The article analyzes the current state of the agricultural sector of Ukrainian economy, its place in the formation of gross domestic product, the trend of changes in agricultural productivity, its role in reducing the negative impact of the economic crisis in 2020 and the main trends in the agricultural sector. The aim of the study is to analyze existing approaches to the formation of state policy for the development of the agricultural sector through public-private partnerships and to develop practical measures to enhance the development of strategic partnerships between public and private owners in the agricultural sector. Existing approaches aimed at the development of the agricultural sector should use the opportunities to attract additional resources, which can be achieved through public-private partnership models. The peculiarities of public-private partnership in the agricultural sector, which is aimed at the implementation of priority infrastructure projects to develop production, storage and marketing of agricultural products; implementation of food security; development of value chains were analyzed. The main forms of implementation of public-private partnership projects used in world practice are identified. Attention is focused on the need to use public-private partnership in the agricultural sector based on strategic management within the general economic policy of the state. The advantages of using the tools of public-private partnership in the field of agricultural sector are substantiated and the directions of its development are determined. The main approaches to the formation of the state policy for the development of the agro-industrial complex through public-private partnerships have been identified, which provide for the increase in the profitability of production, the implementation of the country's export potential, the improvement in the investment climate, the increase in the competitiveness of agriculture, the improvement in the legislative framework, and innovative development. The article is devoted to the aspects of strategic management of public-private partnership implementation in order to develop the agro-industrial complex of Ukraine. The main possible directions of public-private partnership in agroindustrial complex are considered. It is substantiated that public-private partnership in the field of agro-industrial complex should become the object of strategic management within the framework of the general economic policy of the state. The importance and feasibility of implementing partnerships in the field of agriculture are proved. The measures of strategic management of public-private partnerships implementation to agriculture are proposed. Relevance of the research: The article justifies the expediency of clarifying the scientific basis of innovative development of the agricultural sector in modern conditions. The purpose of this paper is to formulate proposals for using the principles of venture investment as the main tool for successful innovation development. Research methods: the major approach to the study of this problem is the use of the main provisions of the theory of development of innovation processes in the agro-industrial complex. Results of the research: the article clarifies the conceptual apparatus of “public-private partnership”. In particular, the role and importance of the Russian Venture Company created for the formation of venture investment institutions in Russia is examined. In this connection, an algorithm for creating a model venture fund in the Moscow region is proposed, and the objectives and tasks of its activities, the functioning mechanism, including the financial block in terms of the distribution of investment along the stages of the innovation process are defined. Importance of the research: innovative development is currently the main driver of economic growth, which contributes to the emergence of new industries, increasing investment activity of economic entities and the growth of incomes and consumption. In turn, economic growth expands, firstly, the opportunities for the emergence of new products and technologies, secondly, increases investment in the development of human capital (primarily in education and basic science), and thirdly, supports innovations, which will have a multiplier effect on the pace of innovative development of the agricultural sector of the national economy.

The relevance of the subject matter is conditioned by the fact that the innovative development of Kazakhstan, which is based on the introduction of technological advance, the use of computer and resource-saving technologies, industrial and innovative achievements, is currently of great importance for the country's economy. Without the growth of innovative potential in the country, it is impossible to ensure the competitiveness of the economy. In this connection, further reform of the innovation development management system both of public and private sectors is necessary, and the current means of increasing their effective functioning is the development of partnerships between the state and business, which will allow to attract additional resources to the public sector of the economy, primarily investment. In such a system of relations, the resources and potentials of the state and business are combined, which helps to increase the efficiency of the use of available resources, the distribution of risks between the public and private sectors and their minimisation. The purpose of the study: The purpose of the paper is to prepare recommendations for the development of public-private partnerships in the conditions of innovative development of Kazakhstan. Leading approach to the study of the subject matter. The leading methods of researching the issues of the paper include the analysis of theoretical sources, analysis of statistics, and comparison. The analysis of statistical indicators plays a crucial role in the study, since data on the innovation level, on the development of public-private partnerships can be directly obtained from statistical databases. The results of the study. The paper discusses the concept of public-private partnerships, methods, mechanisms, stages of development of public-private partnerships in Kazakhstan, analyses the innovative development of Kazakhstan, the development of public-private partnerships, identifies issues of public-private partnerships and develops solutions to them. Prospects for further research. For the development of projects that are carried out on an innovative basis, cooperation between the state and business is necessary. Certain risks and consequences are inherent in innovative projects; therefore, such projects require private partners who agree to public-private partnerships even under unstable political, economic and social conditions, and also have corresponding production and innovative potential. Given the improvement of the regulatory framework at the national level and in the regions, increasing the attractiveness of such cooperation, and providing comprehensive support for such projects, a partnership between the state and business in the innovation sector will develop. The materials of the paper are of practical value for the development of public-private partnership in the conditions of innovative development of Kazakhstan.

The article is devoted to the development of such a form of state property management as a public-private partnership. Public-private partnership is one of the most widespread format of interaction between the state and business. The article analyzes the legal foundations and trends in the development of this form of interaction. Modern methods for assessing risks, benefits and effects for different stakeholders of projects implemented in the form of PPPs are considered. The authors propose their approach to building a financial model and assessing the effects of PPP projects. Taking into account risks, the fair price of participation in the PPP project for both parties is estimated. The proposed financial model can be used to calculate the concession fee in tariff-regulated projects where the state is supposed to participate, usually with the subsequent transfer of the ownership for the created object to the state. The results of the work can be used by departmental and regional centers of public-private partnerships, by specialists of private investor companies and tariff regulation bodies when formulating the financial and economic justification for public-private partnership projects, justifying its preference in comparison with other forms of state budget investments.

The purpose of the article is to analyze the trends in the innovative development of the agro-industrial complex and outline further ways of this process. Research methods. Dialectical methods of cognition of processes and phenomena were used, monographic (analysis of the implementation of innovations in the agro-industrial complex), abstract-logical (theoretical generalizations and the formation of conclusions), comparative analysis (the reasons and differences in the development of innovative activity in the agro-industrial complex are determined), empirical (comprehensive assessment and analysis of the object of study). Research results. The indicators and development trends of key institutions of agrarian sector of the economy are analyzed, the state of scientific activity in the agro-industrial sector and its impact on the agrarian sector of the economy is assessed, the market infrastructure of the agro-industrial complex and its influence on the innovative development of the agricultural sector are investigated. Scientific novelty. Theoretical and practical provisions for assessing the state of innovative development of the agro-industrial complex have been further developed; the necessity of development of innovative infrastructure of agro-industrial complex is substantiated. Practical significance. The main provisions and conclusions set out in the article contain certain methodological and practical recommendations for assessing the state of innovative development of AIC. Not only key institutions of the agricultural sector of the economy are analyzed, but also scientific activity in the field of agro-industrial complex and market innovation infrastructure, which has an impact on the innovative development of the agrarian sector. The purpose of this article is to study the possibilities of public-private partnership in the in realization of environmental policy of the Russian Federation and the Concept of sustainable development. Authors consider that the Russian government should be solving in the process of development of the Russian economy problems of ecology (providing the favorable environment; decrease in anthropogenous load of the environment; increase in efficiency of use of energy resources; correction of negative consequences of resource-intensive industrial development). The public-private partnership is investigated as special legal institute and as a form of interaction between government and business. The potential of public-private partnership in solving problems in the sphere of ecology is studied in these planes.Public-private partnership is studied in various aspects: form of investment in environmental protection; mechanism of achievement of ecological interests of the state and society; a way of stimulation of introduction in economy of innovations which are capable to provide interests of ecosystems.Authors support adoption of the comprehensive and integrated programmatic law which will provide a triad of interests: investments - innovations - ecology. The analysis of legal base of public-private partnership and programmatic laws on sustainable development of the Russian Federation has allowed to draw a conclusion on absence between them direct connection. This has a negative impact on the implementation possibilities of state-private partnership to overcome the environmental crisis. Authors offer changes in the legislation for elimination of this inconsistency. They define the problems of public initiative and public oversight in public-private partnership in the field of ecology.Authors approve need of creation of mechanisms of public control for this sphere.

The article is devoted to the study of the problems of introducing innovative mechanisms of agricultural policy in the activities of enterprises of the agro-industrial complex of Ukraine and the search for theoretical, methodological and practical ways to solve them. It is found out that an effective and innovatively directed agricultural policy is an integral mechanism for the effective functioning of the agro-industrial sector of the state, which, in turn, allows to activate the activities of agricultural enterprises, significantly increase the number and quality of sources of attracting investment and create the basis for continuous sustainable development. Significant problems and shortcomings of Ukraine's Agricultural Policy at the present stage are systematized. Scientific research is summarized and author's definitions of the categories "innovation" and "innovative development of an agricultural enterprise"are made. The problems of formation and implementation of innovative mechanisms of agricultural policy are analyzed, as well as ways to overcome them are proposed. It is proved that innovative processes in agricultural policy should be based on the principles of interaction between science and production, have their own specific features for creating prerequisites for the sustainable development of domestic agricultural producers. The mechanism of state policy in the field of innovative development of the agro-industrial complex has been formed. The principles on which the conceptual provisions of the state Agrarian Policy are based are defined. It is concluded that the state mechanisms of Agrarian Policy in the field of ensuring innovative development of the agro-industrial complex should function in three interrelated areas: orientation to the continuous implementation of measures at the state and regional levels to improve the qualitative and quantitative characteristics of the scientific and technological potential of the agro-industrial complex of Ukraine; encouraging small, medium and arge businesses of the agro-industrial complex to carry out innovative activities; stimulating demand in the agricultural sector for innovative products, technologies and knowledge

The object of the study is public-private partnership as a mechanism for implementing investment projects. The relevance of the topic is due to the need and importance of developing a conceptual model for the implementation of investment projects for the development of the agricultural sector in the Krasnodar Territory. The development of this model is associated with the lack of systematization of the world experience in the implementation of such projects. The proposed model is part of the overall strategy for the development of the agro-industrial complex of the Krasnodar Territory, focused on solving its strategic development objectives.
