Up to 1980, development, which had been defined as nationally managed economic growth, was redefined as “successful participation in the world market” (World Bank, 1980, quoted in McMichael, 2004, p.116). On an economic scale, specialization in the world economy as opposed to replication of economic activities within a national framework emerged as a criterion of “development.” On a political level, redesigning the state on competence and quality of performance in the discharge of functions was upheld, while on an ideological plane, a neo-liberal and globalization project was to the fore. The quite evident failure of development policies in peripheral countries, on the one hand, has contributed to the debate on the need for reform of governing institutions in the world (de Senarcless, 2004); and, on the other, has pushed them, de-legitimized as they are, in the direction of finding new strategies and solutions. In the 1990s, considering their leading role in government reform, international organizations such as the United Nations Organization (UN), the World Bank, the Organization for Economic Co-operation and Development (OECD) and the World Trade Organization (WTO) classified e-government as a core issue on their agenda. Innovation through information and communication technologies (ICTs) (social and economic advancement among the peoples of the world has become increasingly tied to technology creation, dissemination and utilization) is at the core of the renewed focus on the role of the state and the institutions in this process. Redefining the state—functions, responsibility, powers—as regards world-market priorities and logics, has become a strategic ground for international organization intervention, and ICTs are a strategic tool to achieve these aims.

The life of the Malay Duanu community, a remote indigenous community, is started to be exposed recently. It is unfortunate as wel that this activity only highlight the ceremonial part. In fact, Duanu people can take advantage of this Menongkah Festival as a medium for the revitalization of Duanu language and culture. If the festival is managed well, then it is believed that this activity will be able to support the emergence of a creative economy that improves the welfare of its supporting community, as well as to revitalize their culture and language. The government should be able to create policies that capable to support the creation of locality-based creative mindset, systems, and practices of the creative industry and to keep prioritizing the existing cultural values. Therefore, through ethnographic methods, the aim of this paper is to offer the model of creative industries based on culture and language of Duanu. If Menongkah Festival is optimally utilized by developing creative undustries, it is believed that the endangered language and culture of Duanu cen be revitalized and people’s live will be more prosperous.

This chapter expands out from the maras to map the symbiotic relationships between prisoners, the state, and the free in order to show how deeply the world and the underworld upon which it rests interpenetrate and produce one another. These relationships and this exchange undermine the ideals of isolation and certainty the prison is meant to provide, and they reveal how struggles for control over prison life feed into the making of meaning and power far beyond prison walls. The chapter moves in three parts. “Flow” illustrates the crucial role played by female prison visitors in caring for male prisoners and how they entwine licit and illicit economic activities without which the prison system could not survive. “Friction” maps the state official–prisoner networks that control and profit from illicit businesses within and across prison walls. Finally, “Fire” explores spectacular mara-led riots against incarcerated military men who dominate prison life, and shows how these riots have reworked and exposed the state-criminal networks that shape life in prison and beyond.

This chapter talks about how internet-capable technologies are rapidly becoming universal even in the developing world. The number of people using mobile phones and tablets to access the Internet doubled between 2012 and 2017. The high rate of mobile access, even among the poor, opens tremendous new opportunities to address book hunger through digital distribution models. The chapter also discusses how digital technologies also make it easier to pay for publishing. Once a title is made available, a digital copy can be transported to a reader anywhere in the world for pennies on the dollar. It concludes that as the cost of technology continues to drop, the advantages of digital approaches become even more prominent. Sooner or later, as with every other sector, digital disruption is coming to charitable book publishing.

Digital game is an essential part of digital creative industries around the world. This chapter aims to develop H.I.R.E. scales that can be used to explain and understand users' responses to digital creative contents. Although multiple methodologies have been used to study gameplayers' experiences and interactions with different genres of digital games that lead to their gamifications, this chapter is based on a rhetorical theoretical tradition by arguing that gameplay interactions are a rhetorical process in which players interact with game designers as well as other players in the same guild through a series of persuasive manipulations. H.I.R.E. scales are developed to explain how gameplayers have different experiences when playing a digital game that contributes to their gamifications. Because digital game is an important branch of contemporary digital creative industry, the development of the H.I.R.E. scales will help researchers and practitioners to study and develop better digital games and other digital creative contents.
