Recently, green innovation efficiency, which considers innovation and environmental factors, is gradually becoming important for the sustainable development of Chinese heavy polluting industries because of the increasing strictness in China’s environmental regulations. Previous studies ignore the impact of external environmental factors on the efficiency of green industry innovation and fail to explain the complex relationship between environmental and technical efficiency fully. Therefore, a non-radial directional distance function-data envelopment analysis (DDF-DEA) three-stage green innovation efficiency evaluation model was constructed to measure the green innovation efficiency of China’s heavy polluting industries objectively and explore the impact mechanism of external factors. Then, the aforementioned model was used to conduct an empirical test on China’s heavy polluting industries. Results indicate that the green innovation efficiency of heavy polluting industries is generally low in China, and the entire industry is in the transitional stage of “effective innovation but not green.” The uncertainty of the effect of the environmental regulation policy, the over-reliance on external technologies, and the scale diseconomies of industries, which are the key factors in improving the green innovation efficiency of China’s heavy polluting industries, have a significant negative impact on green innovation efficiency. The conclusions of this study can provide a useful reference for China and other emerging markets to formulate reasonable environmental regulations and green transition of heavy polluting industries.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.

Pollution-intensive industries (PIIs) have both scale effect and environmental sensitivity. Therefore, this paper studies how environmental regulation (ER) affects the location dynamics of PIIs under the agglomeration effect. Our results show that, ER can increase the production costs of pollution-intensive firms (PIFs) by internalizing the negative impact of pollutant discharge in a region, and thus, directly reduces the region’s attractiveness to PIFs. Meanwhile, ER can indirectly reduce the attractiveness of a region to PIFs by reducing the externality of the regional agglomeration effect. Moreover, these influences are regulated by the level of local economic development. Based on the moderated mediating effect model, we find evidence from the site selection activities of newly built chemical firms in cities across China. The empirical test shows that compared with 2014, the proportion of the direct effect of ER to the total effects significantly decreased in 2018, while the proportion of indirect effects under the agglomeration effect increased significantly. Our findings provide reference for the government to design effective environmental policies to guide the location choice of new PIFs.

This article aims to promote the high-quality development of the Great Changsha-Zhuzhou-Xiangtan City Group and improve the green innovation efficiency of urban agglomeration. This article takes green innovation in networked urban agglomerations as its research subject. Furthermore, it analyzes the impact of network structure characteristics such as network scale and network structure hole on green innovation in urban agglomerations. Moreover, this study uses the unexpected output SBM model to measure green innovation efficiency of the eight prefecture-level cities in the Great Changsha-Zhuzhou-Xiangtan City Group from 2012 to 2018 and analyzes its influencing factors using the panel Tobit model. The results show that the overall green innovation efficiency of the Great Changsha-Zhuzhou-Xiangtan City Group is stable. The distribution of urban green innovation efficiency in the region is characterized by urban gradient and mid-stream drive. In the process of networked innovation, economic development, which has a positive impact on green innovation, promotes the overall effectiveness of the network structure. The low efficiency of urban educational resources, which has a negative impact on green innovation, leads to the redundancy of a network scale. The unapparent advantage of industrial structures, which have a negative impact on the development of green innovation, leads to the insufficient depth and breadth of network openness. Lastly, government support and the level of infrastructure have no impact on green innovation.

The impact of globalization has penetrated throughout the civilization of the nations of the world, running so fast. Especially very influential on changes in various lines of life. Related to this is the issue of increasing narcotics abuse and narcotics illicit trafficking which has created conditions that have hindered the development process and weakened civilization. Eradication of narcotics distribution is a national problem, because it has a negative impact that can damage and threaten the lives of the people, nation and state and can hamper the national development process. The rise of narcotics abuse does not only occur in big cities, but has reached small cities in all ten regions of the Republic of Indonesia, including East Aceh Regency. The increasingly diverse lifestyle of the people due to the influence of globalization also contributes to the increasing circulation of narcotics in East Aceh District. This certainly must receive serious attention, because if we look at what is happening in East Aceh District and several other regions in Indonesia, the crime of narcotics distribution from time to time always increases which in the end is increasingly unsettling the community, so before these things increase In East Aceh District, an effective solution must be found to eradicate it. Factors that cause a person to commit a narcotics crime in East Aceh Regency are due to economic factors where a person needs money to live and the difficulty of getting work, family environmental factors, social environmental factors and availability / lack of supervision factors. Efforts in tackling narcotics circulation in East Aceh district involve many parties, including: firstly, pre-emptive efforts by providing counseling in the community and schools about narcotics carried out by the police in tackling narcotics crime in East Aceh District. Second, preventive measures (prevention) by conducting raids and patrols routinely, providing oversight of the association and positive activities carried out by the police, prosecutors, religious leaders, community leaders and youth organizations. The third repressive effort (action) which aims to provide a deterrent effect on the perpetrators of drug trafficking crimes involving all law enforcement officials ranging from the Police, Attorney and District Courts and Detention Houses.Keywords: Crimonology, Narcotics Circulation.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

Objective The answer to this article lies in: Does the financial activities of physical enterprises have an adverse impact on their main business? Is it conducive to the sustainable development of the national economy? However, when most scholars study the impact of environmental regulations on companies performance, they have not classified companies performance. This article will study the relationship between environmental regulations and performance levels based on the classification of companies performance, and then divide the nature of industry pollution, companies location and nature of property for in-depth research. Methods First, this article uses a random effect variable-intercept model to measure companies financial performance and non-financial performance. Then, the variables are divided into two variable groups: light pollution and heavy pollution according to the nature of industry pollution. Next, the companies are divided into three variable groups: the eastern region, the central region, and the western region. Finally, the company is divided into two variable groups: state-owned and non-state-owned according to the nature of property. Conclusions The study found that: (1) Environmental regulations have inhibited companies financial activities. And the inhibitory effect of environmental regulations on the financial performance of enterprises is more obvious in the heavily polluting industries and enterprises in central and eastern regions. (2) Environmental regulations and companies non-financial performance are also negatively related, environmental regulations have also inhibited the non-financial performance of companies, this effect is more pronounced in heavily polluting industries and enterprises in western regions. (3) Income crowding effect brought by China's environmental regulations is greater than the income compensation effect brought by stimulating technological innovation.

Environmental regulation policies are being continuously enriched today. To effectively improve green innovation efficiency through environmental regulations, it is urgent to better understand the impact of different environmental regulations on green innovation efficiency (GIE). However, due to the defects of previous methods for measuring GIE, existing studies may have deviations when analysing the effect of environmental regulations on GIE. To fill this gap, using Shaanxi, China, as a case study, the present study proposes a network data envelopment analysis (DEA) model based on neutral cross-efficiency evaluation to accurately measure the GIE of Shaanxi during the period of 2001–2017. On this basis, this study further analysed the impact of different types of environmental regulations on GIE from three aspects: causality, evolutionary relationships, and effect paths. The results indicate that (1) the GIE of Shaanxi Province showed a “fluctuation-slow growth-steady growth” trend during 2001–2017, and after 2014, the problem of an uncoordinated relationship between technology research and design (R&D) and technology transformation began to appear; (2) there was a linear evolutionary relationship between command-and-control environmental regulation and GIE and a “U”-shaped evolutionary relationship between market-based/voluntary environmental regulation and GIE; and (3) command-and-control environmental regulation and voluntary environmental regulation affected GIE mainly at the technology R&D stage, while market-based environmental regulation ran through the entire process of green innovation activities. This study improves the evaluation methods and theoretical systems of GIE and provides the scientific basis for government decision-makers to formulate environmental regulation policies.

AbstractThe high-quality development of the manufacturing industry is an important strategic task for Chinese economic development. The rapid development of the manufacturing industry is also accompanied by problems such as overcapacity and environmental pollution. This paper analyzes the impact of capacity utilization on the high-quality development of manufacturing and establishes a nonlinear threshold regression model on this basis, and studies and analyzes environmental regulations as a threshold variable under the influence of capacity utilization rate on the high-quality development of the manufacturing industry. The research results show that: capacity utilization, profitability, foreign direct investment, and government participation all have a significant positive impact on the high-quality development of the manufacturing industry; environmental regulations have a significant negative impact on the high-quality development of the manufacturing industry. And in the model of the effect of capacity utilization on the high-quality development of the manufacturing industry, environmental regulation has a single threshold effect. With the increase in the intensity of environmental regulation, the coefficient and significance of the effect of capacity utilization on the high-quality development of the manufacturing industry have changed. Finally, this article puts forward corresponding policies and suggestions based on the results of data analysis.

The sustainable development of the industrial enterprises in the Qaidam Circular Economy Pilot Zone must meet both the current needs and the future development, as well as the economic and ecological development, as well as the dual development of industrial enterprises and regions. For the industrial enterprises in the experimental area, in order to ensure sustainable development, their own strategies and efforts are very important, but in a policy-dependent area like Haixi Prefecture, the influencing factors of the objective environment are more important. The impact of sustainable development of HaiXi industrial enterprises is of great practical significance. Therefore, according to the subjectivity of Haixi Prefecture and the experimental area and the nature of industrial enterprises, the objective environmental factors are divided into four categories: regional development, regional material resources, regional greening, and regional security. In the end, it was concluded that industrial enterprises in the test area not only need to pay attention to the restraint of their sustainable development in terms of brain drain, energy consumption and environmental greening, but also continue to maintain the role of regional development and regional security in promoting their sustainable development.
