The article substantiates the thesis that any policy is always based on a certain set of ideas and views. This set of ideas is guided by people working in government bodies, and first of all, the heads of these bodies. It is shown that the authorities take steps to develop the parameters of economic development and ensure compliance with these parameters by all elements of the system on the basis of the existing ideology. It is noted that from the point of view of the system approach, the basic elements of the system of economic relations are households. Therefore, the parameters of the “economic relations” system development should characterize the improvement of the condition of each household. It is proved that the existing de facto ideology of enrichment and the corresponding economic policy does not and will not be able to ensure sustainable economic growth, since they are not aimed at ensuring the growth of the well-being of all households. The vector of changes in economic policy is indicated in the case of legislative and institutional consolidation of a new ideology – ​“improving the welfare of all households”. It is shown that such a change in ideology will necessarily entail a demand for scientific justification of the nomenclature and assortment of household needs and the necessary ways to ensure them. On the basis of a systematic approach, a forecast is given of what may happen in the country if these ideological changes are not made.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

The article analyzes the flaws of the classical measures of economic growth. It is based on the assumption that, while not questioning the quality of the GDP indicator as a tool for measuring economic activity, it points out that the way this indicator is constructed influences the actions of governments, citizens and other actors, affecting also non-productive areas. What we measure affects what we do - if production is measured, then the criterion determining the success of the state and society will be the growth of production, and not the level of education, health or state of the environment. Gross domestic product in many cases includes production that, from the point of view of the community, indicates unfavorable processes. These are the so-called anti-goods, i.e., phenomena that increase GDP, although they worsen well-being and are socially undesirable).

Relevance of the research topic. The implementation of an effective budget policy for the formation and implementation of the budget in the system of financial and economic relations plays an important role in the process of regulating the socio-economic development of the country. In the conditions of transformational transformations, budget policy is an important tool for the influence of public administration bodies on socio-economic processes. Improving the soundness of fiscal policy requires the application of a systematic approach given the importance of development and coordination of financial and budgetary institutions. Formulation of the problem. The importance of budget policy development in the conditions of transformational transformations is conditioned by the necessity of substantiation of conceptual provisions of coordination of components of financial and budgetary policy taking into account dynamism and cyclicity of economic processes. At the same time, when forming and executing the budget in order to ensure dynamic balance, an important condition is compliance with the principles of transformation, which determine the basic model of ensuring financial and budgetary stability and balance. Analysis of recent research and publications. The issue of budget policy development is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makogon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of the processes of transformation. An important task is to increase the stability of the budget system, which will help create conditions for macroeconomic stability and sustainable economic growth. It is advisable to develop tools for budget regulation. Problem statement, research goals. The objectives of the study are: to reveal the role of budget policy of economic growth, to substantiate the peculiarities of the formation and implementation of budget policy. Carry out an analysis and assessment of the revenue and expenditure side of the state budget. The purpose of the study is to reveal the directions of budget policy in the conditions of transformational transformations. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of budget policy of economic growth is revealed, the peculiarities of formation and implementation of budget policy are substantiated. The directions of budget policy in the conditions of transformational transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial and budgetary policy of Ukraine, reforming the public finance system and its components. Conclusions in accordance with the article. Fiscal policy is an effective tool of macroeconomic regulation, volatility of economic development and dynamism of social processes determines the need to develop new approaches to budget formation and implementation in the system of financial and economic relations in order to strengthen the regulatory financial and budgetary mechanism to stimulate economic growth. It is important to have a mutually agreed combination of components of the financial and budgetary mechanism, which will help optimize the budget architecture and ensure the innovative direction of economic development. The main prerequisites for ensuring a quality level of budget architecture are the effectiveness of approaches to institutional support for the development of the budget environment.

One of important tasks of overcoming the crisis and sustainable economic growth of the country and its regions is formation and effective use of financial resources in the budgetary sphere. The purpose of the research is to analyze the formation of income and the direction of expenditures in the context of the economic crisis and offer practical recommendations to ensure the balance and stability of the consolidated budget of the Republic of Komi (RK). The object of the research is the monetary and economic relations of the formation and use of funds of the consolidated budget in order to fulfill its obligations and ensure the economic growth of the region. Methods used of the research are analysis and synthesis, induction and deduction, logical and historical method, scientific abstraction and statistical comparison. The hypothesis of the research is the possibility of ensuring the balance and stability of the consolidated budget of the RK in the long term. The statement of basic materials. The analysis of the dynamics and structure of real revenues and expenses of the consolidated budget of the Republic of Komi in 2013-2017. The reasons for the fall and the growth of real incomes and expenses, changes of their structure and especially sharp increase of the debt load of the budget are revealed. Level of imbalance of the budget is shown and recommendations on ensuring balance of the consolidated budget of the region are defined. Originality and practical significance of the research is the fact that the balance and stability of the consolidated budget of the region is considered as the main tool for ensuring sustainable economic growth and improving the welfare of the population of the region. Conclusions of the research are the possibility of restoring the balance and stability of the consolidated budget of the Republic of Komi in the crisiscondotions by increasing the volume of tax revenues, especially property tax, reducing the debt service outlays – reducing the amount of accumulated public and municipal debt.

The processes of Soviet Union disintegration back in the 1990s have negatively influenced the Russian Federation’s economic environment. According to some experts, the total volume of cross-regional economic relations became 4 times lower. There was practically a split of the economy into the export sector and the sector working for the domestic market solely. Under such developmental conditions, achievement of sustainable economic growth, the rise of the country’ competitiveness and its transfer to the innovative model of development directly depends on successful overcoming of the current autarkic tendencies. This requires the reform of cross-regional relations’ system aimed at efficient use of territories’ competitive advantages, in the interests of both standalone regions and the state as a whole. Solution of all the related problems belongs to the competence of federal and regional authorities interested in transition of Russian industries into the truly innovative ones.

The purpose of this paper is to explore the extent to which traditional economic policies can be oriented by sound practices. It is becoming widely accepted that sustainable economic growth (and not only economic growth) is the final target of economic policies, but some economic policies are applied just looking to the short-run without taking in account the long-run perspective. Our aim is to show how a sustainable economic policy-making would be possible, making compatible the stabilization of the economy in the short-run with a sustainable economic growth in the long-run. We confront the design of economic policies with the 17 goals of the 2030 Agenda. We argue that all sustainable development goals can be attained by the design and implementation of sustainable economic policies. Finally, to illustrate this point, we will conduct a simulation exercise to show under which combinations of demand policies technological shocks would promote a path of sustainable growth. Our results will provide a reference framework for a sustainable economic policy-making.

Sustainable economic growth and progressive development of the Russian economy are necessary to improve the well-being of the population of the Russian Federation and to fully meet human needs. These goals can be achieved by solving various economic problems, including the problem of the best use of material and human resources available to a single economic entity, the region and the economy as a whole, which is one of the main problems of economic science. In this regard, the relevance of the study of the intensification of investment and construction activities (ICA), which allows improving the use of economic resources, is always high. It is especially important in the context of economic crises, when the fall in consumer demand, economic growth slows down, the volume of production of enterprises and the sale of goods, works and services, regional product and gross domestic product are reduced, and therefore, to minimize losses, the subjects of economic activity are increasingly paying attention to reducing the cost of used resources and increasing the efficiency of their use. The scientific novelty of the research consists in the development of methodological foundations of intensification on the basis of an integrated approach implemented by methods of determining the feasibility of intensification of investment and construction activities and the efficiency of the investment and construction complex.

Представлен анализ станковой сюжетной композиции монтажного типа с точки зрения системного подхода на примере работ известных художников прошлого и произведений современных авторов, в том числе обучающихся художественных школ и вузов. Станковая сюжетная композиция монтажного типа исследована с позиций системного подхода, выявлены закономерности построения станковой композиции как системы через инструменты системного подхода. Использование этих закономерностей в обучении станковой композиции как детей, так и взрослых способно привести к качественно новому уровню усвоения знаний и приобретению навыков. Описаны принципы работы над станковой сюжетной композицией (в том числе и монтажной) с применением системного подхода в рамках обучения изобразительному искусству. Доказано, что композиция – целая система, всегда предполагающая замкнутость и завершенность, а ее элементы всегда фиксированы. Все элементы композиции связаны единством смыслов, без которого композиция невозможна. Композиция выступает как система внутренних связей, объединяющая все компоненты формы и содержания в единое целое. Практическая значимость исследования просматривается в области преподавания композиции в художественных и общеобразовательных школах, профильных вузах и ссузах. The article presents an analysis of the easel plot composition of the assembling type from the point of view of a systematic approach on the example of the works by famous artists of the past and works by modern authors, including learners of art schools and universities. The easel plot composition of the assembling type was investigated from the points of view of the system approach, the laws of constructing the easel composition as a system through the tools of the system approach were revealed. The use of these patterns in training the easel composition of both children and adults can lead to a qualitatively new level of assimilation and acquisition of skills. The principles of work on the easel plot composition (including assembling) with the application of a systematic approach in the framework of teaching fine art are described. It has been proved that the composition is a whole system, always assuming closure and completeness, and its elements are always fixed. All elements of the composition are connected by the unity of meanings, without which the composition is impossible. The composition acts as a system of internal bonds, combining all the components of the form and content into a single whole. The practical significance of the study is visible in the field of teaching composition in art and general education schools, specialized universities and secondary schools.

The aim of the paper is to present the results of the analysis and evaluation of the economic policy of the People's Republic of China towards Kenya in the second decade of the 21st century. The introduction discusses the basic methodological assumptions of the paper. The first section of the paper synthetically outlines the historical background of economic relations between Kenya and the PRC, and the second section presents a field-specific literature review. The third section of the paper presents Kenya as one of China's economic partners in Africa. The main section of the paper analyses investments and development projects implemented in Kenya by Chinese companies. The core research problem concerns the question whether China's economic policy towards Kenya is beneficial from the point of view of the economic development of the countries involved? The main thesis assumes that this policy increases the development opportunities of all the states. However, it is unsustainable and carries serious risks, especially for Kenya's economic security.

The article is devoted to the peculiarities of the introduction of the model of sustainable development in the economic systems of the leading world countries. Sustainable development is understood as a state of preserving the integrity of ecosystems, conservation of natural resources, constant maintenance of material and social well-being of the population. Economic policy of sustainable development is characterized as a state-defined system of scientifically sound measures aimed at improving economic processes and phenomena in order to simultaneously achieve economic growth, social justice and environmental management. The features of economic policy of sustainable development of Sweden, Switzerland, Denmark, Iceland and Czech Republic have been analyzed. The experience of establishing additional taxes for pollutants and tax benefits for enterprises that take measures for environmental modernization of production has been suggested to use in Ukraine. It has been considered necessary to create a system of national grants for the implementation of such models of economic management of natural resources, which not only will not harm the environment, but will also correct the already caused harm. The obligatory principle of implementation of specific environmental measures has been recognized the administrative and financial decentralization.
