Currently, Russian international road transport carriers do not have sufficient potential to successfully compete with their foreign partners. The main reasons for this are significant deterioration of the car fleet and its non-compliance to modern environmental requirements, lack of own funds for timely renovation and development of the motor transport fleet, as well as systemic lag in development of transportation technologies and their logistics support.The objective of the article is to substantiate the choice of rational measures to solve the problem of expanded reproduction of car fleet used in international road haulage. The methodology used in preparation of the article is based on the use of general scientific methods in combination with special methods, including the analysis of statistical data on international road haulage, a comparative analysis of the state of the car fleet of Russian carriers, considering the basic conditions and operational characteristics, classification of the fleet of trucks based on typification of their operational characteristics with subsequent subdivision of this fleet into three main groups, an overview analysis and benchmarking of foreign operating experience and future development of car fleet, an analysis of the economic and legal possibilities of raising funds for renewal of car fleet.The article examines and studies: a) urgency of solving the problem of renewal and expansion of the car fleet used by Russian carriers in international road transportation; b) foreign experience and trends in development of fleet used for international haulage; c) the main directions of providing economic opportunities for transition to expanded renewal of vehicles; d) analysis of the legal possibilities of providing public support for expanded reproduction of the motor transport fleet of Russian international road carriers including through the use of public-private partnerships.Based on the results of the study, proposals have been developed aimed at ensuring renewal and expansion of car fleet and increasing the efficiency of international road haulage operations.

The article analyzes the basic legal aspects of one of the institutes of transport law - international freight road transport. The article focused on historical and legal aspects, of freight transport by road in international transport legal framework. The main directions and its systematization are provided in the article. The legal relations that arise during the international carriage of goods by road and which are drawn up by the relevant civil agreements are describes, the basic rights and obligations of the parties in these relations are detailed. Object of study - international road freight transport. The purpose of the work is to propose ways to improve the organization of the international road haulage system, to reveal the role of state bodies in ensuring its effective functioning in accordance with the legislation of Ukraine. Method Research - a multivariate analysis of the research object's operating conditions. In all countries of the world, transport is one of the important sectors of the economy and an integral part of interpersonal relations. The transportation process does not produce a new product, but acts as a link between enterprises, facilitating the functioning of other sectors of the economy, the fulfillment of social tasks, the rational and flexible use of productive forces, ensuring the country's defense capability. Therefore, the state policy of Ukrainian transport complex formation and development provides for timely, complete and qualitative satisfaction of the needs of public production and economic entities in international freight transportation, creation of equal conditions for the development of economic activity of road transport enterprises of all forms of ownership and entry of Ukrainian transport complex to the European and the world transport system The results of the article can be implemented in the work of motor transport enterprises that provide international freight. Estimated assumptions for the study object development - the search for the optimal system organization of international road haulage. PurposeAlthough recent research acknowledges the importance of reducing the inefficient activities from road transportation, there is still a missing link in literature of how transportation extended wastes impact road haulers efficiency. The purpose of this paper is to investigate the relationship between waste reduction practices (WRP) and fleet operational efficiency (FOE) in road hauler firms.Design/methodology/approachA theoretical model was developed to assess this relationship. The authors test the model with a sample from logistics companies providing road haulage services in the Middle East, providing a contribution to extant literature from a different setting.FindingsResults suggest that WRP have a positive and significant impact on FOE. A valuable scale for the measurement of operational efficiency was developed and validated, representing an index toward the most efficient organization.Practical implicationsThe findings of this study serves as a tool for shippers to benchmark the efficiency levels of their motor carrier service providers against each other, considering that segmentation is a relevant issue to understand the choice in favor of a given provider to the detriment of another. Furthermore, road haulers can use the efficiency measurements as a basis for establishing future action plans to adopt waste reduction practices.Originality/valueThe research deals with a newly emerging stream of research on linking waste practices to road transport. The authors contribute to this developing body of research through filling a gap in the link between waste and road transport operational performance. The research is also different from recent literature in that the authors provide insights from a larger population, unlike other similar studies who used VSM and studied only a particular case. Thus, the work is important to generalize the findings, especially that the authors provide a perspective from a non-western perspective.

Among all the means of transportation, road has been described as the most important, probably because of its flexibility and its low cost in terms of construction, maintenance and usage. However, in Nigeria, road is considered to be the most dangerous means of transportation because of their bad nature such as sharp bends, narrow bridges, steep slopes and other related problems which are associated with the terrain where these roads are constructed. Road transportation therefore needs proper planning and development through the use of geo-information technologies that would ease accessibility reduces human energy and yet brings reliable and accurate information on the terrain. In this paper, Ilwis 3.5 was used to create Digital Elevation Modelling (DEM), Shadowing, 3-Dimentional View, Slope maps and river direction maps of Biu plateau to analyze the use of GIS on road planning and development on the plateau. It was revealed that the technique has great capabilities of terrain analysis as features which are deemed humanly impossible to assess are viewed as if one is at the scene which may enhance quick analysis on road transportation. It was therefore, recommended that all the stake holders in road transportation should employ the use of this geo-information techniques in terrain analysis to ease transport planning and development in the area.

One of the functions of a public transport terminal that has a function as a temporary stopover from road transport activities. Likewise with the function of the Pulo Gebang Integrated Terminal which has a function as a point transit and a temporary stop from road transportation activities for the AKAP Bus and the AKDP Bus. In carrying out its function as a terminal, safe, smooth and comfortable circulation is required. Start the bus in the position in front of the terminal door, or when the bus is in a position outside the terminal door. The smooth circulation of the terminal will have an impact on parking capacity and service waiting times, which in turn will result in the smooth departure and arrival of buses at the Pulo Gebang Integrated Terminal.In order to expedite the circulation of the activities of the arrival and departure of the AKAP Bus at the Pulo Gebang Integrated Terminal, needed problem solving is regarding the implementation of the SOP. AKAP Bus departures and arrivals. By the authors conducted research by collecting various kinds of research data while carrying out the Job Training (PKL) there. The data collection process was carried out by using various methods, such as: field observation techniques, interview techniques, and requests for permission to request data on the daily reports of AKAP Bus departures and arrivals. Then, the collected data is reviewed and it is hoped that it can become a solution for the performance in the Operational Unit and the Integrated Terminal Partnership Pulo Gebang in carrying out operational activities for the departure and arrival of the AKAP Bus.The results of this study found obstacles that occurred during the implementation process of the facility system component activities against the limit SRP and bus operational service time at the Pulo Gebang Integrated Terminal. This is supported by the daily data on the arrival and departure of the AKAP Bus at the Pulo Gebang Integrated Terminal.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

Развитие технологий автономного автотранспорта является одним из приоритетов в технологическом развитии Российской Федерации. Несмотря на прогресс в данной сфере, вряд ли можно говорить о значимых успехах России во внедрении использования автономного транспорта на дорогах общего пользования. В основе данного исследования лежит утверждение, что правовой режим является либо катализатором, либо замедляющим фактором развития сферы автономного автотранспорта. Цель исследования – провести анализ правовых норм в сфере тестирования и эксплуатации автономного автотранспорта в Европе. Авторы полагают, что исследуемые европейские страны имеют достаточно проработанную нормативную базу в данной сфере, поэтому их опыт может быть полезен в разработке и модификации российской правовой базы для регулирования отношений в сфере использования автономного автотранспорта. Задачи исследования: а) определить нормативную базу, связанную с регулированием отношений по тестированию и эксплуатации автономных транспортных средств; б) выявить позицию лидирующих европейских стран, связанную с вопросами необходимости регулирования таких отношений; в) оценить перспективы возможности заимствования положительной практики регулирования рассматриваемой сферы общественных отношений в правовую действительность Российской Федерации. Методологической основой исследования послужили диалектический метод познания, общенаучные методы абстрагирования, анализа и синтеза, а также специальные юридические методы (сравнительно-правовой, логико-юридический и др.). В статье делается вывод, что в процессе создания нормативно правовой базы власти стремятся детально урегулировать исследуемую область общественных отношений. Рассмотренные страны имеют практически схожую модель регулирования, с жёсткими нормативными рамками. Авторы полагают, что некоторые ограничения являются неблагоприятными для развития сектора цифровой экономики. Тем не менее, опыт европейских стран может быть использован в России в первую очередь для определения проблемных точек регулирования и организации контроля за тестированием и использованием автономного автотранспорта. The development of unmanned (autonomous) vehicle technologies is one of the strategic priorities of the Russian Federation. Despite a great deal of attention to this area, one can hardly speak of any significant success of Russia in introducing the use of autonomous vehicles on public roads. This study is based on the assumption that the legal regime is a catalyst or a deterrent to the development of autonomous motor transport or a deterrent to the development of the autonomous motor transport sector. The aim of the study is to analyze the legal norms in the field of testing and operation of autonomous road transport in Europe. The authors believe that the studied European countries have a sufficiently developed regulatory system in this area; therefore, their experience can be useful in developing and modifying the Russian legal framework to regulate the use of autonomous road transport. The objectives of the study are as follows: a) to define the regulatory framework related to the regulation of relations in the testing and operation of autonomous vehicles; b) to identify the position of the leading European countries related to the issues of the need for regulation and its limits; c) to assess the prospects for the possibility of taking the positive practice of regulation of the considered sphere of social relations into the legal reality of the Russian Federation. The dialectical method of cognition, general scientific methods of abstraction, analysis and synthesis, as well as special legal methods (comparative legal, logical-legal, etc.) served as the methodological basis for the research. The article concludes that in the process of creating a legal system the authorities seek to regulate in detail the area of public relations under study. The countries under study have almost similar model of regulation with rigid normative frameworks. The authors believe that some restrictions are unfavorable for the development of digital economy sectors. Nevertheless, the experience of European countries can be used in Russia first of all to identify problem points of regulation and organization of control over testing and use of autonomous motor vehicles.

Bogor City Traffic Police have cracked down on the use of "racing exhaust" is the exhaust that create noise that should not be for the user "racing exhaust" that use will be dealt with by imposing a speeding ticket for anyone who is found to be using it. The using of "racing exhaust" the actual traffic police focus with a noisy exhaust, but for uniformity police finally cracked / menilang all types of non-standard exhaust. For the problem of "racing exhaust" did not meet the technical requirements specified Ministry of Transportation, car manufacturers as a product marketer must obtain permissions from the Ministry of Transportation regarding Technical Specifications and motor products to be marketed. Identify the problem in this research are: 1) What level of legal awareness violation technical requirements and road worthy in term of the use of "exhaust racing"? and 2) How to measure the traffic police in the discipline for violation of technical requirements and road worthy with the using of "racing exhaust" is associated with Law No. 22 of 2009 on Road Traffic and Road Transport ?. The purpose of the study are: 1) To determine, assess and analyze the level of legal awareness violation technical requirements and road worthy in terms the use of "exhaust system" and 2) To determine, assess and analyze the actions of the police traffic discipline for violation of technical requirements and acceptance way with the using of "racing exhaust" is associated with Law Number 22 Year 2009 regarding Traffic and Road Transportation. The method used is a normative juridical research method that is conceived as the norm of law, rules, principles or dogmas. The conclusion of this study is public awareness against the use of exhausting racing in the jurisdiction of Police Bogor City is still low and need to be enforced through the implementations of the traffic rules properly. Constraints are the limiting factor in the using of repression racing exhaust Bogor City Police jurisdiction is given the severity of the sanctions and the lack of awareness of traffic, but it is also caused by the presences of shops selling car accessories such tools freely. Factors that led to the use of racing exhaust that prestige factor, factor adolescent age, race factors, factors influence others. Efforts are being made the police to minimize the using of motor racing that preventive measures and repressive efforts. Efforts by the police in the jurisdiction of the police station in the city of Bogor minimize these violations carried out preventive and repressive that is by cracking down on traffic violators in juridical and non-juridical.

The purpose of this article is to define the interpretation of the concept of "mechanism" and its elements, which are interconnected and in interaction contribute to the development of the object. At the same time in modern science it is possible to allocate various directions to consideration of the mechanism. Three directions of the mechanism are analyzed: the first direction considers the mechanism as a control tool that affects the development of the object; the second direction considers the interaction of the subjects and is based on the principles and sequence of certain actions between them; the third approach defines the economic mechanism as a sequence of interconnected economic phenomena. It is determined that enterprises in the process of their activities use a combination of different mechanisms and directions, taking into account their complexity. The author's structuring and definition of its components are offered on the basis of the carried-out researches with allocation of two key contours: 1) a contour of innovative activity taking into account imperatives of strategy of development of the enterprise; 2) the core of the mechanism of development of innovation processes, which forms their close relationship with the contour of innovation, taking into account the imperatives of the development strategy of the enterprise and the variability of consumer values. It is determined that the main purpose of forming the mechanism of strategic development innovative processes of motor transport enterprises is to ensure the efficient use of all resources, tools and systems of interaction between departments, where the main elements of the mechanism of strategic development of innovative processes of motor transport enterprises can be considered methods and tools for implementing their innovative development program. The principles of effective functioning of the mechanism are formulated strategic development of innovative processes of motor transport enterprises. The structural and logical construction of strategic development of innovative processes of motor transport enterprises is offered taking into account the formulated principles and functions of management.

In the study, the authors have identified the dominant trends in the development of the international road transport services market. These include monopolization and protectionism, structural imbalances, namely, predominance of European transport companies in the international motor transport market, prevailing of private transport companies. Hence, the researchers determined the general vector of improvement of the motor transport services market in the modern stage of internationalization of global economic relations. The current trends in the development of the international road transport services market in Ukraine are substantiated. The authors propose a competitiveness assessment methodology for transport enterprises. It is proposed to quantify the following elements as part of the competitiveness coefficient of a transport enterprise: 1) the range of offered transportation services; 2) pricing policy; 3) advertising; 4) public relations; 5) sales system; 6) employee incentive system; 7) innovative activity of the enterprise. Using the proposed methodological approach will help making reasonable management decisions to improve the efficiency of transport enterprises, to expand the information base of economic research, and to improve the quality of analysis in the context of accelerated development of the international logistics infrastructure.
