В статье представлены результаты социологических опросов, проведенных в Карачаево-Черкесской Республике в течение ряда лет. В них отражено отношение населения региона в целом к русскому и родным языкам, а также экспертное мнение, детализирующее роль и значение языков в коллективной и личностной идентичности. Отражена роль русского языка как основного идентификатора общероссийской гражданской идентичности и отношение народов КЧР к родному языку как основному показателю этнической идентичности. В рамках парадигмы идентичности показано отношение регионального экспертного сообщества к родным языкам как основной семейной ценности. Вопросы, связанные с ролью и значением русского языка как языка государствоообразующего народа, и родными языками, отражающими культурное многообразие страны, рассматриваются в контексте принятых поправок в Конституцию РФ и предстоящей в 2021 году Всероссийской переписи населения. The article presents the results of sociological surveys conducted in the Karachay-Cherkess Republic over a number of years, which reflect the attitude of the region's population as a whole to Russian and native languages and expert opinion detailing the role and significance of languages in collective and personal identity. The role of the Russian language as the main identifier of the all-Russian civic identity and the attitude of the KCR peoples to their native language as the main indicator of ethnic identity is revealed. Within the framework of the identity paradigm, the attitude of the regional expert community to native languages as the main family value is shown. Issues related to the role and significance of the Russian language as the language of the state-forming people and native languages reflecting the cultural diversity of the country are considered in the context of the adopted amendments to the Constitution of the Russian Federation and the upcoming 2021 All-Russian population census.

The article describes the specifics of the special psychophysiological researches with polygraph use, as part of the professional selection of candidates on service in bodies of internal Affairs, insufficient knowledge of the Russian language. The authors discuss the stages of conducting of a special psychophysiological researches with polygraph use by the professional selection of candidates. Each of the stages - preparatory, precipitately actually test, evaluate results, final interview is described taking into account the engagement with the applicant at the service of an interpreter. The article presents the technology of preparation for carrying out of psychophysiological research with two translators, including five blocks, reflects the functional role of the polygraph, the primary and secondary translators, and the sequence of their execution. The authors draw attention to the fact that the involvement of two translators to the procedure of special psycho-physiological research enables to reveal risk factors of citizens of the Russian Federation, candidates for service in the police Department with insufficient level of knowledge of the Russian language.

The article aims to analyze the functioning of the Russian language within the ethnic space of the Murmansk Region. The analysis of the state statistical and archive documents for the Murmansk Region has shown that the Russian language has dominated within the region since at least the 18th century, and this had its obvious economic and communicative advantages, in particular, in education. The Saami, the indigenous small-numbered people of the Murmansk Region, understood and mastered the conversational Russian language since the 18th century. The Russian language dominates within the current polyethnic linguistic environment of the Murmansk Region due to the numerical superiority of the Russians in the region, as well as due to its position as the language of the dominant ethnic group.

The article considers the actual problems that are put forwards Concept of the Russian language and literature teaching in the Russian Federation: first, “degradation of the motivation of learners to reading”; second, “incomplete provision of formation of communicative competency of learners”. The author presents the determining role of the communicative and reader competencies of teachers in perfection of the teaching process, and highlights the possible ways of the communicative competency development through the development of the unified speech environment of an educational establishment.

The article outlines the ideology of monitoring the transgenerational transmission of the Russian language and other languages of the peoples of the Russian Federation for the national-territorial subjects of the Russian Federation, emphasizing the importance of data on the number of speakers of a particular language in different age and social cohorts, on their competence levels, on real bilingualism and multilingualism, on language transmission mechanisms from older to younger generations to determine the viability of minority languages and thus to plan measures to save, support and revive them. The provisions of the "Framework Convention for the Protection of National Minorities" relating to the study of majority and minority languages in the educational systems of multilingual and multinational states are also analyzed, and the leading role of Russian as the national language is shown. Developed a monitoring scenario for transgenerational language transmission (for households), taking into account maximum unification with the program of the General Population Census of the Russian Federation, which was published during the trial census in 2018. The monitoring questions are grouped into three clusters, each of which reflects different aspects of the sociolinguistic situation: the territorial distribution of languages and family relations within the household; the ethnic, socio-age and educational characteristics of the respondent; the linguistic characteristics of the respondent.

The subject of this research is the adequacy of translation of Avar poetry into the Russian language on the example of the poem “If They Will Draw My Portrait” by the National Poet of Dagestan Fazu Gamzatovna Aliyeva. The object of this research is the lyrical works of Fazu Aliyeva and other Dagestan poets. Using the method of comparative analysis, the authors draw parallel between the Avar and Russian versions of F. Aliyeva’s poem, which has been translated by the Russian poet-translator Vladimir Turkin. The goal of this article lies in the comparative study of the lyrical poem by the Avar poet and its literary translation into the Russian language. The question of the literary translations of poetic texts from the native languages into the Russian language remains relevant at all times. The degree of accuracy and adequacy of the translation of modern or classic Dagestan poetic texts into the Russian language is yet to be fully researched. The novelty of this work consists in comprehensive analysis of the adequacy of translation of the lyrical texts of the Avar poet Fazu Aliyeva into the Russian language. The adequate professional translation into the Russian language is invaluable for the development of literature of the Caucasian peoples (and all national literatures of the peoples that are part of the Russian Federation). This helps them reach a wider readership. Juxtaposition of the original poetic text and its translation into the Russian language proves that Vladimir Turkin has achieved full adequacy of conveying the Avar text, despite the discrepancy in translating spatial details, which not in the slightest distorts the stylistic and emotional-expressive peculiarities inherent to the poem by the Dagestan poet Fazu Aliyeva.

The subject of this research is bilingualism in the context of language policy in modern Bashkortostan. Special attention is given to actualization of the ethno-lingual identity of non-Russian population in the republic. Leaning on the ethnosociological studies, the author examine the scale of proliferation of national-Russian bilingualism in Bashkortostan, analyze the key markers in selection of the native language among some ethnic groups, as well as determine the role of Russian language as a language of interethnic communication. The novelty of this work lies in the attempt to determine the intensity of usage of national languages of non-Russian peoples and their interaction with the Russian language based on the wide-scale ethnosociological studies. The acquired results demonstrate that among Bashkir population, the native language still prevails over Russian by the level of language competence; while among urban Tatars, the Russian language has noticeably exceeded the native language of communication. At the same time, the results of ethnosociological research, confirming the results of the All-Russia Population Census of 2010 on the language competence of the residents of Bashkortostan, testify to the fact that their speech activity is oriented mostly towards learning Russian than the language of their ethnicity.

The article is devoted to some aspects of the role of the Russian language in the Russian identity. It analyzes the main concepts of civil nationalism in the Western scientific literature, identifies their elements associated with giving the national language one of the key roles in the formation of civil nations as a special type of solidarity (the concepts of E. Gellner, B. Anderson, E. Hobsbawm, M. Billig, etc.). It is shown that national languages, formed under the influence of certain economic and political circumstances, continue to be reproduced as linguistic constructs in the modern conditions of fragmentation of space, trends in the recognition of the rights of linguistic and other minorities, and transformations of the ideas of nationalism. Based on the materials of representative sociological studies in different countries, it is shown that language is the “cornerstone” of national (civil) identity in people’s perceptions – national or nationally dominant languages in different countries are perceived as necessary to be considered part of a civil nation. Russian surveys also show that the Russian language is one of the most important identifiers of Russian identity in the mass representations of our fellow citizens at the moment, which is much more noticeable in the Russian ethnic environment. Russian language potential in the Russian identity is negatively influenced by both long-standing factors (in particular, the opposition of Russian and native languages in language policy and education) and recent factors related to the emphasis on the role of the Russian language as the language of the state-forming people. The article concludes that the potential of the Russian language in the Russian identity is negatively influenced by the long-standing factors (in particular, the opposition of Russian and native languages in language policy and education).

This article is devoted to the problem of using Russian time-prepositions by foreigners, especially by the Chinese. An analysis of modern literature allows the author to identify the main areas of the work aimed at foreign students’ development of the skills and abilities to correctly build the prepositional combinations and continuously improve the communication skills by means of the Russian language. In this paper, the time-prepositions in the Russian language have been analyzed in detail; some examples of polysemantic use of prepositions, their semantic and stylistic shades alongside with possible errors made by foreign students are presented. The results of the study are to help in developing a system of teaching Russian time-prepositions to a foreign language audience, taking into account their native language, on the basis of the systemic and functional, communicative and activity-centred basis. The role of Russian time-prepositions in constructing word combinations has been identified; the need for foreign students’ close attention to this secondary part of speech has been specified. It has been stated that prepositions are the most dynamic and open type of secondary language units within the quantitative and qualitative composition of which regular changes take place. The research substantiates the need that students should be aware of the function of time-preposition in speech; they are to get acquainted with the main time-prepositions and their meanings, to distinguish prepositions and other homonymous parts of speech as well as to learn stylistic shades of time-prepositions. Some recommendations related to the means of mastering time-prepositions have been given: to target speakers to assimilate modern literary norms and, therefore, to teach them how to choose and use them correctly by means of linguistic keys that are intended to fill the word with true meaning, to give it an organic structure, an inherent form and an easy combinability in the texts and oral speech.

Analysis of the current trends in the teaching of the Russian language allows to assert the value of the category of values in the educational strategy. In the context of orientation of the textbook to modern requirements the role of the text in the characteristic of language as an expression of value and personal meanings is emphasized. Providing personal and humanistic thinking and the formation of value view of students in the Russian language is more successful on a wide background of text material by stimulating a variety of ways of original work of students. Its predicted results are closely related to the awareness of the value of the Russian language. Attention is paid to the resources associated with the organization of open educational space on the basis of axiological ideas as the leading in the theory of school education and textbook.
