusses the characteristics of various reference digital resources of the modern humanities. We have identified three main digital resources: a digital library resource, a multimedia digital system, and a multimedia encyclopedic database. These important resources are involved in creating a modern information society. In this context, the Ukrainian Literary Encyclopedia of the Shevchenko Institute of Literature of the National Academy of Sciences of Ukraine and the crea­tion of an independent multimedia encyclopedic database are considered.

The article is devoted to the issues of access to electronic scientific and educational resources of the world’s leading publishers for universities and research centers of Uzbekistan. Organized with the support of the National library of Uzbekistan, the international seminar «Scientific information resources for innovative development» opened up opportunities for scientists, teachers, students and librarians to get important information for their activities. The history of the seminar organization and the great role of such events in information support, the entry of the Republic into the world information space and importance it in the innovative development of the country is described.

Objective preconditions and problems of forming term-system of the subject area of digital information resources are examined. The vocabulary used for describing digital information resources within the contents of the www-sites of RF subjects’ central libraries is assessed. The findings of the analysis of international and RF national terminology standards in the area of digital information resources are introduced.
