Nowadays countries are focused on the development of high-techology industries, which will allow them to increase their competitiveness. However, Russia specializes in the export of raw materials and goods with a low degree of processing. In this regard, one of the key aims of Russia is to develop high-technoligy production and expand its presence in the markets of goods with a high degree of processing. The abstract reveals the export of high-technology goods and services. The article analyzes position of the Russian Federation in the world market of high-technology goods and services. Russia specializes in the export of such high-technology goods as aerospace production, nuclear technologies and weapons. Russia specializes in the export of such high-technology services as telecommunications, computer and information services, professional and consulting services, engineering services, services in technical fields and in the field of architecture. Special attention is paid to the promising directions of high-technology exports, the importers of Russian high-technology products and trends in exports and imports of high-technology goods as well as trends in exports of high-technology services. For example, Russia should develop exports of such high-technology goods as jet engines, nuclear reactors and their components, fuel rods, nuclear technologies and weapons. The most promising export directions from the machine-building industry are vehicles and equipment production. Russia should focus on the export of such high-technology services as information, telecommunications, computers, professional and consulting services. To stimulate the export of these services, it is necessary to create a favorable business climate in Russia, eliminate the shortage of specialists in the field of ICT, as well as improve the quality of their training.

Beryllium products exhibiting a low level of absorption of the radiation energy are widely used in scientific instrumentation design (x-ray technology, radiation detectors, etc.). We present the results of studying the leak tightness of products (disks, plates) made of technical sintered beryllium of standard purity and foil obtained by «warm» rolling from high-purity beryllium. The relevant standards and requirements for testing are given. The leak tightness control was performed using mass spectrometric helium leak detectors with forevacuum backing pumps (oil and dry diaphragm pumps) and specialized vacuum equipment. The parameters of tightness of samples made of technical sintered beryllium were determined. The level of the helium signal during blowing was (0.6 – 7.4) × 10–11 Pa · m3/sec, which corresponds to the tightness standard of foreign analogues and matches the requirements of domestic manufacturers of x-ray equipment. The data spread tended to increase due to the growth of the background value. The obtained results can be used to improve high-tech equipment intended for flaw detection, medical devices, rapid analysis of ore raw materials, radiation safety equipment, etc.

The importance of the natural resource and environmental factors in the development of the modern economy is becoming more important in the context of energy security and the quality of economic growth. This is also due to the fact that the state’s policy in increasing GDP has been adjusted to a qualitative social-and-economic development. In this regard, the quantitative measurement of the quantity and quality ratio of economic growth is relevant. The rise of the global economy as a whole and its individual territories is due to both a high-tech breakthrough and the development of raw materials industries – oil, gas, coal and metallurgy. Currently, to meet the needs of society in natural resources, environmental goods and services, ever-increasing costs are required for expanded reproduction of the mineral resource base and compensation for negative consequences resulting from the degradation of ecological systems and pollution of the natural environment.

The article deals with the peculiarities of the activity of Pereyaslav-Khmelnytsky bakery in the period from 1977 to 1985, when Pereyaslav-Khmelnytsky bakery at the food factory was reorganized into an independent enterprise. This theme has been studied already fragmentarily by such scholars as M. Sikorsky, D. Shvydky, I. Goncharenko, O. Goncharenko, N. Onoprienko, but fundamentally is developed for the first time. In the process of work, the author used methods of search, analysis, synthesis and generalization, which allowed to investigate the problem and find out some facts from the history of the enterprises. The purpose of this study was to establish the peculiarities of the production activity of Pereyaslav-Khmelnytsky bakery in the period of its establishment as an independent food enterprise through an analytical review of archival sources, publications of periodicals and systematization of the information received. According to the intended purpose, the following tasks are set: to investigate the history of the functioning of the Pereyaslav-Khmelnytsky bread factory in 1977-1985, to establish the main directions of the development of production and personnel policy, to identify the features of the range, directions and problems of its implementation. It was revealed that during this period of its production, Pereyaslav-Khmelnytsky bakery has undergone a long path of formation and development: from a small half-baked of Pereyaslav-Khmelnytsky foodstuff factory, that baked bread in brick burning stoves on solid fuels to a powerful enterprise, that works on high-tech equipment and provides high-quality bakery products, not only to the population of the city of Pereyaslav-Khmelnytsky and the district, but also to the nearest settlements of Boryspil, Baryshiv, Yagotyn districts of the Kyiv region, Zolotonosha and Drabiv districts of Cherkasy region. It is important that the gross output figures increase each year. The range of bakery products and the quality of products have increased significantly, despite the periodic problems associated with providing the bakery with quality raw materials and fuel materials for continuous operation. This influenced positively the economic performance of the enterprise and the entire region. It was also established that the administration of the bakery in the specified period paid special attention to the increase of professional qualifications of its employees, improvement of conditions and safety of their work, legal education and social security of people, which significantly reduced the percentage of personnel turnover. It was emphasized, that the important point of the backery's activity was the re-equipment of sanitary rooms and food units, because of the duration of work shift on bakery department was 24 hours for workers. Workers were provided by quality rest during lunch breaks. It has been proved, that the modernization of industrial baking equipment was not actually carried out at this time, if not taking into account the annual fragmentary and cosmetic repairs, because it was built also a new premises with the latest at that time technical equipment with a production capacity of 65 tons per day. The administration and the team of the bakery were seriously preparing themselves for work under the new conditions, as new mechanisms required not only experience, but also knowledge of the technical characteristics of the equipment and the release of new types of bakery products. Pereyaslav-Khmelnytsky bakery played an important role in the economy of the city and the region during the first half of the 80's. XX century, as it was one of the leading enterprises of the food industry in the region.

Actual scientific researches and issues analysis. The combination of the national innovative system blocks has been studied in this: creative block, block of the technological transfer, financing block, production block, staff training block. Uninvestigated parts of general matters defining. Component blocks of the basic structure of national innovative system generate knowledge, they make innovative infrastructure, produce innovative production and implement state policy The research objective. We will try to make modest bit in the setting of the said problem and the scheme of learning conceptual grounds. The statement of basic materials. Alternative model of innovation development is mostly used in agrarian countries having no scientific potential of fundamental and applied nature, having no rich reserves of raw materials, processing technologies, realized of which may become grounds of national competitiveness. Thus, not only fundamental and applied scientific block, but also high-tech component is weakly represented in such innovation system. Conclusions. Hence – future belongs to the innovation economy. Due to this point of view of American economists regarding the fact that formation of national innovation systems in USA is the most important phenomenon in the 20th century.

The article describes the modern functional and territorial structure of the economic complex of one of the most industrial regions of the Asian Russia – the Kemerovo region. The basic link in the economic complex of the Kemerovo Region is industry. A quarter of the economically active population in the region is employed in industry. Industry provides half of the gross regional product. The role of industry in the economic complex of the Kemerovo region has not changed for many years. In general, the region’s industry has a pronounced raw material orientation. Raw materials industries are the leading ones in the industry structure of the region: the total share of the coal industry, metallurgy, electrical energy and the chemical industry in the total production of industrial products is 85 %. Kuzbass is Russia’s leader in coal mining. The share of high-tech industries is negligible. Machine building accounts for no more than 5 % of industrial production. The industry of the Kemerovo region is characterized by a poly-branch structure, formed primarily on the basis of the coal resources of the Kuznetsk Basin. The leading role belongs to the coal-metallurgical system of production, which forms a number of highly developed energy production cycles (coal-energy, chemicals, pyrometallurgical and others), some of which (raw materials extraction) are located outside the region.

Climate change as well as ecological and social problems requires new goals and instruments of economic policy, based on the principles of sustainable develop­ment. However, over the past 20 years, an increase in energy prices has resulted in the raw material growth model prevailing in Russia. Has this growth led to sustainable regional development? We propose an approach to evaluating eco­logical efficiency of the Russian regions as the ratio of the output of non-primary goods and services to the input of resources (labor, capital, raw materials, and environmental costs). This is a new indicator of the quality of economic growth. The sustainable development model, combining growth of GRP per capita and ecological efficiency, has been observed for more than half of the period in most regions. The eco-efficiency of the average region has been growing since 2003, except crisis periods, following an increase of the services sector share and the closure of inefficient pollution-intensive factories. According to the econometric results, ecological efficiency was growing faster in densely populated regions with a high share of high-tech services, investment attractiveness and intensive tech­nology implementation (Moscow; Saint Petersburg; Sverdlovsk, Tomsk, Belgorod and Kaliningrad regions etc.); it decreased in most northern and Siberian regions. Great potential for raising eco-efficiency remains in most regions. In general, the results of regional development in Russia do not contradict the principles and goals of sustainable development (SDGs), although it was largely achieved due to the system of inter-budget transfers, distributing the oil rent surplus among the regions. In the future, an increase in investments in the non-primary sector, en­ergy efficiency and public transportation will be required. Corresponding changes can be accelerated in the context of an emerging economic crisis caused by the pandemic and falling oil prices.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

It was a crucial decision of the Government of Kazakhstan to change the way of the development from the raw materials sector to the innovation path. This study deals with the internationalization process of the high-technology sector. The main views of the scholars regarding the barriers that arise in the high-tech sector in the context of internationalization are presented. The types of barriers were studied and additional ones were supplemented by the views of authors in this article. The article demonstrates the important factors that affect the high-tech sector in Kazakhstan. Data was collected from the period 2009–2017 using elements such as (Government spending on R&D, The inflow of FDI for the high Technology Sector, Government Investment, Private Enterprise Costs, High-tech Export). Using regression, correlation analysis the supported relationship between these variables was found and interpretation of this relationship is presented. The purpose of this article was to identify factors determining a significant impact on the development of the high-tech sector in Kazakhstan. In future studies, we plan to consider more data and additional factors like the import of high-tech products to get the in-depth result. Additionally, considering the possibility to create a business model that can help to improve the current position of the high-technology sector in Kazakhstan.
