In this paper, the author summarizes the main problems that have to be solved by regional commercial banks and, in particular, banks in the Far North and equivalent territories in the current political situation and conditions of economic sanctions. The country's banking system is not adequate to the needs of the national economy and is unable to provide resources for the country's modernization. The ability of banks to finance the needs of the real sector is significantly constrained by the lack of long-term and cheap financial resources from the banks themselves.

Summary: Еnlargement of ownership and takeover is usually associated with motifs such as: maximizing profit in the long term, new markets, gain control of management of the company and its long-term development, etc. The motive for the purchase of the majority share or concentration is not necessarily doing business, but tangible and intangible assets of the company, it’s name, or other valuable items of business or investment assets. From the presented data obtained during the research that was done, it could be concluded that the Republic of Srpska ranks among the countries in which the ownership of listed companies is concentrated. Motives that preceded the capital concentration are often associated with property companies, while business had a supporting role, which in many cases has led to the closure of books, business activities undertaken societies. Change in the overall business environment is the best way to not only capital but also the concentration of other investments are directed towards the real sector and business objectives that include development projects and investments for the future. This will reduce the motivation of the owners of capital to invest in short-term projects in order to purchase and quick sale of the company, it comes down to us on the sale of assets items. In this way the number of liquidation, that were triggered with the intent to sell the assets of companies, could be reduced.

Insufficient accounting of the trends in worldwide tourism, the psychology of the travel service users, instability of the socio-economic situation due to the imposed sanctions do not allow the tourism industry to compete with manufacturing in tax payments. The material and technical resources of recreational institutions remain far below the world resorts, the fixed assets of recreational collective accommodation facilities are seriously worn, which reduces the competitiveness of the Crimea and requires investments. Assessing and using socially-adequate levers of influence may contribute to the transformation of the Republic of Crimea into a tourist center with its unique historical and cultural heritage and natural resource potential, a source of the federal and regional budgets adjunction, a generally accessible place for people’s recreation and health support. The tax revenue amounts from the tourism and recreation organizations’ activities have been determined. The financing sources and amounts of investment projects have been analyzed. External and internal factors that inhibit the development of the tourist and recreational branch of the CR have been revealed. The course for developing the tourist industry as a budget-funding one has been offered: by bringing the main part of tourism organizations out of the "shadow"; calculating the share in the consolidated budget of the CR, taking into account the multiplicative effect and encouraging investors.

The article summarizes the results of long-term observations over smelt stocks in the main fishing reservoirs of the Republic of Karelia: Lake Onega, Lake Ladoga, Lake Syamozero, the Vodlozero and Topo-Pyaozero reservoirs. There are given new data on smelt biology (distribution, linear and weight indices, abundance, biomass). In terms of the conducted studies it has been stated that smelt population is currently in a stable state, its catch is conducted mainly at the expense of mature individuals. Dynamics of catch for a long period has been presented. It has been found that the commercial possibilities of smelt population correspond to the production capabilities of its mature species and to the value obtained as a result of the biomass increase. The population of smelt in the Republic of Karelia is currently in a stable state and it is possible to receive greater catches due to more intensive and rationally organized fishery. Favorable state of smelt stocks (except whitebait from the Vodlozero reservoir, whose stocks today are decreasing) doesn’t suggest growing catches because of low consumer and market demands and its moderate commodity value. It has been recommended to stimulate taking out the stocks of smelt in order to rarefy population and to support the community at a higher level by organizing amateur fishing.
