The importance of relevance and reliability of information is determined by a complex system of management and control of the use of real estate. Due to the large volume of data, it is necessary that the data in the system is clearly structured. For operational use of information, it is also necessary to structure it. The article describes the characteristics of real estate objects that are necessary for entering into the unified state register and presents their conditional classification.

A comparative analysis of the principles of the cadastre in the most developed countries and in Russia. It is shown that some of the principles of cadastre, it is advisable to introduce into the Russian legislation. Such principles include the principle of Renzenberger, as well as the principles of Ruoff and Kuranda. The Russian inventory has more than twenty years, however, it cannot be considered complete, as registered in cadastre only 60 % of real estate. Full filling of the cadastre information on real estate is possible, if we abandon the application of the principle of reference. Unlike foreign domestic inventory the inventory contains errors that complicate the procedure of registration of immovable property. In addition, the domestic inventory is not the only source of information about the property that causes the ambiguity of the information about the same object. Important is also that the damage caused inaccurate inventory information bona fide buyer or seller of real property under current law, does not exceed one million rubles, regardless of the value of the lost object. Foreign inventory recognizes the property owner the main participant of the changes, however, the Russian legislation allows for the adjustment of the information object without the application of the property owner. See principles of the foreign inventory is useful for the maintenance of the national cadastre. This will simplify the process of state cadastral accounting of real estate, reduce the time of its formation and to increase the reliability of materials of the Unified state register of real estate.

The article presents technological solutions for setting up land plots for cadastral registration using modern stereophotogrammetric methods. Based on the current state of the unified state register of real estate, and the current level of development of digital technologies, and the availability of software, we believe that the actual raster foundation created by the cadastral engineer is needed. That will allow to determine and confirm the fact of the presence of a registry error in office conditions and to predict.

Greenhouse environment system is an often nonlinear, change and inertia complex system. It is very hard to build math model and control. Since moisture and temperature have a influence to crops grow, we select them to build the manner of control system, applying fuzzy control system to design moisture and temperature controller, and to write fuzzy control program based PLC, then we should observe the factual control effect. The result of system running show: when temperature is set to 25oC and moisture is 80%RH, the process of control is stable and the system is very stable, it can meet the greenhouse requirement.

The article analyzes the existing procedure for entering information on the boundaries of zones with special conditions for the use of territories in the Unified State Register of Real Estate using the example of flooding zones. The basic regulatory documents governing the procedure and procedure for establishing flood zones are identified, in which gaps are identified in the requirements for the content of the work to determine the boundaries of such zones and assess their accuracy. In this connection, it is proposed to use the algorithm developed by the authors to determine the boundaries of the zones of underflooding development based on the analysis of the hydrographic network and digital terrain model using GIS technologies. This methodology is aimed at an operational assessment of the conditions of built-up and built-up territories, which allows to reduce the financial costs of conducting expensive engineering surveys, the need of which remains to clarify the results of computer mapping in the most critical areas. The norms of accuracy of determining the boundaries of flood zones are proposed, which will correspond to the accuracy of determining the boundaries of the lands of the water fund. In order to test the developed algorithm, we chose the territory of the Ob-Tomsk interfluve, for which zoning was carried out according to the depth of groundwater and the territories of moderate and severe flooding were identified for the purpose of further more detailed study. The author considers the issues of using agricultural land in the Russian Federation, which significantly affects the wellbeing of its citizens. The possibility of partial payment of works on the firstcategory lands inventory and complex cadastral works at the expense of funds received through submission of extracts from the Unified State Register of Real Estate is justified. The shortcomings of the existing system of securing rights to immovable property are reflected, which consist in the possibility of depriving their owners of the registered right in court. It is shown that protecting the rights of individuals and legal entities to land plots by the state, as well as improving the living conditions of the population in rural areas are the main directions of developing the agricultural branch and improving the living standards of rural commodity producers. Possible ways of reducing the area of unused agricultural lands are proposed.

Systems engineering focuses on design, development, and implementation of complex systems. Not only does the Industry 4.0 concept consist of various technical components that need to be properly set and interconnected, but it is also tied to various managerial aspects. Thus, systems engineering approach can be used for its successful deployment. Overemphasis of technological aspects of Industry 4.0 represents the main starting point of this chapter. Then, collocation analysis, word clusters identification, selection and exemplification of selected domain in the business management realm, and frequency analysis are used in order to develop a holistic framework of Industry 4.0. This framework comprises six levels – physical, activity, outcome, content, triggers, and context. Moreover, the information and control level is integrated. The new holistic framework helps to consider Industry 4.0 from the complex systems engineering perspective – design and deployment of a complex system with required parameters and functionality.
