Budget policy is the most important form of direct exposure of authorities on the ongoing processes in the territory, an important tool for regulation of regional development. Effective budget policy provides a growth of fiscal revenues allocated for the purposes of socio-economic development of territories.The goal of the study is the elaboration of the methodical approach to the evaluation of budget and intergovernmental fiscal flows within sub-federal fiscal policy and its approbation by the example of large city. To achieve this goal it took to solve the following tasks. 1. To consider the key fiscal indicators for Novosibirsk City. 2. To offer the technique of assessing a city’s budget and the intergovernmental fiscal flows and to perform the calculations using this technique for the period 2011-2017. 3. To analyze the balance between fiscal revenues and expenditures, the balance between local revenues and regional grants, and its dependence on the latter. 4. To analyze the possibility ofthe use of budgetresources to identifythe main areasof spendingin Novosibirsk City. 5. To investigatethe stabilityof the budget of Novosibirsk City through applying the budgetary coefficients technique. It is concludedthat the improvement ofinter-budgetary fiscal relationsshould include measuresto strengthen the owntaxcapacity of municipalities. It is impossible withoutensuring stability of securingtax revenuesforlocal budgets. In addition, themeasuresto prevent the directrelationship between theactual and predictablerevenues and expenditurebudgetand the amount ofreceivedgrants forleveling the budget supply are necessary.

Strategic management is aimed at socio-economic development of region at the effective use of his potential. Questions of development of strategy of increase of stability of regional development and forming of mechanism of its realization are actual. Transformation of the territorial systems, development and acceptance of the administrative decisions aimed at providing of their competitive edges and stability of development must be reasonable mathematical and instrumental methods. In this research the methodical approach to prognostication of basic indicators of steady development of the regional systems and ground of administrative decisions on the increase of stability of development of region are worked out, the integral indexes of stability of socio-economic development of subjects of Russian are built, complex estimation is conducted with the use of econometrics design (systems of simultaneous equalizations). Attained results of research allow using the worked out model for an estimation, comparative analysis and prognostication of the regional systems on the level of stability of their development.

Relevance of the research topic. The implementation of an effective budget policy for the formation and implementation of the budget in the system of financial and economic relations plays an important role in the process of regulating the socio-economic development of the country. In the conditions of transformational transformations, budget policy is an important tool for the influence of public administration bodies on socio-economic processes. Improving the soundness of fiscal policy requires the application of a systematic approach given the importance of development and coordination of financial and budgetary institutions. Formulation of the problem. The importance of budget policy development in the conditions of transformational transformations is conditioned by the necessity of substantiation of conceptual provisions of coordination of components of financial and budgetary policy taking into account dynamism and cyclicity of economic processes. At the same time, when forming and executing the budget in order to ensure dynamic balance, an important condition is compliance with the principles of transformation, which determine the basic model of ensuring financial and budgetary stability and balance. Analysis of recent research and publications. The issue of budget policy development is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makogon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of the processes of transformation. An important task is to increase the stability of the budget system, which will help create conditions for macroeconomic stability and sustainable economic growth. It is advisable to develop tools for budget regulation. Problem statement, research goals. The objectives of the study are: to reveal the role of budget policy of economic growth, to substantiate the peculiarities of the formation and implementation of budget policy. Carry out an analysis and assessment of the revenue and expenditure side of the state budget. The purpose of the study is to reveal the directions of budget policy in the conditions of transformational transformations. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of budget policy of economic growth is revealed, the peculiarities of formation and implementation of budget policy are substantiated. The directions of budget policy in the conditions of transformational transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial and budgetary policy of Ukraine, reforming the public finance system and its components. Conclusions in accordance with the article. Fiscal policy is an effective tool of macroeconomic regulation, volatility of economic development and dynamism of social processes determines the need to develop new approaches to budget formation and implementation in the system of financial and economic relations in order to strengthen the regulatory financial and budgetary mechanism to stimulate economic growth. It is important to have a mutually agreed combination of components of the financial and budgetary mechanism, which will help optimize the budget architecture and ensure the innovative direction of economic development. The main prerequisites for ensuring a quality level of budget architecture are the effectiveness of approaches to institutional support for the development of the budget environment.


Formulation of the problem. Kharkiv region has recently been increasingly positioned as a "smart region" and Kharkiv as a "smart city". Moreover, the emergence of "smart economy" and the availability of people with jobs is one of the strategic objectives for the city development by 2020. The formation of Kharkiv region as an "intelligent region" with "smart economy" implies, among other objectives, a comprehensive development of innovation and investment activities in the region, its transformation into a Ukraine's leading innovation and investment center. A mandatory condition of the region’s progressive socio-economic development is the economy of innovation type, which is impossible without investment. The purpose of the article is to analyze the innovation and investment potential of Kharkiv region as a factor of its smart transformation, to identify the features of its formation and use in the aspect of the formation of Kharkiv region as a "smart-region". Results. In this paper positioning of Kharkiv region and the city of Kharkiv as a smart region has been defined. The key goals and objectives of development towards a "smart economy", as well as basic factors of becoming "intelligent (smart) economy" are given. The authors analyze innovation and investment potential of Kharkiv region as a factor of its smart transformation; reveal the features of its formation and use in terms of Kharkiv region’s formation as a "smart-region". The place of Kharkiv region in the national dimension was determined according to individual indicators of innovation and investment activity and, in general, according to the innovation and investment potential with the help of the mathematical and statistical analysis. In particular, it is noted that Kharkiv region occupies the 2nd place in Ukraine in terms of the integral indicator of the formation and use of innovation and investment potential yielding only to Kyiv. According to the results of factor analysis, the factors of formation and use of innovation and investment potential of the Kharkiv region (socio-economic, resettlement, housing and trade and socio-demographic), their content (factor loadings) and intraregional peculiarities of influence (factor scales) were substantiated. Using a cluster analysis (Ward’s method, Euclidean distance), grouping of cities and districts of Kharkiv region was conducted based on the similarity of their innovation and investment activities (4 groups of cities and 5 groups of districts were identified). The results of cluster analysis made it possible to conclude that Kharkiv region is characterized by considerable territorial differentiation of the peculiarities of the formation and use of the innovation and investment potential of its administrative and territorial units, which is primarily due to the specifics of their socio-economic development. The undisputed leaders are the city of Kharkiv and Kharkivsky and Dergachivsky counties, which are characterized by the highest investment attractiveness and innovative activity, and in general, the largest innovation and investment po-tential. Thus, clustering allowed defining the features of innovation and investment potential in territorial distribution of the region, identifing problems and outline prospects for further use of the region’s available resources.

The subject. The article shows the approaches to the process of creating and realizing strategiesof socio-economic development of the largest cities in the Russian Federation. Thestrategies of socio-economic development of the largest cities have been fundamental inthe formation of such city agglomerations as “Big Volgograd” (Volgograd), “Big Rostov”(Rostov), Zhigulevskaya agglomeration (Samara), Nizhegorodskaya agglomeration (NizhnyNovgorod), Chelyabinsk city agglomeration (Chelyabinsk) and these strategies contain themain ways of development which go far beyond the competence of local importance.The purpose. The article addresses the problems that arise in the process of creating strategiesof socio-economic development of the largest cities including the extent of powerbetween public authorities of different levels.The methodology. The systematic approach, methods of formal and comparative analysisof law as well as synthesis are used in the article.Results. Before the adoption of Federal Law “On the Strategic Planning in the Russian Federation”(further down the article 172-FZ) strategic planning was unsystematic and therewere no unitary law-based approaches towards the drafting process of strategic planningdocuments. After the adoption of 172-FZ the situation has not dramatically changed.The analysis of strategic planning in the largest cities shows the lack of unitary approachestowards the drafting process of strategic planning documents, the definitions of missionand strategic goals of development, the assessment of largest cities importance in the contextof over-regional, regional and internal city area development. Also, the peculiarities ofterritorial planning and budgetary process in municipal establishments are not taken intoconsideration.

The system of regional development and the conceptual apparatus of the term “region” are analyzed. Modern problems of local budgets are revealed. The focus is on the low level of financial capacity of local budgets, which affects the state of solving current socio-economic problems, as well as the independence of local governments. At the same time, there are examples of inefficient use of budget funds, which are allowed by budget managers at the local level, which negatively affects the achievement of priority goals of socio-economic development of territories. Attention is focused on the need to improve the quality of management of managers and recipients of budget funds, including the use of program-targeted budgeting method. Emphasis was placed on the need to expand the tax capacity of the regions in filling local budget revenues. Emphasis is placed on the expediency of better use of budget policy instruments in improving the effectiveness of budget expenditures, ensuring sustainable dynamics of socio-economic development of regions, which will improve the level and quality of life.

The article defines the basic principles of budget policy formation as a tool for socio-economic development of the country. Budgetary policy has been found to be a powerful tool for ensuring macroeconomic stabilization and further activation of economic development processes. The necessity to study the impact of budgetary policy on the development of the real sector of the economy, to identify the problematic aspects of budgetary regulation of economic growth, to determine the directions of increasing the effectiveness of budgetary policy in the system of socio-economic development of the country is stressed. The main indicators of the budget system in the structure of the gross domestic product of Ukraine are described: revenues of the consolidated budget of Ukraine, expenditures of the consolidated budget of Ukraine, state debt. It is noted that the growth of budget expenditures and gross domestic product of the country is achieved through expansion of aggregate demand in the country, additional financial infusions, which have a positive impact on the pace of socio-economic development. It has been found out that use of the mechanism for financing the priorities of public financial policy at the expense of deficit funds allows to increase money supply in the economy of the country and to create preconditions for its involvement in the real sector of the economy. The features of formation of the mechanism of revenues and expenditures of the budget distribution between different levels of the budget system are generalized and systematized. It is stated that the structure of state budget expenditures is also characterized by a predominance of current expenditures over capital. It has been found that stimulating the development of the real sector of the economy is possible by increasing capital investment, deficit financing included. It is noted that the main source of capital investments in the economy of Ukraine at present is enterprises and organizations own funds. It is proved that the reorientation of government debt policy to financing the development of export and high-tech industries of the national economy is significant. Provision has been made for the feasibility of using public-private partnership mechanisms, which will make it possible to align existing budgetary resources with the volume of state guarantees and increase the efficiency of use of public financial resources in general.

The Nordic-SADCC cooperation initiative is potentially an innovative attempt to generate new forms of economic interaction between a well defined group of developed and developing countries. The partners concerned are internationally almost extreme cases as regards their level of socio-economic development. The extended cooperation framework between the two groups of countries is, however, well justified. Both groups are geographically concentrated and have a tradition of mutual development cooperation. Their policies as a whole have a similar emphasis on poverty alleviation and development as well as the consistent condemnation of the South African apartheid regime. Issues related to international politics rather than vested economic interests have offered the driving force in the emergence of this cooperation attempt. Never theless, the initiative is at this stage based on already existing measures and institutions and has not yet introduced qualitatively new patterns of mutual interaction.

The consolidation of economic security of the state, its protection against all external threats should become one of the main directions in the realization of budget expenses in short-term and in long-term prospects. According to this conception, budget expenses are to finance top-priority components of economic security.Some theoretical and methodological approaches concerning the analysis of the influence of budget instruments on parameters of economic security and socio-economic development of the country are suggested.For conducting this investigation, certain econometric models with the best functional forms have been selected and analysed. The most important instruments in budget policy such as state buying, expenses for fundamental investigations, expenses for economic development and expenses for social sphere have been considered under the condition of the Ukrainian economy. The influence of budget instruments on certain parameters that characterize the economic security of the state has been worked out in detail. As a result of the investigation, the main threats for the Ukrainian economic security have been formulated and the ways out have been proposed.The authors state that in the process of the investigation almost all budget instruments have a positive influence on the level of Ukrainian economic security, they stimulate economic development and increasing of social living standards of the population.
