One of important tasks of overcoming the crisis and sustainable economic growth of the country and its regions is formation and effective use of financial resources in the budgetary sphere. The purpose of the research is to analyze the formation of income and the direction of expenditures in the context of the economic crisis and offer practical recommendations to ensure the balance and stability of the consolidated budget of the Republic of Komi (RK). The object of the research is the monetary and economic relations of the formation and use of funds of the consolidated budget in order to fulfill its obligations and ensure the economic growth of the region. Methods used of the research are analysis and synthesis, induction and deduction, logical and historical method, scientific abstraction and statistical comparison. The hypothesis of the research is the possibility of ensuring the balance and stability of the consolidated budget of the RK in the long term. The statement of basic materials. The analysis of the dynamics and structure of real revenues and expenses of the consolidated budget of the Republic of Komi in 2013-2017. The reasons for the fall and the growth of real incomes and expenses, changes of their structure and especially sharp increase of the debt load of the budget are revealed. Level of imbalance of the budget is shown and recommendations on ensuring balance of the consolidated budget of the region are defined. Originality and practical significance of the research is the fact that the balance and stability of the consolidated budget of the region is considered as the main tool for ensuring sustainable economic growth and improving the welfare of the population of the region. Conclusions of the research are the possibility of restoring the balance and stability of the consolidated budget of the Republic of Komi in the crisiscondotions by increasing the volume of tax revenues, especially property tax, reducing the debt service outlays – reducing the amount of accumulated public and municipal debt.

The application of effective management methods in the current conditions of market development is a prerequisite for the effective functioning of the business and the realization of the competitive advantages of a modern enterprise. So in the development of the economy of the Republic of Tatarstan and the Russian economy as a whole, an important role is assigned to Kama Innovative Territorial-Production Cluster. Systematization of the infrastructure effect of the Cluster’s activities, including the development of transport and storage infrastructure in Tatarstan, was carried out according to the Cluster’s activities for 2016-2017. The participation of the Cluster in the development of international economic relations is ensured by the location of international brands (“Ford”, “Preiss-Daimler Group”, “Mercedes-Benz”, etc.) on the territory of the Cluster, as well as participation in the organization of cargo transportation within the international transport corridors “North-South” and “West-East”. The carried out researches have allowed to construct the scheme of maintenance by the Cluster of economic effect. The object of the study was Kama Innovative Territorial-Production Cluster, whose activity is reduced to providing producers with high-quality raw materials of their own production, including as a result of joint work of scientific and manufacturing companies. The research is based on the data systematization method, characterizing mainly the regional economy in the context of innovation activity, as well as methods of formalization, analysis and synthesis. The theoretical basis for the study is state programs for economic development, fundamental and applied work of domestic and foreign scientists studying the models and institutional foundations of innovation processes. Theoretical significance of the research lies in the identification of infrastructure elements, the development of which is directed at the activities of the Cluster. Practical significance of the conclusions and results of the research is to objectify the development of federal and regional programs of innovative development, the development of innovation infrastructure.

At the moment, the model of the economy of the Republic of Belarus is constantly developing, filling with new content as the external conditions and internal factors of the functioning of the national economic system change. The purpose of the study is to analyze the economic growth in the Republic of Belarus based on various methods. The methodological basis of the study was the methods of dialectics, methods and principles of interdisciplinary scientific knowledge of a subject of complex quality, the rules for constructing a paradigm and its terminological support. Research hypothesis. At the moment in the Republic of Belarus a "modern knowledge economy" is being formed, that is, the economic system, the economic order and the economic mechanism are constantly being improved .. Presentation of the main material. The article formulates the main hypotheses of the research, shows the stages of new economic relations, which are being reformed at a faster pace, taking into account the requirements of technical progress. It is substantiated that intensive or extensive types of economic growth do not exist in their pure form. There is always a combination of them with the predominance of one - predominantly intensive or predominantly extensive economic growth. The originality and practical significance lies in the attribution of growth to one type or another, depending on the value of the specific weight of the increase in production obtained due to a qualitative or quantitative change in its factors. Conclusions and prospects for further research. Based on an analysis of the past, an assessment of the existing problems and the results achieved in the present, it is possible to avoid possible risks in the future, and this is precisely what management excellence is about. And the correct perception and analysis of the reasons for the lag contains the potential for growth. Further research on the topic should be focused on clarifying the institutional foundations that can really streamline the limitations of the system for analyzing the economic growth of the state.

The purpose of the research is to substantiate the scientific concept of the role of tax revenues in ensuring sustainable economic growth of the Republic of Kazakhstan. In accordance with the set task, the following tasks were solved in the study: to study the theoretical aspects of tax revenues and its impact on economic growth; to analyze and give an objective assessment of tax revenues. The methods of statistical, comparative, and factor analysis were used, and a historical, systematic, and comprehensive approach to the presentation of the material were applied. In analysis of findings and results, certain provisions were used from the practice of the Department of State Revenue for the city of Almaty and the Public Association "Chambers of tax consultants of the Republic of Kazakhstan". The scientific novelty of the research is that on the basis of a theoretical study of the current state of taxation, possible directions for increasing the degree of impact of the tax system on economic growth are justified. The following is the rationale for the place of taxes in the system of factors of economic growth. It is noted that taxes can play not only a negative, but also  a  positive,  and  even  an  active  role  in  changing  the  dynamics  of economic growth; the values and structure of tax revenues for regions and the country as a whole are analyzed. Theoretical and practical significance of the study lies in the possibility of using the obtained scientific results in the activities of the Ministry of Finance of the Republic of Kazakhstan and its structural subdivisions, the tax authorities at various levels, the Ministry of national economy of Kazakhstan. This research, being fundamental, can be used as a basis for training specialists in the field of Finance and taxation.

The 2018 Nobel Economics Prize was awarded to two American economists - William D. Nordhaus and Paul M. Romer - who designed methods for better assessing environmental issues and technological advances on growth. This year’s Laureates, Nordhaus was the first person to create an intergrated model to assess interactions between society and nature and Romer laid the foundation for what is now called endogenous growth theory. According to the Swedish Royal Academy of Sciences, these two macroeconomists’ research have helped “significantly broaden the scope of economic analysis by constructing models that explain how the market economy interacts with nature and knowledge” which integrates climate change measures into long-term sustainable economic growth. The article explores the factors that allow the economies of the countries of the world to achieve sustainable economic growth at different stages of the country's economic development, depending on the level of GDP per capita. Among which are highlighted: basic factors, efficiency factors and innovative factors. For the Ukrainian economy, which is at the stage of focusing on efficiency, the issues of the place, significance and level of economic complexity of the Ukrainian economy and ensuring sustainable economic growth on this basis are considered. Economic diversification and complexity are defined as key drivers of long-term growth. The dynamics of the index of economic complexity in Ukraine is analyzed, modern trends are revealed. Directions and strategic approaches to the diversification of national production are proposed, which could have a significant multiplier effect, increase the complexity and level of knowledge in the economy. It also provides evidence on the relationship between socio-economic development, values of self-expression and democratic institutions. The conclusion is formulated: socio- economic development leads to the spread of the values of self-expression, and they, in turn, to the establishment and strengthening of democratic institutions.

Amongst economists there is a broad consensus that in order to overcome economic stagnation the economic growth model should be more directed towards increasing investments and export and less reliant on consumption. The stable commitment towards improving the business ambient, the implementation of structural reforms in the field of competitiveness, the export sector as well as investments in infrastructure and education are the fundamental prerequisites to be realized for the opening of perspectives in the overall social development of the countries in the Western Balkans, including the Republic of Macedonia. The dominant driving force of economic growth – investments (foreign and domestic) have not been sufficiently implemented so that structural economic problems such as the low GDP growth rate, unsatisfactory export, unfavourable industrial structure have been present during the entire periodsince the independence of the Republic of Macedonia. Unlike other countries in Middle and Eastern Europe such as Poland, the Czech Republic and Slovakia in which foreign capital was steered towards manufacturing higher added value products, in the Republic of Macedonia investment entered mainly the trade and the banking industry, and quite less in manufacturing.Lacking own significant capacities for considerable increase of the gross-investment rate, assets sources for investments must be found in foreign accumulation, particularly via foreign direct investments so as not to increase the degree indebting the country. The global economic and financial crisis which spread over Europe in the last years has motivated the countries in the Western Balkans, including the Republic of Macedonia, to engage into a more active and more aggressive attraction of foreign capital. Foreign direct investments are considered the highest economic priority for long-term development, whereas the benefits to the national economy are multiple and influence the reduction of unemployment, increase of export, inflow of new technology, knowledge and skills, as well as improvement of the population’s living standard. However, despite the commitment, reforms and activities undertaken to attract FDI, the countries of the Western Balkans are facing remarks from investors for having an insufficiently reformed judicial system, bureaucratic issues, inefficient public administration and corruption. Therefore, it is essential to work continually on improving the macroeconomic environment and implement a long-term strategy to attract FDI through active policies.

Economic Growth is a central concept in Economic Theory. Most of the modern societies regard growth as an important determinant for rising standards of living. Their effects can be observed not only in more goods and services but also in brand new processes. Investment in human capital is re-garded as the very source of long-term, sustainable Economic Growth. The purpose of this paper is to provide a brief description of Economic Growth, how to approach its measurement, and to provide a brief review of the Schum-peterian thought and the main schools that have undertaken from the Classical and Neoclassical Approaches. The role and place of the tourism industry in the economic complex of Georgia are considered; the conclusion is made about the “tourist miracle” taking place in the country, which is a factor of the economic growth of the republic. The differences between the concepts of “foreign visitors” and “foreign tourists” are presented. The increase in the contribution of the tourism industry and related industries involved in the tourism industry in the creation of the gross domestic product of the country, its impact on the growth of the Georgian budget and GDP per capita, the average monthly wage is shown. The conclusion about the need to increase the share of medium and long-term tourists among foreign visitors and tourists in the country is justified. The problems of the return of tourists, the long-term stay in Georgia, the differences of the countries-generators of tourist flows by these indicators have been studied. The changes in work and the prospects of various types of transport for the delivery of tourists to Georgia are analyzed, the measures to improve the tourist transport component are proposed. The correlation between the number of tourist arrivals and the average cost of tourists visiting Georgia from different countries is shown and the economic profitability of attracting Russian tourists, capable of filling all the tourist destinations of the country, contributing to the “tourist miracle” of Georgia is considered.

Abstract. A long-term historical emission inventory of air and climate pollutants in East, Southeast, and South Asia from 1950–2015 was developed as the Regional Emission inventory in ASia version 3.1 (REASv3.1). REASv3.1 provides details of emissions from major anthropogenic sources for each country and its sub-regions and also provides monthly gridded data with 0.25° × 0.25° resolution. The average total emissions in Asia during 1950–1955 and from 2010–2015 (growth rates in these 60 years) are as follows: SO2: 3.15 Tg, 42.4 Tg (13.5); NOx: 1.83 Tg, 47.6 Tg (26.0); CO: 62.2 Tg, 319 Tg (5.13); non-methane volatile organic compounds: 9.14 Tg, 61.8 Tg (6.77); NH3: 7.99 Tg, 31.3 Tg (3.92); CO2: 1.12 Pg, 18.3 Pg (16.3); PM10: 5.76 Tg, 28.4 Tg (4.92); PM2.5: 4.52 Tg, 20.3 Tg (4.50); black carbon: 0.751 Tg, 3.38 Tg (4.51); and organic carbon: 2.62 Tg, 6.92 Tg (2.64). Clearly, all the air pollutant emissions in Asia increased significantly during these six decades, but situations were different among countries and regions. Due to China's rapid economic growth in recent years, its relative contribution to emissions in Asia has been the largest. However, most pollutant species reached their peaks by 2015 and the growth rates of other species was found to be reduced or almost zero. On the other hand, air pollutant emissions from India showed an almost continuous increasing trend. As a result, the relative ratio of emissions of India to that of Asia have increased recently. The trend observed in Japan was different from the rest of Asia. In Japan, emissions increased rapidly during 1950s–1970s, which reflected the economic situation of the period; however, most emissions decreased from their peak values, which were approximately 40 years ago, due to the introduction of regulations and laws for air pollution. Similar features were found in the Republic of Korea and Taiwan. In the case of other Asian countries, air pollutant emissions generally showed an increase along with economic growth and motorization. Trends and spatial distribution of air pollutants in Asia are becoming complicated. Datasets of REASv3.1, including table of emissions by countries and sub-regions for major sectors and fuel types, and monthly gridded data with 0.25° × 0.25° resolution for major source categories are available through the following URL: http://www.nies.go.jp/REAS/.

This paper aims to provide a better basis for understanding the transmission connection between tourism development and sustainable economic growth in the empirical scenario of International countries. In this way, we have applied the dynamic stochastic general equilibrium (DSGE) model in different countries in order to check the power of generalization of this framework to study the tourism development. Also, we extend this model to obtain the long-term effects of tourism development with confidence intervals. The influence of tourism development on sustainable economic growth is proved by our results and show the indirect consequences between tourist activity and other industries produced through the external effects of investment and human capital and public sector. Our study confirms that the DSGE technique can be a generalized model for the analysis of tourism development and, especially, can improve previous precision results with the DSGE-VAR model, where vector autoregression (VAR) is introduced in the DSGE model. The simulation results reveal even more than when the productivity of the economy in general enhances, as the current tourist demand increases in greater proportion than more than the national tourism demand. For its part, the consumption of domestic tourism rises more than the consumption of inbound tourism if the productivity of the tourism production enhances, but non-tourism prices decrease at a slower rate and tourism investment needs a longer time to recover to what is established.
