A modern university answering the challenges of the society does not remain aloof to introduce certain inclusive practices. Currently, the legislation of the Russian Federation clearly distinguishes between the concepts of “Disability”, “Special health opportunities “and” Special educational needs”. However, there is a demand to combine all three terms into one, that is “Special educational needs”. The author considers this substitution to be unlawful. The article attempts to analyze each term from the point of view of prospects for each group of students to get higher education, taking into account the peculiarities of their psychophysical development. In addition, the author reviews some difficulties (insufficient technical equipment of the classrooms, learned helplessness of students, lack of knowledge about various nosological groups of disabled people, etc.) and ways to overcome these and other problems such as development of an adapted educational program, compliance with the principles of health conservation, psychological readiness of the teaching staff to work with such students. The author draws the conclusion that only training of teachers and the creation of a special educational space, the inadmissibility of a formal approach to the integration of students with special educational needs can contribute to the successful provision of their right to education.

The study aimed to identify the necessary requirements needed for employing e. learning in the (teaching staff) in the faculty memberof education, from the point of view of the teaching staff. In this study the researcher employed the analytical descriptive method and the size of the sample in which the study was applied was (127) individualsof the teaching staff with a degree of Assistant Professorand above The researcher has employed questionnaire technique as a study tool. The most important findings of the study are: The study has come to the fact that the majority of the researchers managed to answer the study areas which are summarized in (the requirements needed for employing e. learning by the teaching staff، which was specified by this study، these requirements are vitally important from the point of view of the teaching staff. The most important requirements for the use of e-learning in the university faculty member. It consists in possessing the competencies of preparing courses electronically, which means designing the content or electronic curriculum in accordance with the principles of educational design. The most important recommendations of the study are: Providing all the requirements needed to put e. learning into practice (for the teaching staff members) which was determine by the study to employ e. learning in the institutions of the higher education in Sudan.

The article discusses the potential opportunities for leaders of higher education to monitor and implement development management functions using a system of key performance indicators, which is often used by various business entities. The authors adapted it to the needs of higher education institutions, integrating them with their characteristics.The formation of a system of key performance indicators in the article is disclosed from the point of view of improving the management system and motivation of the management and teaching staff of higher education. Approbation of the proposed methodology was implemented in the Institution of Higher Education, where it showed its effectiveness. The new system allowed the university professors to influence directly on the bonus part of income through their own work and efficiency.

The objective of the research was to evaluate the performance of the teaching staff of the Baghdad and Salahaddin University-Erbil from the point of view of the heads of their departments in a number of different colleges as a comparative study. The research community was (247) individuals from the heads of departments in the above universities, and a sample size was chosen randomly was(197) unit, and (134) individuals from the department heads at the University of Baghdad, and (63) unit from the department heads at Salahaddin University-Erbil. To achieve the research objectives, a (closed — open) questionnaire was prepared consisting of (49) paragraphs distributed into six specific fields of alternatives. To answer it and one open question in the questionnaire, the validity and reliability of the questionnaire was verified. The data was analyzed using the (weighted mean equation, the percentage weight equation and the chi-square test). The results showed there was no differences between the responses of department heads in evaluating the teaching performance of faculty members in the research sample in two universities. In addition, a number of proposals were presented to develop the performance of faculty members from the point of view of department heads in both universities. The two researchers made a number of recommendations as well, as well as a number of proposals to conduct future research for researchers in this field.

The aim of this work has been to detect the differences and similarities from the point of view of Music Education among the Programas Renovados (Renewed Programs), the last document published in Spain before the emergence of the curriculum concept and how we conceive it today, and the Real Decree 1006/1991, that established the curricula for Primary School. For this, a comparative analysis of the aforementioned texts has been carried out through a documentary analysis that has allowed to contrast the legal framework, the character, the curricular functions, the configuration of the music area, structure, elements, musical areas, as well as the degree of concretion of both documents. The results reveal a high degree of difference between the Renewed Programs and Royal Decree 1006/1991 regarding the curricular functions, because the former served as a guide for the teaching staff, while the latter, in addition to the previous function, made explicit the intentions of the educational system for the stage. Likewise, a high degree of difference between the structure of the Musical Education elements of both documents has been verified. However, it has been observed a common presence of contents related to different areas of Music Education (singing, instrumentation, listening, movement and dance...), as well as a dual approach that includes the perceptual dimension and expressive of them.

Distance learning is a favourable form of education in all professional fields. The necessity for repeated education and continuous renewal of knowledge and skills is acknowledged to be a fundamental demand in nowadays society. Distance learning is widespread and extensively studied from several aspects in many countries. In Latvia distance learning in medical studies is an underdeveloped sphere, which requires more attention, to acquire such an education strategy goal as lifelong learning. Along with technological development and introduction of distance learning it is essential to maintain quality and efficiency of education. Quality has more importance in open and distance learning, considering the virtual characteristics and physical distance between the trainees and the teaching staff. The literature review displays the significance of the teacher and student support mechanisms, internal and external evaluation processes, as well as strengthens academic culture and provides permanent cooperation and interaction with the interested parties in order to ensure a high quality study process of the distance learning. A competence-based approach is an important aspect in the professional development of medical practitioners and the assessment of knowledge, skills and competences from the student's point of view is an important indicator of the quality of education.

This study aimed at identifying the degree at which the first three basic grades pupils practice the ethical values from the point of view of their teachers in the Southern Ghor District، as well as، the relationship of that with some variables. The researchers developed the study tool that consisted of، ( 27 ) items divided into three domains; the validity and reliability of the study tool were verified. The study sample consisted of (50) female teachers from those who teach the first three basic grades. The study results showed that، the degree at which the first three basic grades pupils practice the ethical values from the point of view of their teachers in the Southern Ghor، District، was high. The domain relating to (the relationship between the pupil and the teaching staff) was in the first place، followed by (the relationship between the pupil and his teacher)، and finally (the relationship between the pupil and his peers). The results showed that there are no statistically significant differences at ( α≤ 0.05 )، regarding the degree at which the first three basic grades pupils practice the ethical values from the point of view of their teachers in the Southern Ghor District attributed to the variables of the years of experience as well as educational qualification. In the light of the results، the study recommended that، the students should practice the ethical values in a high degree with their peers by educating the pupils regarding the brotherhood in our Islamic religion as well as practicing these behaviors in front of the students to reinforce them. The study also recommended about conducting a study that reveals the degree at which the secondary stage students practice the ethical values from the point of view of their teachers in the Southern Ghor District.
