Most scientists agree that climate change is the largest existential threat of our time. Despite the magnitude of the threat, surprisingly few climate-related discussions take place on social media. What factors drive online discussions about climate change? In this study, we examined the occurrence of Reddit discussions around three types of climate-related events: natural disasters (e.g., hurricanes, wildfires), political events (i.e., 2016 United States Presidential election), and policy events (i.e., United States’ withdrawal from Paris Climate Agreement, release of IPCC report). The objective was to understand how different types of events influence collective action as measured by discussions of climate change. Six large US cities were selected based on the occurrence of at least one locally-relevant natural disaster since 2014. Posts (N = 4.4 million) from subreddits of the selected cities were collected to obtain a six-month period before and after local natural disasters as well as climate-related political and policy events (which applied equally to all cities). Climate change discussions increased significantly for all three types of events, with the highest discussion during the 2016 elections. Further, discussions returned to baseline levels within 2 months following natural disasters and policy events but continued at elevated rates for up to 4 months following the 2016 elections. The findings suggest that collective discussions on climate change are driven more by political leaders’ controversial positions than life-threatening local natural disasters themselves. Implications for collective action are discussed.

Traditional tabletop board games have soared in popularity in recent years, and used often as tools for education and entertainment. Board games are an especially engaging format for studying themes of collective-action problem solving. This study looks at one of the most complex collective-action problems of this generation, climate change, and evaluates how individual attitudes and preferences may be altered by playing a board game specifically designed to influence how people relate to an issue. The board game Wheels was introduced and taught to 18 participants, who engaged in five separate playtesting sessions where observation, survey and interview data were collected. The study evaluates participants' attitudes and preferences toward certain transportation and climate change topics before and after playing the game. The game showed promise in changing players' preferences toward certain modes of transportation - increasing preferences toward electric vehicles and cycling, and decreasing preference towards gas powered cars. These findings indicate that the effective combination of select climate change game mechanics in a highly personalized theme may produce an engaging and entertaining experience that has the potential to transcend the game board and impact players' outlook upon real life choices.

How do Chinese information inspectors censor the internet? In light of the assumption that inspectors must follow specific rules instead of ambiguous guidelines, such as precluding collective action, to decide what and when to delete, this study attempts to offer a dynamic understanding of censorship by exploiting well-structured Weibo data from before and after the 2018 Taiwanese election. This study finds that inspectors take advantage of time in handling online discussions with the potential for collective action. Through this deferral tactic, inspectors make online sentiments moderately flow regarding an important political event, and thereafter, past discussions on trendy topics will be mostly removed. Therefore, reality is selectively altered; the past is modified, and the future will be remembered in a ``preferable" way.

Global climate change is influencing the weather in every region of the United States, often in harmful ways. Yet, like people in many countries, most Americans view climate change as a threat that is distant in space (i.e., not here), time (i.e., not now), and species (i.e., not us). To manage risk and avoid harm, it is imperative that the public, professionals, and policy-makers make decisions with an informed understanding of our changing climate. In the United States, broadcast meteorologists are ideally positioned to educate Americans about the current and projected impacts of climate change in their community. They have tremendous reach, are trusted sources of climate information, and are highly skilled science communicators. When our project began in 2009, we learned that many U.S.-based TV weathercasters were potentially interested in reporting on climate change, but few actually were, citing significant barriers including a lack of time to prepare and air stories, and lack of access to high-quality content that can be rapidly used in their broadcasts, social media, and community presentations. To test the premise that TV weathercasters can be effective climate educators—if supported with high-quality localized climate communication content—in 2010 George Mason University, Climate Central, and WLTX-TV (Columbia, SC) developed and pilot-tested Climate Matters, a series of short on-air (and online) segments about the local impacts of climate change, delivered by the station’s chief meteorologist. During the first year, more than a dozen stories aired. To formally evaluate Climate Matters, we conducted pre- and post-test surveys of local TV news viewers in Columbia. After one year, WLTX viewers had developed a more science-based understanding of climate change than viewers of other local news stations, confirming our premise that when TV weathercasters report on the local implications of climate change, their viewers learn. Through a series of expansions, including the addition of important new partners—the American Meteorological Society, National Aeronautical and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), and Yale University—Climate Matters has become a comprehensive nationwide climate communication resource program for American broadcast meteorologists. As of March 2016, 313 local weathercasters nationwide (at 202 stations in 111 media markets) are participating in the program, receiving new content on a weekly basis. Some leaders in the World Meteorological Organization are now promoting the concept of “TV weather presenters as climate change communicators,” and collaborative discussions are underway with Climate Central. In this article, we review the theoretical basis of the program, detail its development and national scale-up, and conclude with insights for how to develop climate communication initiatives for other professional communities of practice in the U.S. and other countries.

The impact of environmental governance on the delivery of local climate change plans is examined by comparing two transatlantic sub-national jurisdictions which have adopted stringent targets for reducing greenhouse gas emissions: Scotland and the Pacific Northwest region of the United States of America. The former relies on dirigiste top-down environmental governance, through which central government sets targets and imposes statutory duties that apply equally to all local councils. In the latter, a bottom-up multi-level form of environmental governance has emerged to compensate for the absence of a federal mandate. Specific action plans from a climate change pioneer in each location are assessed to test the strengths and limitations of these alternative modes of environmental governance: Portland in Oregon and Fife in Scotland. The Scottish dirigiste approach offers its local councils a consistent policy framework, allowing them to focus on specific measures to reduce greenhouse gas emissions, while avoiding concerns about free-rider effects from non-participating councils. The asymmetrical uptake of climate change measures by United States municipalities exposes their domestic market to the risks of carbon leakage that America sought to avoid in global markets during negotiations over the Kyoto Protocol.

We review the evidence for bio-regulation by coral reefs of local climate through stress-induced emissions of aerosol precursors, such as dimethylsulfide. This is an issue that goes to the core of the coral ecosystem’s ability to maintain homeostasis in the face of increasing climate change impacts and other anthropogenic pressures. We examine this through an analysis of data on aerosol emissions by corals of the Great Barrier Reef, Australia. We focus on the relationship with local stressors, such as surface irradiance levels and sea surface temperature, both before and after notable coral bleaching events. We conclude that coral reefs may be able to regulate their exposure to environmental stressors through modification of the optical properties of the atmosphere, however this ability may be impaired as climate change intensifies.

Managing the risks of climate change partly involves setting and implementing regulatory standards that help to diminish the causes of climate change. This means setting regulatory standards that require businesses to emit fewer pollutants, most notably carbon dioxide. In large federalist systems like the United States and the European Union, this regulation is produced by a variety of institutional structures and policy instruments as well. In the United States, federal regulations often encompass stricter standards with less flexibility; these standards have direct impacts on the relevant regulated interests, but they also influence the content and structure of non-governmental regulations, such as those promulgated by NGOs or industry trade associations. This influential “shadow of hierarchy” can be witnessed in both the U.S. and E.U. However, at a more local level, businesses and governments do not solely operate within the confines of strict, hierarchical regulation. Both sets of organizations join together horizontally to form compacts and regulatory networks that are often characterized more by guidance, soft law and collaborative efforts. While such institutions can be a welcome and effective complement to stricter, hierarchical regulation, such networks require high levels of trust and goal congruence to overcome the potential collective action problems that are inherently possible in such networks. Finally, the conditions under which networks and hierarchies both develop to construct environmental regulatory policies will depend on the dynamics of the policy process as well. Under ordinary circumstances, diverging preferences and collective action problems may create the foundation for more incremental and weaker regulatory standards, whereas an environmental disaster might create a groundswell of support for strict, judicially binding legislation. In this way, policy processes affect the structure of hierarchies and networks and ultimately the shape of regulations designed to mitigate the effects of climate change.

One of the earliest sources of humanity’s religious impulse was severe weather, which ancient peoples attributed to the wrath of storm gods. Enlightenment thinkers derided such beliefs as superstition and predicted they would pass away as humans became more scientifically and theologically sophisticated. But in America, scientific and theological hubris came face to face with the tornado, nature’s most violent windstorm. Striking the United States more than any other nation, tornadoes have consistently defied scientists’ efforts to unlock their secrets. Meteorologists now acknowledge that even the most powerful computers will likely never be able to predict a tornado’s precise path. Similarly, tornadoes have repeatedly brought Americans to the outer limits of theology, drawing them into the vortex of such mysteries as how to reconcile suffering with a loving God and whether there is underlying purpose or randomness in the universe. In this groundbreaking history, Peter Thuesen captures the harrowing drama of tornadoes, as clergy, theologians, meteorologists, and ordinary citizens struggle to make sense of these death-dealing tempests. He argues that, in the tornado, Americans experience something that is at once culturally peculiar (the indigenous storm of the national imagination) and religiously primal (the sense of awe before an unpredictable and mysterious power). He also shows that, in an era of climate change, the weather raises the issue of society’s complicity in natural disasters.
