The epidemic situation with tuberculosis in the Russian Federation is improving, but remains tense. From 2008 to 2018, the tuberculosis incidence rate of the population of the Russian Federation decreased by 1.9 times. The factors affecting the course of the epidemic process of tuberculosis infection are considered: the reliability of indicators, the standard of living of the population, the timely identification of patients with tuberculosis, HIV infection in patients with tuberculosis and the resistance of mycobacterium tuberculosis (MBT) to medicinal anti-TB drugs. The incidence of tuberculosis in some cases underestimated due to deliberate misregistration and registration of newly diagnosed patients with tuberculosis. The use of Diaskintest during mass examinations of children and adolescents does not allow for the timely diagnosis of active tuberculosis in 60 % of children and in 12 % of adolescents identified from the Mantoux test. Primary infection of MBT in children 0–17 years of age with the use of Diaskintest, compared with the use of the Mantoux test (virage), is detected on average only in 6.9 % (from 3.1 to 26.3 %) of children with primary infection (virage) diagnosed by Mantoux test.

This article focuses on direct and indirect factors affecting the development and functioning of the social sphere in rural settlements. The high role and importance of the actions of local governments in meeting the social needs of the population is noted. The author considers the criteria related to the organization of social facilities in municipalities. Analysis of the performance of the population in the municipal areas. The comparison of population size and density in different regions of the Russian Federation is carried out. Changes in the socio-economic situation of the population due to the impact of various factors are evaluated. The statistics of change of number of rural settlements of the Volgograd region are resulted.

In this article, the authors conducted a comprehensive study of the main directions of the modern social policy of the Russian Federation in relation to low-income citizens living alone and low-income families. Namely, based on the analysis of doctrinal sources, the provisions of international acts and the norms of the current Russian legislation: we formulated the definition of the concept of "poor"; justified the opinion that it is necessary to use a set of objective indicators and indicators to determine a decent standard of living. The identified problems and the proposed system of scientific views significantly expand the previously obtained theoretical teachings on the types and forms of state social support and protection of low-income families and low-income citizens living alone, considering the realities of modern politics and trends in the development of the Russian Federation.

The importance of state monitoring of water bodies on parasitological indicators is actualized in the article. It was established that summary reports of federal enterprises involved in the state monitoring of water bodies are formed without taking into account natural parasitic systems and insufficient detection of local parasitological pollution. At the same time, the incidence rate in the Russian Federation regarding giardiasis due to the water transport factor has been consistently high for several years. Cryptosporidiosis among the population is not detected due to the use of insensitive methods of diagnosis. With such an unexplored state of factors affecting public health, the level of unidentified etiological causes of acute intestinal infections, upper respiratory tract infections, and community-acquired pneumonia remains high in the Russian Federation: 70% and 90%, respectively. The article presents data on parasitic contamination of water bodies in the catchment area of the Moskva River, obtained with an independent expert survey.

Tuberculosis in the beginning of the third Millennium continues to be a major threat to humanity. Its burden in the world is significant and is characterized by great morbidity, mortality, and prevalence. The structure of newly diagnosed tuberculosis in the Russian Federation is 90,4% represented by respiratory tuberculosis and 9,6% by extrapulmonary tuberculosis. These indicators reflect the state of early detection of tuberculosis in the regions and the country as a whole. In tuberculosis of respiratory organs, the proportion of patients with pulmonary tuberculosis, which proceeds with destruction- patients with disintegration in the lungs and with fibrous-cavernous processes is analyzed. In 2015, the registered incidence in Russia declined to 57,7 per 100000 population. It was different in various regions of Russia, which is associated with demographic and socio-economic conditions. The incidence of tuberculosis is also indicated by the high incidence rate in young and middle age with a predominance among men. Patients releasing mycobacterium tuberculosis with sputum represent the greatest danger. At the beginning of the III millennium in Russia, the incidence of tuberculosis with the isolation of the pathogen by any method was 35 per 100,000 population (for bacterioscopy - 23-24, for inoculation - 41,8). A major problem of modern phthisiology, which hardens effective treatment, is the problem of resistance of mycobacterium tuberculosis to anti-tuberculosis drugs - multiple and broad drug resistance. High mortality in tuberculosis is observed in African, East- Mediterranean and South-East Asian regions - more than 40 per 100000 population. In Russia in 2015, the mortality rate for tuberculosis was less than 10 per 100000 population. Thus, there is a constant need in further improvement of principles of active control of this socially significant disease.
