The aim of the work is to analyze the range of scientific works on the problem of formation and activities of local authorities in Ukraine in 1917–1921 in domestic and foreign historiography. Research methodology. The methodology is based on the basic principles of historical knowledge. We have been able to research the scientific literature from the time of creation of local authorities in the years of the Ukrainian Revolution to the present, thanks to the principles of comprehensiveness and systematic approach, in particular. Using a specific search method, we have formed a scientific literature on the subject for analyzing to address the goals and objectives of the article. Using the typological and problem and chronological method, we have made a chronological and thematic classification of the existing historiographic base. The method of comparativism allowed us to compare the views of different researchers and to clarify the content of specific works on the problem under study. Scientific novelty. For the first time, a comprehensive review of available research has been conducted to highlight the specifics and trends of the creation and functioning of the local authorities in the era of the Ukrainian Revolution. Summarizing the disparate and fragmentary data, it was possible to determine the conceptual vision of the problem under study in the current historiography. Summary. On the basis of the analysis of the historiographic base of the problem of formation and activities of local authorities in Ukraine during the Ukrainian Revolution in 1917‒1921 we have made the general classification and divided the available materials into three groups. The first group consists of the works of statesmen and direct participants in the events of the Ukrainian Revolution, in which they characterized the practice of creating local authorities. Soviet historians ignored this topic, considering in their studies the Bolshevik Councils, neglecting the importance of the activities of the authorities of the UNR and the Ukrainian state. The analysis of a range of the scientific achievements of contemporary domestic and foreign scientists attests to the considerable attention of historians to the period of the Ukrainian Revolution of 1917–1921. However, it is necessary to note the extreme lack of elaboration of the theme of organization and activities of local authorities during the Ukrainian Revolution and to acknowledge the lack of structured comprehensive studies on this issue.

This given article reveals the topicality not only of destructive, but also of constructive, as well as hybrid conflicts. Practically it has been done for the first time. It also describes the history of the formation of both foreign and domestic social conflictology. At the same time, the chronology of the development of the latter is restored and presented objectively, in full, taking into account the contribution of those researchers who actually stood at its origins. The article deals with the essence of the socio-psychological approach to understanding conflicts. The subject of social conflictology includes the regularities of their occurrence and manifestation at various levels, spheres and conditions, including normal, complicated and extreme ones. Social conflictology includes the theory and practice of diagnosing, resolving, and resolving social conflicts. It analyzes the difficulties that occur in defining the concept, structure, dynamics, and classification of social conflicts. Therefore, it is no accident that the most important task is to create a full-fledged theory of social conflicts. Without this, it is impossible to talk about effective settlement and resolution of social conflicts. Social conflictology is an integral part of conflictology. There is still a lot of work to be done, both in theory and in application, for its complete design. At present, there is an urgent need to develop conflict-related competence not only of professionals, but also for various groups of the population.

Statement of the problem. The question of the classification of housing legal relations into regulatory and protective ones is not debatable. But not because there is a consensus on this issue in the doctrine, but because until now it has not become the subject of special research. In some works, one can find a brief mention of the division of housing legal relations into regulatory and protective, but it is difficult to find a detailed presentation of the author’s position on this issue. Against the background of the active development of the classification of civil legal relations into regulatory and protective inattention to this issue in the science of housing law looks like a serious omission over the past decades. Goals and objectives of the study. The article discusses the main provisions justifying the classification under consideration, examines the attitude towards it in the literature of a housing legal nature. Research methods: the article uses a logical method, and above all such techniques as analysis and synthesis, functional and comparative legal methods. Results, brief conclusions: ignoring the classification in question leads to contradictions in the doctrine of housing legal relations, to the ingraining of unreliable ideas about the ratio of the categories included in this doctrine. It seems important to carry out further research of housing legal relations on the basis of a consistent classification of housing legal relations into regulatory housing legal relations and protective housing legal relations.

AbstractThe crystal structure and the chemical composition of uklonskovite from the holotype material was reinvestigated to shed light on its correct chemical formula. On the basis of information gained from this characterization, we revised the formula from NaMg(SO4)OH·2H2O to NaMg(SO4)F·2H2O (F instead of OH). A careful analysis of the structural details together with a critical review of all the chemical data listed in the scientific literature for uklonskovite support our redefinition. We also present Raman data for the mineral for the first time. Our proposal was approved by the Commission on New Minerals, Nomenclature and Classification of the International Mineralogical Association (voting proposal 16-J).

AbstractThe aim of the paper was to outline and evaluate the existing scientific achievements regarding the phenomenon of ambush marketing in sport, mark the dominating problematic areas, and create a literature database for the purposes of further research. The systematic literature review was conducted in the following stages: planning and conducting the review, analysis, and description of the results. The preliminary analysis included a combined number of 21,176 studies published between 1984-2013 in journals, books, and other sources included in analyzed databases, chosen using a meta-keyword: ambush. Analysis of the subject literature on the phenomenon of ambush marketing in sport allows for the classification of the works into three dominating research areas: identification of ambush marketing phenomenon, identification of the influence of ambush marketing practices on consumers, and identification of counter-ambush strategies. This review indicates the need for secondary research in social sciences in a more systematic way and more rigorously than it was done until now.

The object of this research is human rights and freedoms as a unique social and cultural phenomenon, and the highest value of the society. The subject of this research is the classification and genesis of human rights, and changes therein in light of the recent scientific achievements and global transformations taking place in socioeconomic, political, and cultural life. The article examines different approaches of modern science towards classification of human rights, analyzes the origins and evolution of the institution of human rights and freedoms based on the generational approach, as well as their development prospects in the current context. The author underlines that the set of human rights of the first three generations, embodies in the international documents and constitutional practice of majority of the democratic countries, cannot be considered exhaustive, and there is potential for their extension due to the emergence of new types of rights, as well as advancement of the mechanisms for their enforcement. The author familiarizes the audience with the ideas that underlie the forming fourth and fifth generation, including the little-known opinion of a remarkable legal expert Sergei Iventiev, The conclusion is made that the current stage of evolution of the institution of rights and freedoms largely depends on protection of the spiritual and moral values of the individual and society.

The subject of this research is the system and types of normative legal acts that regulate the establishment and activity of the Central Committee on Prisoners of War and Refugees as a part  of the Council of People’s Commissars on War Affairs of the RSFSR prior to being assigned to People's Commissariat for Interior Affairs of the RSFSR in May 1919. The establishment of migration authorities took place in the objectively severe conditions of civil war and foreign intervention, which affected their legal status. The scientific novelty of this work consists in provision of classification of legal acts in accordance with the legal force, subjects of compliance, content area, and the nature of regulations contained therein. The conducted research demonstrates that the formation of grounds of legal regulation of the activity of the Central Committee on Prisoners of War and Refugees tool place simultaneously with the establishment and development of the Soviet law as a new historical type of law, and these grounds are its constitute elements. The obtained results significantly broaden our historical knowledge, allow rationalizing experience of the past and implementing it in the educational process along with the current practice aimed at improvement of organization and activity of migration authorities.

The subject of this research is the normative legal acts, scientific literature, and case law materials reflecting the evidence of administrative violations. Covering the problem, the author notes the flaws in the existing legislation on administrative liability, using external (formal) sign to characterize a particular act as a legal violation or an offence. Underlining the flaws of such approach, special attention is paid to the search for the evidence of administrative violation, which allows characterizing the essence of the act. In the course of this research, the author applies scientific achievements of other human sciences, primarily economics. Methodological framework is comprised of the dialectical method of cognition of social reality. For collection, processing, generalization, analysis and interpretation of the materials, are used  general scientific and special methods of research: induction, deduction and document analysis. The main conclusion of this study consists in the formulation of the definition of administrative violation in the area of taxes and duties. The author develops a new approach towards structuring the system of evidence of such unlawful act, highlighting the essential (conceptual) evidence – public danger, and proposing a mechanism for determining public danger of a particular act.

The subject of this research is the social relations in the context of bringing to legal responsibility, as well as normative legal acts and scientific literature that reflect such relations. The problem of classification of the types of legal responsibility is relevant in the context of substantiation of the autonomy of its individual types. The attempts to substantiate the autonomy of one or another type of legal responsibility entail the revision of the grounds for classification. The goal of this article consists in revealing the natural grounds for definition of the concept of “legal responsibility” to build consistent and exhaustive classification. The main conclusion lies in determination of the criterion for classification of the types of legal responsibility. Emphasis is placed on the social relations underlying the legal relations, namely legal relations in the area of bringing to legal responsibility. On the example of responsibility for committing tax fraud, the article demonstrates the failure of attempts to find qualification criteria on the basis of the normative legal acts outside the entirety of social relations. The article determines the close link between social relations in the economic sphere, as well as their impact upon legal relations emerging in the context of bringing to legal responsibility as a whole and administrative responsibility in particular.

The systematic classification of the potash-soda-felspars is of the greatest interest and importance to the mineralogist, but problems demanding physical investigation are raised in work carried out recently by Dr. Edmondson Spencer, who has described the results of exhaustive chemical, optical, and thermal investigations of a representative collection of these minerals. Dr. Spencer has very kindly allowed us to examine by X-ray methods a large number of his specimens, so that for the first time it has been possible to make a fairly complete survey of potash-soda-felspars of known chemical composition and with accurately measured optical properties.This paper presents the results of our general survey of potash-soda-felspars with compositions ranging from nearly pure potash-felspar to approximately 50 % soda-felspar. The natural minerals, and the same minerals after specified heat-treatment, have been examined. We do not discuss in detail the interpretation of our results in terms of the atomic structure of felspars; the subject is extremely complicated, and it is necessary to await the results of other investigations now in progress in this laboratory before attempting a complete structural interpretation.

The word “classification” is used here in its sense of “the result of classifying” rather than the action of so doing. Since the resulting classification has special reference to the subject-matter of science as a whole, it is natural to turn to the scientific literature of various periods for an indication of how this classification has been developed. For sake of comparison, reference may be made to one of the modern systems of library classification. In the Dewey Decimal System the numbers 550 to 559 are allotted to Geology and 560 to 569 to Palaeontology. By placing numbers to the right of the decimal point, further sub-divisions may be made, for example, 560·942 is classed as Palaeon-tology of England. Thus a number is available for every reasonable demand of classification. The present purpose is to trace the natural evolution of the various branches of science, in contrast to the mechanical process of providing a classification of scientific literature for ease of reference. An example may make this distinction clearer.
