The article analyzes the basic legal aspects of one of the institutes of transport law - international freight road transport. The article focused on historical and legal aspects, of freight transport by road in international transport legal framework. The main directions and its systematization are provided in the article. The legal relations that arise during the international carriage of goods by road and which are drawn up by the relevant civil agreements are describes, the basic rights and obligations of the parties in these relations are detailed. Object of study - international road freight transport. The purpose of the work is to propose ways to improve the organization of the international road haulage system, to reveal the role of state bodies in ensuring its effective functioning in accordance with the legislation of Ukraine. Method Research - a multivariate analysis of the research object's operating conditions. In all countries of the world, transport is one of the important sectors of the economy and an integral part of interpersonal relations. The transportation process does not produce a new product, but acts as a link between enterprises, facilitating the functioning of other sectors of the economy, the fulfillment of social tasks, the rational and flexible use of productive forces, ensuring the country's defense capability. Therefore, the state policy of Ukrainian transport complex formation and development provides for timely, complete and qualitative satisfaction of the needs of public production and economic entities in international freight transportation, creation of equal conditions for the development of economic activity of road transport enterprises of all forms of ownership and entry of Ukrainian transport complex to the European and the world transport system The results of the article can be implemented in the work of motor transport enterprises that provide international freight. Estimated assumptions for the study object development - the search for the optimal system organization of international road haulage. In this paper, the calculation of exhaust emission costs originating from aircraft and road vehicles in the base year 2017 and in the forecasting year 2032, in the Republic of Serbia, was carried out. The presented methodology includes a number of influential factors for air transport (airport capacity, number of operations, aircraft type, relevant engine, range) and for road transport (changing of traffic volumes, design and operating speeds, the quality of the pavement structure, type of terrain and category of road sections, dependence of exhaust emission from changes in vehicle speed). It was found that in the current operating conditions, the dominant costs in the total exhaust emission costs are the costs of nitrogen oxides (61%) in road transport, whilst carbon dioxide costs are dominant in air transport (52%). In the future, carbon dioxide costs will have a share of over 80% in the road transport sector and over 58% in the air transport sector in total exhaust emission costs. The average exhaust emission costs per one aircraft operation (international flights) will range from 141 to 145€. In road transport, the average exhaust emission costs at 100 km in 2032 will range from 1.8 to 2.2€.

Статья посвящена рассмотрению изменений нормативно-правовой основы оказания первой помощи пострадавшим в дорожно-транспортных происшествиях водителям автомобильного транспорта. Анализируются перечень состояний, при которых оказывается первая помощь, перечень соответствующих мероприятий, комплектация медицинской аптечки для оказания первой помощи (автомобильной) и правила ее использования. По результатам проведенного анализа формулируются выводы, касающиеся состояния указанной нормативно-правовой основы. The article is devoted to the consideration of changes in the regulatory framework for providing first aid to victims of road traffic accidents by drivers of road transport. The author analyzes a list of conditions in which first aid is provided, a list of appropriate measures, a complete set of a first aid kit for first aid (automobile) and the rules for its use. Based on the results of the analysis, conclusions are formulated regarding the state of the specified regulatory and legal framework.

Transportation has always been closely connected to the development of a region. Technological advancements as well as the increase of the available income has set the fundamentals for more effective ways of transportation. At the same time, tourism flourishes and more people travel around the world. To accommodate this additional demand, airlines introduced several strategies; among others, the Low Cost Carrier (LCC) business model has played a disruptive role. At the same time, road transport operators started to implement several strategies, some of which are inspired from the airline sector. Road transport operations, mainly undertaken by coaches, introduced several strategies to address the evolving demand. This paper presents a wide overview of the Greek road transport sector and its related legal framework. The review aims to identify and discuss the best practices, introduced by the airlines, and fruitfully apply them in the context of the road transport sector.

Transportation is an important part of industrial production systems, with serious energy consumption and environmental pollution. In this study, environment impact of road transportation, river freight in the Yangtze River, and railway transportation was established and analyzed by life cycle assessment method. The analysis results show that CO2 is the largest emission of pollutants for freight transport in China. abiotic depletion potential (ADP) of electric locomotives significantly lower than the other five kinds of shipping methods, only 3.2% of diesel locomotive, 3.9% of the Yangtze barges fleet; 1.2% of the Yangtze Cargo vessel, 0.2% of heavy-duty trucks and 0.1% of light-duty trucks. The results show that accomplishing the same cargo turnover, light-duty truck has the largest environmental impact, while the Electric locomotive freight has the minimum environmental impact. Although the environmental impact of river freight transport is greater than rail transport, but it is far less than road transport.

The necessity of a systematic approach to en-suring research of places of concentration of road traffic accidents, interacting connections, fac-tors and causes of their occurrence in the proposed system «road user - vehicle - road network - ex-ternal environment» is substantiated.

PurposeAlthough recent research acknowledges the importance of reducing the inefficient activities from road transportation, there is still a missing link in literature of how transportation extended wastes impact road haulers efficiency. The purpose of this paper is to investigate the relationship between waste reduction practices (WRP) and fleet operational efficiency (FOE) in road hauler firms.Design/methodology/approachA theoretical model was developed to assess this relationship. The authors test the model with a sample from logistics companies providing road haulage services in the Middle East, providing a contribution to extant literature from a different setting.FindingsResults suggest that WRP have a positive and significant impact on FOE. A valuable scale for the measurement of operational efficiency was developed and validated, representing an index toward the most efficient organization.Practical implicationsThe findings of this study serves as a tool for shippers to benchmark the efficiency levels of their motor carrier service providers against each other, considering that segmentation is a relevant issue to understand the choice in favor of a given provider to the detriment of another. Furthermore, road haulers can use the efficiency measurements as a basis for establishing future action plans to adopt waste reduction practices.Originality/valueThe research deals with a newly emerging stream of research on linking waste practices to road transport. The authors contribute to this developing body of research through filling a gap in the link between waste and road transport operational performance. The research is also different from recent literature in that the authors provide insights from a larger population, unlike other similar studies who used VSM and studied only a particular case. Thus, the work is important to generalize the findings, especially that the authors provide a perspective from a non-western perspective.

Currently, Russian international road transport carriers do not have sufficient potential to successfully compete with their foreign partners. The main reasons for this are significant deterioration of the car fleet and its non-compliance to modern environmental requirements, lack of own funds for timely renovation and development of the motor transport fleet, as well as systemic lag in development of transportation technologies and their logistics support.The objective of the article is to substantiate the choice of rational measures to solve the problem of expanded reproduction of car fleet used in international road haulage. The methodology used in preparation of the article is based on the use of general scientific methods in combination with special methods, including the analysis of statistical data on international road haulage, a comparative analysis of the state of the car fleet of Russian carriers, considering the basic conditions and operational characteristics, classification of the fleet of trucks based on typification of their operational characteristics with subsequent subdivision of this fleet into three main groups, an overview analysis and benchmarking of foreign operating experience and future development of car fleet, an analysis of the economic and legal possibilities of raising funds for renewal of car fleet.The article examines and studies: a) urgency of solving the problem of renewal and expansion of the car fleet used by Russian carriers in international road transportation; b) foreign experience and trends in development of fleet used for international haulage; c) the main directions of providing economic opportunities for transition to expanded renewal of vehicles; d) analysis of the legal possibilities of providing public support for expanded reproduction of the motor transport fleet of Russian international road carriers including through the use of public-private partnerships.Based on the results of the study, proposals have been developed aimed at ensuring renewal and expansion of car fleet and increasing the efficiency of international road haulage operations.

The article attempts to study the system of entities involved in the formation of the international-legal framework in the field of strengthening the traffic safety. In general, the relevance of the studied issues is outlined. Circumstances that indicate the need for an urgent solution to this acute social problem, which leads to the death and injury of millions of people every year in many countries were determined. The methodology of knowledge of participants of the international-legal maintenance of traffic safety and transport operation which includes a number of interrelated scientific parameters is offered. These are: the essential features of such subjects; their concepts; types; features of activity. The essential features of the considered subjects include: their legal status; form of activity; aim of activity. The separate criteria on which it is possible to carry out grouping of subjects in the considered sphere are specified. The position is defended that the most optimal basis for subjects classification of the international legal-provision of road traffic is their specialization. The basic subjects (specialized) and secondary subjects (non-specialized) in the specified sphere are distinguished. Particular attention is paid to specialized entities with international status: the United Nations, the World Health Organization, the World Bank and others. The multidirectional work of the UN as the main international institution, which is involved in the development and adoption of relevant international legal documents in the field under study, is analyzed in detail. The directions of activity of non-specialized entities, that participate in drawing the attention of the world community to the international legal regulation of certain aspects of road transport safety are identified

Abstract In this article, an analysis of modular truck application in the road transport in Poland has been made. Terminology has been unified. Classification and law regulations applicable in different European countries and all over the world have been discussed. An analysis of existing solutions has been made and an optimal variant for road freight transport, including the condition and parameters of the road infrastructure in Poland, has been proposed. The study presents initial conceptual assumptions of this project as well as advisability of using these modular trucks, on the basis of a selected research object – the analyzed transport company. On this example, an analysis of costs and potential profits to be generated from transport services performed using the proposed modular trucks and with reference to costs borne by the investigated company with the use of currently operated transport means, has been made.

AbstractInternational road transport is a specific service within the frame of services provided in the European Union. It is because the conditions of being active on the market are influenced by the states where businessmen operate, but services can be provided throughout the whole year in other member states of the European Union. The aim of the contribution is to highlight the existing problems in international road freight transport sector. These problems persist despite the fact that market access was exempted from the national law of individual member states and regulated directly by EU regulations. The contribution identifies the factors that deform the equal operating conditions in single market.
